RESUME Trois facteurs engendrent la crise humanitaire en 2012 éléments clés République de Djibouti. Le facteur principal est la sécheresse prolongée qui a rendu des milliers de Planning et Janvier – décembre 2013 personnes vulnérables, tant en milieu rural budget qu’urbain. Ce facteur est aggravé par la présence prévisionnel et l’arrivée de nombreux réfugiés, ainsi que par le Évènements Mars 2013 : élections passage d’un nombre encore plus élevé de attendus en législatives migrants. Pour 2013, en raison de l’impact 2013 Mai-septembre : période de humanitaire de ces trois facteurs, plus de 300 000 soudure personnes auront besoin d’une assistance Juillet-août : période d’augmentation du nombre de urgente. Ces chiffres comprennent : réfugiés et de migrants chaque 212 000 personnes vulnérables affectées année. par la sécheresse 26 000 réfugiés Bénéficiaires 217 000 personnes qui 65 000 migrants ciblés recevront de l’assistance santé 152 000 personnes affectées par le manque d’eau En réponse à cette crise humanitaire dans le 149 121 enfants malnutris et pays, les acteurs humanitaires et le femmes enceintes et allaitantes Gouvernement de Djibouti ont convenu d’adopter 139 000 personnes souffrant d’insécurité alimentaire une stratégie qui consiste à apporter une aide 110 000 personnes ciblées pour humanitaire directement aux populations les plus le relèvement précoce vulnérables, tant en milieu rural qu’urbain, mais 65 000 migrants surtout de renforcer la résilience des populations, 26 000 réfugiés et la recherche de solutions durables face à cette sécheresse qui dure depuis plus de six ans. Financement total demandé $ 71 millions Les trois axes du CAP 2013 sont: Financement demandé par $ 236 L’axe I vise à sauver les vies des bénéficiaire personnes les plus affectées par une aide humanitaire, leur permettant d’avoir accès à la nourriture, à l'eau, ainsi qu’aux services sociaux de base tels que les soins nutritionnels, l’assainissement et les services de santé. Ces activités cibleront essentiellement les personnes les plus vulnérables, celles qui sont sévèrement malnutris et une partie de celles qui sont modérément malnutris (suivant leur vulnérabilité). L’axe II se focalise sur le relèvement précoce. Il renforcer/restaurer la résilience et les moyens de subsistance en appuyant les initiatives de la population visant à renforcer leurs capacités, à minimiser l’impact de la sécheresse, et surtout à répondre aux crises futures. L’axe III renforce les capacités locales à gérer les urgences, et favorise le dialogue entre tous les acteurs (Gouvernement, humanitaire et développement) pour adopter une stratégie commune pour des solutions durables à la problématique de la population. En 2011, Djibouti a reçu $19 millions1 dans le cadre de son appel global. En 2012, $38 millions ont été reçus, permettant d’apporter une assistance humanitaire à 220 000 personnes essentiellement dans le secteur de la sécurité alimentaire - la vaste disparité de financement entre secteurs (sécurité alimentaire 90%, alors qu’aucun autre secteur n’est financé à plus de 27%) n’a pas permis de répondre à l’ensemble des besoins existant. Le CAP 2013 est le 3ème appel humanitaire consécutif lancé dans ce pays. La requête totale pour cet Appel est de $71 millions et permettra de couvrir les besoins d’environ 300 000 personnes. 1 Tous les montants dans ce document sont exprimés en dollars des Etats-Unis d’Amérique. Crime Threats There is moderate risk from crime in Djibouti. Most reported incidents are crimes of opportunity (e.g. pickpocketing, petty theft) for immediate gain. Panhandlers and street children target foreigners for petty theft by creating distractions. Unreported crimes also commonly occur within the local community. Exercised caution in congested areas such as the central market, city center, and downtown neighborhoods (known locally as quartiers), especially after dark. Avoid isolated areas, particularly along the urban coastline. The large number of illegal immigrants/refugees and unemployed Djiboutians loitering downtown and in other areas expatriates frequent may allow criminals to roam undetected. People in congested areas (e.g. port, market areas, and city center) are at greatest risk for street crime. Do not give money to people who wash your cars without permission, or who watch your car while parked.

    Migrant smuggling Paths from the Horn of Africa to Yemen and Saudi Arabia Peter Tinti This report examines the smuggling networks facilitating irregular migration from the Horn of Africa to countries in the Arabian Peninsula, also referred to as the Gulf. In addition to analysing the structure and modus operandi of migrant smuggling networks, the author considers the extent to which these networks are involved in other forms of organised criminal activity, such as arms and narcotics trafficking. The report concludes with recommendations for policymakers and stakeholders operating in the Horn of Africa and Yemen. Country and Sector Background Following the deterioration of relations between Ethiopia and Eritrea in 1998, Djibouti has served as the primary transit port for landlocked Ethiopia. The port of Assab, on the Eritrean coast, formerly played this role, first as part of Ethiopia, and then under an agreement between Ethiopia and Eritrea following Eritrean independence in 1991. The road corridor between Addis Ababa and Assab, which passes some 20 km from the Djibouti border, was upgraded and improved for that purpose. With the sudden shift of Ethiopian traffic to Djibouti port in 1998, the 20-year old road connection between Djibouti port and the Addis-Assab road (via Dikhil and Galafi) received a very high level of traffic of heavy vehicles (roughly 700 trucks per day) it was not in a condition to carry. While the Ethiopian Road Authority upgraded the 20-km spur road up to the Djibouti border at the town of Galafi, the 221-km highway between Djibouti port and Galafi deteriorated steadily as a result of heavy traffic and inadequate maintenance.
