In 2017 only, the work of the Central Election Commission (CEC) was recognized with two international awards.1 The CEC Chairperson was also awarded in 2017 for her contribution to development of electoral processes.2 Such awards are indicative of success, however the question that remains is whether the work of the electoral adminis- tration was equally successful in all areas. Over the last two years the work of the electoral administration with regard to consideration of electoral complaints in the pre-election period was less than successful. Resolving election disputes the right way is a tool for creating fair and competitive electoral environment. The electoral administration, which is in charge of considering and deciding disputes envisaged by the legislation, plays an important role in this regard. It should establish the right practice, in compli- ance with the spirit and goals of the electoral legislation. With its decisions the electoral administration should help create high standard, as a precondition for creating equal electoral environment. Instead the electoral administration has failed to adequately address the chal- lenges raised by several precedent-setting cases. Its use of electoral norms is completely against the purpose of the electoral legislation. -

Comeback pedigree The Merseysiders succumbed 3-1 at Anfield last week to jeopardise their chances of securing a likely semi-final against FC Barcelona – 4-0 first-leg victors against FC Bayern München – but manager Rafael Benítez knows his side have already proved their comeback pedigree in more daunting situations. Most notably, they retrieved a three-goal half-time deficit in the 2004/05 UEFA Champions League final against AC Milan in Turkey to lift the European Champion Clubs' Cup for a fifth time after a penalty shoot-out. "Istanbul is maybe the best ever final in the history of the Champions League," he said. "To beat Chelsea would be a fantastic achievement but a final is a final." Gerrard key Liverpool's hopes rest to a large extent on whether Fernando Torres and Steven Gerrard are functioning at their best, and it will have been a boost to the visitors that the England midfielder took part in Monday's final training session with seemingly no pain from the groin injury which kept him out of Saturday's 4-0 victory over Blackburn Rovers FC, a result that kept the second-placed Reds in the Premier League title hunt. On the field, our Naonal ‘A’ Team met the target of qualifying for the Third Round of the 2014 FIFA World Cup Asian Qualifiers while our Naonal Youth teams performed well in the 23rd Lion City Cup tournament that was held at the Jalan Besar Stadium in June 2011. Off the field, FAS was recognised by FIFA for its various development programmes and iniaves aimed at taking Singapore football to the next level as envisaged by our FAS Strategic Plan 2010-2015. -

Read, Ph. D., Dean, Graduate School May, 2013 i Abstract A centenarian Basque soccer club, Athletic Club (Bilbao) is the ethnographic locus of this dissertation. From a center of the Industrial Revolution, a major European port of capitalism and the birthplace of Basque nationalism and political violence, Bilbao turned into a post-Fordist paradigm of globalization and gentrification. Beyond traditional axes of identification that create social divisions, what unites Basques in Bizkaia province is a soccer team with a philosophy unique in the world of professional sports: Athletic only recruits local Basque players. Playing local becomes an important source of subjectivization and collective identity in one of the best soccer leagues (Spanish) of the most globalized game of the world. This dissertation takes soccer for a cultural performance that reveals relevant anthropological and sociological information about Bilbao, the province of Bizkaia, and the Basques. Early in the twentieth century, soccer was established as the hegemonic sports culture in Spain and in the Basque Country; it has become a multi- billion business, and it serves as a powerful political apparatus and symbolic capital. -
