EX3.6 REPORT FOR ACTION Creating New Affordable Rental Homes and Long- Term Care For Seniors at 640 Lansdowne Avenue Date: March 12, 2019 To: Executive Committee From: Deputy City Manager, Community and Social Services & Deputy City Manager, Corporate Services Wards: Ward 9 - Davenport SUMMARY The number of people in Toronto aged 65 and over is expected to almost double by 2041. This growing population of seniors will spur a demand for more affordable housing as well as long-term care homes to be developed specifically to address the evolving needs of seniors in our city. In recognition of the growing urgency to provide both affordable rental and long-term care homes for seniors, at its meeting on May 22, 23 and 24, 2018, City Council requested the Director, Affordable Housing Office, in consultation with CreateTO, to include the opportunity for development of long-term care beds within the affordable housing development planned for a portion of the Toronto Transit Commission property at 640 Lansdowne Avenue. On August 2, 2018, CreateTO, on behalf of the Affordable Housing Office, issued a Request for Proposals ("RFP") for Developing and Operating Affordable Housing Services at 640 Lansdowne Avenue. The RFP offered the one-third, Mixed Use designated portion of the site under a lease arrangement for 99 years at nominal rent to stimulate development of the site and ensure long-term affordability for seniors. The RFP closed on September 6, 2018 and four submissions were received. Since September 2018, CreateTO and City staff have been in discussions with Magellan Community Charities, the proposed proponent, and this report recommends that the City enter into a Letter of Intent ("LOI"), outlining the terms and conditions of the lease and the City's Open Door incentives being provided for the up to 65 affordable rental homes being proposed. -

STAFF REPORT ACTION REQUIRED Lake Shore Boulevard West - Speed Limit Reduction Date: March 29, 2007 To: Etobicoke York Community Council From: Director, Transportation Services - Etobicoke York District Wards: Ward 6 – Etobicoke-Lakeshore Reference eycc070058-to - 4757 Number: SUMMARY The purpose of this report is to obtain approval to reduce the speed limit on Lake Shore Boulevard West, between Mimico Creek and Palace Pier Court, from 60 km/h to 50 km/h. Given the existence of Toronto Transit Commission’s (TTC) streetcar tracks on the majority of this section of Lake Shore Boulevard West and the curved road alignment east of the F.G. Gardiner Expressway on-ramp/Brookers Lane, a lower (50 km/h) speed limit is justified and recommended. In addition, the proposed 50 km/h speed limit on Lake Shore Boulevard West between Mimico Creek and Palace Pier Court will provide for a consistent speed limit on this road in the Etobicoke York Community. RECOMMENDATIONS Transportation Services recommends that: 1. City Council approve the reduction of the speed limit on Lake Shore Boulevard West between Mimico Creek and Palace Pier Court from 60 km/h to 50 km/h. Modify Toronto Rocket Trainsets to Accommodate
STAFF REPORT ACTION REQUIRED Procurement Authorization Amendment to Modify Toronto Rocket (TR) Trainsets to Accommodate One Person Train Operation Date: July 11, 2016 To: TTC Board From: Chief Executive Officer Summary The Toronto Transit Commission’s Five Year Corporate Plan includes the implementation of One Person Train Operation (OPTO) which will be implemented on all subway lines. The SRT Line 3 has operated under OPTO mode since opening in 1985. A change directive was authorized to Bombardier Transportation Canada Inc. (Bombardier) in the amount of $2,734,822.98 including taxes, for the engineering design of a prototype Train Door Monitoring (TDM) system and Correct Side Door Enable (CSDE) system on a Toronto Rocket (TR) train for a functional test. A contract amendment in the amount of $2,260,893.46 followed for the installation of the prototype TDM and CSDE systems on a TR train. On February 18, 2016, a test of the TDM and CSDE systems were successfully conducted at Bessarion Station on Line 4 using a 4-car TR trainset. Based on this successful demonstration, it is planned to modify six 4-car TR trainsets on Line 4 for OPTO implementation in 2016. This would be followed by implementation of 76 x 6- cars TR trainsets for OPTO implementation on Line 1. A contract amendment to Bombardier in the amount of $38,463,069.25 CDN, inclusive of all applicable taxes, is required for these modifications to the TR train fleet. Recommendations It is recommended that the Board authorize: 1. A contract amendment to Bombardier, in the amount of $38,463,069.25 CDN, inclusive of all applicable taxes, for the installation of the TDM and CSDE on the entire TR fleet of 82 trains to facilitate OPTO operation on Line 4 and Line 1. -

Item 3 For Action with Confidential Attachment GACCTO Lease Extension and Rent Abatement Request Date: June 17, 2020 To: Toronto Coach Terminal Inc. – Board of Directors From: Chief Capital Officer Reason for Confidential Information This report is about a proposed or pending land acquisition or disposition of land for municipal or local board purposes. Summary TCTI Board approval is required to authorize a lease extension to Greyhound and Coach Canada Toronto Operations Limited (GACCTO), which currently operates an inter-city bus terminal from the property at 610 Bay Street and 130 Elizabeth Street. The lease extension will provide time for GACCTO to secure an alternate location for its operations. Staff recommend an extension of up to one year, based on the same terms and conditions of the existing lease, with an early termination provision, subject to approval of CreateTO and the City of Toronto in a form acceptable to TTC General Counsel. The report also considers a request for rent abatement from GACCTO. Staff recommendations with respect to this matter are outlined in the Confidential Attachment. Recommendations It is recommended that the TCTI Board: 1. Authorize Staff to extend the 610 Bay Street and 130 Elizabeth Street lease for up to one (1) year on the same terms and conditions as the existing lease, including rent increases applicable at the time of term extension, subject to approval of CreateTO and the City of Toronto in a form acceptable to TTC General Counsel, and including the following additional provision: a) GACCTO and TCTI shall both have the right to terminate the lease, subject to applicable termination provisions in the current lease, at any time after July 7, 2021, with a minimum of six months’ written notice. -

Decision History The Chief Executive Officer’s Report, which was created in 2012 to better reflect the Chief Executive Officer’s goal to completely modernize the TTC from top to bottom, has been transformed to be more closely aligned with the TTC’s seven strategic objectives – safety, customer, people, assets, growth, financial sustainability, and reputation. Issue Background For each strategic objective, updates of current and emerging issues and performance are now provided, along with a refreshed performance dashboard that reports on the customer experience. This information is intended to keep the reader completely up-to-date on the various initiatives underway at the TTC that, taken together, will help the TTC achieve its vision of a transit system that makes Toronto proud. To: Metrolinx Board of Directors From: Robert Hollis Managing Director & Executive Vice President PRESTO Date: September 10th, 2013 Re: PRESTO Quarterly Report Recent Achievements - (June 2013 to September 2013) • Through the summer months, transit riders continued to embrace PRESTO and, as of August 26th, 2013, the system had reached more than 750,000 activated cards in circulation. On average, we’re welcoming 35,000 new PRESTO customers each month in the GTHA. o 75% of GO Transit riders are using PRESTO, making up the largest portion of the PRESTO customer base. • Ottawa’s OC Transpo continues its public deployment of PRESTO, with an average of more than 1,000 cards being distributed daily and over 167,000 total customers currently tapping on to an easier commute. The roll out program will run through October 2013, as 200,000 total cards will have been distributed to customers and the OC Transpo rollout will officially be complete. st o OC Transpo began offering a reduced rate fare on PRESTO as of July 1 . This reduced price is an incentive for customers to convert to PRESTO. th o As of Aug 15 , OC Transpo began charging the full $6 issuance fee for PRESTO cards. • PRESTO has also completed and launched The PRESTO Panel, a versatile and dynamic online market research tool. EX9.1 Attachment 4 – Assessment of Ontario Line As directed by City Council in April 2019, City and TTC staff have assessed the Province’s proposed Ontario Line. The details of this assessment are provided in this attachment. 1. Project Summary 1.1. Project Description The Ontario Line was included as part of the 2019 Ontario Budget1 as a transit project that will cover similar study areas as the Relief Line South and North, as well as a western extension. The proposed project is a 15.5-kilometre higher-order transit line with 15 stations, connecting from Exhibition GO station to Line 5 at Don Mills Road and Eglinton Avenue East, near the Science Centre station, as shown in Figure 1. Figure 1. Discussions also considered fleet requirements, infrastructure design criteria, and travel demand modelling. Metrolinx prepared an Initial Business Case (IBC) that was publicly posted on July 25, 2019.2 The IBC compared the Ontario Line and Relief Line South projects against a Business As Usual scenario. The general findings by Metrolinx were that "both Relief Line South and Ontario Line offer significant improvements compared to a Business As Usual scenario, generating $3.4 billion and $7.4 billion worth of economic benefits, respectively. -

Report No. 7 of the Transit Committee Regional Council Meeting of June 25, 2009 4 YORK REGION TRANSIT DOWNSVIEW SUBWAY STATION AND BUSWAY AGREEMENT The Transportation and Works Committee recommends the adoption of the recommendations contained in the following report dated June 4, 2009, from the Commissioner of Transportation Services. 1. RECOMMENDATIONS It is recommended that: 1. The existing agreement between The Regional Municipality of York and the Toronto Transit Commission to permit York Region Transit/Viva access to the Downsview subway station bus terminal be extended for an additional five-year term and also be amended to include use of the York University busway, as well as other administrative amendments as outlined in this report. 2. The Regional Chair and Regional Clerk be authorized to sign the necessary agreements, subject to terms and conditions acceptable to the Commissioner of Transportation Services, and the approval of Legal Services as to form and content. 2. PURPOSE This report seeks authorization for the renewal of the current agreement between the Regional Municipality of York and the Toronto Transit Commission (TTC) with respect to the use of the Downsview subway station bus terminal. The amended agreement would continue to permit York Region Transit (YRT)/Viva buses to access the TTC bus terminal at the Downsview subway station for the purpose of servicing passengers who use the Spadina subway line. The report also seeks authorization to amend the agreement with the TTC for use of the new York University busway, as well as to facilitate other administrative adjustments. 3. BACKGROUND Viva Orange service was implemented in late 2005 with approximately 176 daily trips connecting with the TTC’s Downsview subway bus terminal, via York University, from Vaughan. -
