For the follow- ing four centuries, the Cypriot monarchs were confronted with the power of the Near Eastern empires. This essay focuses on the relations between the Cypriot kings and the Near Eastern Great Kings from the eighth to the fourth century BC. To understand these relations, two theoretical concepts are applied: the centre-periphery model and the concept of suzerainty. From the central perspective of the Assyrian and Persian empires, Cyprus was situated on the western periphery. Therefore, the local governing traditions were respected by the Assyrian and Persian masters, as long as the petty kings fulfi lled their duties by paying tributes and providing military support when requested to do so. The personal relationship between the Cypriot kings and their masters can best be described as one of suzerainty, where the rulers submitted to a superior ruler, but still retained some autonomy. This relationship was far from being stable, which could lead to manifold mis- understandings between centre and periphery. In this essay, the ways in which suzerainty worked are discussed using several examples of the relations between Cypriot kings and their masters. Key words: Assyria, Persia, Cyprus, Cypriot kings. Ergün Olgun is Under-secretary to the President of the Turkish Republic of Northern Cyprus. BACKGROUND There are two peoples in Cyprus who jealously guard their distinct political, ethnic, cultural, linguistic and religious identities and separate existence. They are political equals, each with its established equal status, including its separate right of self-determination. The UK government, in 1956 and 1958, recognised the two peoples separate right of self-determination before independence was granted to the partnership Republic. The political equality of the two parties was enshrined in the Constitution of the partnership Republic, where legitimacy ensued from the joint will of the two parties expressed through their separately elected representatives. As an equal party and as a subject of international law, the Turkish Cypriot party, together with the Greek Cypriot party, was a signatory to all the international treaties of 1960, which created the partnership Republic. Since its violent usurpation of the 1960 partnership Republic in 1963, the Greek Cypriot partner has been trying to take full control of the island in order to turn it into a Hellenic Republic. The Turkish Cypriot party, for its part, has fought for and successfully defended its rights, never succumbing to the will of the Greek Cypriot party. Turkish Cypriot pleas during the 1963-1974 period to maintain the 1960 constitutional order were ridiculed, and Greek Cypriots went ahead and unilaterally changed even the unchangeable 'equal partnership' provisions of the 1960 Constitution soon after ejecting the Turkish Cypriot partner from all the organs of the state. -

The purpose of my address is to introduce you to a publication – Rule of Law – A guide for politicians – that you should have received by now. An interesting coincidence is that exactly one month ago, on 24 September, the High-level Meeting of the UN General Assembly adopted a Declaration on the Rule of Law at the National and International Levels. I am sure that you are aware of the well-deserved mentioning of the Inter-Parliamentary Union in that Declaration. My name is Hans Corell. I am a former judge and later legal adviser to three Ministers of Justice and three Ministers for Foreign Affairs in my native Sweden. I served as the Under- Secretary-General for Legal Affairs and the Legal Counsel of the United Nations from 1994 to 2004. Having now retired from public service, I am addressing you in my capacity as Chairman of the Board of Trustees of the Raoul Wallenberg Institute of Human Rights and Humanitarian Law at Lund University in Sweden. Forsyth, Advisor This study examines the role of both the United States and Great Britain during a series of crises that plagued Cyprus from the mid 1950s until the 1974 invasion by Turkey that led to the takeover of approximately one-third of the island and its partition. Initially an ancient Greek colony, Cyprus was conquered by the Ottoman Empire in the late 16th century, which allowed the native peoples to take part in the island’s governance. But the idea of Cyprus’ reunification with the Greek mainland, known as enosis, remained a significant tenet to most Greek-Cypriots. The movement to make enosis a reality gained strength following the island’s occupation in 1878 by Great Britain. Cyprus was integrated into the British imperialist agenda until the end of the Second World War when American and Soviet hegemony supplanted European colonialism. Beginning in 1955, Cyprus became a battleground between British officials and terrorists of the pro-enosis EOKA group until 1959 when the independence of Cyprus was negotiated between Britain and the governments of Greece and Turkey. The United States remained largely absent during this period, but during the 1960s and 1970s came to play an increasingly assertive role whenever intercommunal fighting between the Greek and Turkish-Cypriot populations threatened to spill over into Greece and Turkey, and endanger the southeastern flank of NATO. -

The Liberation Struggle of Eoka 1955-1959 and the Chloraka Coast
THE LIBERATION STRUGGLE OF EOKA 1955-1959 AND THE CHLORAKA COAST Today the Chloraka coast in Paphos is a busy tourist area. At the time of the 1955-1959 struggle for liberation, however, it was a remote deserted shoreline, and this is why it was cho- sen as the site for the secret arrival from Greece of EOKA leader George Grivas Dhigenis and for receipt of the first shipments of arms. Because of the very important events that took place here during preparations for the EOKA struggle in 1954 and the early part of 1955, the Chloraka coast and particularly the areas "Alyki", "Rodafinia" and "Vrexi" are among the most important monumental sites of the 1955-1959 struggle for freedom. It was here that the flame of freedom was lit for the first time. It was from here that the message was spread to the whole of Cyprus that the yoke of English Colonial Rule was about to be thrown off. THE CHAPEL OF SAINT GEORGE About two hundred metres from the sea, at the place known as "Alyki", where the leader Dhigenis disem- barked on 10 November 1954, Zena Gunther built the chapel of Saint George, at her own expense, in honour of the military leader. The chapel, which was later decorated with icons by George and Alexander Constantinides under the supervision of Paphos Diocese and with donations from Christians, is now an integral part of the monu- mental site on the Chloraka coast. Together with the other monumental works, it serves to perpetuate his- toric memory and to underline the Christian faith that inspired the freedom fighters of the struggle and was indissolubly linked to their love for freedom for the fatherland. -

Government in The Republic of Cyprus: Responding to the Problems of Water Scarcity and Quality Alexis Pericli December 2018 Submitted to the University of Hertfordshire in partial fulfilment of the requirement of the degree of Doctor of Philosophy 1 ABSTRACT Water management is a significant challenge in The Republic of Cyprus. The country is subject to a number of water problems based on scarcity and quality, with these stemming from limited precipitation inputs, drought, the overuse of groundwater, as well as the spatial disparity of supply and demand due to population growth, agriculture, tourism, and climate change. The convergence of these aspects has generated water problems, which necessitate the use of particular problem-solving responses by government that are targeted at securing the provision of water services and sustaining socio-economic development. To understand how government in Cyprus has responded to water management problems this thesis adopts an understanding based on John Dryzek’s (2013) problem-solving rationalities of administrative rationalism, democratic pragmatism, and economic rationalism. These reflect and build on the three methods that societies use to coordinate and organise responses to socio- environmental problems, namely mandatory, voluntary, and economic approaches. The problem-solving rationalities provide a unique way of understanding government problem- solving due to an interpretation that focuses on the specifics of problem-solving, based on; actor roles, motives, and behaviour; rhetoric; the evolution of responses over time; as well as the use of multiple concepts that are brought together to offer a more inclusive conceptualisation. This research adopts a qualitative approach to data collection and utilises semi-structured interviews to understand the views, roles, and experiences of key actors in problem-solving.
