The Study of Corruption in Germany Some 30 years ago in Germany corruption was an almost unknown term in politics and political science referring only to the fall of old regimes in ancient times or to the rise of bizarre puppet governments in the postcolonial developing countries. “The Germans spoiled by an extremely honest public administration for more than a century and a half, are sensitive to charges of corruption even today”, Theodor Eschenburg, one of the leading senior scholars of German postwar political science declared in Heidenheimer’s first edition of his famous handbook on corruption (Eschenburg, 1970: 259). In the mid-eighties one of the first German political scientists publishing on corruption, Paul Noack, still maintained: “The Germans have always nurtured a faith that theirs is one of those nations that has proved to be most resistant to corruption” (Noack, 1985: 113). Those times are gone forever. During the eighties the Flick-scandal shocked German politics, but also a number of local and regional affairs exposed the myth of a civil service clear of corruption. Sociology, political science, history, law and economics started to discover the issue of corruption. A first big volume was by the Austrian researcher Christian Brünner (1981). The monograph of Paul Noack was followed by a reader of Christian Fleck and Helmut Kuzmics titled “Korruption. Zur Soziologie nicht immer abweichenden Verhaltens” (1985). At the end of the eighties I myself published my first short piece of corruption research in the second edition of Heidenheimer’s handbook on political corruption (von Alemann, 1989). -

Hans Herbert von Arnim Academic Career and Professional Activities of a “Critical Analyst of the Party System” Upon graduating from high school in 1958, Hans Herbert von Arnim was caught between the wish to study either classical philology or physics, but since he did not want to limit his professional choices too early, he decided to study law in Heidelberg. Having successfully completed his first state legal exam and taking up the mandatory legal traineeship in Mannheim, his idealistic notions of justice were harshly brought down to a more realistic level by two of his instructors at the courts of Mannheim. During the then three-year period of legal traineeship Arnim took up economic studies and – with the support of a scholarship from the Volkswagen Foundation – obtained his diploma with a thesis on quasi-agreements among oligopolistic firms. After having completed his second state legal exam, he wrote his dissertation within eight months while acting as academic assistant for Professor Hermann Weitnauer, a specialist in Heidelberg on labour legislation. The topic of his thesis The Forfeiture of Enterprise-based Pension Entitlements, 19701 was at that point relevant for more than half of Germany’s employees, who lost any entitlements to a pension if they quitted their job or were fired before reaching the required age. As such this was a glaring injustice, which contemporary social policy could do nothing about since employers and unions had agreed – out of short-sighted self-interest - to maintain the status quo. Therefore it was a minor sensation, when in March 1972 the Federal Labour Court passed a landmark decision which confirmed Arnim’s conclusions and enforced the non-forfeiture of enterprise-based pension entitlements. -

The financial and economic crisis that hit Europe in 2009 brought out the precariousness of the monetary union, accentuating the economic disequilibrium among European nations and strengthening Euro-skepticism. The History of the European The crisis was the catalyst for long-standing and unresolved problems: the creation of a singly monetary area with intergovernmental control, the Monetary Union final act in the construction of a Europe economically united but without a government and a state; the consequent discrepancy between forming a consensus that remains in large part national and the political dynamics in Comparing Strategies amidst Prospects Europe; the sustainability of a monetary union in the absence of an economic- for Integration and National Resistance social union, which presents again the long-standing debate between “monetarist” countries and “economist” countries. Daniela Preda is Full Professor at the University of Genoa and Jean Monnet Chair ad personam in History of European Integration. Former president of the Associazione universitaria di Studi Europei (Italian section of ECSA), she is Daniela Preda (ed.) a member of the Scientific Board for the PhD program in History (University Daniela Preda (ed.) of Pavia). Her most important research interests concern the history of the European Community and the history of the federalist movements. Goethe-Universität / Fritz Bauer Institut Frankfurt am Main, 2010 www.wollheim-memorial.de Peer Heinelt: Financial Compensation for Nazi Forced Laborers, p. 1 Introduction After tough negotiations with the Conference on Jewish Material Claims against Germany, the Krupp Group made the following announcement on December 23, 1959: At least DM 6 million but no more than DM 10 million would be paid to former Jewish concentration camp prisoners who could show that they ―were employed in plants of Krupp or its subsidiaries during the war as a result of Na- tional Socialist actions‖; each entitled claimant would receive the sum of DM 5,000. The sole owner Alfried Krupp, according to the company newsletter, had ―resolved upon this agreement in order to make a personal contribution toward the healing of the wounds suffered in the war.‖ By his own admission, the agreement signified ―no recognition of any legal obligation,‖ but instead represented a charitable gesture, further emphasized by the announcement of the signing of the document one day before Christmas.1 The Claims Conference, however, had to guarantee that no legal actions against Krupp would be taken in the future with regard to compensation. -

From 12 to 25 August 2012, the ZEIT-Stiftung Ebelin und Gerd Bucerius, in cooperation with the Heinz Nixdorf Stiftung, holds its twelfth annual Bucerius Summer School on Global Gover- nance (BSS). The original idea to create such an institution harked back to Henry Kissinger’s famous International Summer Seminar at Harvard University. In the 1960s, Kissinger brought together emerging leaders from all over the world for a summer course of debates and lectures. Many of the seminar’s alumni went on to become ministers, renowned academics, prominent journalists – leaders in their respective fields. Out of this year’s 166 Bucerius Summer School candidates – nomi- nated by government heads, ministers, company CEO’s, university presidents, media leaders and directors of international organi- zations – we have invited 58 promising business representatives, politicians and academics from 28 different countries – young women and men between 28 and 35 years of age who have already acquired considerable professional experience. -
