It is not an academic treatise with pretensions of sci- entifi c objectivity, but plainly mirrors the views of the author. The limited critical apparatus will refer to the most important sources and serve as an aid to further study. No attempt is made to cover the litera- ture in a systematic way. The only work I want to mention at this point is La Démocratie en Amérique, by Alexis de Tocqueville. It appeared in two volumes in 1835 and 1840, and was based on personal observations made dur- ing a voyage around the United States in 1831. The author had just reached the ripe age of 26 and was not burdened by the baggage of sci- entifi c merit. We may well ponder the fact that almost two centuries later we have been unable to signifi cantly increase our understanding of the essence of democracy. The subtitle of this book, To achieve a global plus-sum game, requires a short commentary. A society exists in order to produce added value for its members through fruitful cooperation. The internal rules of the game should therefore promote value-enhancing plus-sum games and minimize futile zero-sum play. Destructive minus-sum games should be totally unacceptable. By defi ning these interrelations in mathemati- cal terms, game theory becomes applicable and fundamental insights can be gained. The reader will, however, be spared formulae and deri- vations. The focus is on modern, large-scale democracies; historic and pre- historic precursors are discussed only in relation to the main theme. Neither have I tried to pin down a defi nition of democracy or to deal at length with the advantages and disadvantages of democratic gov- ernment. The superiority of democracy is taken for granted. The in- terested reader is referred to an earlier work (The Spirit of the Game) where these questions are taken up in a broader context. The Spirit if the Game appeared in 1993 and carries the subtitle Navi- gational Aids for the Next Century. In the present book the aim is the same: to try to warn and to guide, to point at dangers and pitfalls while shedding light on resources and opportunities. Our challenge is to shape the future, without false presumption but with fi rm convic- tion. Construc- tive collaboration always requires a certain amount of trust, which implies a moral foundation. As communities grow, so too does the scope for free-riders, and cheating tends to proliferate. A correspond- ing increase in moral resources becomes imperative in order to uphold voluntary, democratic cooperation. The alternative is an autocratic, even totalitarian society. Lately, the democracies have gone from strength to strength, politi- cally as well as economically. Today, we regard democratic societies as self-evidently superior, which may well be right. But we are laboring under a dangerous delusion when such self-conceit leads to presump- tions about the fi nal supremacy of democratic countries. Democracy is not only the best − or the least bad − mode of government, but also the most demanding.

Much work is already being done to improve road safety. In 2016, the United Nations General Assembly adopted resolution A/70/L.44, “Improving global road safety,” and identified many best-practice initiatives and strategies, which Member States and stakeholders could adopt to reduce road crashes. In addition, UN Road Safety Week 2017 focused on behavioral measures such as speed management, motorcycle helmets, seat belts and child restraints, and drink driving prevention. The alcohol industry recognizes the dangers of drinking and driving, especially in low- and middle-income countries and has a long history of working in partnerships to prevent or reduce alcohol- related traffic deaths and injuries. The International Alliance for Responsible Drinking (IARD) and its member companies convene stakeholders to implement drink driving prevention initiatives using strategies that are evidence based and have proved effective in a variety of contexts.

    Memorial Human Rights Center considers Nadiya Savchenko a political prisoner Nadiya Savchenko — former pilot in the Ukrainian Ground Forces and current member of the Verkhovna Rada and Parliamentary Assembly of the Council of Europe in absentia — has been charged with article 105 of the Russian Criminal Code (“Aiding to murder two or more persons committed by a group of persons with generally dangerous methods motivated by national hatred”) and article 322 (“Illegal crossing of the state border of the Russian Federation”). According to official information, Savchenko was detained on June 30, 2014 and formally arrested on July 2, 2014 while living in a Russian hotel. In fact she was abducted from Ukrainian territory on June 17, 2014 and was brought to Russia on June 24, 2014. She is currently held in a pre-trial detention facility in Novocherkassk. According to the prosecution, on June 17, 2014 Savchenko entered the territory controlled by self-proclaimed Luhansk People's Republic as part of the Aidar Battalion and was assigned to identify targets and direct mortar fire to "murder an unlimited number of civilians", which led to the death of two Russian journalists - Anton Voloshin and Igor Kornelyuk. She then gained entrance to the Russian city of Voronezh disguised as a refugee. Savchenko maintains that on June 17, 2014 she was abducted in Metalist a village in Luhansk by members of the Donbass People’s Militia, a pro-Russian separatist group. The abduction occurred one and a half hours before the Russian journalists’ death, as confirmed by Savchenko’s cell phone records. On July 15, 2014 the European Court of Human Rights began a case on her behalf, which was given priority as especially urgent.

    The PEN International Case List 2017 About PEN International PEN International promotes literature and freedom of expression and is governed by the PEN Charter and the principles it embodies: unhampered transmission of thought within each nation and between all nations. Founded in London in 1921, PEN International – PEN’s Secretariat – connects an international community of writers through Centres in over 100 countries and across five continents. It is a forum where writers meet freely to discuss their work; it is also a voice speaking out for writers silenced in their own countries. The Writers in Prison Committee (WiPC) of PEN International was set up in 1960 as a result of mounting concern about attempts to silence critical voices around the world through the detention of writers. It works on behalf of all those who are detained or otherwise persecuted for their opinions expressed in writing and for writers who are under attack for their peaceful political activities or for the practice of their profession, provided that they did not use violence or advocate violence or racial hatred. The work of the WiPC in documenting persecution of writers resulted in the development of PEN’s Case List – an annual record of attacks, imprisonment and persecution of all who use the written word to express themselves, in whatever form. Member centres of PEN International are active in campaigning for an improvement in the conditions of persecuted writers and journalists. They send letters to the governments concerned and lobby their own governments to campaign for the release of detained writers and for investigations in cases of torture and killings.
