Key points • The Queensland Government invests in remote and discrete Aboriginal and Torres Strait Islander communities to support people to live healthy, safe and fulfilling lives. • This report considers how available resources can best be used to achieve these outcomes. • We have talked with those living in communities, service providers and other stakeholders to understand how well the current system meets their needs. The results are mixed. • There are examples of good service delivery that can be built upon, but most stakeholders agree there are opportunities to improve how programs and services are designed, funded and delivered to better meet expectations of performance and improve outcomes. • The service delivery system involves all three levels of government, numerous agencies, and a wide range of Indigenous and non-Indigenous organisations. There is a strong commitment from stakeholders to address the complex and longstanding issues facing communities. • In our view, the key to sustained change is to address the underlying incentives inherent in the current system. This means a change to the overall policy and service delivery architecture as follows: – structural reform to transfer accountability and decision-making closer to where service users are—to regions and communities – service delivery reform to put communities at the centre of service design – economic reform to facilitate economic participation and community development. • These elements will need to be underpinned by: – capability and capacity building within government, service providers and communities to support a new way of doing things – timely and transparent data collection and reporting to support performance and accountability. • This proposal, put forward for further discussion, aims to enable Aboriginal and Torres Strait Islander communities to improve outcomes for themselves. The potential benefits are large, in improving wellbeing and in re-prioritising expenditure to where communities value it most. • The proposal is realistic but ambitious—gains will take time. The Commission has put forward 16 recommendations to achieve better performance in delivering outcomes and promote further discussion.

Report recommendations stress the need for greater consideration of Aboriginal cultural perspectives in the development and implementation of government policies. A central question to emerge from the study is whether cultural tourism is merely a novel angle within current developments in tourism and enjoying a good deal of attention and enthusiasm from tourist organisations and operators, or whether it is primarily a context for commercial enterprise development by Aboriginal people? A related matter is the question of what purpose Aboriginal ventures in cultural tourism are designed to serve and in whose interests they are developed? Answers to these issues were not always obvious to Aboriginal people involved in the ventures surveyed nor was it necessarily apparent to some of the non-Aboriginal participants. The purpose of Aboriginal tourism ventures is problematic in public policy and in bureaucratic practice.

    CHAPTER TWO Tidal Flows An overview of Torres Strait Islander-Asian contact Anna Shnukal and Guy Ramsay Torres Strait Islanders The Torres Strait Islanders, Australia’s second Indigenous minority, come from the islands of the sea passage between Queensland and New Guinea. Estimated to number at most 4,000 people before contact, but reduced by half by disease and depredation by the late-1870s, they now number more than 40,000. Traditional stories recount their arrival in waves of chain migration from various islands and coastal villages of southern New Guinea, possibly as a consequence of environmental change.1 The Islanders were not traditionally unified, but recognised five major ethno-linguistic groups or ‘nations’, each specialising in the activities best suited to its environment: the Miriam Le of the fertile, volcanic islands of the east; the Kulkalgal of the sandy coral cays of the centre; the Saibailgal of the low mud-flat islands close to the New Guinea coast; the Maluilgal of the grassy, hilly islands of the centre west; and the Kaurareg of the low west, who for centuries had intermarried with Cape York Aboriginal people. They spoke dialects of two traditional but unrelated languages: in the east, Papuan Meriam Mir; in the west and centre, Australian Kala Lagaw Ya (formerly called Mabuiag); and they used a sophisticated sign language to communicate with other language speakers. Outliers of a broad Melanesian culture area, they lived in small-scale, acephalous, clan-based communities and traded, waged war and intermarried with their neighbours and the peoples of the adjacent northern and southern mainlands.

    Master Thesis In Partial Fulfilment of the Requirements for the Degree of Master of Science: Development and Rural Innovation Racist structures and ideologies regarding Aboriginal people in contemporary and historical Australian society Robin Anne Gravemaker Student number: 951226276130 June 2020 Supervisor: Elisabet Rasch Chair group: Sociology of Development and Change Course code: SDC-80436 Wageningen University & Research i Abstract Severe inequalities remain in Australian society between Aboriginal and non-Aboriginal people. This research has examined the role of race and racism in historical Victoria and in the contemporary Australian government, using a structuralist, constructivist framework. It was found that historical approaches to governing Aboriginal people were paternalistic and assimilationist. Institutions like the Central Board for the Protection of Aborigines, which terrorised Aboriginal people for over a century, were creating a racist structure fuelled by racist ideologies. Despite continuous activism by Aboriginal people, it took until 1967 for them to get citizens’ rights. That year, Aboriginal affairs were shifted from state jurisdiction to national jurisdiction. Aboriginal people continue to be underrepresented in positions of power and still lack self-determination.     ‘Socialist paradise’ or ‘inhospitable island’? Visitor responses to Palm Island in the 1920s and 1930s1 Toby Martin Tourists visiting Queensland’s Palm Island in the 1920s and 1930s followed a well-beaten path. They were ferried there in a launch, either from a larger passenger ship moored in deeper water, or from Townsville on the mainland. Having made it to the shallows, tourists would be carried ‘pick a back’ by a ‘native’ onto a ‘palm-shaded’ beach. Once on the grassy plains that stood back from the beach, they would be treated to performances such as corroborees, war dances and spear-throwing. They were also shown the efforts of the island’s administration: schools full of happy children, hospitals brimming with bonny babies, brass band performances and neat, tree-fringed streets with European- style gardens. Before being piggy-backed to their launches, the tourist could purchase authentic souvenirs, such as boomerangs and shields. As the ship pulled away from paradise, tourists could gaze back and reflect on this model Aboriginal settlement, its impressive ‘native displays’, its ‘efficient management’ and the ‘noble work’ of its staff and missionaries.2 By the early 1920s, the Palm Island Aboriginal reserve had become a major Queensland tourist destination. It offered tourists – particularly those from the southern states or from overseas – a chance to see Aboriginal people and culture as part of a comfortable day trip.
