ISO/MID ii March 30, 2018 Study Plan 2018-2019 Transmission Planning Process 1 Introduction As set forth in Section 24 of the California ISO tariff on the Transmission Planning Process and in the Transmission Planning Process (TPP) Business Practice Manual (BPM), the TPP is conducted in three phases. This document is being developed as part of the first phase of the TPP, which entails the development of the unified planning assumptions and the technical studies to be conducted as part of the current planning cycle. In accordance with revisions to the TPP that were approved by FERC in December 2010, this first phase also includes specification of the public policy objectives the ISO will adopt as the basis for identifying policy-driven transmission elements in Phase 2 of the TPP that will be an input to the comprehensive planning studies and transmission plan developed during Phase 2. Phase 3 will take place after the approval of the plan by the ISO Board if projects eligible for competitive solicitation were approved by the Board at the end of Phase 2. The objectives of the unified planning assumptions and study plan are to clearly articulate the goals and assumptions for the various public policy and technical studies to be performed as part of Phase 2 of the TPP cycle. These goals and assumptions will in turn form the basis for ISO approval of specific transmission elements and projects identified in the 2017-2018 comprehensive transmission plan at the end of Phase 2. ISO intends to continue updating the High Voltage TAC model for inclusion in the final draft transmission plan, as it has in the past. An opportunity to review the previous year’s model for comments will provided during the year, and has not been scheduled at this time.
