The Unity of Yin and Yang: A Philosophical Assessment Thaddeus T'ui-chieh Hang National Chengchi University, Taipei "One yin ^ and one yang d, constitute what is called Tao 51"; "When yin and yang are united in their virtue, the soft and the hard attain their physical shape." These famous statements are drawn from the "Appended Remarks" (Hsi-tz'u Slit?) of the / Ching %M.. Since they were uttered more than two thousand years ago, they became the metaphysical foun- dation for the two great philosophical schools of China, namely, Taoism and Confucianism. For both these schools, yin and yang, two contrasting but mutually compensating components constitute unity in harmony. We shall endeavor to give an historical account of this concept, describe it phenomenologically, and venture a philosophical assessment from cos- mological, anthropological, as well as theological points of view. I. An Historical Account The origin of yin-yang ideas must be sought in very ancient times. In the Book of Poetry (Shih-ching I^M?i<) the words "yin" and "yang" signified the north and south sides of a mountain.1 In the Book of Historical Documents (Shu-ching US?) the two words never appeared together ex- cept in the apocryphal "Chou-kuan" /SJ1T. Even in the Analects of Con- fucius there is no mention of yin-yang. However, the eight trigrams were probably in use at the beginning of the Chou )*] dynasty (late 12th cen- tury B.C.). Previously, he was a senior research fellow at the Norwegian Institute of International Affairs, where he specialized in Chinese and Northeast Asian politics and foreign Strategic Interests policy, as well as Asia-Arctic relations, international political economy, and institution building. He has written on issues related to China’s regional and international relations as well as Summary economic security, the politics of trade, and energy issues. • Despite its growing status in the international system, including in the military sphere, China continues to be a strong supporter of United Nations peacekeeping operations (UNPKO), a stance commonly considered to be more the purview of medium powers. Accordingly, this study sought to determine whether service quality differences among ships operating in the Asian market could suggest broader implications for the sustainability of the cruise industry. We chose the SERVQUAL framework for the analysis; we also employed the multiple case study method and topic synthesis to compare the service quality of three ships. Of the ships investigated—the Costa Victoria, Diamond Princess, and Superstar Virgo—the Diamond Princess had the highest service quality. Based on the results, we outlined suggestions for improving the quality of cruise services, including introducing the latest large ships and high-tech facilities, complying with the departure and arrival times of sailing schedules, improving the ratio of crew members per passenger, establishing a cruise personnel training system, and expanding membership program operations. Regarding immigration and refugees, Afghanistan believes that all neighboring countries to those with the highest refugee count, such as Syria and Afghanistan, need to have an open door policy to these individuals. The refugees would need to be approved by the government in order to enter and live in the country; however, if denied access they must not be forced back. Refugee camps with adequate food, water, medical help, and shelter must be provided by the UN and its members in order to reduce refugee suffering. Although many of the countries around the world will disagree with this plan, they fail to realize the severity of this issue. In Afghanistan millions of individuals are left to fend for themselves in a foreign land with literally nothing but the clothes on their back. As a country with over six million refugees, we are able understand the necessity for a change in the current situation. The UN distinguishes between asylum seekers and refugees, however those who are not accepted by others need not be excluded from having a proper life. With the dramatic increase of refugees and immigrants around the world resulting from the dramatic increase of wars of crises, the UN must acknowledge and call all people fleeing from their country refugees and not distinguish between the two. -

INSCRIPTIONAL RECORDS OF THE WESTERN ZHOU Robert Eno Fall 2012 Note to Readers The translations in these pages cannot be considered scholarly. They were originally prepared in early 1988, under stringent time pressures, specifically for teaching use that term. Although I modified them sporadically between that time and 2012, my final year of teaching, their purpose as course materials, used in a week-long classroom exercise for undergraduate students in an early China history survey, did not warrant the type of robust academic apparatus that a scholarly edition would have required. Since no broad anthology of translations of bronze inscriptions was generally available, I have, since the late 1990s, made updated versions of this resource available online for use by teachers and students generally. As freely available materials, they may still be of use. However, as specialists have been aware all along, there are many imperfections in these translations, and I want to make sure that readers are aware that there is now a scholarly alternative, published last month: A Source Book of Ancient Chinese Bronze Inscriptions, edited by Constance Cook and Paul Goldin (Berkeley: Society for the Study of Early China, 2016). The “Source Book” includes translations of over one hundred inscriptions, prepared by ten contributors. I have chosen not to revise the materials here in light of this new resource, even in the case of a few items in the “Source Book” that were contributed by me, because a piecemeal revision seemed unhelpful, and I am now too distant from research on Western Zhou bronzes to undertake a more extensive one. -

Diamant and Feng Xiaocai In 1927, Mao Zedong famously wrote that a revolution is “not the same as inviting people to dinner” and is instead “an act of violence whereby one class overthrows the authority of another.” From the establishment of the People’s Republic of China (PRC) in 1949 until Mao’s death in 1976, his revolutionary vision became woven into the fabric of everyday life, but few years were as violent as the early 1950s.1 Rushing to consolidate power after finally defeating the Nationalist Party (Kuomintang, or KMT) in a decades- long power struggle, the Chinese Communist Party (CCP) threatened the lives and livelihood of millions. During the Land Reform Campaign (1948– 1953), landowners, “local tyrants,” and wealthier villagers were targeted for repression. In the Campaign to Suppress Counterrevolutionaries in 1951, the CCP attacked former KMT activists, secret society and gang members, and various “enemy agents.”2 That same year, university faculty and secondary school teachers were forced into “thought reform” meetings, and businessmen were harshly investigated during the “Five Antis” Campaign in 1952.3 1. Domestically, one hears a different, second voice. The former stresses free markets, openness, collaboration, and interdependence, themes that suggest Huawei and other Chinese companies ought to be treated like other global private sector actors and welcomed into foreign networks. Meanwhile, domestic Chinese government, commercial, and academic discourse emphasizes the limits of free markets and the dangers of reliance on foreign technologies — and, accordingly, the need for industrial policy and government control to protect technologies, companies, and networks. Domestic Chinese discourse also indicates that commercial communication networks, including telecommunications systems, might be used to project power and influence offensively; that international technical standards offer a means with which to cement such power and influence; and — above all — that IT architectures are a domain of zero-sum competition. That external Chinese government and corporate messaging might be disingenuous is by no means a novel conclusion. However, the core differences between that messaging and Chinese internal discussion on IT remain largely undocumented — despite China’s increasing development of and influence over international IT infrastructures, technologies, and norms. This report seeks to fill that gap, documenting the tension between external and internal Chinese discussions on telecommunications, as well as IT more broadly. -

Stockholm InternatIonal Peace reSearch InStItute SIPrI Policy Paper new ForeIgn PolIcy new Foreign Policy actors in china 26 actorS In chIna September 2010 The dynamic transformation of Chinese society that has paralleled linda jakobson and dean knox changes in the international environment has had a direct impact on both the making and shaping of Chinese foreign policy. To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme.
