Journal of Military and Strategic VOLUME 14, ISSUE 1, FALL 2011 Studies A Stepping Stone to Success: Operation Battleaxe (June 1941) and the Development of the British Tactical Air Doctrine Mike Bechthold On 16 February 1943 a meeting was held in Tripoli attended by senior American and British officers to discuss the various lessons learned during the Libyan campaign. The focus of the meeting was a presentation by General Bernard Montgomery. This "gospel according to Montgomery," as it was referred to by Air Chief Marshal Arthur Tedder, set out very clearly Monty's beliefs on how air power should be used to support the army.1 Among the tenets Montgomery articulated was his conviction of the importance of air power: "Any officer who aspires to hold high command in war must understand clearly certain principles regarding the use of air power." Montgomery also believed that flexibility was the greatest asset of air power. This allowed it to be applied as a "battle-winning factor of the first importance." As well, he fully endorsed the air force view of centralized control: "Nothing could be more fatal to successful results than to dissipate the air resource into small packets placed under the control of army formation commanders, with each packet working on its own plan. The soldier must not expect, or wish, to exercise direct command over air striking forces." Fascist Italy's Aerial Defenses in the Second World War CLAUDIA BALDOLI ABSTRACT This article focuses on Fascist Italy's active air defenses during the Second World War. It analyzes a number of crucial factors: mass production of anti- aircraft weapons and fighters; detection of enemy aircraft by deploying radar; coordination between the Air Ministry and the other ministries involved, as well as between the Air Force and the other armed services. The relationship between the government and industrialists, as well as that between the regime and its German ally, are also crucial elements of the story. The article argues that the history of Italian air defenses reflected many of the failures of the Fascist regime itself. Mussolini's strategy forced Italy to assume military responsibilities and economic commitments which it could not hope to meet. Moreover, industrial self-interest and inter-service rivalry combined to inhibit even more the efforts of the regime to protect its population, maintain adequate armaments output, and compete in technical terms with the Allies. The champions of aviation, including fighter pilots who pursued and shot down enemy planes, represented the anthropological revolution at the heart of the totalitarian experiment.1 As the Fascist regime had practiced terrorist bombing on the civilian populations of Ethiopian and Spanish towns and villages before the Second World War, the Italian political and military leadership, press, and industrialists were all aware of the potential role of air 1. -

In reality they impersonated a defence system without substance and an actual siphon of Australia’s military resources towards their own ends while offering only a potentially high-risk strategic alliance that helped bring Australia to the brink of disaster. As just one outcome on 18 January 1942, over two months after the Japanese air attack on the American naval base at Pearl Harbor, less than half a squadron of Royal Australian Air Force (RAAF) Wirraway lightly armed training planes alighted from an airstrip at Rabaul on New Britain ostensibly to intercept a Japanese naval air armada of over one hundred modern military aircraft, the outcome of which was a national tragedy. The Australian-made and manned Wirraways were shot from the sky or crash-landed with the loss of most of their crews. -

The Greek quagmire. Prologue. October, 26 th 1940, Saturday. In the hall of the Italian Embassy in Athens, the Italians and their Greek guests are commenting the performance of Puccini's Madame Butterfly finished recently. Suddenly, in the offices, the teletypes begin to tap. The officials are coming and going. They are trying to remain calm, but more than one of them, pale-faced, troubled and tense, is widening the collar of his shirt. The Italian Plenipotentiary Minister, Emanuele Grazzi, sees all that movement and breaks into a cold sweat. He knows what that movement means, or at least he understands this intuitively: from Rome the ultimatum to Greece is coming. He hopes in some hitch, in some difficulty of deciphering: he does not want to deliver to General Metaxas, Greek Prime Minister, a declaration of war right in the middle of an official reception. It would be extremely embarrassing, anyway. He is lucky, at least about this. It is late, the text is long: time is requested in order to decipher it . The Greek guests leave the Italian Legation; Metaxas is at his residence in Kefissià. He is not yet an enemy. "You are the strongest" He turns into an enemy at three a.m. of Monday, October 28th. The communication has been deciphered and translated. Grazzi accompanied by military attaché Colonel Luigi Mondini and by the interpreter De Salvo, gets into car and heads to the residence of Metaxas. The guard at the door confuses the colours of the flag on the fender of the diplomatic car , he mistakes the green for blue and announces to the Greek Prime Minister the visit of the French ambassador. -

ATR Appoints New Head of Quality
Toulouse, 6th May 2015 ATR appoints new Head of Quality World’s leading turboprop manufacturer ATR is pleased to announce Roberto Del Pezzo as new Head of Quality. ATR has created this new direction in the aim of further developing and strengthening all activities related to quality, a core part of its business. Mr. Del Pezzo will be in charge of implementing the Quality policy with respect to the ATR objectives. Among his new responsibilities, he will be in charge of providing quality methodological support across the different directions of ATR, managing customer’s satisfaction measurement, interfacing with the certification agencies and managing the entire quality process associated to the ATR program. He will directly report to ATR’s Chief Executive Officer, Patrick de Castelbajac. Mr. Del Pezzo started its aeronautical career at Aeritalia (today Alenia Aermacchi) in 1983, holding various positions with the Product Support Directorate. In 1994 he joined the Quality Directorate of Alenia Aeronautica (today Alenia Aermacchi) as Quality Control manager first, and then he took this same position specifically for the ATR aircraft. In 1997 he was appointed as Head of the production plant of Alenia at Nola (Italy), and two years later he became Head of American programs at the plant of Pomigliano (Italy), including the manufacturing activities of Alenia for the Boeing 717s, 767s, and 777s. He moved back to the Quality Directorate in 2004, holding different positions including Senior Vice-President (SVP) Quality, SVP Quality assurance & Certification Deputy and Head of Program & Product Quality. He holds a full-honors Degree in Mechanical Engineering from Federico II University, in Naples. -

It is not difficult to see why. Like many aspects of the German war machine, the Luftwaffe was a crowning achievement of the German rearmament programme. During the 1920s and early 1930s, the air force was a shadowy organization, operating furtively under the tight restrictions on military development imposed by the Versailles Treaty. Yet through foreign-based aircraft design agencies, civilian air transport and nationalistic gliding clubs, the seeds of a future air force were nevertheless kept alive and growing in Hitler’s new Germany, and would eventually emerge in the formation of the Luftwaffe itself in 1935. The nascent Luftwaffe thereafter grew rapidly, its ranks of both men and aircraft swelling under the ambition of its commander-in-chief, Hermann Göring.
