Any mailbox that is allegedly hit by Village Plow should be called in within 24 hours of storm.

Once called in, a Village representative will inspect the damage to confirm whether or not it was caused by the Village snow plow.

If it is determined that the Village caused the damage, then:

Village will make an attempt to repair existing in a secure and workman like manner, or replace with a standard # 1 Rural Mailbox and 4” x 4” wooden post.

If resident prefers to handle the repair on their own, they will be reimbursed up to $75 for materials only with a copy of the paid receipt. Receipt must be submitted to Director of Public Works for approval.

If the mailbox damaged is less than 1 year old, and proof of purchase is submitted, the Village will reimburse up to $150, not to exceed original purchase price.

If the Public Works Department is unable to make the repair during the winter season, a temporary repair will be made or a temporary box will be placed. DEPARTMENT OF PUBLIC WORKS

Project Justification Explain why the project is needed, including the scope and appropriate detail on the project’s uniqueness and complexity. Describe specific deficiencies such as deck or abutment condition, structural element deterioration or substandard width, etc. Include and separately identify any 100% locally funded components of the project that are part of the overall improvement. The bridge is suffering from a variety of structural related deficiencies. The concrete abutments exhibit cracking with efflorescence with one large spall on the west abutment. The wearing surface exhibits various cracking over the entire area. The concrete railings exhibit numerous areas of spalling and cracking and do not meet current WisDOT standards. Although the deck is not visible due to the wearing surface, water is leaking through the deck/channel girder system, indicating that the deck likely cracked full depth. Several of the pre-stressed adjacent channel beams exhibit efflorescence between the beams and have had concrete surface repairs performed in past which are beginning to crack and delaminate. Other beams have received repairs by filling of the areas between the webs of the channel beams.

Of particular importance is beam #17 which, at the time of the most recent inspection, had over 50% section loss and spalling with exposure of the prestressing strands and non-prestressed steel reinforcement. The Village has used temporary barrier wall to divert traffic and prevent live loading on this particular beam. In addition, the deck has developed a 1' X 2' hole through the thickness of the entire superstructure (wearing surface, deck, and beam).

In addition to the structural deficiencies, the existing bridge is not wide enough to accommodate pedestrian and bicycle facilities. The Village is requesting a Bridge Replacement since a rehabilitation would be very unlikely to correct all of the noted deficiencies. The replacement project scope would include removal of the old structure, the design of the new structure including a new substructure and superstructure. The new bridge would also be designed to the requirements of Trans 75 for pedestrian and bicycle facilities.

As discussed at the last meeting I have met and discussed with the Village Engineer regarding what the service possibilities are to the west of The Park condominiums. Based upon current pressures for the Brookfield system it is estimated that we could provide service to the west to a point approximately at Sunnyslope Road. This would allow for two stub connections for those streets to service areas to the north. There are currently eight adjacent properties to a main extension along Bluemound Road. If a main extension were to be done for the purpose of serving only those homes the cost break out, based on current estimates of cost at $175 per foot is as follows.

 1050 feet of main to west edge of property estimated at $183,750, $22,970 per unit

 1550 feet of main to Park Circle estimated at $271,250, $33,960 per unit

 1800 feet of main to east edge of property estimated at $315,000, $39,375 per unit

I have also include the estimates of costs for the project going to Park Circle, $181,862, and going to the western property boundary, $263,735. There are currently 76 assessable units between Carriage Hills (32), and The Park (44). The new estimated unit costs would be $2,393 for the Park Circle terminus and $3,470 and for the terminus at the western boundary.
