The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism.

    To enhance and strengthen port functions and measures for cargo collection, taking into consideration the conditions surrounding the Port of Kawasaki in recent years, such as wide-area linkage of the three Keihin ports (Port of Kawasaki, Port of Yokohama, and Port of Tokyo), and the Port of Kawasaki's selection as a Strategic International Container Port, the City of Kawasaki revised the harbor plan for the Port of Kawasaki, which focuses on the years from 2023 to 2028, in November 2014. This plan plays an extremely important role as a guideline for development, use, and conservation of the Port of Kawasaki, based on the role of this port within the three Keihin ports, as well as demands from port-related personnel, location companies, citizens, and the government. In an aim to increase industrial competitive strength in the metropolis, and protect and develop industries, employment, and livelihood based on reinforcing the linkage among the three Keihin ports, policies for the harbor plan are being established for each function in order to realize a Port of Kawasaki that supports industrial activities and contributes to the stability and improvement of the local economy and civilian life. For example, the construction of national highway networks, including expressways, has provided a major impe- tus in the rejuvenation of regional economies by encouraging plant locations near expressway interchanges. Additionally, it has helped enhance the quality and safety of national life by making broad-area medical services accessible to rural II areas and allowing broad rerouting to avoid highway disruption by natural disasters. An example includes the Sakai-Koga IC to Tsukuba Chuo IC segment of the Metropolitan Intercity Expressway Chapter 6 (Ken-O Expressway) opened on February 26, 2017, which resulted in roughly 90% connection of the 300 km of total roadway on the Expressway. This development is expected to attract more businesses and promote sightseeing activities. On the other hand, there are still missing links of expressways and arterial road networks in other parts of the country, which we plan to develop in a systematical manner.
