There are still 303 delegates up for grabs across five states that will vote on June 7, giving Mr. Trump an opportunity to grow his total with no other GOP candidate still actively campaigning. 7 Reds name 2 ex-solons, ex-UP prof for Cabinet (1.00/3) DAVAO CITY—Presumptive President-elect Rodrigo Duterte is considering appointing four women to his Cabinet who will be drawn from what he called an “impressive” list of 10 nominees submitted by the National Democratic Front of the (NDFP). “The Left has given an impressive list of people who have the talent. I am inclined to give in,” Duterte told reporters in a midnight news conference in Davao City on Thursday. Of the 10 people on the NDFP list, Duterte said four were women. He did not release their names, as “if it does not push through, it might embarrass them.” A source told the Inquirer that former University of the Philippines professor Judy Taguiwalo was on the list, as well as former Rep. Rafael Mariano, Rep. and former Solicitor General Silvestre Bello III. The source said Zarate backed out, adding he would be replaced on the list by former Bayan Muna Rep. Teodoro Casiño. Casiño served in the House of Representatives from 2007 to 2013. He advocated the lowering of prices of electricity, oil and water as well as regulation in the price of education, healthcare, mobile communications, tolls and other utilities and services. He was the principal author of four laws: the Public Attorneys Act of 2007 (Republic Act [RA] No. 9406), which strengthened the Public Attorneys Office and expanded its free legal services to poor litigants; the Tax Relief Act of 2009 (RA 9504), which exempted minimum wage earners from withholding taxes; the Rent Control Act of 2009 (RA 9653), which put a cap on rent for low-income earners, and the Anti-Torture Act of 2009 (RA 9745), which penalized torture. Casiño ran for a Senate seat in 2013 but lost because he could “not overcome the obstacles of traditional, patronage politics.” Already in Duterte has already appointed Bello as his labor secretary. Bello served as solicitor general during the Ramos administration, from September 1996 to February 1998 and again on June 9-30, 1998. He was also appointed secretary of justice in July 1990. Prior to that, he was ex-officio commissioner of the Housing and Land Use Regulatory Board and director of the Dangerous Drugs Board. Bello is a known human rights lawyer in Davao. He was among those who helped defend former priest and rebel Leoncio “Jun” Evasco, who became Duterte’s city administrator. Farmers’ defender Mariano is the national chair of Kilusang Magbubukid ng Pilipinas. He previously served as the group’s first secretary general, in 1985-1990, and vice chair, in 1990-1993. He was elected chair of Bagong Alyansang (Bayan), serving from 1998 to 2004. He served one term as representative of the Anakpawis party-list group in the House, from 2004-2007. They were among 16 people charged with plotting to overthrow the Arroyo administration. In May 2006, the five lawmakers, who claimed to be victims of political persecution, appealed to be placed under the protective custody of the House to evade warrantless arrest following then President Gloria Macapagal-Arroyo’s declaration of a state of national emergency under Proclamation No. 1017, ostensibly to crush threats from both the extreme Left and the extreme Right. Political prisoner Taguiwalo is a retired professor at the Women and Development Studies Department in the University of the Philippines in Diliman. She heads the Women’s Committee of the Alliance of Concerned Teachers, a national organization of teaching and nonteaching staff. The Energy and Water Appropriations Bill included funding for the Department of Energy, Army Corps of Engineers and other related agencies. It went down 112-305, as many Republicans and almost all Democrats voted against it. An amendment attached to the bill Wednesday night by Rep. Sean Patrick Maloney, D-N. Y., caused many Republicans to vote against the bill. The amendment banned the bill from giving any money to federal contractors who discriminate based on sexual orientation or gender identity. At the end of the canvassing last night, Marcos had a lead of 83,480 over Robredo in the partial, official tally of the joint canvassing committee. Marcos had 13,214,810 votes while Robredo had 13,131,330 votes. At one point during the canvassing, Marcos’ lead jumped to more than 2 million votes, especially after the canvassing of many of the certificates of canvass (COCs) from provinces in northern Luzon, including Ilocos Sur and Ilocos Norte, which are known bailiwicks of his family. The chairs of the board of canvassers in these three provinces explained that they corrected discrepancies after being granted authority by the Commission on Elections (Comelec). Suspension of canvassing The canvassing of two COCs in Antique and Kuwait were suspended by the joint committee of the NBOC. It suspended the canvass of the COC from Antique due to the discrepancy in the manual and electronically transmitted COCs and pending the appearance within 24 hours of the provincial board of canvassers there before the joint committee for their explanation. ‘Unaccounted’ votes As for the COC of Kuwait, it was mailed to Manila but was awaiting customs clearance. At Thursday’s canvassing, Marcos lawyers George Garcia and Didagen Dilangalen cited figures of undervoting in most of the COCs that were opened. For instance, they reported undervoting or “unaccounted votes” in the province of Compostella Valley of 38,536 votes or 10.80 percent of the total votes. 12 Time Inc's CEO on eradicating 15-foot offices to shift the publisher's culture Joseph Ripp, the chief executive of Time Inc, has said his company's leap into the digital space was only made possible after "an awful lot" of culture changes in the organisation. The chief executive, who originally left parent company Time Warner in 2001 and arrived back in 2014, is now leading a legacy print company that has seen its digital audience increase 83 per cent over the last two years. 13 Losing Maguindanao bet cries fraud (First of two parts) If you’re a registered voter in Datu Saudi Ampatuan, Maguindanao, you don’t have to go out and vote because somebody else will likely do that for you. In a town considered the country’s second poorest, all you apparently need to do to win the elections is get the backing of the Moro Islamic Liberation Front (MILF) and enlist a handful of people willing to shade thousands of ballots to be fed into vote-counting machines (VCMs). This was the claim of someone who ran for vice mayor in Datu Saudi Ampatuan, who flew to Manila early this week to speak out against alleged massive cheating in his municipality and provide the Inquirer video footage of the alleged poll fraud in his town. Speaking to the Inquirer in a safe house in Metro Manila on Wednesday night, Bassir Utto claimed that a reelectionist, Mayor Samsudin Dimaukom, and his wife, Anida Dimaukom, manipulated the automated elections to favor their candidacies for mayor and vice mayor, with full support from the head of the MILF 118th Base Command, Wahid Tundoc. Entire LP slate The Dimaukom couple also rigged the polls to enable the entire Liberal Party (LP) slate to win the elections in the municipality, according to Utto. Utto, a former Autonomous Region in Muslim Mindanao (ARMM) assemblyman for the second district of Maguindanao and former Datu Saudi Ampatuan councilor, ran as a candidate of the United Nationalist Alliance (UNA) against Dimaukom’s wife. He said the couple used intimidation, through armed MILF fighters under Tundoc, to scare away legitimate voters from polling places and allow their supporters to shade the LP lineup in bundles of ballots that were later fed into the VCMs. “Nobody’s coming forward. Everybody’s scared. I am doing this not only for this generation but also for the next generations (in Datu Saudi Ampatuan). Until when will our municipality in Maguindanao have dirty and fraudulent elections?” Utto told the Inquirer. “We are no longer talking about winning or losing. I am just revealing the truth,” he said. The Inquirer tried but failed to get a comment from the MILF. The Dimaukom couple could not be located. Armed MILF members In an affidavit, Utto said that on May 9, Election Day, he was observing the conduct of the elections in Barangay Kabinge in Datu Saudi Ampatuan when he noticed around 100 members of the MILF’s 118th Base Command on standby near a polling center. He said he spotted at least six of the men brandishing pistols “in full view” of military personnel stationed in the area. Tundoc, he said, “is an influential and feared commander of the MILF due to his recent involvement in the SAF 44 controversy.” Utto was referring to the Jan. 25, 2015, carnage in Mamasapano town where 44 police commandos, 18 MILF fighters and five civilians were killed. Tundoc was not subjected to an “interview” by the Philippine National Police’s board of inquiry in connection with the incident because the MILF central committee disallowed it. Tundoc was arrested at a checkpoint in Cotabato City in February 2014 on charges of multiple murder and arson but was turned over to the MILF ceasefire committee after his arrest warrant was lifted. Group that killed Usman Ghadzali Jaafar, MILF vice chair for political affairs, maintained then that fighters with standing court cases, including Tundoc, should be temporarily immune from arrest and prosecution to avoid misunderstandings that could derail the peace process. The following year, in May 2015, Tundoc’s group claimed responsibility for killing Filipino terrorist and bomb-maker Abdul Basit Usman who had a $1- million bounty on his head. The MILF operation was purportedly intended to redeem Tundoc and his group after being implicated in the 25 Mamasapano incident. In his sworn statement, Utto said, “Their group’s presence was tolerated by AFP (Armed Forces of the Philippines) soldiers and policemen who were guarding the premises 50 meters away from the polling center.” He pointed out that he immediately informed Lt. Col. Warlito Limit, AFP battalion commander of the 2nd Mechanized Brigade stationed in Barangay Salbu, of the presence of Tundoc’s group. But all Limit told him was, “I already gave instructions to my men.” Voters screened “I was able to observe that initially, the Tundoc group and their armed men had the identified supporters of incumbent Mayor Dimaukom line up in the voting center and precincts therein to cast their votes, while my supporters and other voters/individuals were given a hard time entering. To sort the voters, the Tundoc group resorted to asking individuals ‘LP ka ba? (Are you LP?)’ Only a few of my supporters were brave enough to make their way into the voting center,” Utto said. He further noted that as soon as most of Dimaukom’s supporters had cast their votes, Tundoc’s men “heightened their acts of intimidation and harassment” against voters who just arrived by allegedly displaying firearms, blocking the way and shouting at them. Ring on pinkie Dimaukom’s other supporters, who arrived late and had not voted yet, were easily given access to the polling centers and allowed to loiter. They were identified, according to Utto, through rings on their pinkie, pink clothing or LP baller bracelets. Pink is the “color of love and peace,” Dimaukom said in previous media interviews. The incumbent Datu Saudi Ampatuan mayor wears pink shirts, drives around in a pink Hummer and built a pink mosque. Shocking pink was his wife’s favorite shade, he said. Guns fired Intimidation at the polling center, according to Utto, escalated quickly when Tundoc’s men fired their guns in the air and threw stones to prevent more votes to be cast for candidates other than Dimaukom. Voters, who did not support the incumbent mayor’s reelection bid, fled out of fear. It was only after Utto’s nephew urged the soldiers posted near the polling center to do something that they fired warning shots directed at Tundoc’s group. The MILF men stopped, with a large number of them leaving the area at noon. After a few minutes, the remaining members of Tundoc’s group allegedly resumed to harass voters supporting other candidates. Utto said he learned later that members of the Tundoc group had transferred to Datu Pendililang Piang Elementary School, the designated voting center for Barangays Elian, Gawang, Kitango, Madia and Salbu, five of eight barangays comprising Datu Saudi Ampatuan town. It was in one of the voting precincts in the school that the video footage he showed the Inquirer of alleged poll fraud was taken by a supporter, who managed to slip through. Frantic ballot shading Normina Taha, wife of an UNA candidate who was among the few people who was able to enter the polling center, said she went to Precinct 35 covering Barangay Salbu to check on her husband’s poll watchers but stumbled onto Dimaukom’s supporters frantically shading bundles of ballots and Tundoc’s daughter feeding them into the VCM. All of it, she told the Inquirer, happened as armed MILF men and a board of election inspectors (BEI) member watched. 16 Bank accounts of ‘shabu-recycling’ policeman must be frozen, says NBI The National Bureau of Investigation will ask the Anti-Money Laundering Council (AMLC) to freeze the bank accounts of a policeman who has been arrested for selling illegal drugs. Rommel Vallejo, deputy chief of the NBI for the National Capital Region, said investigators would also scrutinize the financial statements of PO2 Jolly Aliangan. Vallejo said investigators believed Aliangan, whose monthly salary is P23,000, was “a millionaire.” He said Aliangan could have more money than the P7 million cash seized from his house during a raid on Wednesday. Aliangan also owned more properties aside from his three-story house on Palawan Street in Sampaloc, Vallejo said. “In fact, during our surveillance, we found out he has at least three houses,” Vallejo said. Aliangan also has two vehicles: A Toyota Altis and a Mitsubishi Montero (not a Fortuner, as earlier reported by the NBI) A hefty stash of methamphetamine hydrochloride, locally known as “shabu,” was found in Aliangan’s well-furnished house in Sampaloc during the raid on Wednesday. Bello said he had been personally monitoring developments in peace talks with the Left even if he no longer has any formal involvement in the talks. 18 Ecstasy pills from Germany seized in Parañaque City The Bureau of Customs (BOC) said at least 95 grams of unlabelled pills of ecstasy worth P378,000 from Germany were recently seized from a postal services firm in Parañaque City. BOC Deputy Commissioner Ariel Nepomuceno said the package was declared to be that of cosmetics items but the contents turned out to be 252 pills when it was opened. The BOC anti-illegal drugs task force subjected the pills to qualitative examination and the initial tests showed that they are identical to ecstasy. “The Philippine Drug Enforcement Agency (PDEA) confirmed the positive result on the presence of methylenedioxymethamphetamine (MDMA) with those pills, locally known as ecstasy,” the bureau said in a statement on Thursday. The consignee, identified in media reports as Jesus Galahad Rumbaua, was arrested for violation of the law on illegal drugs. “The Bureau of Customs condemns the transportation of illegal and unregulated drugs using various parcel systems. This is a particularly popular method of transport because it is relatively safe and inexpensive, but the BOC will apply the full force of the law when proven guilty,” Nepomuceno said. Based on the security manpower plan submitted to the NBI by Eventscape Manila, one of the concert organizers, the big force was tasked to monitor the 15,000 attendees, with a ratio of one security officer for every 30 partygoers. Savchenko's adamant defiance of Russian authorities and the Russian justice system has made her a national icon, a widely revered symbol of courage and perseverance for a nation reeling from an economic meltdown and a devastating war in the east against Russian-back separatists. The 35-year- old's blunt candor and passionate ways pose a tough challenge to Ukraine's political clans, who have been locked in fierce power battles that go back decades. The prospects of more political infighting raises new threats to the stability of Ukraine — and would be welcome news for the Kremlin, which is eager to see its neighbor plunge deeper into turmoil. Savchenko's return home was a personal triumph for Ukrainian President Petro Poroshenko, who rallied international leaders to press Russia for her release. But even though he may have hoped her return boosts his sagging popularity, Savchenko's entry into politics is likely to challenge him greatly. Many Ukrainians hold Poroshenko responsible for a moribund economy, a dramatic fall in living standards and his failure to stem rampant official corruption. Some hard-line nationalists, including members of volunteer battalions who fought in the east, see the president as too weak in defending Ukraine's national interests. They have vowed to any legislation that would give broader powers to the separatist eastern regions in line with the February 2015 Minsk peace agreement brokered by France and Germany. Some nationalist forces have seen that deal as betrayal of Ukraine's interests. Having read the rather lengthy report, union responses to it, and the team's reply - all available online - one thing is clear: this is a solid piece of investigation by eminent persons clearly obsessed with the objectivity of process and outcomes. On the merits of the findings, there is little to challenge unless you have something to hide. What has happened should be of deep concern to the public because what such corrupt practices mean is not only that the best available educators are not placed in our schools but that children once again get less than they deserve. Spare a thought, also, for the hard-working qualified teacher or principal whose aspirations for growth, recognition and leadership are shattered by the corruption of those who are supposed to advance their interests. In this saga, everybody loses: the individual, the school and society. To the task team's credit, this is not a pro-government report for it takes a hard look at what makes corruption possible in the first place. For example, weaknesses in human resources policies and practices down the line of administration in a province offer ample opportunity for unscrupulous officials to take the gap, so to speak. Policy ambiguity and the lack of accountability invite corruption in a society where it seems that everybody from the top to the bottom steals at the slightest opportunity. Where administration is weak, corruption festers and the Department of Basic Education must at least take a good look at its own operations in the provinces. Where I disagree with the task team is in some of its recommendations. It is a common dilemma in education policy-making in South Africa - when you find a dysfunctional school or university, you enact policies that punish all of them in the system. So, for example, school governing bodies, it is proposed, should no longer recommend educators for appointment or promotion beyond a certain level, ostensibly because the processes for doing this are rigged. In other words, SGBs cannot be trusted to make recommendations to fill positions in their schools. First of all, I am sure that there are thousands of schools in which the system works perfectly. Posts are advertised, short lists are compiled, candidates are interviewed and the best person for the job is recommended on grounds of competence and, hopefully, diversity. Why take that authority away? Was the original and very democratic idea not, in fact, to have "the people" at ground level deliberate on choices affecting them directly - like "who teaches my children"? Surely a better way of remedying this problem is to fix the dysfunctional schools and to hold corrupt people accountable through the legal process? This large policy hammer that sees every SGB as a dangerous nail sticking out of the woodwork will, in the long term, do damage to the first principles of our young democracy. Rather than centralise all authority for teacher appointments at a distance from school, adding external expertise to the decisions of the local SGB is also a good idea but then there is the other dilemma - if even top officials in unions and government are implicated in the jobs-for-cash scheme, how do we identify incorruptible professionals? Yet what should disturb us even more is the warning carried throughout the report about the need to protect whistle-blowers. Sadly, we have reached the stage at which those who expose corruption are in very real danger from those who benefit from it. I can only imagine how many more cases would have become known had it not been for what the report calls a culture of secrecy, misplaced loyalties and intimidation. Still, the minister must be applauded for her courage in commissioning and seeing through this investigation given the strength of the majority union within the politics of South Africa. Whether even half of the most important recommendations will in fact be implemented is hard to predict in our explosive political climate heading into local elections. For now, many parents will quietly wonder whether the teacher in their child's class got there on merit.

41 Former sheriff surrenders on extortion, kidnapping charges DENVER (AP) - A former Colorado sheriff has surrendered after he was indicted on charges including extortion, false imprisonment, second-degree kidnapping and official misconduct. Terry Maketa, who resigned in 2014 from his post in El Paso County, was indicted along with former Undersheriff Paula Presley and former sheriff’s commander Juan San Agustin. Gilpin County sheriff’s spokeswoman Cherokee Blake said Maketa surrendered early Thursday and was released after posting $10,000 bond. The other two surrendered shortly after the indictments were issued on Wednesday and were also released on bond. Maketa and Presley are accused of threatening to terminate a contract with a company if the company didn’t fire an employee. Maketa, Presley and San Augustin also are accused of coercing a woman who was involved in a domestic dispute with a deputy to recant her story. The woman was then arrested. According to an 11-page indictment, Maketa told a woman in 2013 that “she needed to come in to the Sheriff’s Office and do another interview and tell investigators that she instigated the incident in order to allow (the deputy) to get his job back.” The woman, who worked for a company that provided medical services at the county jail, consented, was arrested and spent more than 24 hours in custody. According to the indictment, the detectives on the case said they did not believe they had probable cause to arrest the woman but did so under orders from their superiors. San Agustin was among those who ordered her arrest. Maketa and Presley also are accused of threatening to terminate a $5 million contract with the medical services company if it did not fire an employee who documented what she said were inappropriate comments made to her by a sheriff’s commander. The woman, who was not identified, was fired in 2013. Several sheriff’s office employees also were investigated and threatened in connection with the 2013 disappearance of an internal affairs file for Bill Elder, a deputy who was running for sheriff and has since been elected, prosecutors say. 44 Bees, butterflies to get better habitat along Interstate 35 DES MOINES, Iowa (AP) - Soon, passengers zipping along Interstate 35 will see a lusher refuge and more food for bees and butterflies in the hopes of helping the insects boost their declining populations, six states and the Federal Highway Administration announced Thursday. That 1,500-mile stretch of road from northern Minnesota to southern Texas is a flyway for monarch butterflies that migrate between Mexico and Canada, and is surrounded by acres of public land that can serve as friendly territory for the bees and butterflies that pollinate the plants that produce much of the nation’s food, such as fruits and vegetables. But the monarch butterfly has lost population in recent years, which researchers say is due in part to shrinking stands of milkweed, on which butterflies feed and lay eggs. And last year, beekeepers reported losing about 40 percent of honey bee colonies in part due to pesticide use, habitat loss and parasites. The agreement signed Thursday by officials from Minnesota, Iowa, Missouri, Kansas, Oklahoma and Texas and the federal government is meant to improve the habitat and develop a branding campaign to informally name the interstate the Monarch Highway. The agreement forms what it calls “a cooperative and coordinated effort to establish best practices and promote public awareness of the monarch butterfly and other pollinator conservation.” “We’ve actually found in Minnesota that restoring prairie along the interstate is not only good for the environment but it helps reduce our maintenance costs,” said Charles Zelle, commissioner of the Minnesota Department of Transportation. Natural prairie grasses and flowers that provide foraging habitat and places to breed, nest and overwinter also don’t have to be mowed as often and help prevent erosion on steep banks, he said. The transportation agencies will share seed mixes and roadside management practices that promote the best habitats for pollinating insects while making sure the roadside areas are still safe for drivers, Zelle said. The federal government’s involvement stems from an executive memo issued by President Barack Obama in June 2014 directing agencies to create a federal strategy to promote pollinator health. 45 Wildlife troopers to sell law enforcement vessel Woldstad KODIAK, Alaska (AP) - One of four large vessels used by Alaska State Wildlife Troopers for commercial fishing enforcement will be sold for budget reasons. The state is seeking a buyer for the Kodiak-based Woldstad, a 121-foot vessel built in 1982 for law enforcement use, the Kodiak Daily Mirror (http://bit.ly/1TZ4PCs) reported. The Woldstad carries a civilian operating crew of four. The vessel is so specialized, “It’s going to take the right buyer,” Bear said. “It needed a lot of work, so knowing that we had to face these cuts, looking at the fleet, it made the most sense to decommission the Woldstad because of its age and current condition,” Bear said. “We were going to have to put a lot of money into it to bring it up to where it was able to effectively be used for what we use it for.” The boat is equipped to pull pots and other fishing gear. A crisis of health care strikes South Dakota reservations, resulting in deaths… The decades-long health care crisis in Indian Country, where underfunded and understaffed hospitals and emergency rooms struggle to provide adequate services, is back in the outrage and promises portion of the cycle, and hopefully this time we can make meaningful progress. After the Centers for Medicare and Medicaid Services flagged hospitals on two South Dakota reservations last fall, conditions got so bad the federal government closed down the emergency room in Rosebud in December. That resulted in patients being diverted to emergency rooms some 50 miles away. Since then, six people have died in the back of ambulances on the way to treatment. Mary Smith, the now two-months-in head of Indian Health Services (IHS), has called these failings “unacceptable,” and has contracted with a private company to reopen the Rosebud emergency room, as well as run the same on Pine Ridge and Winnebago, Neb. South Dakota Rep. Kristi Noem says she intends to bring legislation aimed at “real solutions, not just a fix.” Her opponent in this fall’s upcoming election, Paula Hawks, echoes that sentiment, but questions what, if any, progress can be made without addressing the funding gap for Native health care. 53 DHS admits it’s still violating judge’s order on immigration amnesty Homeland Security has discovered more three-year amnesty applications it approved in defiance of a federal judge’s firm injunction, lawyers told the court late Wednesday — less than a week after the judge delivered a vicious spanking to the administration for repeatedly bungling the case. Leon Rodriguez, director of U. S. Citizenship and Immigration Services, said as they were preparing for their latest update to the court , they discovered three more three-year amnesties they had sent out, after Judge Andrew Hanen had ordered them not to. Mr. Rodriguez blamed “human error” and said the permits, known specifically as employment authorization documents or EADs, were reissues of ones that they’d sent earlier, but got returned for some reason. He did not elaborate on the “human error.” The three approvals are small compared to the thousands the agency had already admitted to, but they are an embarrassing black eye just days after Judge Hanen ordered the Justice Department to force its lawyers to undergo remedial ethics training for having misled him on the earlier approvals. Mr. Rodriguez said he’s already taken steps to revoke the three-year amnesties and replace them with legal two-year documents, and said he’s imposed new checks to try to make sure it doesn’t happen again. “I have instructed USCIS to conduct monthly checks or systems to identify any such EADs that may be issued or re-mailed despite the safeguards described above, to allow USCIS to take prompt corrective action,” he said. The amnesties are part of the executive action President Obama took in November 2014 to try to stop deportations of most illegal immigrants. He ordered new “priorities” putting most of the 11 million unauthorized migrants out of any danger of being removed, and in the case of up to 5 million, he granted them work permits and a three-year proactive stay of deportation. Texas led 25 other states in suing, arguing Mr. Obama broke the law and violated the Constitution, and Judge Hanen issued an injunction halting the entire program. President Barack Obama and Japanese Prime Minister Shinzo Abe make a historic visit to Hiroshima on Friday - the first time a sitting U. S. president has visited the site of the first atomic bomb attack - their words advocating nuclear disarmament will clash with real-world security necessities. Far from backing up the vision of a world without nuclear bombs that Obama laid out in a 2009 speech that helped secure a Nobel Peace Prize, his near-finished presidency has seen a multibillion-dollar modernization of the U. S. nuclear force. Japan’s long postwar commitment to disarmament, meanwhile, is only possible because of its reliance on the so-called American “nuclear umbrella” that protects it from antagonistic North Korea and China. Tokyo, should it choose, could probably easily convert its advanced civilian nuclear program into a weapons program, and some conservatives in Abe’s ruling party have argued that the country’s pacifist constitution technically allows nuclear weapons. 72 In huge blow to Israel, Netherlands declares BDS ‘free speech’ In a huge blow to Israel, Dutch Foreign Minister Bert Koenders announced Thursday that calls to boycott the Jewish state fall within the limits of free speech, undermining intensive Israeli diplomatic efforts to sway European capitals to outlaw the Boycott, Sanctions and Divestment Movement. “Statements or meetings concerning BDS are protected by freedom of expression and freedom of assembly, as enshrined in the Dutch Constitution and the European Convention on Human Rights,” Koenders said Thursday during a debate on the Israeli- Palestinian conflict at the Dutch parliament’s Foreign Affairs Committee in The Hague. 76 76 Obama defends his nuclear record on eve of Hiroshima visit SHIMA, Japan (AP) - On the eve of his historic trip to Hiroshima, President Barack Obama is defending the vigor of his efforts to rid the world of nuclear weapons. He says he will use his visit to the Japanese memorial site on Friday to underscore “the sense of urgency that we all should have.” Obama, who began his administration with an audacious call for a nuclear- free world, acknowledged there still is much to be done. In fact, some critics maintain the world is further away from Obama’s goal now than it was at the start of his presidency. But he is holding out last year’s Iran nuclear deal as “a big piece of business” and pointing to his administration’s negotiation of the New START treaty with the Russians as big steps toward reducing nuclear stockpiles. He acknowledges other big trouble spots, though, including North Korea’s nuclear program and the threat posed by others intent on obtaining nuclear weapons. “We know that terrorist organizations would have no compunction about using a weapon of mass destruction if they got their hands on it,” Obama said Thursday, “so we’ve got a lot of work.” He said added his administration has “focused attention on some key points of vulnerability, but we’re not where we need to be yet.” Obama, speaking at a news conference at a summit of world leaders, harked back to his 2009 speech in Prague in which he first made his call for a nuclear-free world, and offered a reminder that “I noted at the time that I didn’t expect to be able to achieve all those goals in the course of my presidency or even in my lifetime and this is going to be an ongoing task.” He will reaffirm his lofty vision Friday, when he becomes the first American president to visit Hiroshima, where some 140,000 people died when U. S. forces dropped the first atomic bomb in 1945 that launched the nuclear age. But his comments this time will be measured against his record of successes, setbacks and contradictions. There are plenty of voices ready to call the president to account, saying he has failed to live up to the high standards he set for himself in Prague. “Arguably a nuclear-free world is less likely now than when Obama actually took office,” says Richard Fontaine, president of the private Center for a New American Security. He cited the lack of new disarmament steps between the U. S. and Russia, and the administration’s plans to spend more than $300 billion to upgrade its nuclear stockpiles. Greenpeace, citing the administration’s spending plans, said Obama’s message in Hiroshima “rings hollow without far bolder efforts to rid the world of nuclear weapons.” “If the U. S. wants to help build a peaceful world, it is not enough to only visit the ruins of the past,” said Hisayo Takada, deputy program director at Greenpeace Japan. While acknowledging the unfinished business of his Prague agenda, Obama said his administration had “built up an architecture” that has put a spotlight on the crucial issues. The House passed two amendments to the Senate bill Thursday. One would require public officials to report the amount as well as the source of the income. The second would require nonprofit organizations to reveal who gives the money they spend on elections and other political campaigns. The Senate likely won’t agree to those changes. They discussed both ideas and rejected them last month. That would send the bill to a conference committee. The House and Senate have also passed different versions of a bill that would allow independent ethics investigations of lawmakers.

79 Ben Sasse: Conservatives overrating importance of immigration, free trade on economic disruption United States Senator Ben Sasse on Thursday said the Republican Party is missing the mark in its economic analysis, putting too much emphasis on immigration and free trade, and not enough on rapidly evolving atomization technologies that threaten the very idea of work. In his economic critique, Mr. Sasse , a Nebraska Republican, did not mention presumptive GOP presidential nominee Donald Trump, whose platform is pillared by skepticism of free trade and the deleterious economic effects of illegal immigration. 85 85 NASA hits snag while inflating new room at space station CAPE CANAVERAL, Fla. — NASA hit a snag while releasing air into an experimental inflatable room at the International Space Station on Thursday and put everything on hold for at least a day. Mission Control ordered astronaut Jeffrey Williams to call it quits after the operation had dragged on for more than two hours, with the compartment expanding just a few inches. The inflation process could resume as early as Friday, depending on what engineers learn. “Thanks for all your patience today, and we’ll hope for better luck tomorrow,” Mission Control radioed. “That’s space business,” Williams replied. It was supposed to take barely an hour for the commercial test chamber known as BEAM — the world’s first inflatable room for astronauts — to swell four times in volume. Everything went smoothly at first as Williams opened a valve, allowing air to slowly flow into BEAM, short for Bigelow Expandable Activity Module. Williams kept the valve open for just a few seconds, then closed it as ground controllers monitored the increasing pressure inside the chamber. He did that four more times before Mission Control told him to stop because of out-of-spec pressure readings. He started up again following the lengthy delay, but once again was urged to pause, this time because of a lack of noticeable size increases. Soon afterward, NASA called the whole thing off. The operation must be conducted in daylight, with solid communications with Mission Control. BEAM is the creation of Bigelow Aerospace, founded by hotel entrepreneur Robert Bigelow. NASA paid the North Las Vegas company $17.8 million to test the inflatable-habitat concept at the space station. The soft-sided, multi-layered Beam measured 7 feet long and nearly 8 feet in diameter when delivered to the station by SpaceX last month. It had grown just a few inches when Thursday’s operation was halted. When fully expanded, the compartment should exceed 13 feet in length and 10 1/2 feet in diameter. That’s the beauty of inflatable spacecraft; they can be packed tightly for launch, then expand and provide lots of room once aloft. Bigelow Aerospace hopes to launch even bigger inflatable habitats in the future for use by tourists orbiting Earth, as well as professional astronauts bound for Mars. Williams and his five crewmates are forbidden from venturing inside the empty BEAM until a week after it is fully inflated, so ground controllers can check for leaks. 86 Self-described anti-Semitic German pastor resigns from interfaith position BERLIN - A culmination of anti-Semitic and anti-Israel incidents has resulted in the resignation of the Protestant Church’s representative for dialogue with religious communities in the city of Bremen. As the furor grew over Pastor Volker Keller’s public anti-Semitism, he announced his resignation on Thursday from Bremen’s Council of Integration. “My remarks have so unsettled the trust in my work as the representative for dialogue that I no longer want to cause lasting damage to this office and resign from my position,” said Keller in a statement sent to the media by Sabine Hatscher, the spokeswoman for the Protestant church in Bremen (BEK). Keller and the church desperately tried to defuse the Jew-hatred row by claiming his words were meant as sarcasm. In an April email to The Jerusalem Post , Keller praised a lecture—widely viewed as anti-Semitic—in his church community building held by an anti- Israel extremist who advocated a boycott of the Jewish state: “Yesterday evening the anti-Semite Arn Strohmeyer delivered a lecture to me... Best wishes to Israel, Yours truly, Volker Keller, anti-Semite,” wrote Keller. Grigori Pantijelew, the deputy head of the Bremen Jewish community, told the Post on Thursday “The Jewish community thanks the TAZ-Bremen [newspaper], the Green Party politician Kirsten Kappert-Gonther, and the DIG-Bremen [German-Israel friendship society Bremen] for their clear words regarding the behavior of Pastor Keller. Writing in the local edition of the TAZ paper in May, the TAZ editor Benno Schirrmeister said Keller was the “wrong person” for the position of representative for dialogue. The German-Israel friendship society in Bremen supported the Bremen Jewish community in its May protest letter calling for Keller to be sacked. The local Bremen Green Party politician Kappert-Gonther told the Post that Keller’s role in the council was likely no longer tenable. In 2013, Beck, a member of the German-Israel friendships society, played a crucial role in pushing her party’s initiative in the Bundestag to label products made in the West Bank. 90 Major demolition drive in Bandra: BMC cracks down on illegal restaurant extensions The Mumbai civic body, BrihanMumbai Municipal Corporation (BMC), has cracked down on illegal encroachments in Bandra, with restaurants like Masala Zone being demolished. The demolition drive that was undertaken on Wednesday and Thursday at Bandra Reclamation and near the Bandra Railway Station saw about 15 structures being brought down. The Masala Zone restaurant after being demolished by the BMC. The BMC's H West ward office, on Wednesday, took action against eight illegal structures located at Bandra Reclamation. The structures had encroached upon open space in order to create a sitting area. While, one of them was Masala Zone, a few other small names were also involved. mid-day , as part of its ongoing campaign on BMC elections, had recently reported how Reclamation residents had been suffering because of these structures for many years. The eateries and bars in the area would run late into the night and cause nuisance to those living in the MHADA Colony next door. However, the BMC did not crack down on those bars even on Wednesday's action. According to sources that is because the BMC was foccused on taking action only against structures that were completely illegal. "They only took action against those structures that were of concrete. But there are at least 15 others that have put up temporary sheets outside the place and are running business for years. What about those? Those are the real culprits. I'm not at all satisfied with the action," said S R Naik, a resident. Meanwhile, on Thursday, the BMC also came down heavily on structures leading from S V Road to Bandra Station. About eight unauthorised structures that were blocking this arterial road were removed. These included Hotel Yadgar, Danish Kabab corner, Seekh Kabab Corner, etc. Some of these were ground+1 structures were functioning as AC restaurants also. "There was a major bottleneck in this area. So much so that pedestrians would walk on the road, inconveniencing motorists. Even the traffic police and Railways had conveyed the problem to us. This is just the first phase of the action. Further widening is proposed with the help of the Railways," informed Sharad Ughade, assistant municipal commissioner, H West.

92 Accident claims life of worker at central NY waste hauler DEWITT, N. Y. (AP) - Authorities say they’re investigating an industrial accident that has claimed the life of an employee of a Syracuse-area waste removal business. Police in the suburban town of DeWitt say the accident occurred around 7:45 a.m. Wednesday at Syracuse Haulers. Officials say when emergency crews arrived at the business they found a worker who had suffered serious head injuries. 96 City makes it faster for residents to seek speed bumps Houston City Council accelerated the process of slowing traffic on residential streets Wednesday, voting to streamline a program that gives neighborhoods speed bumps and other "traffic calming devices. " At the heart of the changes is the elimination of a requirement that a traffic and speed study be conducted to prove the speed bumps were justified. "We believe all local neighborhood streets should automatically qualify for speed control if they want it," Public Works Deputy Director Jeff Weatherford said in presenting the changes recently. He cited evidence that pedestrians and cyclists are safer with lower residential street speeds. In the past, neighbors upset at a cumbersome city process were left dissatisfied, especially when the analysis found they didn't have a speeding issue. Even if the study produced a favorable result, it could take nine months to get the speed bumps, assuming there were dollars available to fund them. Public Works officials estimate the changes will shorten the timeline for each installation project to less than two months in many cases. Public Works staff will evaluate each request in the future and deliver a recommendation to the district council member on the best tools for the area. Plans are devised for entire neighborhoods, often a 10- to 20-square block area between two major streets. As part of Wednesday's approval of the $2.3 billion operating budget for the fiscal year that starts July 1, council members also gave each of the 11 district members $500,000 from Metro funds meant for roadway improvements. Mayor Sylvester Turner said those dollars could serve as a key source of funding to ramp up the number of traffic calming projects that get done in city neighborhoods in the coming months. Installing a speed hump - usually a rubberized bump or smoothed mound of pavement - typically costs about $5,000. The Vera Institute of Justice report released Thursday finds that in those two years, 46 states enacted 201 bills, executive orders and ballot initiatives. The fixes ranged from improving bail systems to supporting recently released former prisoners to curbing the use of solitary confinement. Other states created specialty courts for veterans, the homeless and drug addicts. Policymakers nationwide also sought to reduce the number of people who ended up behind bars by shortening jail stays and providing alternative sentences. The nonprofit says the reforms are the result of expensive correctional systems and a growing consensus that for too many the criminal justice system is unfair.
