Welcome and Introductions Chair Chris Henry called the meeting to order at 4:00 p.m. Chair Henry introduced Troy Costales. Mr. Costales announced meeting instructions for members, liaisons, and guests. Roll call of introductions. II. Approval of Minutes for Previous Meetings (February and April) Chair Henry called for a review of the February 6, 2020 meeting minutes. MOTION: Mr. Munsell moved to approve the GAC-MS meeting minutes of February 6, 2020 as presented. Ms. Weber seconded. Call for vote; unanimous. Motion passed. Chair Henry called for a review of the April 16, 2020 meeting minutes. Mr. Hamon moved to approve the GAC-MS meeting minutes of April 16, 2020 as presented. Ms. Weber seconded. Call for vote; unanimous. Motion passed. III. Chair and Committee Member Reports Chair Report Chair Henry attended the OTSC meeting on July 8, 2020. The Team Oregon tuition increase recommendations by the GAC-MS and Transportation Safety Division (TSD) were presented to the members. The OTSC had unanimous approval of the Team Oregon tuition increase. There were questions as to why there were dissenting votes and an explanation was given that they do not write opposition reports.

    Enforcing the International Sports Boycott of South Africa At Oregon State University; News Clippings from the Struggle, 1980-1982 I U St I - - Compiled by Ed Ferguson History Department (1979-1991) Oregon State University -- -r Corvallis, Oregon - r- 4 4 I I ii Introd uction ii This is a booklet of news clippings and other pertinent material from the struggle to enforce the international sports boycott of South Africa at Oregon State University from 1980 through 1982. The struggle took place because of campus sporting ties with apartheid South Africa that violated the international ban on sports with that country ruled by a white-minority regime. Hence, it involved educating students, the local community and others throughout the state about the South African system of racial domination and oppression called "apartheid." Oregon press items in this booklet are primarily from the campus Daily Barometer and the local Gazette-Times. There is also material from other newspapers in the state: the Oregonian, the (Salem) Statesman- Journal, the (Eugene) Register-Guard, the Portland Observer, the (Roseburg) News-Review, the Redmond Spokesman, the (Prineville) Central Oregonian and the Blue Mountain Eagle published in John Day. The African Students' Association led the campus movement which IJreceived the strong support of Sally Duhaime of the Daily Barometer whose writings were of the highest quality. The campaign brought plays and prominent anti-apartheid speakers to campus, as well, so ' these activities will be found in these news clippings. This booklet is a component of "The Oregon Anti-Apartheid Files", a much larger collection of material from the statewide anti-apartheid movement.

  • Promising Practices in Motorcycle Rider Education and Licensing
    EXECUTIVE SUMMARY Motorcycle rider education provides an opportunity for novice riders to learn the basic skills necessary to operate a motorcycle safely and for experienced riders to refresh and refine their techniques. Although 47 States have State-legislated motorcycle rider education and all States and the District of Columbia require operators to obtain a motorcycle license or endorsement, standards and practices for rider education and licensing vary widely across the country. The purpose of this report is to develop a research-based model of promising practices in rider education and licensing and to use the model to identify States that have implemented high-quality rider training and comprehensive licensing. In addition, drawing on detailed data collected from State motorcycle rider education administrators, instructors, and students, the report describes specific actions that programs in five highlighted promising-practices States (Delaware, Idaho, Maryland, Nevada, and Oregon) have taken that promote the effective training and licensing of motorcycle operators. The promising-practices model and the specific recommendations can serve as a guide for other States interested in improving their rider training and licensing programs. Promising Practices in Rider Education and Licensing The model of promising practices in rider education and licensing was developed on the basis of a review of current research and position papers published by the National Highway Traffic Safety Administration (NHTSA). Thirteen practices were identified and organized within three broad areas: program administration, rider education, and licensing. Program administration refers to the structure and organization of a jurisdiction’s rider education and licensing activities. Practices related to rider education concern the details of delivering training efficiently and effectively to motorcycle operators.

All staff are working remotely. The Training Support Unit (TSU) is busy converting all in-person classroom to eRider and rescheduling displaced students. Training, Operations and Communications continue to execute business plans and prepare for training to resume. 1. Through March 31 (all training was postponed after March 15), 962 students took a basic or intermediate course, a drop of 28 percent in endorsement-seeking students from the previous year. 441 participants took Basic Rider Training 241 participants took eRider® Basic 141 participants took Intermediate Rider Training 139 participants took eRider® Intermediate The projected number of endorsement-seeking students in 2020 before statewide postponement of training was 9,836. 2. Operations, Facilities, and Equipment: The Operations team will soon begin site prep at the new North Portland/ODOT Region I location including container placement, training bike install and range paint. The team continues to negotiate for Bend and Roseburg replacement sites. A replacement range has been secured in Pendleton. The team painted the first of two replacement ranges at Chemeketa Community College and is coordinating with the sponsor for the second range paint as soon as possible. A replacement range has been painted at Treasure Valley Community College in Ontario due to degraded asphalt on the former range.
