Nerima. 3 ABSTRACT Unity is a moral requirement in both religious and secular life. In a highly religious society, morals and values are much informed by the religious precepts. For traditional cultures, morality is by custom, and for secular cultures, morality is by reason, Moyo, quoted in Kim and Kim, (Kim and Kim, 2008, p. 66). Most African cultures today, moral issues are informed by both the religion they ascribe to, traditional culture which is still very strong and to some extend reason. The church has been accused of taking sides when a crisis arises, a time when unity is really needed. For example, during conflicts that are ethnic in nature, churches stand in solidarity with their ethnic side of affiliation. -

The State of Human Rights in the Philippines in 2012 AHRC-SPR-009-2012 PHILIPPINES: The State of Human Rights in 2012 Strong rights, No remedy The discourse on protection of rights this year in the Philippines has been unique. Rights that were not previously recognized are now recognized; public officials and security officers, who could not be prosecuted even in one’s imagination, were prosecuted; and victims and their families, who often chose to keep silent due to fear and oppression, now seek remedies demanding their rights. This phenomenon is taking many forms, offering enormous prospects for the protection of rights. To cite a few examples: the conviction of Renato Corona, former chief justice, following a widely publicized impeachment trial, has given rise to the discourse on judicial accountability. The prosecution of former President Gloria Macapagal-Arroyo and her former General Jovito Palparan, who is now a fugitive, for corruption and abduction of student activists respectively, has given rise to the prospect that public and security officials who breached public trust and committed human violations in the past, can now be prosecuted. Also, that a group of people—particularly the Muslims in the south—who had been subject to systematic and widespread subjugation for many decades, would now agree on creating a political entity under the same sovereignty which it fought against, is further evidence of confidence in the government. The Bangsamoro Framework Agreement (BFA), signed between the rebel group and the government on October 15, 2012, is a historic development, which offers the prospect, not only of peace emerging from decades of conflict in Mindanao, but also of the building of democratic institutions. -

Introduction Recent developments in both theoretical and empirical economics literature have demonstrated many aspects of the negative socio-economic consequences of high inequality in the distribution of wealth. High inequality tends to hinder subsequent economic growth (e. g., Persson and Tabellini 1994?), inhibits the poor from realizing their full potential in economic activities and human development through credit constraints (e. g., Deininger and Squire 1998), encourage rent-seeking activities (e. g., Rodrik 1996), and seriously hinder the poverty reduction impact of economic growth (e. g., Ravallion and Dutt ??). The Philippines is a classic example of an economy suffering from all of these consequences. The Philippines has long been known for its high inequality in distribution of wealth and income; unlike many of its Asian neighbors characterized by relatively less inequality by international standards, the Philippine economy has often been compared to Latin American countries which are characterized by high inequality in land distribution. Partly due to its historically high inequality there has long been intermittent incidence of peasant unrest and rural insurgencies in the Philippines. As a result, the issue of land reform (or ‘agrarian reform’ as more commonly called in the Philippines, of which land reform constitutes the major part) has continuously been on political agenda at least since the early part of the 20th century; nevertheless land reform in the Philippines has been, and still is, an unfinished business. -
