Norma Rogers, the nurse who treated her in the hotel room immediately following the incident, told Aaron Klein, a radio host in the New York and Philadelphia markets and a staff writer for Breitbart News: “She was crying. And the thing I think I remember most is that her mouth was all swollen up. It was cut. … Her pantyhose were all ripped.” At the time, Broaddrick was a nursing-home administrator volunteering for the gubernatorial campaign of then Arkansas Attorney General Bill Clinton in 1978. The Commission on Elections said it will begin implementing Republic Act 10756 or the Election Service Reform Act, which makes election duties non-compulsory for public school teachers. Comelec chairperson Andres Bautista said the poll body is ready to enforce the implementing rules and regulations of the reform law. But because of the postponement of the October 31 barangay and Sangguniang Kabataan polls to next year, the ESRA will take effect in 2017. “Because of the postponement, we will ensure that the law will be implemented starting next election,” Bautista said in a statement. It may be recalled that the House of Representatives and the Senate passed on final readings the bills postponing the barangay and youth elections early this week. The ESRA, which was signed into law on April 8 this year, makes poll duties as non-compulsory for public school teachers. It can be recalled that the Comelec did not implement the new law in the May 9 national and local elections. Poll duties include serving as members of the board of election inspectors and board of election tellers – tasks which used to be performed by public school teachers. The ESRA allows the Comelec to tap private school teachers, national government employees excluding military officers, members of Comelec- accredited citizens’ arms, and any voter with integrity and competence, and without political affiliations to serve in elections. 15 DOH, FDA urged to review contraceptives procured sans public hearing The government’s reproductive health program is practically back to square one after the Supreme Court ordered the Department of Health (DOH) and the Food and Drug Administration (FDA) to conduct a fresh round of certification process on the government’s stockpile of contraceptives they have previously endorsed without public hearings. The SC ruling reached on Aug. 24 meant that the 400,000 subnormal birth control implants, including Implanon and Implanon NXT, that then Health Secretary Janet Garin procured at P500 or 10 percent of the P5,000 market price through the help of the Bill & Melinda Gates Foundation, would remain in government warehouses unless the FDA and DOH convince anti- abortion groups that these were not abortifacients. SC spokesperson Theodore Te announced that the SC second division led by Associate Justice Antonio Carpio upheld the separate petitions of the Alliance for the Family Foundation and its president Maria Concepcion Noche requiring the FDA to hear their side on the abortive effects of the birth control implants before their procurement and distribution as stated in the guidelines set by the high court in the implementation of the Responsible Parenthood and Reproductive Health Act of 2012 (Republic Act 10354). Te said the court also shot down a petition to lift the temporary restraining order issued on June 17, 2015, by the Office of the Solicitor General which warned about the wastage of government resources, with the expiry of thousands of Implanon and Implanon NXT in warehouses, and the possibility of an acute shortage of contraceptives in the market. Te said that the FDA certified, procured, and administered 77 drugs that the petitioners claimed were abortifacients without public hearings in violation of the constitutional right to due process of the petitions. The court ordered the DOH and FDA to tweak its implementing rules and regulations in the purchase of birth control drugs to conform with guidelines laid down by the court which required mandatory public hearings and allowing petitioners to intervene in the process of accreditation and procurement. It also ordered the FDA to start the public hearings within 30 days after receipt of the ruling. In its ruling, the FDA was ordered to be biased in favor of protecting the fetus. “In weighing the evidence, all reasonable doubts shall be resolved in favor of the protection and preservation of the right to life of the unborn from conception and fertilization,” said the court. The court ordered the DOH to make sure that it would provide “sufficient details” on the regulation of the contraceptives “in order that they will not be used as an abortifacient and to sufficiently safeguard the right to life of the unborn.” Te said the court also didn’t see any need for the lifting of the TRO on the distribution and sale of contraceptives. The court said it was not stopping the FDA from its role as the primary arbiter of determining whether a contraceptive has abortifacient effects; it was just stopping the FDA from certifying or recertifying contraceptives without a public hearing to determine their effects on the fetus.

Testifying before the Senate committee on justice and human rights, Matobato said the younger Duterte had ordered killings of several people at whim, including the June 2014 killing of billionaire businessman Richard King and others with whom he had brushes on the road. “They had a rivalry over a woman,” said Matobato, a confessed member of the notorious Davao Death Squad for two decades. “It was Paolo Duterte who ordered that (King’s murder). However, the Passenger Amenities Committee has a different take. Appointed by the Indian Railways, it paid a visit to the station on September 10 and slammed WR authorities for its poor upkeep. The committee raised the issue of illegal slums and garbage dumped on rail land, which was seen next to the Harbour line on the east side. Members visited Bandra suburban station and Bandra terminus along with WR officials to inspect the amenities provided to citizens. Bandra has the most number of illegal slums — 2,726 cover 2,72,600 sq ft. mid-day on September 12 had reported ‘Western Railway to raze encroachments around railway tracks for 6th line’. Authorities will be removing 607 illegal structures along the Borivli-Mumbai Central stretch for the work. Committee questions Sources said committee members have asked the WR what steps it has taken to remove the garbage dumped on its land and on tracks apart from the illegal slums in the vicinity. They also checked the condition of toilets, seats, fans and other facilities on the premises of the two stations. Committee member Mohammad Irfan Ahmad said, “We talk about Swachh Bharat, but such instances defy that. When we went to Bandra, we saw garbage dumped all over railway land. The railways should talk to the local authorities and ensure that it is removed.” The guidelines The committee said that the WR should ensure proper garbage bins for the slum dwellers and the civic body ensuring that the bins are emptied frequently. “We will be intensifying our efforts to clean the railway station and its premises. It will be time-consuming as we cannot get machines to remove the garbage and have to do it manually,” said Mukul Jain, Divisional Railway Manager (Mumbai), Western Railway. Officials are also engaging with the residents there and appealing to them not to dump garbage on railway land and tracks. The railways will also take BMC’s help in getting encroachers removed as soon as possible. Duterte has approved the rollout of nine infrastructure projects worth over P171 billion barely 100 days since he assumed office as the administration wants to impress foreign investors whose interest may waver amid international bad press that the President has been getting, the country’s chief economist said Thursday. At the general membership meeting of the Chamber of Thrift Banks, Socioeconomic Planning Secretary Ernesto M. Pernia also announced that the National Economic and Development Authority (Neda) Board chaired by the President has come up with policy changes that will fast-track the implementation of vital projects aimed at filling the country’s infrastructure gap. The nine projects approved by the Neda Board last Wednesday are as follows: The biggest project to be undertaken via the PPP route was “the Department of Transportation’s (DOTr) medium-term solution (doable within three years) to improve safety and security, maximize capacity through ‘refreshed’ infrastructure (airside requirements such as air traffic management), and improve passenger service standards in the existing Naia,” Neda said in a statement. For the Naia development PPP, “the implementation is through a concession to the private sector for the refurbishing or adding assets for air traffic and land side management, and for passenger services,” while the private sector partner “will also operate and maintain the airport (both airside and landside) according to international standards (International Civil Aviation Organization, Federal Aviation Administration, etc.),” Neda added. “The concession period is for 15-20 years, including the design/construction period. The DOTr expects to begin PPP procurement upon Neda Board approval, and award and sign a concession agreement by September 2017,” according to Neda. As for the Metro BRT, Neda said that the DOTr-led project “aims to provide alternative mass transit in Metro Manila by establishing a BRT system within an EDSA route of 48.6 kilometers covering Monumento up to Diosdado Macapagal Avenue/Roxas Boulevard, with integrated routes between the Ortigas Business District, Bonifacio Global City, and the Makati Business District.” “The BRT is also planned to link with the Naia terminals and include off- corridors to the target Integrated Transport System terminals in the north, south and southwest of Metro Manila, and in the vicinity of SM Fairview,” Neda said. According to Neda, the BRT project will involve “the construction of dedicated lanes with busways, depots, and as much as 63 stations/terminals” within three years starting 2017 until 2019. “These lanes include one lane per direction between stations, and two lanes per direction at stations. 30 The Intranet: The black sheep of the digital industry? An article recently published in The Drum asked if 'internal comms' was the dirty word of the creative industry. Its author, Giles Hicks, creative director at Synergy Creative, successfully argued the point that creativity in internal communications is both challenging and sophisticated, requiring a firm understanding of brand, engagement and insight and as such should receive the same kind of recognition and respect as its consumer-focused counterpart. This got me thinking about the services and solutions that ClearPeople, the company I work for, has to offer. One of the main problem areas that clients come to us for help for is the design and development of their company intranet. Now, if 'internal comms' is the dirty word of the creative industry, the intranet is the black sheep of the digital world. A lot of digital agencies steer clear of intranet development, choosing its sexier, glossier, feature-rich cousin, the website. But an intranet is just as sexy, just as glossy and has just as many features, if not more, than some websites. Let’s not forget an intranet is a type of website – it just has an internal audience and a very specific set of objectives. There are many types of websites out there, each with their own aims, from selling services and products, providing advice, disseminating information, entertaining and allowing communities to engage with one another. The job of a marketer, and indeed their digital agency, is to understand the business objectives of their organisations and use their marketing armoury to meet and exceed them. With so many different types of websites out there and so many objectives to fulfil, it’s no wonder that such projects define the digital industry - creativity and innovation keep getting better and better, constantly pushing the boundaries to remain relevant and engaging to an ever-demanding audience. But it’s this same audience who are today’s workforce. And their digital expectations in their personal lives are taken into their jobs everyday. If they can easily order a delivery or read a brochure for a new home on their mobile phone, why can’t they see their expenses report or marketing plan from this device too? Making their working lives easier leads to a happier working day and arguably, a more productive one. Engaging your workforce The way we work has changed. More and more people are working away from their desks, and in a 24/7 world, the classic 9 to 5 doesn’t exist anymore. This has created huge challenges for business as they need to continue to engage with their workforce, promote their culture and values and provide tools and resources to help their employees remain productive and efficient. This is where the company intranet comes into its own. An intranet is an interactive and inclusive collaboration and communications gateway, providing easy access to the latest news, content, workflow, documents and applications from whatever device you are on, wherever you are. Understanding the users of an intranet – your workforce – what they need to achieve, and making this all simple for them, is essential to its success. It requires buy-in from the very top of an organisation and is paramount to conveying the overall brand, strategy and vision of a business to its employees. It demands just as much creativity as an external website as it needs to engage a wide-ranging audience from C-Level executives to support staff to volunteers. It demands exceptional user experience to allow this audience, all with varying levels of computer literacy, to easily find documents and complete the tasks at hand. And it demands advanced functionality to allow for global collaboration, enhanced communication and advanced integration with other business systems. So there’s a hell of a lot of planning, research and creativity that goes on behind the scenes of this black sheep. But I think it’s actually the golden fleece - working on these types of projects can be incredibly challenging, exciting and rewarding. Employee engagement is so inextricably linked with customer engagement that intranet projects often help to make website projects even more effective. It’s time to wave the flag for intranets and no longer see them as the website’s poor relation. Measurement Last but not least are the ever-evolving measurement capabilities on social. No longer should marketers only talk about clicks and engagements. With native and third party tracking, we can now see the whole consumer journey, from awareness at the top of the funnel, to key business metrics such as conversions, sales and ROI. As Dyer noted, "we’re in marketing utopia: we can finally use data to connect what we’re doing on social to business outcomes. " Unfortunately, there’s still some ambiguity when proving social ROI for brands who do not have an established retail site, online service, or app with the necessary tracking tools. The final words of advice to marketers building a business case for social are simple: when you’re pitching social, always keep in mind what the client’s business objectives are and how they can be translated into social objectives. The online restaurant delivery service had revamped its brand across all of its UK channels and customer touchpoints, marking a different direction with renewed focus on a broader range of food delivery occasions. The push will be supported by a significant investment in TV, radio and outdoor media. 34 Israel prepares civilians for threat of 230,000 enemy rockets The Home Front Command will hold a national war drill from Sunday until Wednesday, which will include a nation-wide air raid siren on Tuesday evening at 7:05 p.m. The goal of the drill is to train civilians in how to quickly enter safe zones in homes and workplace, in the event of a mass rocket attack on Israel. According to recent assessments within the Home Front Command, in any multi-front conflict, some 95% of all enemy rockets will be light-weight, short-range projectiles that have ranges that do no surpass 40 a kilometer range, and one percent of all incoming threats would score direct hits on buildings. Mass rocket attacks are expected to sew mass disruption and potential casualties in the hundreds in a war involving multiple front, and the Home Front Command has been working with emergency services, government ministries, and local authorities to prepare for such a scenario. The preparations are not an indication in any way of an assessment that a conflict is imminent, but rather, they form standard Home Front Command work during routine times. Keeping basic services running under fire are a central aspect of the Home Front Command's goals. Israel's enemies collectively possess some 230,000 projectiles, more than half of which are in Hezbollah possession in Lebanon. In any full-scale conflict, Hezbollah could fire 1,500 rockets per day, and target central Israel with dozens of long-range rockets per day. The big majority of those would fall in open areas, according to assessments. The Home Front Command is factoring into its preparations the fact that Hezbollah is seeking to obtain a growing number of precision-guided rockets. Cross-border infiltrations by Hezbollah and Hamas in any future conflict would pose significant challenge to the home front, according to plans. Sky has to take strait-laced Sarah Brown (Siubhan Harrison) from the Save – a-Soul Mission to dinner in Havana, Cuba. Well, we all know the saying about “the best laid plans of mice and men…” and that’s just what happens here right up to the happy end that sees Sky wed to Sarah and Nathan – who now tamely runs a newspaper kiosk – united with Miss Adelaide. It all happens under Peter Mcintosh’s great subway-station arc of lit up ads - the lights form the skyline of New York – whose configurations change to accomplish the various settings such as the Mission, a Havana nightclub and the second-rate Hot Box, which is where Miss Adelaide struts her stuff nightly. This is the touring company from a successful West End run, so you’d expect costumes, lighting, music and choreography to be inventive, and so they are. And for us English speakers it’s a treat to watch a great musical in the language in which it was written. Except that Damon Runyon’s English is special. It’s a meld of formal utterance and Midtown/Brooklynese slang; Guys and Dolls can’t work unless the performers can get inside its particular energies, rhythms and intonations, and, except for Ms. Adcock’s Adelaide, they didn’t, to the show’s detriment. Adcock’s Adelaide was delicious. She was saucy, brassy, vulnerable and lovable, most neatly delivering (among the rest), her ‘Lament’ and ‘Take Back Your Mink’. Tubby Jack Edwards, light on his feet as Nice-Nicely Johnson also seemed to have a Runyon inkling. He and sidekicks Benny (Marl Snagster) and Rusty (Ross Lee Fowkes) twinkle nimbly through their numbers. Simon Lipkin’s Nathan lacked impudence, but the charm was there. You could see why Adelaide loves him, despite everything. What didn’t work was the romance. There seemed to be little onstage chemistry between Ms. Harrison and Mr. Tompsett – whose hair needed cutting, a detail that jars. They seemed to be going through the motions rather than creating a Sarah and Sky we could root for. A pity. So all in all, this is an uneven Guys and Dolls , rescued at the last minute by a rousing “Siddown, you’re rocking the boat.” And after all, aren’t the great songs what the musical’s all about? 36 Asian markets drift higher despite Wall Street’s decline BEIJING— Asian stock markets were mostly higher Thursday following Wall Street’s decline. Trading was light, with exchanges in China and Korea closed for holidays. KEEPING SCORE: Tokyo’s Nikkei 225 tumbled 1.3 percent to 16,405.01 while Hong Kong’s Hang Seng gained 1 percent to 23,411.55. S. rates fell across the board, bond curves continued to steepen. This suggests markets are expecting no change to rates this month, inducing higher levels of inflation later,” Michael McCarthy of CMC Markets said in a report. BAYER BUYS MONSANTO: Seed and weedkiller maker Monsanto agreed to be bought by German drug and farm chemical company Bayer for $57 billion in cash. Bayer makes a wide range of crop protection chemicals that kill weeds, bugs and fungus, while Monsanto is known for its seeds business and the weedkiller Glyphosate. It rose 66 cents to $106.76. APPLE GAINS: Apple rose for a second day after T-Mobile said it is getting strong preorders for new iPhones. Apple gets most of its revenue from the iPhone, and those sales, while still enormous, have finally started to decline in the last year. That’s hurt Apple stock, which traded above $130 a little more than a year ago. It rose 3.6 percent to $111.38. ENERGY: Benchmark U. S. crude gained 14 cents to $43.72 per barrel in electronic trading the New York Mercantile Exchange. The contract plunged $1.32 on Wednesday to finish at $43.58 a barrel in New York. Brent crude, used to price international oils, added 23 cents to $46.08 in London. It fell $1.25 the previous session to $45.85. CURRENCY: The dollar rose to 102.52 yen from Wednesday’s 102.36 yen. 37 Bali tourist speedboat blast kills foreigner, injures 19 An explosion on a speedboat in Bali left one foreign woman dead and 19 other tourists injured Thursday, police on the Indonesian holiday island said. TV footage showed dazed, bloodied passengers lying on hospital beds and being carried into ambulances on stretchers. The blast, which appeared to have occurred in the fuel tank of the vessel, was not caused by a bomb, authorities said. Indonesia has a poor maritime safety record and there have been similar incidents in the past where no foul play was detected. Among some 30 people on the speedboat were 17 Britons, and smaller numbers of foreigners from France, Italy, Portugal, Ireland and Spain, a passenger list showed. Authorities said the woman killed on the boat, which was heading for the nearby island of Gili Trawangan, was a foreigner but that they were verifying her identity before releasing more details. The speedboat, which was also carrying four crew, and had just left Padang Bai port in eastern Bali on Thursday morning when the blast occurred. “The explosion happened five minutes after the boat departed,” local police chief Sugeng Sudarso told AFP, adding the vessel had been about 200 metres (yards) from the port. “One female passenger died from head injuries.” Poor safety record Teams of police and the bomb squad were initially deployed to investigate but Sudarso later ruled out a bomb as the cause. “Based on the testimony (from passengers) and from what I saw at the scene, the explosion came from the fuel tank,” he said. “Above it was a battery, maybe there was a short circuit that affected the fuel tank.” A spokesman for the British embassy in Jakarta said it was providing assistance to British nationals injured in the blast. The Indonesian archipelago of more than 17,000 islands is heavily dependent on ferry services but the industry has a poor safety record and fatal accidents are common. Last year, dozens of tourists were injured when small explosions hit a ferry crossing between Bali and the neighboring holiday island of Lombok. The explosions were an accident and thought to have come from the fuel tank of the ferry, which was carrying 129 passengers, most of them tourists. However fears have also been growing in Indonesia that radicals who have headed to fight with the Islamic State (IS) group in the Middle East could encourage supporters back home to launch attacks, or may launch attacks themselves on their return. In January, a gun and suicide bomb attack claimed by IS in the capital Jakarta left four attackers and four civilians dead. Bali has been attacked by Islamic radicals before. In 2002, more than 200 people, mostly foreign tourists, were killed in bombings on the island. A sustained crackdown following the Bali bombings had weakened the most dangerous networks but IS has proved a potent new rallying cry for the country’s extremists. 38 Tugade bares plan to let gov’t print license cards Transportation Secretary Arthur Tugade on Thursday told lawmakers of his plan to let the government take over the printing of drivers’ license cards, which has reached a backlog of 1.1 million. During the House of Representatives transportation committee hearing about President Rodrigo Duterte’s emergency powers, Tugade said the Department of Transportation plans to enter into a memorandum of agreement with the Presidential Communications Operations Office (PCOO) to print the drivers’ license cards using the state-owned printer APO Productions Inc. APO is a government-owned corporation under the supervision of the PCOO. “‘Yung lisensiya po, nag-uusap kami ni (PCOO) Secretary (Martin) Andanar kung saan magkakaroon ng understanding na yung printing ng lisensiya ay gagawin government to government,” Tugade said. This meant instead of bidding out the printing of licenses, the license cards would be printed using government facilities, Tugade said. Tugade also said the validity of the license cards would be extended to five years starting next month. “Instead of three years, gagawin five years sa darating na buwan. Mag- uumpisa na po yung effectivity sa National Capital Region, five years na po ’yan. The shortage of license cards started in 2013 after the Commission on Audit disallowed payments to a previous supplier, Amalgamated Motors Philippines Inc., for lack of a proper contract. But the contract expired this year. The Land Transportation Office announced that drivers using official receipts as licenses may receive their license cards soon this year after the LTO decided to reorder more than 1.25 million driver’s license cards from AllCard Plastics Philippines. As to the problem of the backlog on license plates, Tugade proposed manufacturing these locally instead of bidding it out to a foreign corporation. “‘’Yung plaka, pinagtataka ko po bakit ’yung plaka kailangan gawin kung saan saan. The Supreme Court recently stopped the release of 700,000 license plates seized at the due to the consortium’s alleged nonpayment of taxes and customs duties. Called Pandora Plus, the service will replace Pandora One, the company’s current ad-free subscription offering. It will continue to be $4.99 per month for subscribers and is set to roll out over the next few months in the US, and will be available in Australia & New Zealand in 2017. The announcement comes just days after Pandora signed direct licensing agreements with Sony Music, Universal Music Group and Merlin Network, signaling that the company is prepping to launch its on- demand service to rival the likes of Spotify and Apple Music. Listeners who use Pandora’s free ad-supported offering will also be able to skip more songs and replay tracks, except they’ll have to watch a 15- second video ad to unlock these capabilities. According to Pandora’s senior vice president of ad product strategy Lizzie Widhelm, the brand is currently testing the amount of extra skips and replays a listener will be granted once they watch a video ad. Widhelm said that Pandora Plus listeners will be able to skip more songs than they were able to under Pandora One, but did not reveal exact numbers. She also said that most, but not all, songs will be able to be replayed. For Pandora Plus listeners who want to listen to music offline, whether on a long flight or during their subway commute, Widhelm said that Pandora will automatically switch users from the streamed service to an offline listening mode that will include the user’s Thumbprint Radio station – a personalized station based on which tracks a user has liked - as well as the top three stations that they most recently listened to. This will be the most significant national activity the organisation has undertaken in around 30 years as it aims to explain its services to tax payers about the £38bn worth of improvements it is making, according to the tender notice announcement. The successful agencies will now be tasked to develop detailed creative and efficient media strategies, as well as robust measurement criteria including all associated costings. The resulting campaign will include paid for and earned activity, and will also run across the Network rail and train operator channels as it targets commuter, business and network rail users, as well as those who do not use train services. 42 Buttercups and Orange Bus create online learning platform for pharmacy students National training provider Buttercups has collaborated with Newcastle-based digital agency Orange Bus on an international project to develop the next generation of pharmacy talent. Orange Bus, which has offices in Newcastle, Edinburgh and London, was approached Buttercups to build a dedicated web-based platform that allows pharmacy support staff to study for nationally recognised qualifications. The training is delivered through an e-learning management system learning network (ELMSLN) for NVQ Level 2 and NVQ Level 3 qualifications in pharmacy services. The open source platform from Drupal combines content management and learner reporting tools to allow the easy creation of engaging, social and interactive content for learners to access from any device. The project was launched after Buttercups discovered Pennsylvania State University had developed a new approach to building e-learning platforms. Experts at the university have spent years developing a feature-rich system that can be extended and adapted to any user need, and Buttercups needed a dedicated agency with the right experience to design, test and deliver a bespoke version of the ELMSLN platform. Rick Humphries, head of digital strategy at Buttercups, said: “Technology and new ideas about online education are being developed faster than ever. We needed a platform that had an in-built flexibility to build courses the way we wanted to and later, easily adapt to new innovations in learning technology - therefore continuing to meet the growing expectations of students. The broadcaster has recruited deaf artist and actor David Ellington, who stars in its We’re The Superhumans campaign , to sign each of the ads during this Friday (16 September) night’s episode of The Last Leg live from Rio. Ellington will do a series of costume changes as he provides a humorous, skilfully choreographed performance that sees him interact with each of the ads. For example, in the Nationwide ad he will take on the role of a cupcake salesman, while for Samsung he will sport a swimming cap and trunks. Seven brands in total will take part in the signed ad break - Allianz Insurance, British Gas, Flash Cleaner, Maltesers, Nationwide, O2 and Samsung - while fully signed and audio described versions of the ads being made available on All 4’s Watch Live feature. 45 Vice inks deal with m-commerce firm Docomo Digital to push its mobile content in Japan Vice has signed a production and distribution deal with Japanese m- commerce provider Docomo Digital as it looks to extend its coverage to a young mobile audience in the country. The partnership between the pair will start in Japan before moving into the wider APAC region, with Docomo providing Vice with customer acquisition, marketing services and payment platforms to deliver Vice programming straight to the devices of thousands of its users. The stories being served to customers will include original, locally-produced video that will premiere alongside curated content from Vice's network of digital channels around the world. “We launched our Japanese office in 2012, excited to give a voice and platform to the compelling people and stories coming out of Japan. This content has become immensely popular among young people in Japan, with several million Japanese people viewing Vice content every month,” said the magazine's global general manager Hosi Simon. “As the demand for Vice content continues to grow rapidly in Japan, this partnership with Docomo Digital will offer even more access to the stories we tell every day, and will allow us to reach even more young people across all screens.” The company's general manager for the country, Bingo Sato, said the the partnership would focus on topics "most relevant" to the media brand's millennial audience such as news, fashion, the arts and tech. 46 Visual engagement – building memory structures and breaking through the clutter As the teutonic jamboree of Dmexco rolls into Cologne for another eye-watering couple of days of insight, pitches, seminars and glowing neon stands, we at InSkin Media have been working hard to produce something for our seminar Through the Eye and into the Brain that will cut through the clutter. Without a hint of irony, our topic is based around cutting through the clutter. From InSkin’s presentation at last year’s Dmexco – when viewability was at the forefront of industry chatter, and we unveiled our research Viewability – Moving Towards Meaningful Measurement – we know that half of senior digital execs consider IAB/MRC viewability standards inadequate, which goes up to two thirds for non-standard ad formats. Nonetheless, the chase for (and optimisation against) viewability is on. Meeting viewability thresholds has become a key goal for publishers, tech companies, agencies and advertisers alike. According to leading viewability vendor Moat, these joint optimisation efforts resulted in increasing global in-view rates between Q2 2015 and Q1 2016, from 52 per cent, to 57 per cent. But, as the price of display has been driven down, and viewability optimisation attempts may lead to the adoption of smaller ad formats (which are more likely to meet viewability thresholds), while the number of ads on the page has increased, how do you know if you really are standing out as an advertiser? Everything that we strive towards at InSkin is about driving brand engagement, and we keep brand advertising’s key objective at the core of every campaign – to build and refresh memory structures which support and enhance the brand’s availability in the consumer’s mind. Our current research project, previewed in our Through the Eyes and into the Brain seminar, aims to bridge the current gap in understanding, between ads being viewable, and ads being effective, ie, meeting that key brand building objective. We want to understand how viewability relates to the next step of the exposure journey – visual engagement – and how visual engagement relates to brand metrics. Our first step is to discover more about how different types of ads have different levels of visual engagement. Sure all the ads on the page loaded – some of them were viewable, and some were even seen – but what do we know about effect this had on the user? Not a terrific amount relative to the amount we invest in this sector, we would argue. So we partnered with Research Now, Sticky (visual engagement specialists) and Moat, to investigate viewability rates across formats, and compare gaze rates and engagement scores. We tested in single-format and three-format per page environments, to give us a clearer indication of the relative cut through of each different type of ad, across three different sectors (FMCG, auto, sportswear). We explored questions useful for advertisers looking to justify and shape their investment in the digital brand sector. The good news is that according to our data, current viewability standards, despite their shortcomings, are good “attention baseline indicators”. By that I mean that if your ad wasn’t viewable, there’s an exceedingly high chance that no one ever locked eyes on it, and therefore it had little chance to influence anyone of anything. Going back to brand advertising’s original objective, to leave a lasting impression in the consumer’s mind, here we are trying to apply some science to provide insight to the market to inform their digital display strategy, and also more subjective topics, going beyond format consideration and into creative execution. And so, how is an advertiser to cut through the clutter? We’ve all been to a website and looked at the page and thought “there are too many ads here”, and logically, the more things there are to look at, the less attention each, individually, is likely to get. Our results show that, unsurprisingly, each ad unit tested performed worse for top-of-mind ad recall (apart from consistent performance for the skin) in the cluttered environment, than when it appeared as the only ad format on the page. These initial results are insightful and helping us to shape our thinking on the best possible recommendations to our publisher partners. At the moment, yield management is a really tricky and contentious issue as publishers strive for more revenue, and editors fight for the right balance of real estate. With this study, due to be unveiled in full in the coming weeks, we hope to be able to provide insight so the best types of ads don’t just drive best yields, but also back up the notion that “less is more” and that there is a really positive story about less clutter and better quality advertising. She assured the culprit, should it be confirmed that he or she is their employee, will be facing penalties for the incident. “The BI will not condone nor tolerate these acts. On Wednesday morning, a Facebook account supposedly belonging to Ozawa revealed the leak of the Japanese actress’ information from the agency, which was processing her working visa. She recounted in detail what happened after reporting the allegations to authorities. She accused investigators and the university of dragging their feet and treating her like a suspect. "If this has happened to me, who else has been hurt and too scared to come forward? " Robinson asked. "What other cases are being swept under the rug by the university? " On Wednesday, Allen Artis, the student whom Robinson has accused of rape, turned himself in at a magistrate's court. 51 The thorny problem of succession for Publicis and WPP There’s no doubt that, in the world of marcomms, there’s one pretty unique alpha male, and that’s Sir Martin Sorrell. Over the past decade or more, the WPP boss has been the media’s go-to man when reporters are looking for an overview of the industry, or a wider view on the economy (creative or not) as a whole. It came as no surprise that when the BBC was looking for an adman’s perspective on Brexit, Sir Martin was the man they looked up. He’s high profile, one of the UK’s most famous businessmen and is sharp and articulate. Creatives, from young digital turks to veterans of the Mad Men CDP era, might gnash their teeth at the fact that a suit – and what’s worse, a suit who used to be a finance director – has become the de facto spokesman for the industry. But the fact is, there’s nobody else with Sir Martin’s gravitas or track record – whether you think that track record is good, bad or indifferent. Actually, there is one person who could be regarded as Sorrell’s peer, his equal. Someone who, like him, has built up a vast empire from a small base; someone who relishes a big, headline-grabbing business deal; someone with a forceful personality and a taste for spotlight. That person is of course Maurice Lévy, Sorrell’s great rival and sparring partner, and head of the world’s second-biggest marcomms group, Publicis. Having spent the best part of three decades building vast empires in their own image, both men and both businesses face a similar problem: that of succession. While these septuagenarians constantly amaze us with their energy, commitment to their businesses and their willingness to do a dramatic deal, both will at some point find their energy lagging, and the time will come to step back and bow out. In both cases, the successor (or successors) will have a hard job – to hold together diverse and sprawling companies, keep shareholders happy and to grow moving forward. The problem for both WPP and Publicis is the lack of a named successor, which always makes stockholders quite jittery. One suspects that both men would want to choose and publicly anoint their successors, but neither has given any clear signal as to who their chosen heirs might be. In some ways, Lévy’s problem is more acute: not just because he’s slightly older (74 to Sorrell’s 71), but also because he’s hinted that he will step down soon (in May next year). Sorrell, on the other hand, has made no such statement, the implication being that he’s going to stick around for quite some time – although we should remember that in May, WPP chairman Roberto Quarta stated that the search for the next Sir Martin had begun. Industry watchers have put forward a number of names for that job , such as the charismatic adman Johnny Hornby (WPP owns 49 per cent of Hornby’s agency CHI); WPP lifer Mark Read; Dentsu Aegis Network chief executive Jerry Buhlmann; ITV boss Adam Crozier and even Unilever chief marketing officer Keith Weed. James Murphy, co-founder of adam&eve (now owned by Omnicom as adam&eveDDB) is perhaps a fanciful thought, and fellow Omnicom man and Brit, BBDO boss Andrew Robertson, has also been mentioned. In July, as it announced its Q2 numbers, Publicis also said that Lévy’s successor would be named in February 2017 – so at least a roadmap’s in place. But who could it be? In his July presentation to analysts, Lévy said that the Groupe was "for the time being… working only on internal candidates". One internal candidate could have been worldwide Saatchi & Saatchi boss Kevin Roberts, but he famously blotted his copybook in July after a sexism row and stepped down just last month. Another candidate, and according to some Maurice-watchers, the only candidate, is Arthur Sadoun, who was elevated to chief executive of the Publicis Worldwide network in mid-2013, and put in charge of all the creative networks (Publicis, Saatchis and Leo Burnett) as CEO of the new Publicis Communications in a major re-organisation at the end of 2015, following the fallout from the failed merger with Omnicom. Sadoun is being tried in key roles, and despite being a bit of an unknown – even within the industry – he’s said to be the runaway favourite. He certainly has a lot going for him: he’s just 45, started his own agency (which he sold to BBDO), is strong in digital – important for Lévy – and has a good track record in new business. Other internal candidates could include the impressive Steve King, chief executive of Publicis Media, whose brands include media giants ZenithOptimedia, VivaKi and Starcom Mediavest; the irrepressible Robert Senior, the worldwide chief executive of Saatchi & Saatchi, a man who most certainly has the energy and drive; or perhaps 51-year-old Laura Desmond, Publicis Groupe’s new chief revenue officer and former boss at Starcom. Alan Herrick, currently the chief executive of Publicis. Sapient, the Groupe’s digital and consulting arm, is another interesting thought. Given this part of the business is the part which seems to me to have the brightest and best future, and that it has evolved from such world-class brands as Sapient, DigitasLBi and Razorfish, he must have his backers. Sadoun will probably win out. Apparently his relationship with Lévy is warm, and the two are thought to admire and respect each other. I’ve seen Sadoun speak, and he does have the charisma that heading a global network requires and he is part of a French glamour couple (he’s married to TV presenter Anne-Sophie Lapix). If he is named successor, Sadoun may be partnered by Jean-Michel Etienne, Publicis’ top finance man; he has vast experience and could mentor the much younger Sadoun. Another who could fulfil the same role is Stephan Beringer, who heads up the digitally-focussed VivaKi operation. We shall hopefully know all in a few months’ time, but there probably won’t be time to pause for breath – not only will speculation continue about the succession plan at WPP, but Omnicom’s CEO John Wren (64) and IPG’s Michael Roth (70) have their equivalent circumstances. Soon there will be a whole new generation helming the big four holding groups. But that’s something for another day. Joseph Michael Schreiber, 32, was arrested on Wednesday. A large fire engulfed the Islamic Center of Fort Pierce early Monday morning, occurring on the Muslim holy days of Eid al- Adha, or the Feast of Sacrifice. In addition, Schreiber’s Facebook page includes “multiple anti-Islamic posts and comments,” he said. Schreiber is considered a “prison release re-offender, ” and his criminal record includes armed robbery, according to Reuters. 59 'Alcohol obtained illegally cannot be sold‚ even by the police' The liquor destruction process saw the contents of bottles of whisky‚ brandy‚ vodka‚ wine and beer streaming into containers for disposal‚ under the orders of provincial police commissioner Lieutenant- General Khombinkosi Jula‚ at the Provincial Evidence Management Centre in Belhar‚ Cape Town. The confiscated liquor was seized from illegal liquor outlets across the province. Jula said the confiscation and destruction was a success for the police as “alcohol remains one of the key generators of serious and violent crimes in the province”. “At present there are 8‚134 liquor outlets operating legally and still 2‚094 illegal liquor outlets operating‚ that have yet to be dealt with‚” Jula said. “The amount of liquor being destroyed every year is always going to increase. All that we can say for now is that we are coming for those who are still operating illegally‚” Jula added. While many have queried whether or not the alcohol could have been resold‚ with the proceeds ploughed back into police coffers‚ Jula said: “While some might see this as a waste‚ liquor that was possessed illegally has to be destroyed. 60 UCT students vow to shut down university Cape Town - UCT students vowed on Thursday afternoon to shut down the university over dissatisfaction with #FeesMustFall-related disciplinary action. A few hundred students moved through lecture halls to remove students. They were set to end up at Bremner building on middle campus to hand over demands for vice-chancellor Max Price. A deadline of 48 hours was given. "In those 48 hours, there will be no university operation," they said over a loudspeaker. "The shutdown starts now. " They earlier held a mass meeting calling for suspended, interdicted and expelled students to be allowed to return immediately. A disciplinary tribunal was held for three students on Thursday morning. The university said it had instituted action against a very small number of students accused of assault, intimidation, arson and vandalism during the protests earlier this year. It said the tribunal process should not be interfered with and needed to be completed. Earlier this year two students were expelled after a plea- bargaining process. "They are appealing the sanction and so the final outcome is not yet determined," the university said. It said it had an interdict in place against three students. "The interdict was applied for and granted by a judge on the grounds that this was necessary to protect the campus community and property. This is subject to an appeal to be heard in the Supreme Court of Appeal on 29 September 2016. "

In the largest consolidation in the country’s telecom sector, RCom and Aircel’s majority owner, Malaysia’s Maxis Communications Berhad (MCB), announced signing of definitive documents for the merger of their Indian wireless businesses. RCom and Aircel will hold 50 per cent each in the new company. The board of the new company will have equal representation from the two sides. “The RCom-Aircel combination will create a strong operator clearly ranked amongst India’s top 4 telcos by customer base and revenues, also ranking amongst the top three operators by revenues in 12 important circles,” both the firms said in a joint statement. RCom is India’s 4th-biggest telecom operator with almost 110 million customers, while Aircel ranks fifth with 84 million subscribers. RCom had 9.8 per cent market share while Aircel had 8.5 per cent share. Sistema, which RCom earlier merged with, had 0.7 per cent share. Both the companies will transfer Rs 14,000 crore of debt each to the joint venture, taking the total debt of the new company to Rs 28,000 crore, excluding Rs 6,000 crore of spectrum payment liability. The deal will help RCom pare its debt by Rs 20,000 crore (or 40 per cent of the total debt on its books). “RCom will continue to own and operate its high growth businesses in the domestic and global enterprise space, Data Centres, optic fibre and related telecom infrastructure, besides owning valuable real estate,” the statement said. MTS (Sistema) will continue to hold 10 per cent stake in RCom, with no presence on the board. She was speaking at the SAHRC head office in Johannesburg on Thursday afternoon during the tabling of findings and recommendations made by the human rights body following a national investigative hearing. The investigation followed protests at several of the country’s educational institutions and the torching in June this year of over 20 schools at Vuwani in Limpopo during violent protests by the local community over a demarcation dispute. Cohen said a National Response Team should be established to address key identified challenges. "From these findings‚ the DBE (Department of Basic Education) should constitute an interdepartmental National Public Protest Response Team. The national body should include relevant government departments‚ particularly SAPS and the Department of Cooperative Governance and Traditional Affairs (Cogta) and other relevant stakeholders‚" said Cohen. She said the National Response Team should share its reports and information with the National Planning Commission in order that the impact of public protests on the realisation of the right to a basic education‚ can be considered in the on going review of the National Development Plan. 68 Indonesia and EU announce historic deal on timber trade Indonesia will in November become the first country in the world to export wood products to the European Union meeting new environmental standards in a move aimed at bolstering transparency and curbing illicit logging. Officials from both parties unveiled measures on Thursday to ensure timber exports to the trade bloc, valued at roughly $1bn a year, are sustainable and harvested within the law. Indonesia is one of the world’s largest timber exporters but the sector is plagued by criminality and corruption, and vast swathes of tropical rainforests have been felled for sale on the black market. From mid-November special licences issued by Jakarta will certify the legality of timber products destined for the EU such as pulp, plywood and furniture. “Indonesia has achieved great progress in bringing its forest sector under control and improving transparency,” Putera Parthama, a senior official from Indonesia’s forestry ministry, said in a statement. “We have met the high certification standards of the EU.” This assurance system, developed over years of negotiations, will be independently audited to ensure the timber is legally sourced and meets environmental standards. Once the agreement takes effect from 15 November, timber exports from Indonesia that do not carry this certification will be prohibited from trade within the EU. Consumers in Europe can soon purchase wood products knowing they come from audited factories and forests, EU ambassador to Indonesia, Vincent Guérend, said in a statement. Indonesia supplies the EU with one-third of its tropical wood products, with Germany and the Netherlands the largest importers in the bloc. Jakarta hopes the pact will help it double timber exports to the EU to the tune of $2bn a year. 69 How ‘better, faster’ batteries backfired for Samsung Samsung's Note 7 has experienced exploding battery problems. (Ariel Gonzalez / YouTube) Tokyo - Samsung Electronics, under pressure from consumers for longer-lasting batteries that charge faster, pushed the limits of lithium-ion technology. The effort backfired when some of its new Note 7 handsets caught fire and exploded. Building a better battery has long bedeviled the tech industry. Smartphones are constantly improving, with sharper displays, improved software and cameras rivaling those used by the pros. Not so the batteries, which despite advances still die faster than consumers like and take too long to recharge. “It’s the race to add new capabilities and features to the phone that demands a more capable battery,” said Martin Reynolds, a Gartner analyst. On top of the demands placed on their performance, batteries are getting slimmer and smaller, as smartphone makers try to win over consumers with thinner devices. That’s putting strain on the manufacturing process, and raising the risk of defects that can lead to the kind of malfunctions seen in Samsung’s phones. The Note 7 was supposed to stand out with its stylus, large edge-to-edge display and faster charging technology. Samsung rolled out the device in August, just before Apple unveiled a new batch of iPhones. It was an opportunity for the Suwon, South Korea-based company to outshine its biggest smartphone rival. Instead, it backfired. Usually, smartphone makers and wireless providers rigorously test products before they reach customers, although the process is mainly focused on making sure the devices are compatible with wireless networks. Samsung provided carriers with the typical amount of testing time before the launch date, according to people familiar with the matter. Samsung first showed prototypes of the Note 7 to carriers in April and testing began in May, said the people, who asked not to be identified because the arrangements aren’t public. At least one major Samsung partner is reassessing its testing procedures to catch issues like this in the future, according to a person with knowledge of the matter. The South Korean manufacturer is holding multiple meetings each week with major carrier partners to discuss the latest details from its investigation and in mitigating the issue, the person said. Headaches involving the production of lithium-ion batteries aren’t unique to the smartphone industry. Overheating battery packs made by Sony led to the recall of millions of laptops made by Dell, Toshiba and others in 2006, while Boeing’s 787 Dreamliner suffered from electrical fires after the airplane’s 2011 debut. “Based on our investigation, we learned that there was an isolated issue with the battery cell,” Samsung said in an e-mailed response to questions. “Overheating of the battery cell occurred when the anode-to-cathode came into contact with each other, causing a very rare manufacturing process error.” Samsung is working to fix the problem. While only about three dozen cases were reported, the company is seeking to replace 2.5 million Note 7 phones, an endeavor that could cost as much as $2bn. On Wednesday, Samsung placed advertisements in South Korea’s major newspapers to apologise for the incident. In an effort to prevent any more device explosions, the company is also rolling out a software update on September 20 that will limit the battery charge at 60%. Availability of that update outside South Korea will vary depending on each market, Samsung said. The Note 7 features a larger battery than its predecessor, one that can store 3500 milliamp hours of electric power, compared with 3000 mAh for the Note 5 (Samsung skipped a number this year, to match its flagship Galaxy S7). By comparison, the iPhone 7 Plus, the Note 7’s main competitor, has a 2900 mAh battery. While Apple has also sought to upgrade its battery technology to support better screens and faster graphics, it hasn’t often promoted battery life as a feature itself. Last week’s iPhone event was an exception, when the company highlighted that the iPhone 7 can last almost two hours longer than its predecessor thanks to better software and processor design. Samsung SDI was the main battery supplier for the Note 7, according to a person with knowledge of the matter. The batteries failed because a separator within the cells was too thin and electrodes weren’t properly insulated, according to a government quality inspection agency in China, where almost 2,000 Note 7s were distributed as test devices. Samsung, which is preparing to get replacements into the hands of customers from Sept. 19, said in a statement that “all Galaxy Note7 replacement devices will be equipped with the battery from other suppliers.” For the past few years, Samsung has adopted Quick Charge, a technology developed by Qualcomm Inc., throughout its product lineup, including the Note 7. Using specialised chips, circuits and software, the mechanism works in tandem with a specific charger to speed up the process. While that has enabled rapid charging - up to 50 minutes faster than its predecessor - it’s also pushing up against the physical limits of the materials and design used in battery technology. Gartner’s Reynolds noted that fast charging is essentially a solution to the problem of short battery life. “It’s a feature driven by short battery life in general, not something that people really want,” he said. The first batch of Note 7 batteries probably had a flaw in their design that didn’t work properly with the chemistry in some units, according to Kyle Wiens, creator of iFixit, a popular website that dissects the innards of gadgets to gauge the ease of repairing the devices. Fast charging “crams as much energy as possible into the battery, and the closer you push it to the edge, the more of a potential safety issue there is,” he said.

These are people who were in the past dispensation of the ANC‚ now are disassociating themselves from what the current leadership is doing. “I feel I was vindicated in observing that the moral caution of our nation is degenerating. It has now degenerated to a point where perhaps even the majority of people can no longer take it‚” Khoza told TMG Digital. In 2012‚ Khoza wrote in Nedbank's annual report that South Africa's “strange breed” of leadership needed to adhere to the institutions that underpinned democracy. The political climate was not a picture of an accountable democracy. “Our political leadership's moral quotient is degenerating and we are fast losing the checks and balances that are necessary to prevent a recurrence of the past‚” he wrote. These comments drew strong criticism from the ANC‚ with the ruling party saying he should focus on business and not make such statements. 72 Online retailer Fanatics takes 'Harambe' off banned list for customized jerseys Fans who want to customize their favorite team's jersey with "Harambe" on the back can do so once again as of Thursday, after the word mistakingly appeared on a retailer's list of banned words. ESPN has learned that an official with a Major League Baseball team, concerned that fans were customizing their jerseys with the name of the gorilla killed at the Cincinnati Zoo, contacted Fanatics -- which runs online retail for the four major North American leagues. Fanatics spokesman Meier Raivich said that a Fanatics employee proactively added "Harambe" to a frequently updated list that instantly rejects the word when a fan tries to customize it on the nameplate on the back of a jersey. "Harambe" was subsequently added to the banned list for the other leagues, including the NFL, which received the majority of the blame on social media Wednesday even though league officials had nothing to do with the decision. As word began to circulate of the banning, Fanatics officials came to understand that "Harambe" didn't belong on the list, which includes thousands of words, made up mostly of curse and slang words. On Thursday morning, "Harambe" was removed from the list to allow people to use it on customized jerseys. Harambe the gorilla was killed by a zoo worker May 28 after a 3-year-old boy climbed into the zoo's exhibit and was dragged by the animal. The incident was captured on video and quickly went viral. 74 Treasury not formally notified by SARS of Jonas Makwakwa’s suspension In a statement on Thursday‚ the treasury noted the suspension which was reported in the media‚ however‚ it was awaiting further information from the tax agency on the action to be taken by senior management of SARS. The treasury in the statement said it met SARS commissioner Tom Moyane and another senior official earlier this week to discuss the matter. The SARS commisioner is expected to report to the Minister of Finance‚ Pravin Gordhan. But relations between Moyane and Gordhan have been difficult since his return to the helm of the treasury in December. Moyane lodged the criminal complaint with the Hawks that led to the investigation into Gordhan's role in the alleged "rogue unit" at SARS. "National Treasury believes that public confidence and transparency are critical in order to be seen to be doing the right thing in this matter‚" the statement from the treasury said. Earlier this week ANC economic transformation subcommittee head Enoch Godongwana in an interview with eNCA said it was "unprecedented" that the finance minister had no control over the revenue service which was meant to report to him. "You have got a situation which is unprecedented‚ a minister of finance who has no control over his revenue service‚ SARS. It is unprecedented because your finance minister must have control of both the revenue and expenditure sides‚" he said in the interview. "That in itself has been a problem‚ and the fact of the matter is that the initiation of this criminal complaint [against Gordhan] is by that same revenue service. " Moyane‚ in an internal notice to staff on Thursday‚ announced Makwakwa's suspension over suspicious and unusual payments into his accounts of R1.2m between 2010 and 2016. According to the staff announcement‚ Makwakwa was suspended pending a full investigation into the matter. It is understood that Makwakwa was this week asked to provide "oral reasons" why he should not be suspended. "I would like to assure all of you that when this matter was brought to my attention SARS took all the reasonable steps within our policies to engage with this matter‚" Moyane said in the internal notice. While Moyane said the controversy surrounded Mawkawka and his reported girlfriend who is also in SARS employ‚ Kelly-Elskie‚ he announced only Makwakwa's suspension. Moyane took action this week after meeting th finance minister on Monday. It is understood that he received the report on the suspicious transactions from a credible banking regulator in May. This followed a report in the Sunday Times that Makwakwa‚ SARS chief officer for business and individual taxes‚ had received “unexplained” cash deposits and bank transfers amounting to R1.2m between 2010 and 2016. Deposits of R450‚200 were also made into his girlfriend’s bank account‚ in December 2015. The information was contained in a report from a banking regulator and relies on bank records and camera footage from banks where the deposits were made. The suspicious deposits‚ according to a section of the report from the banking regulator required investigation to determine whether they were the proceeds of crime or money laundering so that appropriate criminal action could be taken. It said between March 1‚ 2010 and January 31‚ 2016‚ 75 cash deposits amounting to R785‚130 were deposited into Makwakwa’s personal account. Forty-eight of these payments amounting to R726‚400 were deposited between 2014 and 2015. The report said the volume and the amounts of the deposits were “highly unusual” as Makwakwa was permanently employed.

87 Vigilante mothers wrestle car keys off 'a drink driver' and stop him from getting into his car near a SCHOOL A group of mothers stopped a suspected drink driver from getting into his vehicle near a school by wrestling the keys out of his hand. The incident happened just yards from Havelock Academy in Cleethorpes, North East Lincolnshire, as schoolchildren began leaving for the day. CCTV footage shows a group of concerned women taking action when they suspected a man, who had parked on a corner on double yellow lines, was drunk. The worried passers-by first attempt speaking to the man before they struggling with the man to grab the car keys off him, after he parked on double yellow lines outside a convenience store. Humberside Police officers, who hailed the actions of the group, responded to the incident and seized the car which was taken to a compound. A nearby shopkeeper, who also helped stopped the man from driving off, said: 'If he had driven off and hit a child, bearing in mind it was near school closing time - how could you live with your conscience? 'If it had not been for the other mums we would not have stopped him - all I could think of was what could happen if he drove off.' The woman, who wished to remain anonymous, insisted: 'I will be getting them some chocolates for what they did.' She was alerted to the matter by another witness who saw the man and passers-by persuaded him not to drive off. The 'unfit' driver then left the car on the double yellow lines and walked off - but minutes later he returned and again attempted to drive off. Photographer Carl Leslie, who arrived later at the scene, said: 'When I first turned up I could see all the women trying to stop him. 'There were some workmen across the road who said the police had been alerted.' Carl added: 'The women deserve the credit for trying to stop him - they succeeded in getting the keys.' A Humberside police spokesman said: 'We have the public's full support in preventing such incidents, as it puts everyone's life at risk. 'This incident shows how the public can work with the police to ensure suspected unfit drivers don't drive their vehicles and therefore protect pedestrians, cyclist and other road users.' I will keep saying it as long as I am hearing it,” councilman Derek Kitchen said in the statement. My brother Balbir Singh Sodhi was murdered in Arizona on September 15, 2001. He was the first victim of a hate crime in the aftermath of the terrorist attacks on September 11. The man who murdered him, and who is now serving life in prison for that crime, called himself a patriot. Less than a year later, my brother Sukhpal was shot in the back and killed while driving a taxi. (Though it was never investigated as a hate crime, my family suspects otherwise.) Like me, my brothers wore turbans as part of our Sikh faith. Our turbans represent our commitment to love, equality and justice. These values serve us in our faith and also as Americans. However, since September 11, our turbans have marked us as targets for hate. The threat of violence is now a daily part of our lives as Sikh Americans, just as it is for our Muslim brothers and sisters. After the deaths of my brothers, I had a choice: to allow my fear and anger to consume me or to hear the call to love. I chose love. My Sikh faith teaches me to live in the spirit of "chardi kala," relentless love and optimism even in the face of suffering and injustice. I have discovered that love can save us from despair and inspire us to live a life of service and social action. America needs the ethic of love now more than ever. This election season, we have seen an alarming escalation of hate and bigotry in our nation -- on our airwaves, in our streets, in our schools and online. I believe the Sikh spirit of revolutionary love and optimism can offer our fellow Americans a source of hope in an era of mass violence. It begins with hearing our story. The Sikh story in America began more than 125 years ago. The first Sikhs arrived on the West Coast as farmers and laborers at the turn of the century, searching for the American dream. In recent decades, families like mine settled here to escape religious persecution in India. Sadly, our turbans have always made us the target for racism, even in our home country. But the terrorist attacks on September 11 ushered in a new reality. Since then, we routinely face school bullying, employment discrimination and racial profiling. Today, Sikhs, along with our Muslim brothers and sisters, are disproportionately more likely to be targets of hate crimes than we were before that fateful day. We have been tested over and over. In August 2012, a decade after my brother Sukhpal was killed, a white supremacist entered a Sikh house of worship in Oak Creek, Wisconsin, on a Sunday morning and opened fire. He killed six people, people who looked exactly like my brothers. While the horror of this mass shooting devastated us, my family and community refused the narrative of victimhood. Since then, we have used online platforms to tell our story and broadcast our message of love and optimism. In this spirit, we have stood in solidarity with other communities, especially in the wake of the mass shootings at a black church in Charleston, South Carolina, and gay nightclub in Orlando. Even environmentalists would agree — what about a nice big parking lot? — after sitting through the harrowing "Blair Witch," which takes place in the same creepy woods where three student filmmakers disappeared in the original. Why either a new batch of kids or a new clutch of filmmakers have suited up to tramp around the Black Hills in search of the same angry witch is puzzling. There's an old saying that you can never go home again. It is advice neither team took — and so they're doomed. "Blair Witch " borrows most of the skeleton of the original 1999 film but ups the scariness at the cost of coherency. Director Adam Wingard also strays from the found-footage conceit and sometimes doesn't even pretend that what we're seeing was shot by anyone in the group. That suspension of disbelief is important or why try a direct sequel at all? (By the way, we're totally ignoring the quickie 2000 sequel "Book Of Shadows: Blair Witch 2. The three students gradually turn on each other in the face of escalating hysteria — really just piles of rocks and weird stick figures. It ended with a snot-nosed, half-faced apology by one victim. In the sequel, her brother (James Allen McCune) is determined to find out what happened 20 years ago. So he and three friends (Callie Hernandez, Brandon Scott, Corbin Reid), incredibly, suit up to tramp in the same creepy woods. By this time it should be clear that no one should ever wander off alone, even to relieve themselves. Do these kids listen? Police Scotland forced their way into caravans in Elgin, Moray, using crowbars, at around 8am yesterday. After being briefed about the secret location, officers quickly leapt from their vehicles and smashed their way into three caravans. Two German shepherd dogs belonging to residents of the camp started barking at officers and scurrying around them as they searched. Officers raided the site after a tip-off that derelict caravans were being used to stash drugs and stolen goods. Three men suspected of using the camp to stash drugs and stolen goods were later arrested on drugs charges. They are understood to be part of the same family. A fourth man was arrested on drugs charges after a separate raid on a house in Elgin, which officers believed was connected. Detective Inspector Stevenson said: 'This has been carried out in order to disrupt criminal activity and the antisocial behaviour that brings misery to our local communities. 'This type of behaviour is not welcome, and we will continue to take action to disrupt and prevent criminality.' Police area commander Stewart Mackie said officers were acting on information received from members of the public. The 31-year-old, who has spent more than half his life in custody, hadn't slept for more than two weeks at the time of the robbery in Chester Hill, south-west Sydney. 100 We are getting exactly the presidential campaign we deserve They are starting to pop up in front yards all over America and they capture exactly what most of us are feeling right now about the presidential election: "EVERYBODY SUCKS 2016. " I laughed out loud the first time I saw one on someone's lawn in Natick, Massachusetts, on my way home from the airport last week. I noticed it because cars had pulled over and people were taking selfies with it. Finally, someone had captured exactly how I feel about the presidential election. I don't like either candidate. Neither does my husband. Our relatives, who run the gambit from hardcore Republicans to raging liberals, feel the same. And I believe that when the vast majority of Americans think about their choices this November, they agree with that sign: Everybody Sucks. Recent polls show a neck-and-neck race , but I'm not sure that's accurate, because we aren't measuring apathy. In one Twitter poll, 90% of people believe a "hard to open pistachio" would make a better president than either of those two. And one Minnesota town has just re-elected a dog as its mayor. If that's not a sign that people don't like politicians, send me another one. If a pistachio can get 90% of the vote, I'd imagine that if "neither" was a choice on the ballot it might just get 100%. In the past four months, I have conducted my own informal presidential poll of sorts as I've traveled around the world delivering speeches. On planes, in taxis, standing in line at buffets, drinking a beer at hotel bars and sitting with folks at breakfasts, luncheons and dinner events, I've been asking people from all walks of life and political leanings their opinions about the election. There have been a number of things that strike me. I haven't met a single person who seemed "excited" to vote for Clinton. I'd describe it as more of an "I have no other choice, and there's no way in hell I'm voting for Trump" sentiment. I put myself in this camp. I think Trump would be a total disaster yet I still shudder at the thought of another career politician as president. And while I'm ecstatic to finally see a woman running, I just wish it was a woman I was truly excited about. I've met lots of people who are voting for Trump, but most are quick to acknowledge the major problems he poses as candidate. Their excitement is rooted in the belief that maybe -- just maybe -- someone who is as offensive and belligerent as Trump might just blow up the government and thereby fix it. I understand why they feel this way. From Texas to Kansas, Florida to Ohio, Arizona to Virginia and everywhere in between, people are shaking their heads at the thought that Clinton and Trump are our choices for president. It's made for some pretty hilarious memes in my social media feed, like this one of Bernie sprinting with the caption "When you hear Hillary's health is fading. " The things we are prioritizing are also laughable: Clinton and Trump's health? Tax returns? Seriously, can we talk about the issues that actually matter? Even the NBC forum on the candidates' fitness to serve as Commander in Chief was a joke. Trump is so "over the top" that he walked all over Matt Lauer instead of being called to the mat for trashing a Gold Star family or saying he knows more about ISIS than our generals. Never forget, Trump used five deferments to avoid the draft in Vietnam. Yet not a single question about it during the Commander in Chief forum. Will it hurt him? Not one bit. Clinton was grilled and while she did an excellent job on the substance, she has since tripped on her own hubris -- and it may have just cost her the election. She normally takes the high road, but she stooped to calling millions of Americans' "deplorable" for supporting Trump. Someone on her team might want to call Mitt Romney and see how well that strategy plays in a general election. At an event in Colorado last night, one gentleman introduced himself to me as "one of the deplorables... hey, at least Trump is something different. " The reality is, this election will be won not on the issues, but by sound bites. And there's no one better than Trump at sound bites -- he files them faster than bankruptcies -- and they are zingers. His latest , "Today they build cars in Mexico and you can't drink the water in Flint," definitely got me thinking, "you know, he's right about that... " And the sound bites are what we'll be tuning in for and talking about after the debate. I'm happy to admit that while I'm eager to hear the issues being debated (particularly the economy and North Korea's new nuclear capability), I can't wait to hear the zingers. And I'm not alone. When it comes to media consumption and behavior, we are increasingly a sound-bite society. According to a recent study by Columbia University, 59% of links shared on social media are never actually clicked on. And even when we're not ill-informed, we're still arguing about politics and not listening to one another or discussing the issues. TV anchor (and past debate moderator) Jim Lehrer told the New Yorker that "the more people are talking, even sometimes over the top, or ill-informed, the better," pointing out that even a debate some viewers find vulgar or unhinged "exposes and illuminates, and people get something out of that. " I disagree with Lehrer. What are we getting out of "over the top" and "ill-informed" discourse by both our presidential candidates and ourselves? The answer is a race to the bottom. I try to forget the candidates and think about the office and role itself. The office of the president should be one of substance. And things of substance are very often predictable, boring and stable. So, while I'm not excited by either candidate, I know who I'm voting for. Tuning into a presidential debate hoping to see a cage fight is fun in the moment, but it says more about us than it says about the candidates who are insulting one other. And I am guilty as charged. Like the sign said: Everybody Sucks 2016.
