The Proceedings of the 147th SLBC Meeting held on 13.06.2017 was circulated among all the members of SLBC vide our letter No. SLBC/ODI/148/2017-18 dated 07.07.2017. Since no comments have been received from any quarter, the same may please be confirmed. AGENDA NO. 2 Action Taken Report on major decisions taken in 147th SLBC Meeting held on 13.06.2017. 1. Progress of Implementation of Financial Inclusion Plan in the State. Provision of banking outlets in unbanked villages with population below 2000 As on 30.06.2017, Banks have covered 45888 villages constituting 94.61 % of the total target. Out of these villages, 657 are covered through B & M Branches and rest by branchless modes mainly through BC mode. Bank wise & District wise details are at Annexure - 1. The following banks have not covered 100% of their allotted villages. Federal Bank, Dena Bank, Odisha Gramya Bank, Andhra Bank, Utkal Grameen Bank, Axis Bank, Punjab National Bank & Syndicate Bank. They are requested to ensure 100 % achievement before 30st September, 2017. 2.Aligning roadmap for unbanked villages having population more than 5000 with revised guidelines on Branch Authorization Policy of Reserve Bank of India In term of RBI circular FIDD.CO.LBS.BC.No.82/02.001/2015-16 dated 31/12/2015, wherein SLBC identified 78 villages with population above 5000 without a bank branch and allotted among schedule commercial banks (Including RRB) for opening of brick and mortar branches. In this connection RBI issued circular vide DBR.No.BAPD.BC.69/22.01.001/2016-17 dated 18 May 2017 on rationalization of Branch Authorization Policy- Revision of Guidelines wherein final guidelines on „Banking Outlets” have been issued with a view to facilitate financial inclusion as also to provide flexibility to banks on the choice of delivery channel. 3 As discussed in 147th SLBC meeting,78 identified villages having population more than 5000 without a bank branch of a scheduled commercial bank have been allotted by SLBC for opening of branches by Dec 2017. It has been decided with Controlling Heads of allotted Banks, GM, FIDD, RBI and SLBC that opening of Brick & Mortar Branch need not be insisted upon where there is presence of B&M Branch within radius of 5 KM because of non viability/feasibility/profitable proposition. It is found that there are 60 locations where B&M branch existed within 5 KM. Hence remaining 18 locations are identified for opening of B&M branch. Only 6 branches are opened as on 30.06.2017. Status of banking outlets in 78 villages with population more than 5000 as on 30.06.2017 1 Brick & Mortar Branch exists within a radius of 5 KM of the proposed 60 villages having population more than 5000 2 Brick & Mortar Branch opened 6 3 Banking outlets to be opened by allocated Banks 12 TOTAL 78 Bank Service Expansion in LWE districts in the State The Union Finance Ministry is focusing on the expansion of bank branches and opening of post offices in the LWE districts. There are 19 LWE districts in the State of Odisha, out of which the red rebels are mostly active in Malkangiri, and Koraput district. There are 17 bank branches opened during the last two years. In view of the dominance of the Maoists in these districts, the Government is laying emphasis on expansion of the bank branches in these districts. Major causes of slow progress in branch opening in these districts are no/poor internet connectivity, poor and unstable electricity connection, and poor road connectivity and security threats. Government of Odisha has raised the issue with Centre in this regard. However, all the banks are requested to explore all possibilities to open brick and mortar branches in their allotted unbanked Gram Panchayats on priority basis. 3. Branch opening in Unbanked Gram Panchayats as on 30.06.2017. In the Sub-Committee meeting of Banking Expansion held on 18-08-2017, based on the response received from banks for 677 unbanked GPs, RBI in consultation with SLBC allotted 247 Unbanked GPs to different banks and the remaining GPs may be allocated for banking outlets among banks with nearby branches within 15 days. No BAPD.BC .69/22.01.001/2016-17 dated 18-05-2017 the revised guidelines for authorization of banking outlet is provided at Annexure- 1(b). Solar/Electric Powered- V-SAT projects: NABARD has sanctioned more than Rs.47.60 crore for installation of solar based V-SATs in the difficult areas where kiosks/ CSPs are set up by various Commercial Banks in Odisha. This is one of the most critical intervention under financial inclusion, especially in the areas where connectivity issues are the hindrances.
