MEETING DATE: November 26, 2008 SUBJECT: YORK UNIVERSITY BUSWAY PUBLIC ART CONCEPT ACTION ITEM RECOMMENDATION It is recommended that the Commission approve the artwork for the York University Busway project, as described in this report. FUNDING Sufficient funds are available in Program 3.3 Yards and Roads under Bus Rapid Transit (BRT) – Spadina Subway to York University/Steeles Avenue as identified on pages 661 to 663 – Category Expansion of the TTC 2009-2013 Capital Program as approved by the Commission at its meeting of August 27, 2008. BACKGROUND The York University Busway will provide new bus-only roads in the Finch Hydro Corridor between Dufferin Street and Keele, bus-only roads on York University lands between Murray Ross Parkway and York Boulevard, and road widening and restoration on Allen Road and Dufferin Street. As a result, this project will result in a significant improvement to travel times, and an increase in the reliability of the 196 - York University Rocket bus service. The Busway is currently under construction and is scheduled to open in Summer 2009. Artists Daniel Borins and Jennifer Marman were selected as the artists for the York University Busway project following Toronto Culture’s publicly-advertised Call to Artists for Expression of Interest. They were short listed and interviewed along with six other artists by an adjudication panel led by Toronto Culture with representatives from TTC, the York University Busway design consultant and a community artist representative. The artists worked in collaboration with TTC’s design consultants for the York University Busway to develop an integrated public artwork and landscape redevelopment plan for the north-east corner of the Allen Road and Sheppard Avenue West intersection. YORK UNIVERSITY BUSWAY PUBLIC ART CONCEPT Page 2 The development of the art concept was monitored by the Artist Design Review Committee for the York University Busway project, which includes representatives from TTC, Toronto Culture and York University. The art concept was reviewed and accepted in principle by the Artist Design Review Committee at meetings held on March 27, 2008 and May 20, 2008. The concept was also presented to the local City Councillor, Michael Feldman on October 27, 2008. DISCUSSION Site Overview As shown in Exhibit 1, the north-east corner of Sheppard Avenue West and Allen Road hosts the Downsview Station emergency exit building and a tunnel vent shaft structure, surrounded by a relatively flat lawn defined on three sides by streets and by the end of the Dufferin berm to the north. The site is bounded to the west by Old Dufferin Street and the adjacent Downsview Station north entrance building. Sheppard Avenue West and Allen Road are wide arterial roads, which carry heavy traffic volumes as well as TTC and VIVA bus routes serving Downsview Station. Art Concept Marman and Borins's artwork, titled “Dodecadandy”, addresses motion, growth and dispersal within the context of modernity and nature (see Exhibit 2). “Dodecadandy” refers to corridors of transit, the outward push of the city and the routes that commuters and pedestrians follow. The interaction between artwork and landscape reflects the continuing dialogue between the universal themes of modern urban growth and the universal theme of nature and its regenerative energies. The artwork is comprised of stainless steel metal components with a durable painted finish. Together, the sculpture and landscape suggest a juxtaposition of linearity and urban design harmonized with motifs of nature and natural plant growth. The site modifications are designed to work with the art pieces to reinforce the themes. As shown in Exhibit 3, key features include: 1) Berms - The flowing berms carrying the art pieces contrast with the more organized pavements, benches and ornamental trees to reflect the interaction between the natural and urban environments, between the random and the utopian. The berms are slightly elevated as plinths for the art pieces and are planted with a variety of low maintenance, native ground-covers. 2) Tree Planting - Deciduous trees provide shade and seasonal variation, and reduce the scale of the site and its context. Hardy and salt tolerant species are being selected. 3) Pedestrian Amenities - The concrete pavements and joint pattern is extended across Old Dufferin Street to draw the secondary entrance into the composition. A paved route from the emergency exit is seamlessly incorporated into the composition. YORK UNIVERSITY BUSWAY PUBLIC ART CONCEPT Page 3 Paving materials include poured-in-place concrete, tinted concrete and granite. Benches are stone. Supplementary pedestrian and accent lighting will also be provided. At a scale that is suitable to the many different vantage points of the site, this public artwork and landscape design will become a landmark in this evolving neighbourhood. Schedule Installation of the art work will be co-ordinated with a TTC contract for public spaces at Allen/Sheppard and Dufferin/Finch, to be completed in 2009. Maintenance Upon completion, the artwork will become part of the City of Toronto’s art collection and, as such, will be owned and maintained by Toronto Culture. Discussions have been initiated with City Parks, Recreation and Forestry to maintain the enhanced landscaping. A maintenance endowment will be provided to the City as part of the artwork transfer.
