The evidence attached in the appendixes supports Appellants position that the City 11 failed to follow CEQA as the City has failed to take into account the cumulative effect of all the power plants in the 12 San Joaquin Valley Air Pollution Control District, and the cumulative effect of all the power plants in the greater 13 San Joaquin Valley upon the environment of the Citizens of Sanger and/or the Citizens of the Greater San Joaquin 14 Valley. 15 Under CEQA 15300.2(b) a project cannot be exempted under CEQA 15301 if it has a cumulative 16 effect in the San Joaquin Valley Air Pollution Control District, and/or the Greater San Joaquin Valley, if the 17 cumulative impact of projects in the same place (San Juaquin Valley) over time are significant. 18 Appendix J: Is a list/database of the power plants in the State of California, 19 (https://www.energy.ca.gov/almanac/power_plant_data/Power_Plants.xlsx) 20 Appendix K: is an edited version of Appendix J highlighting the power plants in the San Joaquin 21 Valley Air Pollution Control District. 22 Appendix L: is the status of all energy facilities (power plants) in the State of California, 23 (https://www.energy.ca.gov/sitingcases/all_projects.html). 24 None of the items in Appendixes J, K, or L were considered in the Cities determination of the 25 cumulative effects of pollution of the increasing hours of the Sanger power plant with the effects of pollution of the 26 power plants listed in Appendixes A-L in San Joaquin Valley Air Pollution Control District, the Greater San Joaquin 27 Valley, and to the Citizens of Sanger. 28 SECOND ADDITIONAL EVIDENCE IN SUPPORT OF APPELLANTS POSITION FOR PROPOSED REQUIREMENT TO THE CONDITIONAL USE PERMIT RESOLUTION 2018-07 - 1 1 The City’s statement that operating the power plant for 300 more hours a year, or 49 minutes a 2 day, is negligible is conclusory and without a basis in the record. Report to the City of Sanger discussion of claim 2. 3 Further, the City compares the emissions of the greater pollution in Sanger to an overall emissions savings with out 4 of state power plants. This argument is pure conjecture. The City has provided no basis for this statement. Further, 5 the City appears to be arguing that it is better for other states if we increase pollution in our City. Sanger City 6 Council is tasked with protecting the health, welfare, and safety of its citizens and not the citizens of unknown 7 states. Additionally, the City’s argument fails to take into consideration the plurality of power plants in and around 8 the City of Sanger that have a direct effect upon its citizens, and how he cumulative effect of the power plants will 9 effect the environment of the Cities citizens. 10 Based upon the above, the city has failed to take into account the cumulative impact/effect that 11 increasing the hours of operation of the Sanger power plant will have on the environment and the public health of its 12 citizens because the City has failed to take into account the power plants in the San Joaquin     2017-2018 TRANSMISSION PLAN March 14, 2018 REVISED DRAFT Foreword to Revised Draft 2017-2018 Transmission Plan This revised draft transmission plan reflects a number of changes from the draft plan released on February 1, 2018. To assist our stakeholders following the transmission plan cycle, we have summarized a number of those changes, with particular emphasis on a number of projects where the recommendations have progressed since the release on February 1 and the subsequent stakeholder meeting on February 8: • The model estimating the impact of the transmission plan on the ISO’s High Voltage TAC has been updated and the results added to the model. • The Oakland Clean Energy Initiative project is recommended for approval • The Phasor Measurement Unit project has been added and is recommended for approval • The Bridgerville-Garberville #2 115 kV line project is recommended to remain on hold. • The Kearney-Caruthers 70 kV Line Reonductor project is recommended to proceed with the original scope. • The recommended revised scope for the Kern 115 kV Area Reinfoement has been updated as presented at the February 8 stakeholder meeting. • Section 2.10 addressing the need for phasor measurement units to be installed on all ISO balancing authority area interties has been added. • Several projects approved in the 2016-2017 transmission planning cycle have been added to Table 7.1-1: Status of Previously-approved Projects Costing Less than $50M, that had been omitted from the table in the Draft 2017-2018 Transmission Plan. • The in-service date for a number of previously approved projects have been updated. A number of clarifications and edits have also been added throughout the plan to address other stakeholder comments.

Introduction Part 2 will describe recent major U.S. PV and storage projects and some new twists on residential PV plus storage. Projects The projects described below include PV plus storage, PV-only and storage only. 2.1. Arizona Public Service and First Solar A 65 megawatt (MW) project is making news by coupling PV with battery energy storage systems (BESS), a first for utility Arizona Public Service, which solicited proposals in 2017 for generation sources to provide electricity during peak demand hours.1 The solar-plus-storage bid beat out other generation sources, including multiple proposals for natural gas plants. The utility has an agreement with an existing natural gas-fired plant for a total of 570 MW for the summers of 2020 through 2026. A dramatic drop in the cost of BESS, driven in large part by an increase in lithium-ion battery production to satisfy growing demand for electric vehicles allows a PV + storage project to be competitive with gas peakers plus offer more capabilities. Storage is capable of providing services like frequency regulation, which maintains the grid’s electric frequency on a second-to-second basis, and reactive power support, which supports the voltage that must be controlled for grid reliability.
