SHEKILINDI aliuliza:- Serikali imekuwa na utaratibu wa kukarabati shule zake za msingi na sekondari nchini:- Je, ni lini Serikali itazifanyia ukarabati Shule za Msingi Kwemashai, Bandi, Milungui, Kilole na Shule za Sekondari za Ntambwe, Ngulwi - Mazashai na Mdando? 1 NAKALA MTANDAO(ONLINE DOCUMENT) MWENYEKITI: Ahsante. Naibu Waziri, Ofisi ya Rais, TAMISEMI, Mheshimiwa Waitara. NAIBU WAZIRI, OFISI YA RAIS, TAWALA ZA MIKOA NA SERIKALI ZA MITAA (MHE. MWITA M. WAITARA) alijibu:- Mheshimiwa Mwenyekiti, kwa niaba ya Waziri wa Nchi, Ofisi ya Rais – TAMISEMI, naomba kujibu swali la Mheshimiwa Shaabani Omari Shekilindi, Mbunge wa Lushoto, kama ifuatavyo:- Mheshimiwa Mwenyekiti, katika kipindi cha mwaka 2018/2019, Serikali kupitia Program ya Lipa Kulingana na Matokeo (EPforR) imepeleka jumla ya shilingi milioni 467 kwa ajili ya ujenzi wa mabweni mawili, matundu sita ya vyoo na madarasa mawili katika Shule ya Msingi Shukilai (Shule ya Elimu Maalum) na ujenzi wa mabweni mawili Shule ya Sekondari Magamba, ujenzi wa bweni moja na madarasa mawili Shule ya Sekondari Umba. Mheshimiwa Mwenyekiti, vilevile katika mwaka wa Fedha 2018/2019, Serikali imetoa shilingi bilioni 29.9 kwa ajili ya ukamilishaji wa maboma 2,392 ya madarasa nchi nzima ambapo kati ya fedha hizo Halmashauri ya Wilaya ya Lushoto imepewa kiasi cha Sh.512,500,000 kwa ajili ya kukamilisha maboma 46 ya madarasa shule za sekondari. Serikali itaendelea kukarabati na kujenga miundombinu ya elimu kwa awamu kadri ya upatikanaji wa fedha. MWENYEKITI: Ahsante. Mheshimiwa Shekilindi. MHE. SHAABANI O. SHEKILINDI: Mheshimiwa Mwenyekiti, kwanza niipongeze Serikali, nimpongeze Rais wangu Mungu azidi kumjaza hekima na maisha marefu. (Makofi) Mheshimiwa Mwenyekiti, naomba niulize maswali mawili ya nyongeza. Swali la kwanza, pamoja kwamba tumepata fedha zote hizo kama nilivyosema nashukuru lakini bado sekondari nyingi katika Jimbo la Lushoto hazina hosteli 2 NAKALA MTANDAO(ONLINE DOCUMENT) na hii imepelekea watoto wengi kufeli na watoto wengi wa kike kupata ujauzito. Je, Serikali ina mkakati gani sasa tena wa haraka kuhakikisha kwamba wanajenga hosteli katika sekondari ambazo hazina hosteli? (Makofi) Mheshimiwa Mwenyekiti, swali la pili, wananchi wa Jimbo la Lushoto kwa nguvu zao wamejenga majengo ya maabara tena yote matatu lakini mpaka sasa majengo yale hayajamalizika. Je, Serikali haioni kuwa kuna umuhimu sasa wa kumalizia maboma yale ili watoto wetu waweze kusoma elimu kwa vitendo? (Makofi) MWENYEKITI: Ahsante. Majibu kwa maswali hayo mawili, Naibu Waziri wa Nchi, Ofisi ya Rais, TAMISEMI, Mheshimiwa Waitara. NAIBU WAZIRI, OFISI YA RAIS, TAWALA ZA MIKOA NA SERIKALI ZA MITAA (MHE. MWITA M. WAITARA): Mheshimiwa Mwenyekiti, naomba nimjibu Mheshimiwa Shekilindi maswali mawili ya nyongeza, kama ifuatavyo:- Mheshimiwa Mwenyekiti, kwanza, nampongeza Mheshimiwa Mbunge nimefika kwenye Jimbo lake la Lushoto, wananchi wa eneo lile na yeye mwenyewe wamefanya kazi kubwa kuongeza miundombinu ya elimu lakini pia afya na maji. Mheshimiwa Mwenyekiti, swali lake la kwanza anaomba kujua mpango wa Serikali kuongeza hosteli. Katika bajeti ambayo inaendelea kujadiliwa sasa kila mtu akipitia kwenye kitabu cha bajeti cha Mheshimiwa Waziri wa Nchi, Ofisi ya Rais, TAMISEMI, utaona kuna maeneo mbalimbali fedha zimetengwa kwa kazi hiyo lakini iko miradi mingine ya elimu itakayoimarisha hosteli mbalimbali. Kwa hiyo, naomba Mheshimiwa Mbunge avumilie mwaka huu wa fedha tumetenga fedha na kadri zitakavyopatikana tutaweza kumaliza hiyo shida kwa watoto wa kike. Mheshimiwa Mwenyekiti, swali lake la pili ni kuhusu maboma ya maabara, tumeanza kupeleka vifaa na 3 NAKALA MTANDAO(ONLINE DOCUMENT) kukamilisha maboma katika shule nyingi kadri itakavyowezekana. Kwa hiyo, naomba Mheshimiwa Mbunge tuwasiliane huenda shule au maeneo yake anayotaja tutapeleka vifaa vya maabara lakini pia tutamalizia maboma ya maabara hizo. Lengo ni ili tupate wataalamu wa sayansi ili tutakapoanza issue ya viwanda tuwe na wataalam wa kutosha. MWENYEKITI: Ahsante. Mheshimiwa Mbatia. MHE. JAMES F. Mheshimiwa Mwenyekiti, pamoja na kwamba hivi karibuni Serikali imefanya ukarabati mkubwa wa shule za sekondari kongwe ikiwemo Shule ya sekondari ya Mpwapwa lakini mimi nataka nimuulize Mheshimiwa Naibu Waziri mnafanya ukarabati wa shule tu lakini nyumba za walimu 4 NAKALA MTANDAO(ONLINE DOCUMENT) zimechakaa kweli kweli. Je, mna mpango gani wa kukarabati shule na nyumba ya walimu? MWENYEKITI: Ahsante, mna mpango wa ukarabati wa nyumba za walimu. NAIBU WAZIRI, OFISI YA RAIS, TAWALA ZA MIKOA NA SERIKALI ZA MITAA (MHE. WAITARA): Mheshimiwa Mwenyekiti, naomba nimjibu Mheshimiwa George Malima Lubeleje (Senator), kama lifuatavyo:- Mheshimiwa Mwenyekiti, si kweli kwamba tunakarabati shule tu ukweli ni kwamba tumekarabati shule nyingi zaidi kuliko nyumba za walimu. Hata kwenye kitabu cha bajeti tunachojadili sasa ambapo Mungu akipenda tutahitimisha Jumatatu tarehe 15 akipitia kwenye majimbo mbalimbali ataona fedha zimetengwa kwa ajili ya ukarabati wa nyumba za walimu. Uwezo wa Serikali siyo mkubwa sana, tunaomba Mheshimiwa Mbunge na wadau mbalimbali tushirikiane katika jambo hili kupunguza shida ya walimu katika nchi hii. Ahsante. MWENYEKITI: Mheshimiwa Catherine. MHE. CATHERINE V. MAGIGE: Mheshimiwa Mwenyekiti, nakushukuru. Kwa kuwa tumeona shule nyingi kongwe zilizotoa viongozi mbalimbali zimekuwa zikikarabatiwa. Kwa Mkoa wangu wa Arusha, kuna Shule ya Arusha Sekondari ambapo miundombinu yake ni mibovu na chakavu. Je, Serikali haioni umuhimu wa kutenga pesa kwa ajili ya kukarabati shule hii kongwe ya Arusha Sekondari? MWENYEKITI: Ahsante, shule kongwe ya Arusha Sekondari. WAITARA): Mheshimiwa Mwenyekiti, naomba nijibu swali la nyongeza la Mheshimiwa Catherine Magige, msemaji mzuri sana wa Mkoa wa Arusha na Mbunge Viti Maalum, kama ifuatavyo:- 5 NAKALA MTANDAO(ONLINE DOCUMENT) Mheshimiwa Mwenyekiti, ni nia ya Serikali kukarabati shule zote kwa wakati mmoja kama ingewezekana lakini kwa sababu ya ufinyu wa bajeti jambo hilo halijawezekana, tutakarabati kulingana na uwezo lakini pia kuna vigezo mbalimbali. Kwa hiyo, naomba nichukue hoja ya Mheshimiwa Mbunge, tufanye tathmini, tumeshamaliza awamu ya kwanza tupo kwenye mpango wa awamu ya pili, huenda kwenye awamu ya tatu Shule ya Arusha Sekondari ikaingizwa kwenye mpango huu wa Serikali wa kukarabati shule hizi. Naomba tuwasiliane baada ya kipindi cha maswali na majibu tuone njia bora ya kumaliza shida hiyo. Ni nia ya Serikali kila Jimbo lipate mgao wa kupunguza shida ya maboma na kuchangia nguvu za wananchi ili wasilalamike. While living in Tanzania in 2015, he witnessed the general election campaign and the beginning of Magufuli’s presidency first-hand. Abstract Since 2015, Tanzania has taken a severe authoritarian turn, accompanied by rising civil disobedience. In the process, it has become a focal point in debates about development and dictatorship. This article unpicks what is happening in contemporary Tanzania. It contends that Tanzania is beset by a struggle over its democratic institutions, which is rooted in rising party system competition. However, this struggle is altered by past experience in Zanzibar. The lessons that both government and opposition have drawn from Zanzibar make the struggle in mainland Tanzania more authoritarian still. These dynamics amount to a new party system trajectory in Tanzania Dan Paget 2 The Tanzanian general election of 2015 seemed like a moment of great democratic promise. Opposition parties formed a pre-electoral coalition, which held. They were joined by a string of high-profile defectors from the ruling CCM (Chama cha Mapinduzi, or the Party of the Revolution).     AFRICA RISK CONSULTING Tanzania Monthly Briefing December 2020 Tanzania Summary 4 December 2020 President John Magufuli (2015-present) outlines his priorities for his second and final term in office during the inauguration of parliament on 13 November following the resounding win of the ruling Chama Cha Mapinduzi (CCM) in the October general election. While Magufuli has signalled further assistance for the private sector, his delay in appointing a full cabinet has further slowed government engagement. The protracted downturn in tourism globally is putting Tanzania’s economy, and its levels of foreign exchange reserves, under strain. Tanzania fares moderately compared to its regional neighbours in the Mo Ibrahim Foundation’s annual Ibrahim Index of African Governance (IIAG). Magufuli’s second term off to a slow start President John Magufuli (2015-present) outlined his priorities for his second, and final, term in office at the inauguration of parliament on 13 November.1 Magufuli won the 28 October election with 84.4% of the popular vote, while the ruling Chama Cha Mapinduzi (CCM) party won an overwhelming majority in the National Assembly.2 Although there were significant concerns both within Tanzania and among international observers about the level of government interference in the polls,3 the National Electoral Commission (NEC) has upheld the results and the focus has now shifted to what Magufuli’s second term in office is likely to look like. During the inauguration speech, Magufuli vowed to continue to prosecute his broadly successful anti- corruption campaign, which has seen Tanzania rise from 119th place in 2014 to 96th place in 2019 in Germany-based non-governmental organisation Transparency International’s annual Corruption Perceptions Index during his time in office.4 Magufuli also committed to work further to see the country industrialise, with a focus on job creation and infrastructure, as well as commitment to ensure that the country’s key economic indicators remain stable.

Received 24 March, 2016; Accepted 26 April, 2016 On 9th December, 2011 Tanzania celebrated its 50th anniversary of independence. This was later followed by the anniversary on 26th April, 2014 of a diamond jubilee for the union between Tanganyika and Zanzibar which led to the birth of the United Republic of Tanzania. During these celebrations, there was what seemed to be the popular view that Tanzania needed a new constitution for the next 50 years. It was on the basis of this recognition that the country embarked on the process of making that constitution whose ending through a referendum is in limbo. Using ten labels to discuss the involvement of various actors in the process, this study shows that elitism was predominant thus making the role of other actors, particularly the general public, seasonal and insignificant. The study further shows that while the proposed new constitution ought to have reflected the interests of various constituencies for legitimacy purposes, parochial and partisan interests (orchestrated by elites) eclipsed the process hence immersing it into a stalemate.
