Sometimes these issues are unique to the West, but more often they resonate right across Canada. We are resolutely nonpartisan. We let the research do the talking rather than rely on predetermined positions. Our goals are straightforward: better government policy; a prosperous West in a prosperous Canada; fair treatment of all regions in the federation; and a strong democracy based on open debate and meaningful citizen engagement. Over the past 40 years, our research and recommendations have advanced all four of these goals. We are a source of ideas and information. We are a facilitator of discussion and civic participation. We give the people of British Columbia, Alberta, Saskatchewan and Manitoba a voice. A voice for their aspirations, interests and concerns. As westerners, we understand the people and the places of the West. We know our history and how it influences our future. Whether it is the economy, energy, environment, education, healthcare, taxes, social services, urban issues, intergovernmental relations or any other policy area of importance to the West, we have researched it, commented on it, stimulated debate about it and recommended practical options for improving the policy response—all from a uniquely western point of view. -
The NDP's Approach to Constitutional Issues Has Not Been Electorally

Paper prepared for the Annual Meetings of the Canadian Political Science Association, June 2004, Winnipeg The federal New Democratic Party experienced a dramatic electoral decline in the 1990s from which it has not yet recovered. Along with difficulties managing provincial economies, the NDP was wounded by Canada’s constitutional debates. The NDP has historically struggled to present a distinctive social democratic approach to Canada’s constitution. Like its forerunner, the Co-operative Commonwealth Federation (CCF), the NDP has supported a liberal, (English-Canadian) nation-building approach that fits comfortably within the mainstream of Canadian political thought. At the same time, the party has prioritized economic and social polices rather than seriously addressing issues such as the deepening of democracy or the recognition of national or regional identities. Travelling without a roadmap, the constitutional debates of the 80s and 90s proved to be a veritable minefield for the NDP. Through three rounds of mega- constitutional debate (1980-82, 1987-1990, 1991-1992), the federal party leadership supported the constitutional priorities of the federal government of the day, only to be torn by disagreements from within. This paper will argue that the NDP’s division, lack of direction and confusion over constitution issues can be traced back to longstanding weaknesses in the party’s social democratic theory and strategy. First of all, the CCF- NDP embraced rather than challenged the parameters and institutions of liberal democracy. -

Indeed, the ndp takes the prize for being “the first federal party to set up stand alone websites specifically to attack opponents, now a common practice.”1 The ndp’s continuing embrace of “oppo research” as a means of challenging the credibility of its political rivals was on display during the final days of the 2019 federal election campaign. Facing a strong challenge from Green Party candidates in ridings in the southern part of Vancouver Island, the ndp circulated a flyer that attacked the Green Party for purportedly sharing “many Conservative values,” including being willing to “cut services [that] families need” and to fall short of “always defend[ing] the right to access a safe abortion.” Needless to say, the ndp’s claims were based on a very slanted interpretation of the evidence pulled together by its researchers 1. Without doubt, from a social welfare perspective, the CCF helped build and develop an extensive social welfare system across Canada. It has been justly credited with being one of the major influences over Canadian social welfare policy during the critical years following the Great Depression. This was especially true of the period of the Second World War when the federal Liberal government of Mackenzie King adroitly borrowed CCF policy planks to remove the harsh edges of capitalism and put Canada on the path to a modern Welfare State. -

DOI: 10.1177/0020702014540282 Foreign policy and ijx.sagepub.com public opinion in the Harper era Roland Paris Graduate School of Public and International Affairs, University of Ottawa, Ottawa, ON, Canada Abstract Since coming into office in 2006, the government of Prime Minister Stephen Harper has rejected many of the symbols and practices of the liberal internationalist approach to foreign affairs that Canadian governments of all political stripes broadly embraced during the preceding six decades. As part of this change, the Harper government has also promoted a new narrative about Canada’s history and foreign policy, which encour- ages Canadians to change how they think about their country and its role in the world. By examining recent opinion surveys, this article asks whether Canadian public attitudes on foreign policy have shifted away from liberal internationalism and toward the Harper government’s narrative since 2006.
