1 Church urged to listen to ‘people of God’ who chose Duterte (1.03/2) DAVAO CITY – The dominant Roman Catholic Church should take a “very, very humble” stance as it is engaged in a word war with presumptive President-elect Rodrigo Duterte. This is the advice of Ateneo de Davao President Fr. Joel Tabora S. J. to the hierarchy of the Filipino clergy as Duterte continued his offensive against the institution. Speaking to reporters after a forum held in the university here on Wednesday, Tabora said that Duterte’s pronouncements show the vulnerability of the Church. “I think the Church has to take a very, very humble stance, a very, very reflective stance, [as] the public pronouncements [of Duterte show] that may be a bit more reflective of the sinfulness of the catholic church. [The remarks show] the vulnerability of Catholic Church to its own sins so we don’t be so judgmental and absolute in our condemnatory statements,” Tabora said. The esteemed Jesuit educator and scholar said that the Church should listen to Duterte, adding that many Catholics opted to choose the tough- talking mayor despite negative remarks hurled against him. “I think we have to see that a great number of people who voted for Mr. Duterte are Catholics. [This is] despite the fact that some bishops are saying don’t vote for him, they still voted for him. The hierarchy has to listen to this. What is the people of God saying?” he said. While Duterte tends to lock horns with the Filipino clergy on some key issues, Tabora said that the word war is a time for reflection for the Church. “I think that this President is ushering in for us all who are Catholics a period of deep reflection on what we are saying about ourselves and how we are actually implementing it,” he added. 11 Solar-powered plane’s latest leg: Ohio to Pennsylvania DAYTON, Ohio — A solar-powered airplane has taken off from the Ohio hometown of America aviation pioneers Wilbur and Orville Wright on the latest leg of its journey around the world. The Swiss-made Solar Impulse 2 took off from Dayton International Airport just after 4 a.m. Wednesday with a destination of Lehigh Valley International Airport in Allentown, Pennsylvania. The flight was expected to take about 17 hours. The aircraft’s most recent journey came last weekend, when it traveled from Tulsa International Airport to Dayton. The plane’s departure from Dayton was delayed from Monday as project officials checked for possible damage after fans that keep the mobile hangar inflated had a power failure. The plane was expected to make at least one more stop in the United States — in New York — before crossing the Atlantic Ocean to Europe or northern Africa. 17 NBI conducts confirmatory test on cause of concert fatalities The National Bureau of Investigation (NBI) on Wednesday said it is still in the process of doing confirmatory examination on the cause of death of two of the five people while attending a concert in Pasay last weekend. Dr. Wilfredo Tierra, Assistant Chief of the NBI’s Medico- Legal Division, said they have an initial finding but they are still conducting a confirmatory examination before making a final report. In the general toxicology test, Tierra explained that it determines if there are poisonous substances in the body of the victim while the dangerous drugs test will determine if there are traces of illegal substance like marijuana, shabu, ecstacy, among others. The alcohol test determines the alcohol level in the body of the victim. The NBI conducted an autopsy examination on two of the five people who died while attending the concert—Lance Garcia, 36 and Bianca Fontejon, 18. People walk for hours to fill their plastic buckets at a lotus- filled pond that is the only clean source of drinking water in this community outside Myanmar’s biggest city, Yangon. The dry season, which typically runs from April through May, has been compounded this year by an El Nino-induced drought that added several months to the water shortage affecting Dala township. But this year’s dry season has also ushered in a new sense of hope. The arrival of Aung San Suu Kyi’s government on April 1 opened a new chapter in Myanmar. The Nobel Peace laureate heads the first civilian government after a half-century of military control, meaning the people have great expectations and the democracy crusader has an enormous list of challenges. “I hope we can get away from this trouble under the new government,” said 35-year old villager Aye Aye Tin, a mother of seven who lined up with dozens of others at the pond, which is fenced off and padlocked. It opens to the public between 5 p.m. and 6 p.m., because there’s only so much water to go around. Suu Kyi’s government has been digging wells for villagers facing water shortages across the country, as part of the government’s plan for its first 100 days in office. Both had an argument over the matter and Hashmi fell down on the ground when Reddy allegedly hit him with a boulder resulting in his death. 23 Youth killed by suspected militants in Kupwara district Srinagar : A 28-year-old youth was today shot dead by suspected militants in Kupwara district of north Kashmir, police said. Bullet-riddled body of Liyaqat Joo was recovered from the forest area of Wadder Payeen in Handwara, 85 kms from here, a police officer said. Joo who is a resident of Wadder Payeen, was suspected to have been killed by militants, the officer said. Police has registered a case and started investigations, the officer said adding a hunt has been launched to nab the culprits behind his murder. Meanwhile, the officer said a huge cache of arms and ammunition were recovered from the possession of the two militants who were shot dead in a brief gunbattle at Sarai Bala locality in the heart of Srinagar on late Monday evening. The recoveries included two AK assault rifles, four magazines, 86 rounds, a pistol with a magazine and two rounds, three hand grenades, a grenade thrower and a pouch, he said. The two militants including Jaish-e-Mohammad commander Saifullah were killed by police during a raid at Sarai Bala on Monday, sparking protests by locals who contested the police version and claimed that the duo were killed in a "fake encounter". Shops and business establishments in the area and adjoining business centres including Maharaj Bazar, Hari Singh High Street and Gonikhan remained closed for the second day today to protest the killings.

(AP) - The first African lion cub to be born at the Buffalo Zoo in 25 years finally has an official name three months after his birth. Zoo officials announced Tuesday that the cub has been named Tobias by staffers who have taken to calling him by his nickname, Toby. The cub was born in February to parents Lelie and Tiberius. He was one of four cubs born in the litter but the only one to survive past the first couple of days. Zoo officials announced the surviving cub’s birth in late April. 31 Penalty for urinating in open, spitting in government offices New Delhi : Urinating in open and spitting on the government office premises will now attract a penalty as the Centre has issued a new Standard Operating Procedures (SOP) for 'Swachh Bharat Mission' to ensure a clean, hygienic and healthy work environment. Also, littering and non-collection of construction and demolition waste by the contractor will also attract the penalty. These SOPs have been shared with all central government ministries recently asking them to follow the new procedures to ensure complete sanitation in office premises, senior government officials said. It mandates every department to form a sanitation committee under the chairmanship of relevant Joint Secretary looking after the charge of administration to monitor compliance to the SOP. The SOP casts an obligation on authority concerned to "impose penalty on defaulters for littering, spitting and open urinating" besides conducting surprise inspections of the office premises to ensure a clean, hygienic and healthy work environment. "If contractors have the obligation to collect the construction and demolition waste, it should be done immediately after all work is finished. Failure to do so will attract penalty," says the SOPs, sent to secretaries of all central government ministries. The central government departments have been asked to carry out self- assessment and ratings for the buildings on overall sanitation infrastructure by measuring their effort in removing paan and gutkha stains, providing dustbins and required number of urinals to meet the cleanliness needs. Prime Minister Narendra Modi had in October 2014 launched the Swachh Bharat Mission with an aim to make the country absolutely clean by October 2, 2019. All government departments have been asked to ensure collection of waste, rubbish and debris inside and outside the building and garden or open spaces and dispose as per set frequency, the SOP said. An intensive cleaning of the entire office premises should be carried out at least once in two months which should also involve participation of all officials and staff (through Shramdaan) for disposal of redundant or unused hardware, furniture which can be added to inventory and re-allocated as per demand, it said. California Highway Patrol says Ooley rear-ended an SUV, sending it down an embankment. SUV passenger Federico Nunez Silva died at the scene. The driver and two female passengers were taken to the hospital and have since been released. (AP) - Los Angeles County firefighters freed a 13-year-old girl who was stuck in a chimney at a home in Santa Clarita. Officials say crews responded Tuesday night and had the girl out in about 15 minutes. She was taken to a hospital to be examined. There was no immediate word on her condition or how she ended up getting stuck. City News Service says it was the second time in less than a week that someone became stuck in a chimney in LA County. A woman who locked herself out of her Pomona home Friday decided to use the chimney to get inside. She ended up stuck for about five hours before a neighbor heard her cries. She was eventually freed by firefighters and suffered only dehydration.

35 Congressional panel releases critical Cover Oregon report SALEM, Oregon (AP) - A U. S. House committee has found former Gov. John Kitzhaber and a federal agency mishandled the creation of Oregon’s health insurance enrollment website, with the Democratic governor’s political advisers making decisions based on his re- election campaign. In a report released Wednesday, the committee said it’s asking the Justice Department and state attorney general to conduct criminal investigations into the actions involving Cover Oregon. “More than $305 million in federal taxpayer dollars were sent to Oregon state for purposes of implementing a state exchange to benefit the people,” the committee said in a letter to U. S. Attorney General Loretta Lynch. “The state exchange never came to fruition, and the money is gone.” The Republican-controlled Committee on Oversight and Government Reform said its investigation showed state officials misused federal money and improperly commingled official and political resources to enrich Kitzhaber’s political prospects. Oregon produced the country’s worst rollout of the new national health insurance program. While the crippled federal website eventually worked, Oregon’s failed to enroll a single person online. The state had to resort to hiring 400 people to process paper applications. The Centers for Medicare & Medicaid Services’ “failed oversight of the development and implementation of Cover Oregon resulted in millions of wasted taxpayer dollars,” the committee said. The federal agency should reform its grant and oversight process, the panel said. The committee said documents and testimony it obtained are consistent with the findings of the Government Accountability Office, a congressional watchdog agency. The committee report also noted Cover Oregon is not unique. “Several other states have had significant problems developing and implementing a health insurance exchange,” the report said. An email seeking comment from Kitzhaber early Wednesday morning through his fiancée, Cylvia Hayes, wasn’t immediately returned. Representatives from CMS also didn’t immediately return a request for comment. " How exactly did Andreessen get to this point? His part in Facebook’s troubles in India began after he sent a series of ill-advised (now deleted) tweets, which included one which read: "Anti-colonialism has been economically catastrophic for the Indian people for decades. Why stop now? " Unsurprisingly, the Indian public hit the roof over what they viewed as a callous statement. In fact, Mark Zuckerberg, the CEO and founder of Facebook, had to personally issue a statement that called the tweets 'deeply upsetting.' This Twitter gaffe came at a most inopportune time. The messages were sent during a time when Facebook India was embroiled in debate with regulators over internet access. The whole affair began on the February 8 when it emerged that India's telecommunications regulator had decided to Facebook from operating its Free Basics service in the country. The regulator’s argument was that allowing it would shift the competitive environment in favor of Facebook, making it difficult for the smaller players in the industry to compete and was a violation of its 'net neutrality' principle. This principle basically states that all internet traffic in India should be treated equally. Free Basics was built to offer users free access to a small set of websites that would be chosen by Facebook – on the flipside, many Indians equated this to colonialism. So why is India standing in Facebook’s way? The Free Basics Idea was not fully thought through Facebook's new service was ultimately an ill-conceived and poorly executed plan that aimed to increase internet access among the poor. However, what it effectively did was to wall in their users by having Facebook and its telecom service provider partners choose the websites they were allowed to visit. Instead of having the freedom to carry out Google searches and visit any website they wanted, Free Basics users would find that Facebook had made itself the center of their online universe. It would only allow them to experience what it wanted them to. What Facebook's executives did not seem to grasp was that the limiting factor for the growth of the internet in India is not data access cost, which is relatively low, but the cost of internet-capable smartphones and computers. When India's poor save up to purchase any of these gadgets, they want to experience internet as anyone else does: visiting any website they wish, downloading trading apps , games and applications, listening to music and watching videos. For example, Indian farmers already receive weather updates on radio and on the TV; they do not want to be restricted to the education sites that Facebook selected for them. Facebook Failed To Borrow a Leaf from Consumer Product Producers Google’s misguided moves in India provide a valuable lesson for tech innovators in Silicon Valley who are looking to make the step to their next billion users: sometimes, coding intelligence is not enough, you also need to develop ‘contextual’ intelligence. It is important to understand the new market’s complex histories, politics, economic situation and the prevailing socio-cultural mindset, which shape success in the developing world as much as the excellence of the product does. The factors which define 'context' vary from one region to another in the developing world. However, what is more significant is that these regions are often miles apart from the environments in which tech innovations were developed. It does not matter if it is Boston, New York, Silicon Valley or the emerging tech enclaves of Asia, these high-tech cocoons are shielded from the context in which the technology is applied. In these environments, all systems and institutions function as they should, money rules above all and the digital app’s value proposition is all that matters. Because of this, technology companies like Facebook try to solve local problems from a distance, without being truly embedded into the environments where their applications are used. The scenario above is in stark contrast to popular brands that produce consumer products such as Unilever or Nestle. Such firms are often tightly woven into the local environment and have channel relationships, sales, research and logistics teams in rural areas and even in the smallest towns in India. Even when a technology company like Facebook establishes a local office, the staff lack experience navigating the complex local regulations and do not understand the local politics involved in doing business in India. Facebook Focused More on Code than On Context Facebook did make an effort to try and simulate context in certain aspects of the environment in which the Free Basics program would be rolled out to its employees. For example, there was the 2G Tuesday initiative, where employees who worked outside the developing world would only be allowed to access the internet through a 2G service in order to gain a personal feel of what it is like to experience the slow speeds the next billion users are constrained by. However, there is a limit to how much one can learn from the simulation, especially when the Facebook employee knows that there is still high- speed internet as soon as they step outside their office door. Facebook’s failure to fully embed itself with their future users, in order to gain an understanding of their day-to-day lives, meant that they did not really have to feel their hopes and fears or come to terms with their culture or history. India Is Emotional About Its Turbulent History and Regulations Reflect This One thing that all digital players must keep in mind is that every new country they venture into has its own different regulatory frameworks. In India, the regulations set out for businesses are the result of economic and legal considerations that also consider the nation’s political climate and history. In particular, Indians tent to be very sensitive to large Western firms that come into the country with supposed innocuous ways. For instance, the British East India Company had the noble intention of doing business with India when it first arrived, but eventually led to the colonization of the country. Although India is a country that is notorious for its economic inequality, one thing that matters a lot to Indians is the shared feeling of egalitarianism. These factors have a huge effect on the decisions that regulators made with regard to Facebook. The Free Basics service had the misfortune of launching while the country was engulfed in a wave of pro-net neutrality and the service appeared to be a violation of the ideal. The old adage states, 'The road to hell is paved with good intentions,' and despite Facebook's noble intentions, Andreessen, Zuckerberg & Co. failed to take the time to understand the people they were trying to help out. Nearly two centuries of subjugation at the hands of the British and the plunder of India’s resources is a wound that will take some time to heal, and Facebook simply failed to realise that. The Final Word It is widely estimated that there will be half a billion people in India and an additional two billion in other parts of the developing world who will be coming online during the next five years. This will happen without the help of Facebook, because computer and smartphone prices are dropping on an almost daily basis. As this happens, the market for tech innovations will explode. However, Silicon Valley will have to quickly adopt the methods that have made consumer goods manufacturers so successful in emerging markets by understanding their history, politics and culture. In this way, firms like Facebook can start to win back hearts and minds in India again.

HUNTSVILLE, Ala. (AP) - Mention “Eggbeater Jesus” and most any Huntsville resident will know what you’re talking about. The glass-tile mosaic that graces the front of First Baptist Church - officially, its name is “Cosmic Christ” - has been a local landmark for more than 40 years. The church doesn’t embrace or reject the mosaic’s unofficial (and somewhat irreverent) nickname, said Jud Reasons, First Baptist’s executive pastor. At this point, it’s inescapable. “It’s on Google maps as ‘Eggbeater Jesus,’” said Reasons. “I can’t change it.” The mosaic, which depicts Jesus Christ surrounded by the cosmos, is 47 feet high and 154 feet long. It weighs 6 tons, but “it’s getting lighter every day,” said Todd Westbrook, chair of First Baptist’s committee of trustees. Tile began falling off the mosaic not long after it was dedicated in January 1974, and it is still raining down. “One of our members joked that if you walk under the tile, carry an umbrella,” said Travis Collins, the church’s senior pastor. The mosaic - originally composed of 1.4 million square glass tiles - was designed and fabricated by Gordon William Smith, a stained glass artist from Fort Worth, Texas. Smith also designed and installed the stained- glass sanctuary windows. The mosaic was commissioned during the heyday of the Apollo program. Huntsville was a city growing by leaps and bounds, and its residents were proud to be connected to the program sending Americans to the moon. The mosaic’s design - with an image of Christ that resembles an old-fashioned eggbeater - reflected that optimism and passion for progress. “They were trying to meld the idea of a community that was both scientific and faith-based,” said Westbrook. “They saw it as a way to pay homage to the created and the creator at the same time.” A church newsletter from 1971 described the mosaic’s theme this way: “Members of the church and their pastor, Dr. Alvin H. Hopson, feel that the work reflects the forward-looking atmosphere of Huntsville and its Marshall Space Flight Center where the Saturn moon rocket is built. “According to the artist, the design of the mosaic is based on the first chapter of the book of Revelation in which Christ is described as galactic and universal - the Christ of earth, of space, of eternity.’” But the brightly colored “Cosmic Christ” has not aged well. Hundreds - probably thousands - of tiles are missing, leaving white or gray empty patches scattered across the cosmos. Broken tiles can often be found on the sidewalk beneath. The church has tried various methods of repair over the years, with little success. The activities occurred from 2012 through January 2015. The case was announced less than five years after the arrest of 10 covert agents. Police accused Cole of shooting a fellow gang member in the leg for refusing to sell cocaine for Cole. 50 True Love shows true colours by 'body- shaming' Lerato When US actress Kerry Washington recently graced the cover of AdWeek magazine, the star was barely recognisable. The mag had not only lightened Washington’s skin, but her nose and cheekbones looked completely different to how they’d ever looked before. The Fixer actress took to Instagram to voice her disappointment: “I’m no stranger to Photoshopping. It happens a lot… I don't always take these adjustments to task but I have had the opportunity to address the impact of my altered image in the past and I think it's a valuable conversation. Yesterday, however, I just felt weary. It felt strange to look at a picture of myself that is so different from what I look like when I look in the mirror. It's an unfortunate feeling.” AdWeek were very quick to respond: “Kerry Washington is a class act. We are honoured to have her grace our pages. To clarify, we made minimal adjustments, solely for the cover’s design needs. We meant no disrespect, quite the opposite. We are glad she is enthusiastic about the piece and appreciate her honest comments.” Would it really have killed local magazine True Love to respond similarly to AdWeek when their latest cover star, Lerato Kganyago, voiced her disappointment at the way she looks on their June cover? Instead of offering some sort of apology or admitting any wrongdoing (however insincere), the folks at True Love decided to react in a very petty manner by sharing the unedited pictures from their shoot with Kganyago, accompanied by an article telling the readers that they wanted to put Kganyago’s criticism “in perspective and give you a full picture”. While Kganyago by no means looked terrible in the “before” images, it was clear that True Love’s intention behind sharing those pictures was to shame and humiliate her. The only thing missing from those shots were circles highlighting her cellulite and blemishes (you know, Heat magazine-style). That poor – and quite frankly, misogynistic – decision showed the magazine’s true colours, if anyone had previously doubted them. For one, the magazine has been accused of too much Photoshopping before, most recently for their December 2015 cover featuring Khanyi Mbau. Let’s not even talk about some of the “empowering” articles they have published in the past. “You are the reason your man cheats,” one of their cover lines shouted at its readers (and the article said exactly that, too). Yet in a statement accompanying the Kganyago images, True Love editor Dudu Mvimbi Leshabane said that the magazine “stands for women empowerment”, continuing: “True Love would never intentionally do anything to compromise women and their public profile. We have a responsibility not to tarnish our cover star’s image, to produce authentic content for our readers and to uphold the brand’s integrity.” Those are very loaded words. For starters, do women need to look a certain way to be considered empowered? If the mag was truly about the empowerment of women, why would they respond so maliciously to a woman exercising her agency by voicing her displeasure about how they treated images of her? Why would they try and body-shame her into silence? As for this “responsibility not to tarnish [their] cover star’s image”, is the magazine implying that Kganyago being less-than-perfect stains her as a woman and as a celebrity? By showing her cellulite in its full glory, was the magazine expecting us to say: “Oh, okay, they did her a favour”? What the magazine’s short-sighted action has failed to take into account is that most of their readers are “ordinary women”: we have cellulite, scars, stretch marks and/or blemishes. We are by no means beauty industry-standard flawless, and by trying to shame a woman for being a human being, True Love has proven that they are not for here for us regular ladies. Of course, the problematic women’s magazine industry was not created by True Love: the majority of women’s magazines stopped being empowering to women a long time ago (if they ever were in the first place). But you’d think that many of these magazines would latch on to the resurgence of feminism in mainstream conversations, and that they really would change their outdated ways by providing content that enriches our lives rather than sneakily bashing us for our perceived flaws. It’s incredibly shameful that in 2016, magazines (and the beauty industry in general) still think that women need to look like fembots in order to be considered attractive, that we’re still telling women how to fix everything “wrong” with them (“Drop 2 dress sizes in 2 weeks!”) – not to mention the constant barrage of articles teaching us how to “get” and “keep” a man. The women’s magazine industry is patriarchy’s greatest Trojan Horse: sexism and misogyny dressed up in cute lipstick and glossy paper. It’s about time that changed.

51 High school student charged in teen’s drug- related death FAIRFAX, Va. (AP) - Police say a high school student in northern Virginia has been charged with giving drugs to a classmate who died. Authorities say 18-year-old David Evers turned himself in to Fairfax County police last week and was charged with drug distribution in connection with 17-year-old Alexia Springer’s death. The medical examiner found that Springer’s death was accidental and resulted from a combination of alcohol and cocktail of drugs including morphine, oxycodone, ethanol and other drugs. Two officers searching the area pulled the boy to safety after hearing his cries for help. Police Cpl. (AP) - Two artificial islands created for seabird nesting have been rebuilt, and are more successful than biologists had hoped, the Louisiana Department of Wildlife and Fisheries says. The state’s goal was to attract 500 pairs to nest this year in the Bayou Platte Waterbird Rookery, but biologists estimate that more 2,000 pairs are nesting. This is the 26th nesting season since the rookery was created in the Marsh Island Wildlife Refuge in Iberia Parish between Vermilion Bay and the Gulf of Mexico. Within the past decade, the department said, more than 10,000 birds used the islands. Many of the species using the islands are considered among those Louisiana most needs to protect, said Todd Baker, who oversees coastal operations and habitat conservation as head of the department’s coastal and nongame resources division. The rookeries were created in the early 1990s. By 2012, subsidence and erosion had left them in poor shape. Restoration began in August 2013, and was suspended in May 2014 to let birds nest. Construction resumed after nesting season in November 2014 and was completed last year. Bird surveys during and after construction indicated heavy use by black skimmers, gull-billed terns, Forster’s terns, least terns, and laughing gulls among other waterbird species.

State police say troopers went to Cory Larson’s home in the Ulster County hamlet of Cragsmoor after he called emergency dispatchers Tuesday to report people were attempting to get into his house. When troopers arrived, they were targeted by gunfire coming from inside the home. Police say troopers and Larson exchanged gunfire, and he surrendered soon after. Schumer ’s regional spokesman in Upstate New York was arrested this week and charged with possession of pills and anabolic steroids, according to police. Cody Peluso , 32, a longtime employee of Mr. Schumer , was arrested after the drugs and steroids were found during a traffic stop Monday in Stony Point, N. Y. Police found 200 anabolic steroids, one pill of the antidepressant alprazolam and two pills of soboxone, a drug used to treat opioid withdrawal symptoms. “We are shocked and saddened by this news. Mr. Peluso will immediately be placed on leave pending a complete investigation of this incident,” said Schumer spokesman Matt House. Mr. Schumer is poised to become the next Senate Democratic leader. He currently serves as the vice chairman of the Senate Democratic Conference and chairman of the Democratic Policy and Communications Committee that crafts the conference’s messaging. 72 72 Jewish leaders push to get two-state solution proposal on next president's desk WASHINGTON — In a rare and sharp split with Israeli government policy, a group of Jewish community leaders wants to get a proposal for a two-state solution to the Israeli-Palestinian conflict on the next president’s desk. Two complementary US and Israeli working papers to be launched next week propose immediate actions Israel can take to prepare the ground for two states and a longer-term security structure that aims to satisfy Palestinian ambitions for sovereignty and Israeli security needs. Elements of the proposals, including relocating settlers and preparing for Palestinian sovereignty in Jerusalem, are radical departures from the policies of Prime Minister Benjamin Netanyahu’s current government, perhaps the most right wing in Israeli history. Tactically, getting the next president to kick-start new talks is also anathema to Netanyahu, who regards outside pressure as counterproductive. The organization behind the push, the Israel Policy Forum, is not new to such initiatives. It was established in the early 1990s at the behest of then- Israeli Prime Minister Yitzhak Rabin, who went over the head of what was then a hawkish pro-Israel establishment to seek US Jewish backing for his peace talks with the Palestinians. This time, however, the party doing the reaching over is not the Israeli prime minister but Jewish community heavyweights who have helmed major Jewish organizations, from the Conference of Presidents of Major American Jewish Organizations to the Anti-Defamation League. Sugarman also is a past president of the ADL. On board, too, are Robert Elman and Robert Goodkind, past presidents of the American Jewish Committee, and Susie Gelman, a past president of the Jewish Federation of Greater Washington and an early major funder of The Israel Project. Solow, Sugarman and Gelman, with Israel Policy Forum staff, met last week with JTA. The Israel Policy Forum has never disbanded, but the new heavyweights represent the kind of clout it hasn’t seen in years. The initiative will formally launch at a conference here on May 31, showcasing proposals for resolving the Israeli-Palestinian conflict from veterans of the Israeli and American diplomatic establishments — represented by Commanders for Israel’s Security and the Center for a New American Security, respectively. Mainstream Jewish groups have long been resistant to openly challenging Israel on security issues. Solow said that was less of a consideration in Israel’s volatile political climate. “One doesn’t know what Israel’s government is going to look like in a week,” he said. Solow also noted the stasis following the collapse of the last round of Israeli- Palestinian talks in 2014 that has driven Democrats to criticize Israel more freely as they see the prospects of two states diminish. “Taking on the perspective from those in the pro-Israel community, the only reasonable Zionist solution is to have two states for two people,” Solow said. Both likely presidential nominees, Republican Donald Trump and Democrat Hillary Clinton, have said they would like to address Israeli-Palestinian peace. “Every time a new administration comes into office, these issues get a fresh look, that’s a historical fact,” said Solow, probably the Jewish leader who has been closest to President Barack Obama. The board members lend the initiative political clout in an election year in which much media attention on pro-Israel voices is focused on Republican mega-donors such as casino magnate Sheldon Adelson and hedge funder Paul Singer, who have sharply hawkish outlooks. Adelson, who endorsed Trump this month — reportedly to the tune of $100 million plus — is often depicted in the media as the bellwether of the “pro-Israel” donor class. Adelson is close to Netanyahu and has called a Palestinian state a “steppingstone for the destruction of Israel and the Jewish people.” He broke with the American Israel Public Affairs Committee in 2007 when he discovered it was tacitly backing then-Prime Minister Ehud Olmert’s peace initiative. While Trump says he is eager to see if he can bring about a two-state solution, most of the Republicans he defeated had all but abandoned the idea in the near term — a skepticism that still prevails among congressional Republicans. David Halperin, the Israel Policy Forum’s director, said he had secured meetings with Republicans to discuss the project, but with more difficulty than he had with Democrats. “In the current political climate, we would like to make this more bipartisan,” he said. So is this initiative, at least in part, about making it clear that the pro-Israel buck does not start and stop in Adelson’s suite at his Las Vegas Venetian? “You’re not going to get disagreement from us,” Sugarman said. Solow said the polling demonstrates that the “overwhelming number of American Jews support the position we’re taking.” The fact that members of the IPF board have held significant leadership roles in American Jewry “will provide additional credibility” to the initiative, he said. The Israel Policy Forum is planning private and public presentations for Jewish community leaders and members of Congress. The board members will be a key presence. “We are the connector to the American Jewish community on all of this,” said Gelman, the incoming IPF chairwoman. Sugarman said the plan for two states would couple with a robust and detailed effort to keep Israel secure, a commonplace posture in Israel — at least on the center and left — he said was missing from the American Jewish conversation. Much of Israel’s right now rejects the two-state solution. “It’s never been pushed here the way IPF is pushing it,” he said. AIPAC in principle is in favor of peace talks between Israel and the Palestinians, but the prominent pro-Israel lobbying group would never consider getting ahead of the Israeli government in advancing how to define two states as these plans do. For J Street, the organizing principle is two states, and since its 2008 founding the more liberal lobbying group has made inroads among Democrats. But its tough criticisms of Israel have alienated the same Jewish institutions that the IPF board members have on their resumes. The emphasis of the proposals is on preparing Israel psychologically, politically and militarily for two states while countering what the authors of the Israeli plan describe as “fear mongering” from those who oppose Palestinian statehood. Israel “must seize the initiative to determine its destiny and shape a better future for our and our neighbor’s children,” the 67-page Commanders for Israel’s Security plan says. “There is no exclusively military solution to the conflict or to waves of terror.” The Israeli team’s proposals include, among other recommendations for immediate action, a settlement freeze, encouraging settlers who live outside the West Bank security fence to move back inside its perimeter and setting up a precursor for Palestinian sovereignty in predominantly Arab neighborhoods of Jerusalem. 77 'Increase in aliya among youth and academic professionals' This past year saw an increase in immigration to Israel among young people and academic professionals, according to a Central Bureau of Statistics report released Wednesday. According to the findings of the report, in 2015 there were 27,908 new immigrants to Israel, a 16% increase from the previous year. Since the establishment of the State some 3.2 million people have made aliya, 42% since 1990. Of the new olim, the majority, 53%, or some 14,725 people arrived from the former Soviet Union, especially from Ukraine and Russia. In addition, 24%, or some 6,628 people, arrived from France and an additional nine percent from the United States. This past year saw a dramatic increase of some 20% in comparison to 2014 with regards to new immigrants from Ukraine and 44% increase in the number of immigrants from Russia. With regards to immigration from France, following a sharp rise in the number of French people moving to Israel in 2014, immigration only increased by one percent in 2015. In contrast, the number of Ethiopian olim drastically decreased by 57% in 2015 compared to the previous year. This year also saw more youth making aliya to Israel with 19% of new immigrants aged 14 and under, compared to 16.3% last year. There was also a decrease in the number of elderly aged 65 and older making aliya from 18% in 2014 down to 14% this past year. As such, the findings indicated that in 2015 the median age of a new immigrant stood at 32.9 years old compared to 36.3 years in 2014. Once in Israel the new immigrants were attracted mostly to the center of the country. Tel Aviv absorbed some 12% of the new immigrants, followed by Jerusalem and Netanya, each absorbing 11%. Haifa absorbed eight percent and Ashdod absorbed six percent of the new immigrants. With regards to education, the data revealed that in 2015 65% of new immigrants aged 15 and above had 13 years of schooling, down from 67% in 2014. Furthermore the report found 67% of new immigrants were academic professionals prior to making aliya, compared to 27.8% in 2014. Of these professionals, 43% were in the legal, cultural or social professions, 26% were in the sciences and engineering and 10% were in the health field.

(AP) - Fifteen hundred miles from the Deep South, in a central Wyoming middle school, a Confederate flag and a racial slur were scrawled on a bathroom wall. In a rural town 100 miles to the north, a teenager stood up in an assembly and gave an impersonation of Donald Trump that left a Latina student in tears. On the other side of the mountain range, in another small, tight-knit community, a middle-school student created a project on the Alamo that suggested serious violence toward Mexicans. Each of these incidents happened this semester in a Wyoming school and was reported to the media. Each was handled by the administrators of the respective schools in similar ways. They were addressed quickly and individually as behavioral issues, with school leaders declining to engage in a class or school-wide discussion on intolerance. In two of the cases, teachers who pushed for greater action reported reticence and hostility from their administrations, the Casper Star-Tribune reported (http://bit.ly/1VgYJma). Diversity in Wyoming is supposed to be taught in social studies and language arts classes as part of statewide standards. But it’s rare that students have the opportunity to take it as a stand-alone course. One of the few classes that probe issues like race and social injustice is taught in the one region of Wyoming where the minority population is the majority: the Wind River Indian Reservation. Experts in education say that is not surprising given the disparity of opinions at the university level on whether diversity training is a necessity for educators. She lost her breath. “Mrs. Pasquinelli, did you print this?” the child asked. The student responsible was turned in by classmates, and the principal and family addressed how to move forward. But the conflict swelled, and Pasquinelli’s subsequent discussions in her classroom denouncing hate speech and intolerance were frowned upon by the administration, she said. Pasquinelli’s superintendent, Diana Clapp, said she disagrees with Pasquinelli’s interpretation of the administration’s response. In the case of the graffiti, it was removed promptly. 80 NY board poised to OK $485M for solar plant amid questions ALBANY, N. Y. (AP) - A state oversight board controlled by the New York Legislature and Democratic Gov. Andrew Cuomo is set to authorize spending another $485 million to complete a solar panel production plant, the centerpiece of Cuomo’s “Buffalo Billion” economic development program. The Public Authority Control Board vote scheduled for Wednesday comes amid questions about the future of solar business after a major player last month filed for bankruptcy court protection and a lack of details about how the money will be spent. The $750 million SolarCity plant being built with public funds is nearing completion and the money being considered by the board is believed to be the balance of the state’s commitment to not only build the million-square- foot factory, but fit it out with manufacturing and other equipment. But Fort Schuyler Management Corp., a not-for-profit arm of the State University of New York, has not responded to inquiries from The Associated Press about specifics of how money is being budgeted, what equipment is being purchased and who the vendors are. Asia and Europe, where most of the world’s solar modules are produced, are also primary sources of manufacturing equipment. Assembly Speaker Carl Heastie, a Democrat who appoints one of the three PACB members, said Tuesday that, “I think there’ a general belief that it’s a worthwhile project. But his office was still waiting for answers to some questions. “We’re just looking at the merits of the project. We have questions ourselves, in consultation with the state comptroller, and once we get those questions answered I think we’ll be fine,” he said. District Judge N N Shrimangale acquitted the arrested accused, Surendra Rampalat Chaurasiya (37), a resident of Bhayander area in Thane tnwhile observing that the prosecution failed to prove the charges against him. The prosecution informed the court that the police and FDA officials had seized banned material like gutkha, pan masala and scented betelnuts of different brands valued at Rs 1,70,860, from Chaurasiya's residence during a raid on December 8, 2013. The accused was arrested and tried for offences punishable under sections 328, 272, 273 and 188 of IPC as well as under relevant sections of Food Safety and Standard Rules. During the trial, it came to the notice of the court that the police and FDA officials destroyed the seized goods without any authority. Later, the judge observed that the evidence of prosecution witness is not sufficient to prove that the goods were seized from possession of the accused. It is also clear from the evidence of investigating officer that the spot of incident is surrounded by residential premises of others. But, no neighbour was examined before the court by the prosecution to prove that the accused was in exclusive possession of the premises and the contraband was seized from there, he noted. It is clear from the evidence of food officer that the material was destroyed without keeping its samples and the prosecution failed to prove that the seized material was injurious to public health, he observed. Thus, considering all the evidence on record, the prosecution has miserably failed to prove that the accused was found in possession of contraband and that it was injurious to public health, the judge said in his recent order. "No charge is proved against the accused," he said while acquitting Chaurasiya in the case.

"For me, the word ' shehecheyanu '" - 'who has given us life,' from the blessing said on special occasions and new experiences - "has many and deep meanings since the assassination attempt," Glick said. Glick, an activist for Jewish rights on the Temple Mount, was next on the Likud's list, after defense minister Moshe Ya'alon quit his post. The new MK was shot four times in the chest in November 2014 by Mutaz Hijazi, an Arab man from Jerusalem who called Glick "an enemy of Al-Aksa. 90 BIR ordered to pay Philex Mining P83.7M tax refund The Court of Tax Appeals (CTA) on Wednesday ordered the Bureau of Internal Revenue (BIR) to refund or issue a tax credit certificate worth a total of P83.7-million in favor of Philex Mining Corporation (Philex), the country’s largest producer of gold and copper. Philex, in its separate petitions, wants a refund of P43,739,035.58 and P86,095,599.12 paid for the unutilized input value-added tax (VAT) for the first to third quarter of 2012. Instead, the Tax Court second and third divisions partially granted Philex’s petition ordering the BIR to refund P25,811,450.88 and P57,910,100.80 paid for the unutilized input VAT for the first to third quarter of 2012. Philex took its case to the CTA due to the inaction by the BIR. Philex anchored its claim on Section 112(A) of the National Internal Revenue Code (NIRC) of 1997 which provides that a taxpayer engaged in zero-rated or effectively zero-rated sales is entitled to a refund or tax credit of unutilized input VAT. BIR argued that to be able to avail of a tax refund or tax credit, Philex must comply with several requirements including registration as VAT taxpayer, invoicing and accounting requirements as well as filing and payment of VAT, submission of complete documents in support of its claim for tax refund, the input taxes paid were attributable to its zero-rated or effectively zero-rated sales and these have not been applied against any output tax and the claim was filed within two years after the close of the taxable quarter. The CTA, in two separate decisions, said Philex timely filed its petition and submitted the required documents to show that it is entitled to a refund. Both the second and third divisions of the CTA hired the services of an independent auditor to analyze the documents submitted by Philex. For the first quarter of 2012, P8,581,978.50 and another P2,708,275.94 have been disallowed because it was not properly substantiated. Then, P216,871.69 has been applied for Philex’ output VAT liability for the first quarter of 2012. The CTA said only P25.8-million is attributable to the substantiated zero-rated sales. For the second and third quarter, only the remaining input VAT of P67,475,180.91 can be attributed to the entire zero-rated sales declared by petitioner in the amount of P5,981,339,647.99 and only the input VAT of P57 ,910,100.80 is attributable to the valid zero-rated sales of P5,246,835,764.62. Maria Catarina Sumarsih, 64, a human rights activist whose son Bernardus Realino Norma Irawan died in the first Semanggi tragedy in 1998, said there would be more losses than benefits for the country in naming Soeharto a national hero. By doing so, the current government would endorse the military authoritarianism that Soeharto upheld during his administration, which resulted in violence and led to the disappearance and death of many victims, Sumarsih said. She urged President Joko “Jokowi” Widowo to firmly reject the notion. “I don’t accept if an actor in my son’s murder is given a hero title. He [Soeharto] was involved in several human rights abuse cases and my son was one of the victims,” she said during a press conference at the Commission for Missing Persons and Victims of Violence ( Kontras ) on Tuesday (May 24). Soeharto, who was in power for 32 years, and his cronies turned a blind eye to cases of human rights violations, said Kontras activist Feri Kusuma. “He contributed to the development [of the country], but all of his actions that violated the law smeared the merit [of his achievements],” Feri said, adding that giving such a title to Soeharto would discredit existing national heroes who had made worthy contributions to the nation. Army general Soeharto was allegedly involved in several human rights abuses such as the Tanjung Priok massacre in early 1984, the 1989 Talangsari incident in Lampung, as well as the May 1998 riots between citizens and the military that resulted in many deaths and injuries. The township is at boiling point and the situation in Masiphumelele “threatens the whole valley”, including Noordhoek, Fish Hoek and Kommetjie, according to DA ward councillor Felicity Purchase. Two weeks ago two people were shot by taxi drivers who were allegedly angry that supporters of Vellem were stopping people from going to work, affecting their business. The shootings happened as community members were rallying support for a court case at which Vellem appealed unsuccessfully for his bail conditions to be amended. Last week riot police fired rubber bullets to stop taxi drivers from beating 23-year-old Landiswa Mgwali, who was walking to work as part of a community-wide taxi boycott. Vellem is not allowed back into Masiphumelele as part of his bail conditions. The prosecutor opposed bail, saying witnesses could be in danger and the violence would continue if Vellem was released. Last year nine people were killed, some burnt to death, and two state vehicles destroyed in riots in Masiphumelele over a lack of police action after the rape and murder of 14-year-old Amani Pula. Kommetjie resident and addiction counsellor Justin Villiers said inequality along racial lines, a drug epidemic and a lack of police services had resulted in “lawlessness”, and equated it to living in a “war zone”. “Recently it’s become crazy. I’ve stopped going on [community watch] WhatsApp groups and on the radio, it’s crazy. “I think in time it will spill over and become more violent. Moletsane organised a lawyer for Vellem and two others accused of murder but says he never gave the lawyer any instructions. “There was an allegation that made it look like I have an influence on [the lawyer] that he must delay the process up until local government elections because other people say maybe I want to be the candidate,” said Moletsane. He said Vellem had made reckless statements in court. “Remember, as ANC we respect the judiciary and under no circumstances can we influence the role of the judiciary, we have no right to do so, that was a very reckless statement,” said Moletsane. Vellem said the lawyer had not consulted him before going to court, and decided on bail conditions that were against his interests. “They know that for me not to be in Masi, I don’t stand a chance because I can’t be the ward councillor of some place that I’m not staying in,” he said. “[The community] want to know what’s really going on.
