Oral History Interview with ARTHUR LOVE January 29, 2009 Surprise, Arizona By Michael R. Adamson Adamson: Let’s start with your background and your university training and how you came to work with Welton Becket, just until the time where you first had your relationship with Pankow; the broad overview. Love: University of Illinois undergraduate, worked for a firm during all the time I was in college. I worked in an architect’s office, because I basically even in those days paid your way through school. It was very cheap, but I still paid my way through school, and spent a couple of years after graduation working as a field superintendent, as I mentioned, for this firm, making decisions that architects are not legally allowed to do anymore. It was a very incredible learning experience, and maybe that’s where I developed my respect for contractors. Went to Colorado Springs. Really wanted to go to California, but I couldn’t get any jobs there unless I moved there, and I couldn’t afford to. Went to Colorado Springs and worked there for four years and ran into a high school buddy who was also an architect who was working on the Air Force Academy. We got reconnected. He went to California, went to work for Becket, called me one day and said, “We’ve got jobs out 1 here out the gazoo, if you want to come out here and interview,” which I did, and got a job. So in 1960, and this is really ancient history, 1960, my wife and I and three kids moved to California, and I started work for Becket as a designer. -

IV. Environmental Impact Analysis D.1 Cultural Resources—Historic Resources 1. Introduction The following section of the Draft EIR evaluates potential impacts related to historic resources associated with development of the Proposed Project. The analysis is based on the following study and correspondence: Baldwin Hills Crenshaw Plaza Historic Resource Report (the “Historic Resource Report”) prepared by Christopher A. Joseph and Associates, July 2009 (Appendix D1 to this Draft EIR) and written correspondence from the South Central Coastal Information Center at California State University, Fullerton, on April 16, 2009 (Appendix D2 to this Draft EIR). 2. Environmental Setting Generally, a lead agency must consider a property a historic resource under CEQA if it is eligible for listing in the National or California Register of Historical Resources (the “California Register”). The California Register is modeled after the National Register of Historic Places (the “National Register”). Furthermore, a property is presumed to be historically significant if it is listed in a local register of historic resources or has been identified as historically significant in a historic resources survey (provided certain criteria and requirements are satisfied) unless a preponderance of evidence demonstrates that the property is not historically or culturally significant.1 The National and California Register designation programs are discussed below. In addition, the Los Angeles Cultural Heritage Ordinance is discussed as a potentially applicable local designation program. a. Regulatory Framework (1) Federal Level (a) National Register of Historic Places The National Historic Preservation Act established the National Register of Historic Places (NRHP) to recognize resources associated with the country’s history and heritage. -

Ideally, we want to enhance the appearance of our homes in a way that will increase their value, complement our neighborhoods, and retain the historic integrity of the properties. Whether a house is simple and unadorned or replete with Queen Anne detailing, its design and the elements that comprise this design were carefully chosen to conform to styles that often developed over decades and even centuries. It is important to understand your house well enough to avoid compromising the design with inappropriate additions, subtractions, or repairs. Your house might not easily fall within any of the following categories, or it might have details from two or more architectural periods. Don't worry if you can't place it in a particular slot; some houses simply cannot be identified by a particular style. Architectural Findings Summary of Architectural Trends 1940‐70 National architectural trends are evident within the survey area. The breakdown of mid‐20th‐ century styles and building types in the Architectural Findings section gives more detail about the Dayton metropolitan area’s built environment and its place within national architectural developments. In American Architecture: An Illustrated Encyclopedia, Cyril Harris defines Modern architecture as “A loosely applied term, used since the late 19th century, for buildings, in any of number of styles, in which emphasis in design is placed on functionalism, rationalism, and up‐to‐date methods of construction; in contrast with architectural styles based on historical precedents and traditional ways of building. Often includes Art Deco, Art Moderne, Bauhaus, Contemporary style, International Style, Organic architecture, and Streamline Moderne.” (Harris 217) The debate over traditional styles versus those without historic precedent had been occurring within the architectural community since the late 19th century when Louis Sullivan declared that form should follow function and Frank Lloyd Wright argued for a purely American expression of design that eschewed European influence. In 1940, as America was about to enter the middle decades of the 20th century, architects battled over the merits of traditional versus modern design. Both the traditional Period Revival, or conservative styles, and the early 20th‐century Modern styles lingered into the 1940s. Period revival styles, popular for decades, could still be found on commercial, governmental, institutional, and residential buildings. Among these styles were the Colonial Revival and its multiple variations, the Tudor Revival, and the Neo‐Classical Revival. As the century progressed, the Colonial Revival in particular would remain popular, used as ornament for Cape Cod and Ranch houses, apartment buildings, and commercial buildings. -
