A number of sites remain unavailable due to COVID-19 until further notice. Most staff continue to work remotely. The Training Support Unit (TSU) has rescheduled all students displaced by the pandemic and is currently contacting and registering 4000+ students from a waiting list. Training and Operations continue to execute business plans. Team Oregon has eliminated 3.5 staff positions, resulting in a 30-percent reduction in full- time staff. Despite this loss, service level will remain unchanged through the COVID-19 crisis. Among other organizational changes, all support functions have been centralized in TSU. Communications and outreach functions have been absorbed by the Training Department. 1. Through May 31 (no training was provided March 16-June 19), 986 students took a basic or intermediate course. The projected number of endorsement-seeking students in 2020 before statewide postponement of training was 9,836. With a loss of 13 weeks in March, April, May and June the number of students trained in 2020 is not likely to exceed 7,000. 2. Operations: The team continues to coordinate new COVID-19 protocols with site owners. At sites where Team Oregon has gained approval for training, a significant number of COVID- related measures have been implemented. Site development at the new North Portland/ODOT Region I site suffered COVID and weather-related delays in May and June. North Portland is now slated for opening by July 1. Negotiations for replacement sites in Bend and Roseburg continue. Two new ranges in Salem are now painted and awaiting Chemeketa Community College to approve a restart. 3. Training: Three General Instructor Update sessions were held via Zoom with a total of 51 attendees. Online updates to provide administrative training to range-only instructors (paperwork, reporting and online data entry) has been ongoing. Training developed new health safety protocols and updated all instructors prior to the June 20 restart. A Mentor update session was held via Zoom with 16 attendees. A Precision Maneuvering Clinic update was held via Zoom with eight attendees. 4. Outreach: Team Oregon instructor presence at motorcycle social events has been cancelled for 2020. Social media outreach continues in earnest on Facebook and Instagram, Twitter and LinkedIn. Social media has proven to be a low-cost method of engaging students before, during and after training.
