Martin Senior Thesis Political Science Advisor: Sidney Waldman 11 April, 2003 In Memory of Laura Wilcox and everyone whose dreams were cut short by gun violence. 2 Introduction On March 13, 1996, Thomas Hamilton opened fire in Dunblane Primary School’s gymnasium in Scotland, killing sixteen five- and six-year olds and their teacher as well as himself. Just over three years later, on April 20, 1999, Dylan Klebold and Eric Harris shot and killed fourteen students and a teacher at Columbine High School in Colorado before taking their own lives. Each incident shocked the world and redefined each nation’s sense of safety as two suburban towns came to symbolize all that is dangerous in the world. The stories of the injured, dead, and emotionally scarred entered the national psyche (Homsher 2001: 232). Although not representative of gun violence nationally, these mass shootings defined the gun issue in the public’s mind. Consequently, they were defining moments in each country’s gun control debate. The actions taken as a consequence had the potential to redefine the national identity. Despite the similarities of the incidents, the effects were markedly different. In the United Kingdom (UK), lawmakers had put in place a ban on all private handgun ownership in homes within two years of the incident. In contrast, the Columbine shootings brought no significant changes in national gun laws, or even other types of violence-related legislation. The parallels between the Columbine and Dunblane shootings were undeniably strong. -

Welcome to the American Enterprise Institute’s live web event on the strategic priorities for the United States and the United Kingdom. My name is Mackenzie Eaglen. I’m a resident fellow here on national security and military budget issues. It’s an honor and a privilege to be joined today by the United Kingdom’s Secretary of State for Defence Ben Wallace. We’re coming to you from the AEI library today here in Washington, DC. And it’s remarkable to meet again in person, sir, after so long of a break. The Right Hon. Ben Wallace MP was appointed secretary of state for defense in July of 2019. He started his career in the British army, commissioning from the Royal Military Academy Sandhurst, and saw active service in Northern Ireland, Germany, Cyprus, and Central America. He was mentioned in dispatches while on operations in the 1990s. After leaving the army, Secretary Wallace joined the aerospace company QinetiQ, where he gained experience in the defense industry writ large. He first entered politics in 1999 as a member of the Scottish parliament before being elected to the UK House of Parliament in 2005. -

Professor of Political Science James Madison University Draft prepared for presentation at the European Studies Association Annual Meeting May 9-12, 2019, Denver, Colorado Please do not cite or distribute without author’s permission. By almost any measure, since the immediate aftermath of the June 16, 2016 Brexit referendum, the British government has been in a state of chaos. The turmoil began with then- Prime Minister David Cameron’s resignation on June 17 and succession by Theresa May within days of the vote. Subsequently, May’s decision to call a snap election in 2017 and the resulting loss of the Conservatives’ parliamentary majority cast doubt on her leadership and further stirred up dissension in her party’s ranks. Perhaps more telling, and the subject of this paper, is the unprecedented number of ministers1—from both senior and junior ranks—that quit the May government over Brexit-related policy disagreements2. Between June 12, 2017 and April 3, 2019, the government witnessed 45 resignations, with high-profile secretaries of state and departmental ministers stepping down to return to the backbenches. Of these, 34 members of her government, including 9 serving in the Cabinet, departed over issues with some aspect of Brexit, ranging from dissatisfaction with the Prime Minister’s Withdrawal Agreement, to disagreements about the proper role of Parliament, to questions about the legitimacy of the entire Brexit process. All told, Theresa May lost more ministers, and at a more rapid pace, than any other prime minister in modern times. -

Top story - General Election & Queen’s Speech Queen’s Speech – New legislative programme The Queen’s Speech sets out the Government’s legislative agenda, which this year consists of twenty six Bills. The first Conservative Queen’s Speech since 1996 contains few surprises as the proposed legislation reflects the Conservative’s pre-election manifesto commitments, such as a referendum on the UK’s membership of the EU, no rises in national insurance, income tax or VAT over the next five years, and extending Right to Buy to housing association tenants. There are four constitutional Bills devolving power away from Westminster. A consultation will be held on the move to replace the Human Rights Act with a British Bill of Rights. Bills of interest include: Scotland Bill This Bill will deliver, in full, the Smith Commission agreement on further devolution to Holyrood, including responsibility for setting levels of income tax. European Referendum Bill The EU referendum was a key part of the Conservative’s election campaign and this Bill will provide for a referendum of Britain’s membership of the EU. The vote will take place before the end of 2017. Enterprise Bill The Enterprise Bill seeks to cut business regulation and enable easier resolution of disputes for small businesses. Bank of England Bill The purpose of the Bill is to strengthen further the governance and accountability of the Bank of England to ensure it is well-positioned to oversee monetary policy and financial stability. -

The Rt Hon Gavin Williamson CBE MP Secretary of State for Education The Rt Hon Nick Gibb MP Minister of State for Schools 19th July 2021 Dear Secretary of State, Dear Minister, Launch of the National Food Strategy – Recommendations for Food Education “It is time to take food education seriously” We write to you as a network of leading food education providers, who earlier this year came together for a round table to contribute to the National Food Strategy. This network provides the food education material used by schools across the country; it teaches or supports the teaching of food education in schools; it trains the teachers; and it builds children’s knowledge of food systems, farming and the countryside and sustainable food production. Our work is almost entirely funded through non-profit fundraising, grants and donations; few of us get any money from government. Without this work, food education in schools would not happen. We are proud to see that the core recommendations put forward by this network have been included in the National Food Strategy. It highlights that culinary skills and knowledge have declined across every social class since convenience food became widely available. And it calls for food education to be central to the national curriculum, as a key reform to help escape the ‘Junk Food Cycle’ to protect the NHS and support reforms to build a better food system for a healthier nation. We urge the Department to ensure that the NFS recommendations are accepted by government. Food education is on the curriculum but there needs to be the training, budget and resources to allow teachers to deliver it well. -

Mix Many U.S. officials and Members of Congress view the United Kingdom (UK) as the United Specialist in European States’ closest and most reliable ally. This perception stems from a combination of factors, Affairs including a sense of shared history, values, and culture; a large and mutually beneficial economic relationship; and extensive cooperation on foreign policy and security issues. The UK’s January 2020 withdrawal from the European Union (EU), often referred to as Brexit, is likely to change its international role and outlook in ways that affect U.S.-UK relations. Conservative Party Leads UK Government The government of the UK is led by Prime Minister Boris Johnson of the Conservative Party. Brexit has dominated UK domestic politics since the 2016 referendum on whether to leave the EU. In an early election held in December 2019—called in order to break a political deadlock over how and when the UK would exit the EU—the Conservative Party secured a sizeable parliamentary majority, winning 365 seats in the 650-seat House of Commons. The election results paved the way for Parliament’s approval of a withdrawal agreement negotiated between Johnson’s government and the EU. UK Is Out of the EU, Concludes Trade and Cooperation Agreement On January 31, 2020, the UK’s 47-year EU membership came to an end. -

It has been averaging one shooting every week in 2015, and something must be done about it. This problem appears to be limited to the United States since several other nations have been able to minimize, and almost eliminate the number of mass shootings. By taking an analysis of the gun laws of the United States with those of Australia and Canada it can be concluded that some aspects of strict gun control can reduce the number of mass shootings. -

REGISTER OF INTERESTS OF MEMBERS’ SECRETARIES AND RESEARCH ASSISTANTS (As at 15 October 2020) INTRODUCTION Purpose and Form of the Register In accordance with Resolutions made by the House of Commons on 17 December 1985 and 28 June 1993, holders of photo-identity passes as Members’ secretaries or research assistants are in essence required to register: ‘Any occupation or employment for which you receive over £410 from the same source in the course of a calendar year, if that occupation or employment is in any way advantaged by the privileged access to Parliament afforded by your pass. Any gift (eg jewellery) or benefit (eg hospitality, services) that you receive, if the gift or benefit in any way relates to or arises from your work in Parliament and its value exceeds £410 in the course of a calendar year.’ In Section 1 of the Register entries are listed alphabetically according to the staff member’s surname. Section 2 contains exactly the same information but entries are instead listed according to the sponsoring Member’s name. Administration and Inspection of the Register The Register is compiled and maintained by the Office of the Parliamentary Commissioner for Standards. Anyone whose details are entered on the Register is required to notify that office of any change in their registrable interests within 28 days of such a change arising. An updated edition of the Register is published approximately every 6 weeks when the House is sitting. Changes to the rules governing the Register are determined by the Committee on Standards in the House of Commons, although where such changes are substantial they are put by the Committee to the House for approval before being implemented.
