For further information contact the UOW Library: [email protected] Australian Aborigines & cultural tourism: case studies of Aboriginal involvement in the tourist industry Abstract The principal focus of this report has been with issues of direct concern to Aboriginal people and communities involved with cultural tourism. Report recommendations stress the need for greater consideration of Aboriginal cultural perspectives in the development and implementation of government policies. A central question to emerge from the study is whether cultural tourism is merely a novel angle within current developments in tourism and enjoying a good deal of attention and enthusiasm from tourist organisations and operators, or whether it is primarily a context for commercial enterprise development by Aboriginal people? A related matter is the question of what purpose Aboriginal ventures in cultural tourism are designed to serve and in whose interests they are developed? Answers to these issues were not always obvious to Aboriginal people involved in the ventures surveyed nor was it necessarily apparent to some of the non-Aboriginal participants. The purpose of Aboriginal tourism ventures is problematic in public policy and in bureaucratic practice. -

CHAPTER TWO Tidal Flows An overview of Torres Strait Islander-Asian contact Anna Shnukal and Guy Ramsay Torres Strait Islanders The Torres Strait Islanders, Australia’s second Indigenous minority, come from the islands of the sea passage between Queensland and New Guinea. Estimated to number at most 4,000 people before contact, but reduced by half by disease and depredation by the late-1870s, they now number more than 40,000. Traditional stories recount their arrival in waves of chain migration from various islands and coastal villages of southern New Guinea, possibly as a consequence of environmental change.1 The Islanders were not traditionally unified, but recognised five major ethno-linguistic groups or ‘nations’, each specialising in the activities best suited to its environment: the Miriam Le of the fertile, volcanic islands of the east; the Kulkalgal of the sandy coral cays of the centre; the Saibailgal of the low mud-flat islands close to the New Guinea coast; the Maluilgal of the grassy, hilly islands of the centre west; and the Kaurareg of the low west, who for centuries had intermarried with Cape York Aboriginal people. They spoke dialects of two traditional but unrelated languages: in the east, Papuan Meriam Mir; in the west and centre, Australian Kala Lagaw Ya (formerly called Mabuiag); and they used a sophisticated sign language to communicate with other language speakers. Outliers of a broad Melanesian culture area, they lived in small-scale, acephalous, clan-based communities and traded, waged war and intermarried with their neighbours and the peoples of the adjacent northern and southern mainlands. -

To meet with all of you here today who have travelled from every comer of the globe to share your experiences, hopes and aspirations, is not only a rewarding experience but is most encouraging as we continue to persevere towards our many and varied goals. My name is Terry Waia and I stand here today as a representative of the people of the Torres Strait Islands in Australia. This is the second time that I have had the privilege to represent my people at a session of this Working Group and I welcome this opportunity to inform you of the progress we are making in our region. The Torres Strait is a unique and beautiful part of the world, home for my people, the Torres Strait Islanders. We are of Melanesian origin and our population of approximately 8000 live amongst 17 island communities scattered across a 150km expanse of sea separating mainland Australia from the south coast of Papua New Guinea. In the Torres Strait I hold two key positions, that of Chairperson of Saibai Island, one of the region's northern most islands, and Chairperson of the Torres Strait Regional Authority (TSRA), a Commonwealth Government authority that was established in 1994 by the Parliament of Australia. -

As a consequence of their different origins, populations, legal status, administrations and rates of growth, the post-contact western and eastern Muan communities followed different historical trajectories. This chapter traces the history of Mua, linking events with the family connections which always existed but were down-played until the second half of the 20th century. There are four sections, each relating to a different period of Mua’s history. Each is historically contextualised and contains discussions on economy, administration, infrastructure, health, religion, education and population. A Appendix A: Committee visits to remote Aboriginal and Torres Strait communities As part of the Committee’s inquiry into remote Indigenous community stores the Committee visited seventeen communities, all of which had a distinctive culture, history and identity. The Committee began its community visits on 30 March 2009 travelling to the Torres Strait and the Cape York Peninsula in Queensland over four days. In late April the Committee visited communities in Central Australia over a three day period. Final consultations were held in Broome, Darwin and various remote regions in the Northern Territory including North West Arnhem Land. These visits took place in July over a five day period. At each location the Committee held a public meeting followed by an open forum. These meetings demonstrated to the Committee the importance of the store in remote community life. The Committee appreciated the generous hospitality and evidence provided to the Committee by traditional owners and elders, clans and families in all the remote Aboriginal and Torres Strait communities visited during the inquiry. The Committee would also like to thank everyone who assisted with the administrative organisation of the Committee’s community visits including ICC managers, Torres Strait Councils, Government Business Managers and many others within the communities. PROFILE FOR MANAGEMENT OF THE HABITATS AND RELATED ECOLOGICAL AND CULTURAL RESOURCE VALUES OF DAUAN ISLAND January 2013 Prepared by 3D Environmental for Torres Strait Regional Authority Land & Sea Management Unit Cover image: 3D Environmental (2013) EXECUTIVE SUMMARY The granite rock pile that forms Dauan, along with nearby Saibai and Boigu Islands, form the Northern Island Group of Torres Strait, located approximately 150 km north of Thursday Island (see Figure 1). Whilst Saibai and Boigu Island are extensions of the alluvial Fly Platform, geologically part of the Papua New Guinea mainland, Dauan is formed on continental basement rock which extends northward from Cape York Peninsula to Mabadauan Hill on the south-west coast of Papua New Guinea. A total of 14 vegetation communities, within ten broad vegetation groups and 14 regional ecosystems are recognised on the island. The total known flora of comprises 402 species (14 ferns, 388 angiosperms), with 317 native and 85 naturalised species. Nine plant species are considered threatened at the commonwealth and state levels and a further 25 species considered to have significance at a regional level. As for the majority of Torres Strait Islands there is a lack of systematic survey of fauna habitats on the island. A desktop review identified 135 fauna species that are reported to occur on Dauan. This can be compared with the 384 terrestrial fauna species that have been reported for the broader Torres Strait Island group. The Dauan fauna comprises 20 reptiles, 100 birds, 3 frogs and 12 mammals. Of these, one reptile, one bird and four mammal species are introduced. -

Altman No. 98/1995 ISSN 1036-1774 ISBN 0 7315 1772 5 SERIES NOTE The Centre for Aboriginal Economic Policy Research (CAEPR) was established in March 1990 under an agreement between the Australian National University (ANU) and the Aboriginal and Torres Strait Islander Commission (ATSIC). CAEPR operates as an independent research unit within the University's Faculty of Arts and is funded by ATSIC, the Commonwealth Department of Social Security and the ANU. CAEPR's principal objectives are to undertake research to: • investigate the stimulation of Aboriginal and Torres Strait Islander economic development and issues relating to Aboriginal and Torres Strait Islander employment and unemployment; • identify and analyse the factors affecting Aboriginal and Torres Strait Islander participation in the labour force; and • assist in the development of government strategies aimed at raising the level of Aboriginal and Torres Strait Islander participation in the labour market. The Director of the Centre is responsible to the Vice-Chancellor of the ANU and receives assistance in formulating the Centre's research agenda from an Advisory Committee consisting of five senior academics nominated by the Vice-Chancellor and four representatives nominated by ATSIC, the Department of Employment, Education and Training and the Department of Social Security. CAEPR DISCUSSION PAPERS are intended as a forum for the dissemination of refereed papers on research that falls within the CAEPR ambit. These papers are produced for discussion and comment within the research community and Aboriginal affairs policy arena. Many are subsequently published in academic journals.
