July 2021 BHC Meeting Agenda Page 1 of 3 1.0 CALL TO ORDER This Regular Meeting of the Banff Heritage Corporation will be conducted virtually using Zoom and will be live streamed on the Town of Banff website. It will not be recorded or made available after the meeting has concluded. 2.0 APPROVAL OF AGENDA 2.1 Agenda for the July 2021 Regular Meeting of the Banff Heritage Corporation Recommendation: That Agenda for the July 2021 Regular Meeting of the Banff Heritage Corporation be approved. 3.0 ADOPTION OF PREVIOUS MINUTES 3.1 Minutes of the May 2021 Regular Meeting of the Banff Heritage Corporation Recommendation: That the Minutes of the May 2021 Virtual Regular Meeting of the Banff Heritage Corporation be adopted. 4.0 NEW BUSINESS 4.1 Introduction of New Public Director – Colin Murton 4.2 St. Julien Road Reconstruction – Council has directed Administration to complete a detailed design for the reconstruction of St. Julien Road, between Wolf Street and St. Julien Way. During public consultation, Administration provided the public with some information on the historical significance of the name St Julien and included a survey question on the topic. 57% of responses were supportive of the installation of an interpretive sign. Feedback about the sign varied from keeping it simple, to suggestions for alternate topics such as indigenous history. The concept is being referred to the Heritage Committee for further consideration. Supplementary information is attached to this agenda. The full report on the project can be found on the following link starting on page 56. https://banff.ca/AgendaCenter/ViewFile/Agenda/_05102021-1026 4.3 Heritage Master Plan – $40,000 has been allocated in consulting services to support this Council-directed project, with the target to have a draft report completed by the end of 2021. A Request for Proposals for consultant support has been drafted, and the Heritage Corporation is requested to provide input into both the desired process and outcomes of the plan. Council Service Review description and draft project description are attached to agenda for discussion. 5.0 STAFF UPDATES 5.1 Landmarks and Legends – Siding 29 – Final Draft is attached to this agenda for the Heritage Corporation’s review prior to publishing. July 2021 BHC Meeting Agenda Page 2 of 3 5.2 Ongoing Website Updates – Maps of landmarks and legends and blue plaques, Heritage Exhibit and Newsletter, Statements of Significance, Heritage Inventory. Chemko that the Banff Heritage Corporation: 1. Pursuant to Section 16 of the Freedom of Information and Protection of Privacy Act, move into closed meeting for briefing and discussion; 2. Direct that the closed meeting discussions remain confidential pursuant to Section 16 of the Freedom of Information and protection of Privacy Act. MOTION CARRIED HER 21-14 Moved by E. Checko that the Banff Heritage Corporation move out of closed meeting and return to the regular meeting at 3:10 PM. MOTION CARRIED 4.4 Draft Banff National Park Management Plan – S. Malins presented the Heritage and Culture components of the Draft Banff National Park Management Plan Administration will coordinate feedback related to the Draft Management Plan. S. On April 24, 1915, the Canadian First Division St. Julien, Belgium played an important role in defending against the first poison gas attacks by Germans to the Western Front. A Canadian War Memorial and a small commemorative park is located in the village of St. Julien in Belgium. The designer of the monument, The Brooding Soldier, was a Regina architect, Frederick Chapman Clemesha, who was wounded while serving with the Canadian Corps during the war. There is an opportunity to create an interpretive kiosk or plaque on St. Julien Road telling the story about the name and the importance of St. Julien. Examples of plaques are in front of heritage buildings around Banff. An example of an interpretive kiosk is the nature information on the Bow River Trail. We are looking for feedback on whether you would like to see an interpretive sign on St.
