İşletme Bölümü [email protected] BÖLÜM 1 11 YIKICI LİDERLİĞİN İŞ GÖREN MOTİVASYONUNA ETKİSİNİ BELİRLEMEYE YÖNELİK BANKACILIK SEKTÖRÜNDE BİR ARAŞTIRMA Ramazan Vedat SÖNMEZ1 GİRİŞ Yönetim ve iş dünyasında önemli bir yer tutan liderlik kavramı, yir- minci yüzyılın ilk dönemlerinden itibaren farklı açılardan araştırmalara konu olmuş ve her bir dönemin konjoktürel özelliklerine bağlı olarak fark- lı liderlik tarzlarının uygulandığı görülmüştür. Yapılan bu araştırmalarda lider ile yöneticiler arasında ki farklılıklar ortaya konmuş, liderlerin na- sıl davrandıkları ve ne yaptıkları belirlenmiş, liderin üyeleri etkileme ve yönlendirebilme gücü tartışılmış, örgütlerin amaçlarına ulaşması konusun- da liderlerin fonksiyonları ve kullandıkları güç kaynakları araştırılmıştır. Araştırmalar da genellikle liderin olumlu yönleri ve örgüte yaptığı katkılar dikkate alınmıştır. Yapılan bu araştırmalarda liderin örgüte zarar verebile- ceği, yanlış davranışlar sergileyebileceği, örgütsel amaçlara ulaşmada bir- takım engeller yaratabileceği göz ardı edilmiştir. Bu bakış açısının nedeni liderliğin sürekli olarak olumlu bir kavram olarak ele alınması, örgütlerin başarılı liderlere ihtiyaç duymasıdır. Oysa liderler örgütsel amaçlara ulaş- mada önemli katkılar sunabileceği gibi, engellerde oluşturabileceği dikka- te alınmalıdır. Bu durumda karşımıza liderliğin bir diğer şekli olan yıkıcı liderlik kavramını çıkarmaktadır. Örgüt ve yöneticiler, çalışma ortamında faaliyetlerini gerçekleştiren iş görenlerden sürekli olarak yüksek performans göstermelerini beklemekte ve onlardan maksimum düzeyde faydalanmak istemekte, bunu sağlamak için başta ücret, çalışma koşulları, iletişim şekli, örgüt kültürü, örgüt iklimi ve kullanılan teknoloji olmak üzere birçok aracı kullanmaktadır. İş gören- lerin yüksek performans ve verimli bir şekilde çalışmalarını sağlayacak önemli etkenlerden biri de sahip oldukları motivasyondur. İş görenler yük- sek motivasyona sahip olduklarında, verimlilikleri artabilmekte, üretim fi- releri azalabilmekte, zaman kaybı azalmakta, iş kazaları oranı düşebilmek- tedir. Örgütler bir taraftan iş görenleri motive edecek araçları araştırmakta iken, diğer taraftan motivasyonu düşürecek unsurları da tespit edip ortadan kaldırmaya çalışmaktadırlar. Bu çalışmanın amacı; yıkıcı liderliğin, iş gö- ren motivasyonunu etkileyip etkilemediğini belirlemek, varsa aralarındaki bağlantıyı ortaya çıkarmak, araştırmacılara yeni veriler sunmaktır. 1 Şırnak Üniv. İşletme Bölümü [email protected] 12 • Sosyal, Beşeri ve İdari Bilimler Alanında Yeni Ufuklar Araştırma üç bölümden oluşmakta olup, birinci bölümde liderlik ve yıkıcı liderlik kavramları, ikinci bölümde motivasyon ve iş gören motivas- yonu açıklanmaya çalışılmıştır. Üçüncü bölümde ise yapılan araştırma sonucunda elde edilen veriler yorumlanmış ve bu veriler ışığında bir takım çözüm önerileri sunulmuştur. Liderlik ve Yıkıcı Liderlik Sosyal bir varlık olarak bireylerin ihtiyaçlarını karşılamak amacıyla birlikte yaşama zorunda oldukları bir gerçektir. Birlikte yaşayan, bir araya gelme zorunluluğu olan bireylerin ortaklaşa iş yapabilmeleri, idare edi- lebilmeleri ve bir amacı gerçekleştirebilmeleri için yönetilmeye, sevk ve idare edilmeye ihtiyaçları bulunmaktadır. Bu şartlar grup olarak yaşamanın aynı zamanda bir yöneticiye, bir lidere olan ihtiyacı ortaya çıkarmaktadır. Liderin olmadığı bir grup veya topluluktan söz etmek güçtür. Tarihsel sü- reç içinde ilkel toplumlardan günümüze kadar toplu bir şekilde yaşayan birçok toplumda liderlik uygulamalarına rastlanabilmektedir. İngilizce “Leadership” kelimesinden Türkçe ’ye geçen liderlik kavra- mı, birden çok disiplinin (Yönetim, Psikoloji, Sosyoloji, Siyaset Bilimi vb.) araştırma konusu olduğundan çeşitli araştırmacılar tarafından farklı şekilde tanımlanmıştır. Eren (2003: 525) liderliği; belirli bir amacı gerçekleştirebilmek için bir grup insanı etrafında toplayabilme ve bu amaçları gerçekleştirebilme uğ- runa onları harekete geçirme, yöneltme, koordine etme bilgi ve yetenek- lerinin toplamı olarak ifade etmektedir.     6. Current Status of the Environment 6.1. Natural Environment 6.1.1. Desertification Kazakhstan has more deserts within its territory than any other Central Asian country, and approximately 66% of the national land is vulnerable to desertification in various degrees. Desertification is expanding under the influence of natural and artificial factors, and some people, called “environmental refugees,” are obliged to leave their settlements due to worsened living environments. In addition, the Government of RK (Republic of Kazakhstan) issued an alarm in the “Environmental Security Concept of the Republic of Kazakhstan 2004-2015” that the crisis of desertification is not only confined to Kazakhstan but could raise problems such as border-crossing emigration caused by the rise of sandstorms as well as the transfer of pollutants to distant locations driven by large air masses. (1) Major factors for desertification Desertification is taking place due to the artificial factors listed below as well as climate, topographic and other natural factors. • Accumulated industrial wastes after extraction of mineral resources and construction of roads, pipelines and other structures • Intensive grazing of livestock (overgrazing) • Lack of farming technology • Regulated runoff to rivers • Destruction of forests 1) Extraction of mineral resources Wastes accumulated after extraction of mineral resources have serious effects on the land. Exploration for oil and natural gas requires vast areas of land reaching as much as 17 million hectares for construction of transportation systems, approximately 10 million hectares of which is reportedly suffering ecosystem degradation. 2) Overgrazing Overgrazing is the abuse of pastures by increasing numbers of livestock. In the grazing lands in mountainous areas for example, the area allocated to each sheep for grazing is 0.5 hectares, compared to the typical grazing space of 2 to 4 hectares per sheep.

Country and Sector Background During the Soviet era, Kazakhstan was under extensive heavy industrial development, which focused on maximizing output with little regard for the associated environmental degradation. Environmental policies were weak and little effort was made to regulate industries and ensure that they would not pollute the environment with hazardous substances. With regard to hazardous waste storage, this is highly inadequate due to the absence of appropriate landfills as well as incentives to reduce waste generation. In some oblasts, current inappropriately stored hazardous waste at factory sites are causing contamination of ground and surface waters that may lead to significant health hazards1. Public Disclosure Authorized Currently Kazakhstan has a rapidly growing economy which until now has mainly been based on revenues from the oil & gas industry and the exploitation of its various other natural resources rich in iron, copper, zinc, uranium and other non-ferro metal ores. In the years following independence, Kazakhstan has recognized the importance of sustainable development and appropriate pollution control and made increasing efforts to address its multitude of environmental problems.

It was put forward as a serial nomination of three sites: Naurzum State Nature Reserve (87,700 ha), Sarykopa Wildlife Reserve (82,500 ha), and Korgalzhin State Nature Reserve (258,947 ha). Following IUCN’s recommendation, the World Heritage Committee decided to defer the nomination (Decision 27 COM 8C.6) and at the same time requested IUCN to undertake a thematic study for Central Asia, which was completed in 2005. The revised nomination has been submitted under criteria (ix) and (x) only and includes two of the three components previously nominated, excluding Sarykopa (and adopting a different spelling, Korgalzhyn, for one of the other components). 1. Buketov, Kazakhstan DEVELOPMENT OF THE GEOMORPHODYNAMIC PROCESSES IN BASIN OF NURA RIVER In the basin of the Nura River in different years researches were carried out, caused by the need to provide water resources in sufficient quantity of the coal industry, metallurgical production. In addition, researches were also conducted in order to identify underground reserves of fresh water, because the region belongs to the poor of drinking water. In recent years, due to deterioration of the ecological situation in the whole country, in particular, Central Kazakhstan, these researches have become an environmental dimension. Currently, in our opinion, it is necessary to conduct comprehensive geographical researches. To this end at the laboratory "Ecological-geographical research in Central Kazakhstan", of the geography department Nura expedition was established. The study of geodynamic, geomorphic, modern exogenous natural and anthropogenic processes is one of the main directions of expedition. The geological structure of the considered area was most fully and thoroughly investigated in connection with the location here of the Karaganda coal basin. Outcrops of effusive and sedimentary rocks of Ordovician, Silurian, lower and middle Devonian are everywhere. Among the effusive rocks of Devonian marked intrusive rocks - granodiorites, quartz diorites and granites. Intrusive rocks are most common in the Western part of the basin. They are composed the granite massif Koytas. Small outcrops of intrusive rocks occur in the Eastern part of the basin in the area of the small moundy relief of Tasshoky massif. Anthropogenic deposits are represented by eluvial, diluvial, proluvial and alluvial sand-clay and sand-pebble deposits.
