President Lasser called to order the 908th meeting of the Morris County Park Commission at 5:00 p.m. on Monday, May 24, 2021, held “Virtually via WebEx.

Executive Director Helmer then read the following notice: PURSUANT TO N.J.S.A. 10:4-6 et seq., adequate notice of this virtual meeting being held at 5:00 p.m. on Monday, May 24, 2021 has been provided by notifying the Daily Record and The Star-Ledger by way of Legal Notice and Sunshine Notice, posting said notice in the Administration Building of the Morris County Park Commission, at the County Courthouse, by filing a copy of the same with the Morris County Clerk, and by posting an Agenda and direction to submit public comments on the Morris County Park Commission website.

Each notice provided direction on how to access virtual meeting and also directed people to MCPC website at www.morrisparks.net/commission/public meetings where directions and the Agenda may be viewed.

Due to the COVID-19 (“coronavirus”) pandemic, the Morris County Park Commission Headquarters is closed to the public for an indefinite period of time.

Pursuant to emergency regulations promulgated by the Director of the Division of Local Government Services, (codified as N.J.A.C. 5:39-1.1 through 1.7), the Morris County Park Commission is now advising that its specifically aforementioned meeting shall be held remotely and virtually via the WebEx video conferencing platform.

READING OF MEETING NOTICE

As part of this regularly scheduled and previously noticed meeting and pursuant to N.J.S.A. 10:4-6 et seq. and the provisions of N.J.S.A 40A:11-25 et seq., the Morris County Park Commission notified the public in legal notices published in the Daily Record and The Star Ledger on May 4, 2021, that a public hearing on the adoption of prequalification regulations and procedures for general restoration contractors which will apply to the anticipated bid for the Restoration of the Vail Factory Wheelhouse at Historic Speedwell in Morristown, New Jersey, will be convened at 5:00 p.m., prevailing time on Monday, May 24, 2021. The public hearing will be part of the regularly scheduled Park Commission meeting conducted online via WebEx (see details below). A copy of the proposed regulations and procedures were made available for public inspection at www.morrisparks.net. Executive Director Helmer noted for those Commissioners that have not previously participated in approval of one of our historic restoration projects, the Preservation Trust defines and outlines requirements based upon the size and magnitude and the grant amounts. We received $115,000.00 in grant funding from Preserve New Jersey Historic Preservation Park grant which requires this process. We are also the beneficiary of a $311,000.00 Morris County Historic Trust grant which doesn’t requires this process.

This process lets the potential bidders know the process and the background that they have to have in order to do be approved, it gives them a chance to provide public comment.

INTRODUCTION OF PROPOSED PREQUALIFICATION REGULATIONS

STATEMENT OF GENERAL NOTICE

The Wheelhouse at Historic Speedwell is located at 333 Speedwell Avenue in Morristown, Morris County, New Jersey. All work done on this project must conform to the Secretary of the Interior’s Standards for the Treatment of Historic Properties (Revised 1995), and is subject to review by the New Jersey Historic Preservation Office, the County of Morris, and the New Jersey Historic Trust. The Morris County Park Commission seeks experienced Historic Restoration General Contractors who specialize in or have subcontractors who specialize in restoration of historic buildings for the restoration of the Vail Factory Wheelhouse at Historic Speedwell. The scope of the work for this single contract is primarily for

1. Construct temporary protective structure to house removed overshot waterwheel; 2. Dismantle all sections of existing cast iron & timber waterwheel for repair/replacement & reassembly; 3. Repair of existing wood shingle roof; 4. Repair of exterior finish carpentry; 5. Restoration of existing doors and windows 6. Restoration of exterior siding; 7. Masonry foundation repair; and 8. Surface preparation & painting of historic building fabric.

This work will be in accordance with the project bidding documents. A set of plans illustrating the general scope of work are available for inspection at the office of Connolly & Hickey Historical Architects, between the hours of 9:00 A.M. to 4:00 P.M. Monday thru Friday. The Architect is Connolly & Hickey Historical Architects, LLC, P.O. Box 1726, Cranford, New Jersey 07016, telephone (973) 746-4911. The Owner Representative contact is Lynn Laffey, Director of Historic & Interpretive Sites of the Morris County Park Commission. A fact sheet describing the project and scope of work is attached. All prospective bidders are strongly encouraged to visit the site. The Morris County Park Commission requires that prospective bidders must submit a completed Qualifications Statement as set forth herein. Failure to complete the Qualifications Statement may result in disqualification. All entries on the forms must be completely filled in. Complete Qualifications Statement Forms must be submitted unbound, in duplicate to: Lynn Laffey, Director of Historic & Interpretive Sites, Morris County Park Commission, 300 Mendham Road, Morris Township, NJ 07960. Restoration General Contractors whose Qualification Statements are determined to be acceptable will be identified as Qualified Prospective Bidders. Each respondent will be notified in writing of the determination. The Morris County Park Commission will issue bid proposal forms, drawings and project manuals including specifications only to Qualified Prospective Bidders. Only bids received from previously Qualified Bidders will be opened. A Qualified Prospective Bidder is not obligated to submit a bid. All successful Qualified Bidders will be required to submit with the bid to the Morris County Park Commission, for its review and approval, the qualifications of all subcontractors who will be used on the project.

STATEMENT OF POTENTIAL BIDDERS’ QUALIFICATIONS/CRITERIA FOR EVALUATION

The following six (6) criteria will be used for evaluating the qualifications of Potential Bidders. The evaluation will be based on information in the Qualification Statement provided by Prospective Bidders as well as information supplied by the Bidders’ references.

1. The Potential Bidder, acting as General Contractor, will be required to demonstrate verifiable, successful experience in Project Supervision and Administration of historic preservation projects. This experience shall include two (2) projects involving separate historic buildings or sites and of similar activities, construction cost and scope of work as the subject project completed in compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (revised 1995) within the past five (5) years preceding the date of execution of this pre-qualification form. At least one (1) of the projects must have been reviewed by either of the following: State Historic Preservation Office, the New Jersey Historic Trust or the historic review body of a county or municipal authority. The aggregate construction cost of each project must be at least $200,000.

2. The Potential Bidder’s proposed project supervisor will be required to demonstrate verifiable, successful experience in Project Supervision and Administration of historic preservation projects. This experience shall include two (2) projects involving separate historic buildings or sites and of similar activities, construction cost and scope of work as the subject project. These projects shall have been in compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (Revised 1995) within the past five (5) years preceding the date of execution of this pre-qualification form. At least one of the projects must have been reviewed by either of the following: State Historic Preservation Office, the New Jersey Historic Trust or the historic review body of a county or municipal authority. The aggregate construction cost of each project must be at least $200,000.

3. The Potential Bidder must provide a list of the names, titles and years of experience of all principal members of the potential bidder’s staff who will be available and assigned to this particular project.

4. The Potential Bidder’s firm or any predecessor firm must have not wrongfully defaulted on a contract or had work terminated for non-performance within the past five (5) years.

5. The Potential Bidder’s firm or any predecessor firm must not have been denied a consent of surety, a bid guarantee or a performance bond within the past twelve (12) months based on the Potential Bidder’s inability to meet the surety’s reasonable underwriting standards.

6. On all projects currently underway, the prospective bidder must demonstrate the following: a. Adherence to the project completion schedule mutually agreed upon between the contractor and the client. Deviation from the schedule must be due to factors outside of the contractor’s control. b. Lack of workmanship defects resulting from a failure to build a structure or component part of a structure pursuant to architectural and engineering plans and specifications. c. Timely submittal of shop drawings, product literature, samples, mock-ups, requests for information and applications for payment.

The prospective bidders and general public had an opportunity to review the Notice To Historic Restoration General Contractors documents prior to this meeting and no written comments from any governmental entity, federal, state, county or municipal elected or appointed officials, and no comments were received from the public prior to the meeting. FINANCE AND BUDGET REPORT

2020 REPORT OF AUDIT Deputy Executive Director Vitale noted that the 2020 Audit report had been distributed to all the Commissioners, and introduced John Mooney and his staff that worked on this audit from the firm Nisivoccia, LLP. Mr. Mooney expressed that the cooperation and professionalism from the finance staff at the Park Commission is commendable especially during the Covid pandemic.

At year end, the Commission was fortunately not in deficit, although a significant amount of the fund balance was lost. The 2019-year end surplus amount was $2.8 million. The 2020-year end surplus was $237,000.00.

With the Covid restrictions being lifted, we look forward to revenue streams coming in in order to add to the surplus within the next eighteen months. The audit is broken into three sections, 1. Current fund, 2. Capital funds which are maintained at the county level, and 3. Trust Funds which are monies for a specific purpose/project.

One recommendation is to “confirm purchase orders”, it is found that these items were being purchased without an approved requisition.

He wanted to note that Rich Vitale and his staff have done a fantastic job again this year in the finance department during this difficult time and he should be commended for his professionalism and dedication.

Director Helmer thanked Mr. Mooney and his team for their support during the difficult year the Park Commission faced.

Rich Vitale reported that the golf revenue saw an increase of 41% for the month of April with 23,000 rounds played in 2021 compared to 16,300 rounds played in 2019. Year to date numbers in rounds played are as follows: 2019 = 23,500 2020 = 12,446 2021 = 36,000 Rich noted that he met with management staff at Pinch Brook Golf course last week to address and review infrastructure items to allow for a better golf experience.

The 2022 Capital requests are due to the County by August 2021, and he will be working with the Directors and the Finance Committee to provide the numbers by the due date.

President Lasser asked if the county’s 95 million federal funding for recovery could offset the loss of surplus from 2.8 million to $200,000. Director Helmer noted that it is his understanding that the funding is mostly going towards infrastructure, although potentially funding could recapture certain operating expenses and there is a weight given towards tourism and bringing it back. A detailed package for infrastructure improvements and revenue loss will be provided to the County Administrator. The decision of allocation of funds for any revenue losses the Park Commission endured will be a decision by the Board of County Commissioners.

Central Park of Morris County Reporting that the Butler (Engineering) Building & Construction has been placed on hold. The sewer line to the building has deteriorated and the expense of repairing at this time is not appropriate. It is possible the project can be reconsidered when plans are finalized for the Dancehall/shelter project. Reporting that the overflow parking areas near the Butler Building (school buses 35/cars 130- gravel) and overflow area on North Cottage Drive (gravel), and improvements to the Dog Park parking area advancing to design for construction cost estimates. Conceptual plans are also be developed to address formalization of traffic control methods to eliminate traffic going down Central Avenue to Stiles Avenue.

Reporting that a grant application will be submitted to the NJDCA for Local Recreation Improvements to install Multi-purpose court surfaces and overhead structure on one of the inline roller rinks. Maximum grant is $500,000.00 and application is due by May 24th. Current cost estimates are $1,061,000.00. Improvements will allow broader user group and extended seasonal use.

The Frelinghuysen Arboretum Mansion Mansion Ramp – staff is reading to construct and install, SHPP approved the plans which are with the Morris Township Building Department.

Mansion Porch Repairs and ADA floor leveling has been completed by B&C staff. HEC Reporting that the repairs to the HEC Carriage House are completed.

Vestibule roof work has been completed.

Parking Lot 25 light fixtures are being replaced with LCD shoebox style heads.

Great Swamp Outdoor Education Center Design for the Orange Trail boardwalk replacement project is 90% complete, permits have been received and it is anticipated that the project will be bid in June with construction anticipated to Page 8 of 25 begin in August after summer programming ends and will take approximately 3-months for construction. Bid documents should be completed by end of April. It is anticipated that entire trail will be closed during construction. Improvements include widening width of decking from 4’ to 6’, using helical piles with steel frame construction, composite decking with a number of walkouts extending off of main boardwalk for better pond and habitat observation and programming space. No railings are needed but there will be wheelchair bumpers along edge.

Phase 1 Goals will include adequate facilities to support Pavilion Use(parking, ADA access, loading). Row NJ remains in place, use of NJDEP Stormwater grant for part of Phase 1 improvements.

Preliminary design is 85% complete Final Design SOW to begin this summer.

Lee’s County Park Marina Circulation Project An NJDEP pre-application meeting was held February 3rd, ¼-acre of new disturbance and 1-acre of total disturbance has been identified. The project will require a Flood Hazard Area Individual permit and it was determined that the Pavilion, even though was not part of design plan review, will required Flood Mitigation (Wet/Dry) improvements because part of the basement is in the Flood Hazard Area.

Pavilion Rehabilitation Plans are 80% complete. The Committee had asked that the architects provide an estimation of how much of the original building is to be retain/salvaged which is about 55%. Cost estimates for the project are now estimated at $2.5 million including Flood Mitigation requirements in the basement and current cost of materials.

Lewis Morris County Park Reporting that the Doe Meadow Road repaving project (est. 2,700 sf) will begin construction in June/July. The project also includes a short section of Sunrise Lake Drive. The road will be closed just after Sunrise Lake Drive to the Mendham Overlook Area. Access to the Sugarloaf Area will only be from the Sugarloaf Road Entrance.

Loantaka Brook Reservation Reporting that the repairs to the waterline at the South Street Area are complete.

Reporting on the Green Village site investigation. Awaiting results of soil analysis and ground water monitoring that was performed on April 30th. Will collaborate with County on results and next steps. This is related to complaints of flooding at 540 Green Village Road, Chatham Township.

Mennen Sports Arena Reporting that after 46-yrs. the Rink 1 snow melt pit piping elements are unrepairable and Strunk- Albert Engineering completed plans for replacement. The project is expected to be bid next week. The Waste Heat Reclamation Feasibility Study is on-going.

Environmental Education Apprising the Committee of the completion of the Great Swamp Outdoor Education Center Auditorium Exhibit design plans. Exhibit designer Steve Feldman completed the conceptual plans and drawings for the display to be installed in the Visitors Center. Manager of Environmental Education Gaus-Myers presented the artistic renderings and sample panel cut sheets; while explaining the interpretive themes of edge habitat and stewardship within the exhibit. The focus of the Exhibit is “Edge of Wilderness”. The design of the exhibit will allow for 65 people to be seated in the auditorium.

Apprising the Committee, the estimated cost for the fabrication and installation of the exhibit is $320,000. A fundraising list of potential grants, foundations, and corporate sponsors has been developed by Denise Lanza, Lynn Laffey and Jenny Gaus-Myers. The Park Alliance has made this project one of its primary fundraising campaigns.

Historic Sites Apprising the Committee of the legal opinion from Park Commission counsel regarding the sale of heritage breed animals by other means beyond Hackettstown Livestock Auction.

Approving the request by Manager of Historic Sites Sutherland to update the Livestock Removal policy to differentiate between methods of disposition based on heritage or other breed animals.

Approving the request to sell heritage breed animals, up to $2,500 per animal, via breed specific online markets per approval by a Park Commission resolution that will be submitted in the fall when an exact animal count to be de-accessioned is finalized.

Apprising the Committee of the proposed Pre-Qualification Regulations and Forms for the restoration of the Historic Speedwell-Vail Factory Wheelhouse. Pre-qualification regulations and forms were created by project architect Margaret Hickey per guidelines set forth by the New Jersey Historic Trust and required based on grant award agreement. Only contractors that can show they have completed projects with an aggregate construction amount of minimally $200,000 per New Jersey Historic Trust guidelines. Public notification of the pre-qualification process was noticed on May 4, 2021.

Apprising the Committee that a public hearing on the proposed Pre-Qualification Regulations and Forms will be conducted at the start of the May 24, 2021 Commission Meeting.

Approving the Pre-Qualification Regulations and Forms for the Restoration of the Vail Factory Wheelhouse pending any discrepancies identified during the Public Hearing.

Apprising the Committee of the inclusion of Historic Speedwell in the book “America’s Scientific Treasures: A Travel Companion” by Stephen M. Cohen and Brenda H. Cohen.

Approving the change order request for HMR Architects to updated drawings for the Phase 2 Estey House Construction Document project for an increase of $3,520 to the original contract price and an increase of no more than one month of additional time to complete the drawings. The changer order is necessary because the base drawings are owned by Eclectic Architecture and HMR Architects is concerned ability any potential liability of using Eclectic’s work product. The Changer Order is within contingency established for project.

Apprising the Committee, after a five-week delay, Paragon Restoration Corporation has received necessary permits from Morris Township to start work on the Restoration of the Willows Porches and Arches at . A variance request regarding the 2nd floor balcony railing was required to be submitted by the project architect in order for the permit to be issued. Change order paperwork reflecting weather delays and permit delays will be submitted by the contractor to extend the project deadline beyond the original June 10, 2021 deadline.

Grants Approving Superintendent of Horticulture Education Fahey’s request to solicit an additional $575.00 in grant funds towards the support of virtual education programming at The Frelinghuysen Arboretum from the Friends of Frelinghuysen Arboretum.

Recreation and Visitor Services

NJ Department of Community Affairs-Local Recreation Improvement Grant A. Staff provided a review of the project being submitted which is to provide a roof over one of the in-line roller rinks at Central Park of Morris County, and also includes repairs to concrete slab, sport flooring and lighting. The rink will have open sides but will be able to allow for the reduction or elimination of down-time during inclement weather. The grant request is for $500,000.00 and our engineering consultant E&LP is preparing the grant application on behalf of the Park Commission.

Craigmeur Recreation Area A. Reviewing a Special Permit Request to use the Craigmeur Recreation complex for a Lunar Faire (bi-monthly, family friendly, atmospheric boutique social event and market meant to attract unique vendors and attendees). The group is requesting 10 dates between June and November and event time will be 5:00pm to 12:00am.

Approving the request and asking staff to come up with an appropriate fee for the use of the area for an evening event that covers the cost of any staffing necessary to be on site during the event(s).

B. Reviewing the request for the Rockaway Township Senior Services picnic to resume at the Craigmeur Recreation Complex in September of 2021. Approving the request with the understanding that the Rockaway Township DPW will clean up the area both before and after their picnic and fees will be waived.

C. Reviewing a request by Century 21 Christel Realty to hold a company picnic at Craigmeur on June 11, 2021. Approving the request as long as the restrooms will be operational.

A. Providing the committee an update on the Learn to skate program, public skating the new stick and puck program. Informing that 7 of the 24 public sessions were sold out. Also informing the Committee of the new report (Mennen Weekly Aging Report) that staff will be using for revenue collection.

Public General Skate Sessions for March 27th & April 30th was $6,382.72 for the same time-frame in 2019 it was $8,101.00. The Learn to Skate Program has 307 skaters in March, 231 in April, and 200 skaters are anticipated for May.

B. Reviewing with the Committee issues that have been taking place between a couple of Professional Skating Instructors at the Arena and that the outcome of these issues was to develop new Code of Conduct packet for coaches, skaters, and parents. The Code of Conduct will become part of the individual contracts with the Instructors and also be signed off by skaters/parents either through the Skating Club of Morris or online when a skater/parent reserves a skating slot. (Attachment No. 3)

C. The Rink 1 snow melt pit mechanicals are going out to bid this month.

D. The installation of LiveBarn in all three rinks is currently being scheduled, The Park Alliance has stepped forward to enter into the Agreement on behalf of the Park Commission.

Development A. Assistant Deputy Director Lanza reported on the donation of a ‘Yellow Picnic Table’ for Central Park of Morris County by the Mental Health Association and their partners. This program was brought to staff’s attention by our participation with the Morris County Chamber of Commerce’s Health and Wellness Committee. The color yellow means optimism and stimulates positive emotions. B. Assistant Deputy Director Lanza is working with staff on the implementation of a new volunteer management software package ‘Better Impact’ software. C. A no cost employee survey is being developed by RecStar Consulting which will tie into recent Visioning Sessions held with the Education Staff.

D. Park Alliance Activities: • 19 Memorial Trees and Benches were donated in 2020 along with a bike rack. • Assistant Deputy Director Lanza will be working with Arena Manager Trif to reinvigorate the dasherboard sponsorship program. • A number of solicitations for Dog Park sponsorship opportunities are being discussed with potential donors. • Six grants have been submitted, seven are in process and five are in the research phase for various initiatives, including; the new exhibit for the GSOEC. • The picnic shelter donated by the Alliance is being scheduled for installation at Central Park, a fundraising campaign is being developed for Exercise Equipment for Central Park, a new Bikeshare program is being evaluated, and the Cooperative Garden continues to thrive. • A Corn Hole Fundraiser is being planned for July 10th at the Mennen Arena.

Other Business A. The Committee reviewed the Governor’s Executive Order Covid restrictions that will take effect on May 7, 2021. B. Staff reviewed a Useable Space Calculator for Outdoor Events developed by Boulder, CO Public Health. The tool was development to identify how many people can be in an outdoor space incorporating a 12 ft. grid allowing for social distancing for events where park patrons are not stationary. The tool can be adapted to a non-covid calculation that will aid in identifying capacity for parks areas while also incorporating parking and restroom availability C. Informing the Committee that there is a new round of NJ Green Acres funding for park development. As a highly populated county the Park Commission would be eligible for a 25% matching grant. One project consideration is moving forward on developing the Russ Myers Area at Lewis Morris County Park as a large group shelter rental area with field.

Emergency Responder Trail Markers Chief DiPietro provided a review of a service called ‘What3Words’ that the Morris County Department of Law and Public Safety can provide through the Morris County 911 Center. The service is being used around the country in recreation areas to aid in locating lost individuals in remote areas. Chief and GIS Coordinator Karmon attended a presentation of the product by Page 15 of 25

Morris County’s 911 System Operations Coordinator Synder who offered the service at no charge. Basically, an individual who is lost or hurt calls 911 and 911 can identify the location of the individual by GPS system on the individual’s phone. The program using a preestablished grid system with each grid unit being identified by three preset words. The Committee agreed to move forward with using and promoting the system.

Around the same time of being made aware of What3Words Park Police received a very well thought out proposal submitted by Mendham First Aid to install a ‘911 Emergency’ trail marker system along Patriots’ Path in the Borough of Mendham. The issue the Commission has with individual municipal marker systems is if responders are coming from a different town they may not be aware of the system, what happens if markers are removed, etc. Chief DiPietro recommended that the First Aid Squad reach out to Morris County 911 System Operations Coordinator Snyder to see if the What3Woard system would work for their needs. The system is free and can be used by any town’s First Responders.

Cooper Mill to Elizabeth D. Kay Environmental Center Apprising the Committee of new puncheon bridges(9) that were installed along the Patriots’ Path Blue Spur at Cooper Gristmill as an Eagle Scout Service Project. A previous Eagle Scout had installed puncheon bridges in this area but their placement left wide gaps that were difficult for hikers to traverse. This project focused on filling in these gaps to create a more uniform surface and improve the hiker experience.

Central Park of Morris County Reporting the plans for improving the overflow parking area at the corner of North Cottage Drive and Old Dover Road are being developed. The lot will be gravel with two access points for ingress and egress and the Old Dover Road crossing to the Ice Pond Area (north side) of the park. Due to the increased use of this area of the park the Ice Pond Area parking lot was closed because of the inability to separate vehicle traffic from pedestrian traffic.

Columbia Trail Director of Park Planning & Development Chaplick report activities associated with the two Schooley’s Mountain Road Trailhead(s) parking areas. Director Chaplick has been in regular consultation with the Washington Township Administrator and Committee Members Short. The recent focus was on bicycle/pedestrian safety, parking lot improvements, notification of local business whose employees and/or patrons are regularly using the lots, and addressing an encroachment. In order to address trail user safety when crossing at Schooley’s Mountain Road temporary barricades have been set up to provide the user with a safe landing area when they enter the parking lots. This will aid in separating vehicles from pedestrian as well as providing visual awareness(bright orange and white) for vehicles on Schooley’s Mountain Road. The next step of this phase is to install barricades that are more visually appealing. Examples of concrete barricades were distributed. These types of improvements will have to reviewed by the two gas companies with underground infrastructure in the area and the Washington Township Historic Preservation Commission. With the installation of these safety improvements more parking spaces will be eliminated on both the East and West sides, cars have been parking right on the edge of the lots along the roadway. Both parking lots were regraded last week and parking bumpers were reset keeping vehicles from encroaching on the trail. Three business owners contiguous with the East side lot were informed not park or have patrons park in the lot. These parking areas are nowhere Page 16 of 25 near providing enough park for the volume of trail use. It is likely the Commission will need to continue to find additional and/or expander areas for parking.

Discussed plans to expand the Palmer Parking Area located on Fairview Road to allow for the significant increase in trail use. The current lot will be at least doubled in size to add 28 more parking spaces.

The Committee discussed a recent complaint regarding the use of the Columbia Trail by local equestrian facilities. The trail user had expressed concern about the increased volume of manure along the trail and the failure of these operations to clean it up after their use. The MCPC does not have policies in place requiring equestrians to clean up manure or to govern this type of use of parks and trails by outside entities and the Committee does not wish to develop official policies on these matters at this time. The trails of Loantaka Brook Reservation are shared by Seaton Hackney Stables that has a very active riding program and the Commission makes no requirement to remove horse manure. Horse manure will break down in about two weeks with from sun, rain, dung beetles and foraging birds and unlike tacky, foul-smelling human or dog feces, horse manure is not considered hazardous or toxic and carries no pathogens of concern. From its inception the Columbia Trail has always been considered a multi-use trail and is identified on park maps and Park Commission website as a trail supporting equestrian activities.

Lewis Morris County Park Updating the Committee on the successful park-wide trail reblazing project recently completed at Lewis Morris County Park and the resulting new trail map. The reblazing was completed by Assistant Superintendent of Trails Lutsko with assistance from Natural Resources staff and that an updated trail map can be found on MCPC website.

Loantaka Brook Reservation Apprising the Committee of needed infrastructure repairs and maintenance to bridges and railings at Loantaka Brook Reservation. Park Maintenance and Buildings & Construction Units are collaborating to make these improvements. The Committee discussed the need for infrastructure maintenance and repairs throughout the park system and the prioritization system that is being utilized to process these needs. Funding was set aside in the PIT Trails Improvement account for trail bridge repairs.

Pompton Rail-Trail (a.k.a. NYS&W) The County received 12 bids for the construction of the trail on February 9th but it is anticipated that the project will have to be rebid due to concerns with the bid document and some confusion of bidders.

Responses to the County’s Wayfinding & Interpretive Sign RFP are due May 25th.

Patriot’s Path Great Morristown Greenway Reporting that a NJDEP Pre-Application Meeting has been requested by the Commission’s engineering consultant.

Updating the Committee on several recently completed trail initiatives at Pyramid Mountain Natural Historic Area: • Assistant Superintendent of Trails Lutsko oversaw the successful park-wide trail reblazing effort that was completed with assistance from volunteers and Natural Resources staff. The Committee reviewed communication strategies that were utilized to notify park users and minimize confusion during the transition. The new loop centric blaze scheme was developed to assist with wayfinding and attempt to reduce issues with lost hikers in the park.

• Concurrently, an Eagle Scout installed 16 wayfinding signs throughout the park under the direction of Assistant Superintendent Lutsko to further aid hiker navigation.

• Reviewing photos of a new bridge that was recently constructed by PSEG as part of its 2021 access agreement to utilize the park’s trails to access one of its towers for service. Staff sited the bridge in a location where a future trail will traverse.

Tourne County Park Updating the Committee on a new trail connection at Tourne County Park that provides access to the /Towpath Trail off of Bush Road in Denville Township. The trail was installed by Park Maintenance staff under the oversight of Assistant Superintendent Lutsko. The Committee discussed ongoing dumping and encroachment issues with homeowners on Pleasant Valley Road. Staff will evaluate this issue and consider sending a neighbor notification letter.

West Morris Greenway Materials for the scheduled culvert replacement are being delivered mid-May with construction to occur late May by the B&C staff.

NJDOT Set-Aside Grant Reporting that the Commission was not awarded a grant for the trail/road intersection improvements and will continue to seek alternative funding source for implementation. There were 133 grant applications requesting $100,000,000.00 for only $9,750,000.00 of available funds.

Other Business Apprising the Committee of the status of the rollout of the new Adopt-A-Trail Program. A survey has been placed on the website to help streamline the registration process and match interested volunteers with appropriate trail segments. A new GIS database has been developed to help manage the program spatially. Assistant Superintendent Lutsko has also developed a new Program manual that is almost ready for release (Attachment No. 4). All Program information will be uploaded to the website later in May. There are 232 adoptable trail/trail sections. The Tourne County Park and Pyramid Mountain Natural Historic Area trails have been fully adopted to date.

Reporting on the plans for the 2021 NYNJTC/Americorps Seasonal Trail Improvement Program and reviewing the anticipated project schedule. The Program is scheduled to begin on May 14-17 with the NYNCTC’s annual Corps member training session which is being held at Lewis Morris County Park. As part of this training, the new Americorps members will work together on a reroute Page 18 of 25 of a heavily eroded section of the Green Trail. Afterward a crew will be assigned to work on designated projects throughout multiple parks between June and November, including the Tourne County Park, Pyramid Mountain, Schooley’s Mtn., Patriots’ Path, Jonathans Woods and the Elizabeth D. Kay Center.

Updating the Committee on the development status of the MCPC’s Trail Courtesy Campaign including review of a website prototype and potential topics. The initial concept of focusing on Trail Courtesy has been expanded to include a number of natural resources and environmental education specific topics such as “No Collecting” and “Leave No Trace” principles. Staff will continue to develop the content.

Reviewing a conceptual layout for a Silas Condict County Park to Pyramid Mountain Natural Historic Area trail connection. At this time, staff time will only be spent on identifying a proposed route(s) for a future project.

REPORT OF THE EXECUTIVE DIRECTOR

Reporting on Hedden County Park. Park Police has been spending more time at this location to assure that all park visitors are aware of the appropriate usage of the park. Additional parking restrictions and signs are being placed to limit overcrowding in the parking lots.

Reporting that the Morris County Tourism Bureau is partnering again this year with the New Jersey Advanced Media and Hunter Hollberg from NJ Best. They are filming a short video in New Jersey that will include the Willowwood Arboretum and Bamboo Brook Outdoor Education Center along the Museum of Early Craftsman, the Shakespeare Theater, the Bridge Marina, the Windless at Lake Hopatcong and downtown Chester.

Reporting that the former Trails Superintendent Russ Nee, was recently awarded the Fay S. Mathewson award from the New Jersey Recreation and Parks Association. The Park Commission is proud of his achievement, and will issue a press release and congratulatory letter.

Reporting that the Willowwood Foundation’s former President Brace Krag, has stepped down and Meryl Carmel, the former Vice President and a resident of Chester, member of the Garden Club of Morristown and the Chester Historical Society, has been appointed as the President.

Reporting that a letter was received from a local resident who has been using Lewis Morris County Park for years saying how displeased he was with the condition of the park. Numerous improvements were made over the past few years such as the dredging of Sunrise Lake, Dam Restoration at Tempe Wick Road to name a few, along with proposed project improvements.

Reporting on the Governor’s Press Conference that took place earlier in the day in which the Governor provided details on the lifting of Covid restrictions that will take effect on Friday the 28th and June 4, 2021. May 28th - fully vaccinated individuals will not have to wear a mask indoors, although individuals that are not fully vaccinated must continue to wear face coverings. Indoor and outdoor social distancing is eliminated, and masks must be worn in youth camps. June 4th – All indoor capacity limitations will be eliminated.

Most of the restrictions previously impacting the Park Commission, will be eliminated by June 4th except the staffing ability which will limit opening some locations and buildings. Management and staff will be reviewing protocols going forward to maintain safe conditions for staff and all attendees at park programs and events.

Reporting that May has been a busy month for the Park Police with 4 lost hikers, 7 medical responses, 2 fire related issues and dumping issues.

Recommending that the June 28, 2021 Commission meeting will be held in person at the Cultural Center Headquarters. We will send out a survey to establish a start time (5:00 p.m., 5:30 p.m., or 6:00 p.m.) for the remainder of 2021.

PERSONNEL & SAFETY REPORT Concerns were raised by a park patron that Bike riders are not wearing helmets and having the proper warning device at Loantaka Brook Reservation. As reported at this month’s Recreational Page 21 of 25

Trails Committee staff is working on a program to educate users on trail use and safety requirements.

Received a complaint from a resident near The Frelinghuysen Arboretum regarding noise disturbances during events/weddings. The Park Commission assured testing, with a noise decibel reading device, that the music is within the limits allowed.

Reporting that a message was received this week from Theresa Hudzina regarding and issue she had raised earlier in the year to mark property lines. The park map clearly shows the boundary line as a straight line from Old Denville Road to the Rockaway River. She also expressed that she saw two people sitting on the park bench with logos on their shirts from the marijuana growing facility and one was vaping and the other appeared to be smoking pot. She is requesting that “No Smoking” signs are placed at the location.

Seminar & Conference Requests and Reports There is one (1) seminar request in the month of May with no cost.

Commissioner Cogger inquired about the proposed Pavilion Rehabilitation project and the costs associated, taking into consideration, the limited budget and funding available. Director Helmer noted that between the DEP and the Architects, we are not going to see the final plans ready to bid before the end of this year. Furthermore, Denise Chaplick, the Director of Park Planning, will reach out to Green Acres for additional Federal/State funding opportunities. The Land & Water Conservation Fund website lists projects that have previously been funded and it appears we could request a grant for funding for stormwater, circulation and additional docking at Lee’s Marina. That grant is due in September 2021 and I would like to file an application to see if we have merit.

Since JCP&L has an easement on the property, Park Counsel Suminski will have JCP&L review the plans to install fencing along the easement boundary prior to reengaging with the property owner.

Pyramid Mountain Natural Historic Area Staff provided a status report on the proposed acquisition of Diversified Properties, Block 3/Lots 38.1 & 38.2 in Montville Township, 4.328-acres combined. The owner of property believes there is development potential for both lots that would need a variance. The appraised value for both lots, pre-variance approvals is $340,000.00. These properties would provide critical parking enhancements for the park by adding 66 additional parking spaces. The Committee agreed that a meeting should be scheduled with the Highlands Council to discuss what approvals if any would be necessary from the Council to construct a gravel parking area.

Recommending that Committee Chair Seabury and Manager of Park Projects Felter make an attempt to contact representatives of the Croatian Cultural Club-Cardinal Stepinac which is a 30.8- acre property contiguous with the park in advance of finalizing any contract with Diversified Properties.

Waughaw Mountain Greenway The appraisal on the Geary property Block 89/Lot 123 in Kinnelon Borough is $85,000.00 for the 10-acre tract. A contract has been sent to Mr. Geary but he has not responded to Manager of Park Projects Felter.

The two Bruckmuhl Penne lots in Kinnelon Borough have been appraised for $84,000.00 for the combined 9.75-acres.

Diversions/Disposal of Parkland The Committee had no questions regarding the recently held Scoping Hearing for Block 4301/Lot 6, Hanover Twp. Page 23 of 25

Other Business The Committee will review the potential donation of property in Kinnelon Borough near Silas Condict County Park but asked to see if the Newark Water Supply Authority could be contacted to see if they have any interest in the property since they own land that is contiguous.

• Land Acquisition - A new real estate matter has been proposed by the Land Conservancy of New Jersey. It pertains to the sale of vacant property owned by PSE&G. The property is in Jefferson Township and fronts on State Route 15 South. It is Lot 1.01 in Block 320.05 consisting of 24.97 acres. The purchase price is $125,000.00. It is contiguous to Mahlon Dickerson Reservation. It has a significant number of streams on the property relating to Weldon Brook.

• Land Acquisition – Continuing to work with Russ Felter on the acquisition of the Geary property located in Kinnelon Borough consisting of 10 acres, Block 56801, Lot 105 for a purchase price of $85,000.00. A contract is expected to be signed shortly.

Background Information: The Factory Building and attached Wheelhouse are an excellent example of a preserved, early 19th-century vernacular farm building modified for various industrial purposes, typical of the early Industrial Revolution in the US. Construction of a water-powered factory began in 1829 by Dayton Canfield and was eventually completed by his father-in-law, Stephen Vail, later that same year. Vail’s journal provides information about the beginning and subsequent history of this endeavor. The Wheelhouse contains a magnificent 24’ overshot waterwheel. The present wheel was installed in 1853 and replaced an older one. By this time, George, Stephen’s younger son, had taken over the Ironworks, giving it his own name in 1845. The Waterwheel is made of wooden spokes and iron parts cast at the Speedwell Ironworks, and bears the “Geo. Vail and Co.” trademark still seen on the outer rim of the wheel. The Wheelhouse is significant for its association with the Industrial Revolution and as a well-preserved vernacular building associated with iron production in Morris County and all work proposed for the Wheelhouse shall comply with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

The Wheelhouse at Historic Speedwell is located at 333 Speedwell Avenue in Morristown, Morris County, New Jersey. All work done on this project must conform to the Secretary of the Interior’s Standards for the Treatment of Historic Properties (Revised 1995), and is subject to review by the New Jersey Historic Preservation Office, the County of Morris, and the New Jersey Historic Trust. The Morris County Park Commission seeks experienced Historic Restoration General Contractors who specialize in or have subcontractors who specialize in restoration of historic buildings for the restoration of the Vail Factory Wheelhouse at Historic Speedwell.

The scope of the work for this single contract is primarily for: 1. Construct temporary protective structure to house removed overshot waterwheel; 2. 1. The Potential Bidder, acting as General Contractor, will be required to demonstrate verifiable, successful experience in Project Supervision and Administration of historic preservation projects. This experience shall include two (2) projects involving separate historic buildings or sites and of similar activities, construction cost and scope of work as the subject project completed in compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties (revised 1995) within the past five (5) years preceding the date of execution of this pre-qualification form. At least one (1) of the projects must have been reviewed by either of the following: State Historic Preservation Office, the New Jersey Historic Trust or the historic review body of a county or municipal authority. The aggregate construction cost of each project must be at least $200,000.

2. The Potential Bidder’s proposed project supervisor will be required to demonstrate verifiable, successful experience in Project Supervision and Administration of historic preservation projects.
