Policy Agenda of the Greenland Home Rule
PROGRAMMING DOCUMENT FOR THE SUSTAINABLE DEVELOPMENT OF GREENLAND 2014-2020 (2014/137/EU) SIGNATURE OF THE PROGRAMMING DOCUMENT FOR THE SUSTAINABLE DEVELOPMENT OF GREENLAND The Government of Greenland and the European Commission hereby agree as follows: (1) The Government of Greenland and the European Commission held discussions in 2013 and 2014 with a view to determining the general orientations for cooperation for the sustainable development of Greenland from 2014 to 2020. In the course of these discussions, the Programming Document for the Sustainable Development of Greenland was drawn up in accordance with Council Decision 2014/137/EU of 14 March 2014 and Regulation (EU) 236/2014 of the European Parliament and the Council of the 11 March 2014 laying down the rules and procedures for the implementation of the Union’s instruments for financing external action. (2) The agreement of the Government of Greenland and the European Commission on the Programming Document for the Sustainable Development of Greenland completes the programming process referred to in Article 4 of Council Decision 2014/137/EU of 14 March 2014. The 21st of June 2009 the Act of Greenland Self-Government entered into force replacing the Greenland Home Rule Act of 1979. This changed the constitutional status of Greenland within the Kingdom of Denmark and inter alia defined the natural resources of Greenland as being the property of the Greenlandic people. -

h ps://doi.org/10.22584/nr45.2017.006 PoliƟ cal-Economic Indicators for Self-Sustainability in Greenland Chris an Wennecke Greenland Business Abstract: This ar cle contributes to policy learning in Greenland by linking entrepreneurship and innova on system theory to recent and former a empts at crea ng poli cal-economic indicators. The ar cle shows how working methods have developed within the Greenland government where evidence-based governance is becoming more commonly used. The main fi ndings indicate that the overall poli cal objec ve of crea ng a self-sustaining economy is not possible in the short run, but is a poli cally meaningful overall goal. Exis ng measurements and indicators have been important instruments in developing an understanding of the connectedness of elements in the innova on system. Measurements and indicators could s ll be developed further, especially by extending with more individual level data that can be analyzed within the context of ins tu onal level data. Also, the natural resource sectors need to be thought about in connec on to other industries and the competencies of the popula on in order to avoid a resource curse. This could very well be done in a cross-sec onal innova on policy, perhaps including an indicator for ”self-sustainability,” and combined with measuring the actual development in comparison with the set goals. Tourism & Quality of Life in Greenland
Tourism & Quality of Life in Greenland: Exploration through Farm Stays in South Greenlandic Settlements Naja Carina Steenholdt & Daniela Chimirri Studies of how the development of industries impacts resident quality of life in Greenland have largely focused on fisheries and mining, neglecting the emerging tourism industry in the country. In this article, we aim to contribute to the reduction of this gap within academia and praxis by exploring how the developing tourism industry in South Greenland interrelates with resident quality of life in this area. Based on the lack of existing academic literature and public awareness within tourism and quality of life in South Greenland, we investigate the relevance of the tourism industry, specifically farm tourism, effect on resident quality of life. Through a small-scale exploratory case study of farm stays in South Greenlandic settlements, we aim to create an understanding of how resident quality of life and farm tourism interrelates. By applying the bottom-up spillover theory as theoretical frame, we investigate whether generated income from farm tourism can contribute to people’s state of wellbeing, but also that there is more to wellbeing than “just” money. Based on generated data, our study concludes that there is a close interrelation between farm tourism and resident QoL in South Greenland. Subsequently, we argue that there are relevant grounds in a larger perspective for further research within the field of tourism and QoL in Greenland. Introduction The increasing amount of debates in Greenland, centering on economic growth, reflects the widespread acknowledgement of its essentiality for the welfare state as such as well as on the way to independence from Denmark. -

The main focus of this thesis will be on those changes, with a certain concentration on the changes in relation to Greenland. The thesis starts out by providing an overview of the physical and historical background of Greenland, followed by an overview of the economy of Greenland and a discussion of the obstacles for economic development. With Self-Government, Greenland is looking for new sources of income. The importance of the mineral sector has grown as it begins to show its potential as this new source. Case studies of four different mines, in three different countries, along with large scale projects in four different countries will be analysed and compared. -

Naalakkersuisut Siulittaasuata Naalakkersuisoqarfia Formandens Departement Selvstyrets Aktieselskaber - Årlig Redegørelse til Inatsisartut 2013 EM 2013/omdeles November 2013 Selvstyrets aktieselskaber Årlig redegørelse til Inatsisartut - 2013 Forord Selvstyrets aktieselskaber involverer os alle her i landet hvad enten der er tale om dagligvarebutikker i den lokale Pilersuisoq eller mobilt bredbånd til den nye telefon. Foruden de grundlæggende infrastrukturelle ydelser leverer nogle af aktieselskaberne erhvervsmæssige ydelser og skaber erhvervsudvikling. Af den samlede arbejdsstyrke her i landet er således omkring 1/5 af os direkte ansat i et af de selvstyreejet aktieselskaber. Det er derfor ekstremt vigtigt at selskaberne drives effektivt og omkostningsbevidst. Selskabernes ydelser og priser berører os alle ikke mindst betydningen for den enkelte borgers handlefrihed og muligheder når vi sammensætter vores indkøb ud fra vores indkomst. Naalakkersuisut har som erklæret mål at have en dynamisk og strategisk tilgang til ejerskaberne og fortsat at professionalisere ejerskabet af de helt og delvist selvstyreejede aktieselskaber. Formålet er at sikre, at selskaberne ledes fagligt og formeligt, og at alle interessenter har en klar forståelse af, hvad Naalakkersuisut forventer af ledelsen i de selvstyrejede aktieselskaber. De selvstyreejede selskaber omfatter fortsat en væsentlig del af erhvervslivet. Mange indtager en dominerende rolle på deres respektive markeder. Det er Naalakkersuisuts målsætning, at fortsætte udviklingen mod et mere differentieret erhvervsliv, hvor alt ikke nødvendigvis behøver være ejet af Grønlands Selvstyre. Selskabernes strategier skal være i overensstemmelse med de strategiske rammer, som fastlægges igennem dialog mellem Naalakkersuisut og selskabernes bestyrelser. Med denne årlige redegørelse håber jeg, at alle har mulighed for at følge udviklingen i de selvstyreejede aktieselskaber og dermed på egen hånd, kan danne sig en holdning til de enkelte selskabers forfatning.
