Introducción El día 5 de mayo de 2011, por una exigua mayoría de seis votos frente a cinco, el Pleno del Tribunal Constitucional, tras una deliberación de urgencia de menos de cuatro horas, dictó una de las sentencias más importantes de toda su historia. En ella estimó el recurso de amparo de la coalición electoral Bildu contra la sentencia de la Sala Especial del Tribunal Supremo que cuatro días atrás había anulado todas las candidaturas presentadas a los comicios del 22 de mayo. Desde el punto de vista jurídico, la principal objeción que cabe formular a esta sentencia es la de haberse extralimitado en sus funciones y haber invadido, de forma clara y notoria, el ámbito competencial propio del Tribunal Supremo. -

El presente trabajo busca analizar hasta que punto estas conclusiones, localizadas en la sociedad norteamericana, se producen también en la sociedad española. Una encuesta telefónica aplicada a dos muestras equivalentes de una comunidad autónoma proporciona una gran similitud en las respuestas con independencia de la dirección de administración de escalas ordinales. De las 14 escalas empleadas, tan solo 3 presentan distribuciones diferentes, influyendo más la edad y el nivel de estudios. Nationalism and Democracy. Manuel Irujo Ollo: The Leadership of a Heterodox Basque Nationalist LUDGER MEES UPV/EHU, University of the Basque Country l Abstract Manuel Irujo Ollo was one of the most prominent leaders of moderate Basque nationalism. Irujo, who was born in 1891 and died in 1981 at the age of 89, had a Basque, Spanish, and European dimension to his political career, which was perhaps the most enduring and intensive of any leader to emerge during the entire history of this socio-political movement. Yet Irujo’s political life remains largely quite unknown: no comprehensive academic biography has been written on his political work. Obviously, this article does not pretend to fill this void. Instead, it aims to cast a light on the nationalist leader’s political life from the twofold perspective of his individual political activity and the lessons that can be learned for a broader understanding of Basque nationalism in particular and of the relationship between nationalism and democracy in general. Resumen Manuel Irujo Ollo fue uno de los más significativos líderes del nacionalismo vasco moderado. En la historia de este movimiento socio-político probablemente no existe otro líder con una trayectoria política tan duradera e intensa con una dimensión vasca, española y europea como la de Irujo, quien nació en 1891 y murió en 1981 a la edad de 89. Pese a ello, hoy día la vida política de Irujo sigue siendo en buena parte desconocida, puesto que hasta la fecha no existe una biografía completa escrita con rigor científico. Obviamente, este artículo no pretende subsanar este déficit, pero sí aspira a arrojar luz sobre la biografía política del líder nacionalista desde una doble perspectiva: no sólo se analizará su actividad política individual, sino que también se preguntará sobre las conclusiones que se pueden extraer de este análisis para la historia del nacionalismo vasco y, más en general, sobre la relación entre naciona- lismo y democracia. -

Abstract We propose a generalization of simple games to partition function form games based on a monotonicity property that we define in this context. This property allows us to properly speak about minimal winning embedded coalitions. We propose and characterize two power indices based on this kind of coalitions. Finally, the new indices are used to study the distribution of power in the Parliament of Andalusia emerged after the elections of March 22, 2015. Keywords: Deegan-Packel index; Public Good index; Simple games; Partition function form; Monotonicity 1 Introduction Game theory provides valuable tools to study how power is distributed among the members of a decision making body. Most of the literature identifies the power of an agent with her ability to change the outcome of a ballot. The Shapley-Shubik index (Shapley and Shubik, 1954) is probably the most well known and widely accepted way to measure power. However, many different power indices have been proposed in the literature so far.
