WT/TPR/S/141 Trade Policy Review Page 90 IV. TRADE POLICIES BY SECTOR (1) INTRODUCTION 1. Switzerland and Liechtenstein have followed a piecemeal approach to their trade reforms. The nature and pace of implementation have tended to vary according to sector. Important reforms have liberalized market access considerably in several manufacturing and services subsectors. The bilateral mutual recognition agreement with the EU, and amendments to competition legislation and to sectoral regulations (e.g. on pharmaceutical products and motor vehicles) have further liberalized the Swiss manufacturing sector since 2000, at least as far as Swiss-EU trade is concerned. In Liechtenstein, the liberalization reforms in manufacturing and services have largely been spurred by its 1995 EEA membership. 2. Several Swiss and Liechtenstein multinational companies are among the world's largest, and many competitive and innovative small and medium-sized export-based companies have developed with little or no government assistance. The main exceptions are the electricity and gas subsectors, and certain industries with low productivity, notably in food manufacturing, certain construction products and services, or salt production. Despite relatively high tariff protection, the textiles and clothing and (particularly) the footwear industry, have recorded the strongest contraction in value added in Swiss manufacturers over the past decade. 3. In agriculture, implementation of reforms has slowed since 2000. Switzerland (and through it Liechtenstein) continues to rank top among the OECD countries in terms of government support to agriculture, despite the ongoing gradual move away from price support towards direct payments. High border protection has contributed to maintaining domestic food prices high by international comparison. -

While the city has grown in terms of investment and social capital, it has not attained the preeminent status on the global stage that was expected. One important reason for this is that Berlin remains no more than a secondary hub in the global airline industry. In this article, we measure the city’s importance in airline networks at four points from 1989 to 2006. We then explain the city’s stature in those networks today as a product of both larger forces in the airline industry and circumstances more specific to Berlin. The former include liberalization and the development of airline alliances. In Berlin, meanwhile, the fractured airport system, which the city inherited from the Cold War, has been an obstacle to Berlin’s aspirations for centrality in the airline industry. -

WORLD TRADE RESTRICTED S/C/W/163 3 August 2000 ORGANIZATION (00-3257) Council for Trade in Services DEVELOPMENTS IN THE AIR TRANSPORT SECTOR SINCE THE CONCLUSION OF THE URUGUAY ROUND PART ONE Note by the Secretariat This Note has been produced at the request of the Council for Trade in Services in the framework of the review of the Air Transport Annex which stipulates in paragraph 5 that "The Council for Trade in Services shall review periodically, and at least every five years, developments in the air transport sector and the operation of this Annex with a view to considering the possible further application of the Agreement in this sector.". The Secretariat has been asked through the Council for Trade in Services to update document S/C/W/59, dated 5 November 1998 and document S/C/W/129, dated 15 October 1999. This Note addresses both the economic and regulatory developments in the sector, in both a historical (1993) and contemporary (1999) framework. Since the Annex provides no definition of the sector, the paper tries to encompass all aspects of air transport and air transport-related services following the model of the former Secretariat document S/C/W/59 on the same subject examined during the exchange of information program in 1998. It largely draws on this document as well as on ICAO publications and in particular, the annual report "The World of Civil Aviation" (first edition, 1992). Additional professional sources such as IATA documents and press sources have also been used. As indicated during the Council session held on July 2000, the Council requested due to time constraints, that the document be in three parts.
