INTRODUCTION
2011 marked the second year of the implementa on of the FAS Strategic Plan 2010- 2015, and FAS are pleased to inform members, partners and stakeholders, that together we have made progress in the implementa on of this Plan both on and off-the-field.
On the field, our Na onal ‘A’ Team met the target of qualifying for the Third Round of the 2014 FIFA World Cup Asian Qualifiers while our Na onal Youth teams performed well in the 23rd Lion City Cup tournament that was held at the Jalan Besar Stadium in June 2011.
Off the field, FAS was recognised by FIFA for its various development programmes and ini a ves aimed at taking Singapore football to the next level as envisaged by our FAS Strategic Plan 2010-2015.
FAS recognises the contribu ons of our members, partners and stakeholders in 2011. As we move into the second half of the implementa on of the FAS Strategic Plan 2010- 2015, we will con nue to work closely with our members, partners and stakeholders, in pursuit of our objec ves, as envisaged in our FAS Strategic Plan 2010-2015.

FIFA ASSESSMENT MISSIONS TO SINGAPORE
Technical Assessment
FIFA Technical Director, Mr Jean-Michel Benezet and FIFA Development Officer, Mr Domeka Garamendi, were in Singapore from 8th to 12th September 2011 at the request of FAS to conduct a technical assessment on the various football development “… among programmes and to make the relevant recommenda ons in-line with our FAS Strategic Plan 2010-2015. the best in the region.” Mr Benezet at the conclusion of his mission, described the FAS youth development set- up and programmes as “among the best in the region”. - FIFA Technical Director, Jean-Michel He also added “I am par cularly impressed with your focus on the various age groups Benezet on FAS youth from U-8 to U-18. Referees Assessment

SINGAPORE SPORTS COUNCIL ORGANISATIONAL EXCELLENCE (OE) REVIEW
We are pleased to inform members, partners and stakeholders that FAS have done well in the Singapore Sports Council’s 2011 Organisa onal Excellence (OE) Review. FAS was ranked by SSC as one of the top NSAs in this Review.
The SSC‘s OE framework assessed NSAs based on factors such as the NSA’s leadership, management capability, systems and processes that support business con nuity, deliver sustainable spor ng performance were amongst some of the criteria.
MEMORANDUM OF UNDERSTANDING
One of our key objec ves in our FAS Strategic Plan 2010-2015 was to develop and enhance the capaci es and capabili es of our players, coaches, administrators and referees among others, to adopt the best prac ces of the top Asian and European Football Associa ons.
On 20th April 2011, FAS signed the first Memorandum of Understanding (MOU) with Japan Football Associa on (JFA). This MOU provides FAS a pla orm to learn and exchange exper se and informa on with JFA, the top football associa on in Asia and one of the top football associa ons in the world. In addi on, the MOU provides for the sharing of best prac ces in the development of football par cularly in the area of youth development, football science and medicine, coach and refereeing educa on. Amongst others.

This partnership with JFA was ac vated by the secondment to FAS of Mr Takuma Koga as the Head Coach of our NFA U-16 team in April 2011. AFC PRO-DIPLOMA COACHING COURSE
As part of our FAS Strategic Plan 2010-2015 to increase the capacity and capabili es of our local coaches, a total of 16 local coaches registered for and par cipated in the first ever AFC Pro-Diploma course organised in Singapore.
This course will be conducted in three modules with the first module conducted in November 2011 in Singapore, the second module conducted in Japan in July 2012 and the final module will be conducted in last quarter of 2012.
This is the highest professional coaching qualifica on in Asia, similar to the UEFA Pro Licence, and FAS is the first Member Associa on in South-East Asia to conduct this course. This has also benefi ed other Member Associa ons with coaches from Thailand and Japan amongst the other par cipants.
2014 FIFA WORLD CUP ASIAN QUALIFIERS
Our Na onal ‘A’ team achieved the target set by FAS for this compe on, when they qualified for the 3rd Round of the 2014 FIFA World Cup Asian Qualifiers a er defea ng the reigning ASEAN Football Federa on Champions, Malaysia, 6-4 on aggregate in the 2nd Round of this compe on.
In the 3rd Round, the Lions should have done be er, unfortunately they were not able to compete against their more experienced opponents, teams such as Iraq, PR China and Jordan, all of whom have played in the final rounds of previous AFC Asian Cup compe ons.

NATIONAL FOOTBALL ACADEMY
Singapore football con nues to progress steadily at the various na onal age-group levels through our concerted efforts within our Na onal Football Academy (NFA).
The various NFA teams par cipate in the COE and Prime League compe ons playing against players who are older that them. Besides providing our emerging talents with the best training and compe ons locally, playing against top European and Asian teams has been iden fied as cri cal for the overall development and interna onal match exposure for our elite youth players.
23rd CANON LION CITY CUP
FAS in collabora on with Red Card Pte Ltd organised the 23rd Canon Lion City Cup in June 2011. This collabora on is part of a three year partnership where Red Card Pte Ltd lead by former Singapore Lion, R. Sasikumar, was tasked to bring the top youth teams from Europe and South America for this tournament.
In this edi on of the Lion City Cup, the NFA U-15 and U-16 teams represented Singapore. The other par cipa ng teams were Newcastle United FC and Everton FC from England, Juventus FC from Italy and CR Flamengo from Brazil.
The 23rd Lion City Cup was also shown ‘Live’ in Europe via Eurosport and matches were also televised ‘Live’ on StarHub channel. Matches were also broadcast on Channel 5. There was also strong fan support at the stadium that contributed to the tournament’s success.
All matches played were entertaining and compe ve with both of our NFA teams qualifying for the semi-finals. In the exci ng semi-finals, our NFA U-16 team beat Juventus 5-4 on penal es to qualify for the final while our NFA U-15 team lost 0-3 to CR Flamengo.
In the finals our NFA U-16 team held technically superior CR Flamengo team 0-0 during regula on me before losing 3-4 on penal es. The NFA U-15 team put up a spirited performance to defeat Juventus FC 4 - 0 in the third / fourth placing playoff, to emerge as second runners-up.
SNOC TEAM OF THE YEAR AWARD (TEAM SPORTS, JUNIOR)
Our Singapore 2010 Youth Olympic Games team also know as the “Cubs” won the hearts of Singaporean and residents with their a rac ve brand of football and a “never- say-die” approach towards the game during the 2010 Youth Olympic Games football compe on. The team was nominated by FAS for the 2011 SNOC Team of the Year Award (Team Sport, Junior).
During the SNOC Singapore Sports Award 2011 Ceremony, our 2010 Youth Olympic Games football team were awarded the SNOC Team of the Year Award (Team Sports, Junior).

ATTACHMENT TO NEWCASTLE UNITED YOUTH ACADEMY
Ammirul Emmran who featured for the Bronze medal winning Singapore NFA U-15 team at the Singapore 2010 Youth Olympic Games and for the NFA U-16 team in the 2011 Lion City Cup, received the 2010 Dollah Kassim Award.

JUNIOR CENTRE OF EXCELLENCE (JCOE) 2012
In February 2012, FAS expanded the number of Junior Centres of Excellence from three to ten centres in order to iden fy, nurture and train younger players at the U-8s, U-10s and U-12s age-groups island-wide.
This expansion of JCOEs are in-line with the objec ves of FAS Strategic Plan 2010 – 2015 and FIFA Technical Director, Jean-Michel Benezet’s recommenda on for FAS to have a wider reach in developing our young talents at an even younger age.
CORPORATE SOCIAL RESPONSIBILITY
The Singapore football family was sadden by the earthquake and tsunami that struck Japan in March 2011, which resulted in the deaths of thousands and displaced many more families from their homes and many were separated from their families. FAS was the first spor ng organisa on outside of Japan to organise a fundraiser in support of these earthquake and tsunami vic ms.
A fund raising dinner and football charity match was organised in April 2011, featuring an S.League Selec on team playing against an Albirex Niigata Selec on team, which featured former Japanese Interna onals including FIFA 2002 and 2006 World Cup star, Hidetoshi Nakata.

2011 AFC Asian Cup Finals
Abdul Malik, Jeffrey Goh and Haja Maidin officiated in the 2011 AFC Asian Cup Final Round in Doha, Qatar. They performed well and were rated among the top trios of AFC Referees for this compe on. As a reward for their good performance, they were appointed by AFC to officiate the 3rd and 4th placing match between Uzbekistan and South Korea.
FOOTBALL STARS VISIT TO SINGAPORE
In 2011, FAS was privileged to welcome a number of footballing legends to Singapore, which was made possible by our partners.
Footballing legends, Pele and Eric Cantona were the guests-of-honour during our Courts Young Lions vs Geylang United FC S.League match in March 2011 at the Jalan Besar Stadium. Both legends were introduced to the teams as well as fans before the match.
We were also happy to host and welcome top professional players such as Nani and Edwin van der Sar from Manchester United FC and Fabio Cannavaro, former Italy Na onal Team captain, in 2011. These players conducted clinics and sharing sessions for our NFA and Courts Young Lions players and coaching staff. The appearances of these football icons were made possible by our partners Courts (Singapore) Pte Ltd, the sponsor of Courts Young Lions, Nike and the Singapore Olympic Founda on—Peter Lim Scholarship. Our NFA & Courts Young Lions players benefi ed from these sessions, as these top professional players shared their experiences with our players.
THE LATE NASIR JALIL, RAZALI ALIAS, QUAH KIM BENG & DR LAU TENG CHUAN
In 2011 and 2012, the Singapore football family were deeply grieved to learn of the passing of Nasir Jalil, Razali Alias, Quah Kim Beng, three former Singapore Interna onals and Dr Lau Teng Chuan, former Honorary Secretary of the FAS Council. A minute of silence was observed at S.League and Lions XII matches to honour and respect their contribu ons to Singapore Football.
S.LEAGUE
The S.League con nues to be a vital pla orm for local football talents to hone their skills and prepare for interna onal football.
FAS places on record our apprecia on for the efforts put in by our S.League clubs and in par cular credit S.League Club Chairman for their dedica on and relentless efforts over the years which has further improved and strengthened their club opera ons and management capabili es.
In 2011, FAS also successfully secured $17 million in funding support for the S.League for next 5 years from the Tote Board. This increase funding support will enable the clubs to consolidate their financial posi on as well as further enhance their management and administra ve competencies.

GREAT EASTERN YEO’S S.LEAGUE, RHB SINGAPORE CUP & LEAGUE CUP 2011
The 2011 Great Eastern YEO’s S.League was one of the most exci ng and compe ve season in S.League history with Tampines Rovers FC eventually edging Home United FC by a single point to clinch the 2011 S.League tle for the second me with the tle only decided on the final match day of the 2011 S.League season.
Albirex Niigata (S) FC also made history in 2011 when they won their first domes c tle, the League Cup, a er defea ng Hougang United FC 5-4 on penal es in an exci ng final.
Home United FC went on to deny Albirex Niigata (S) FC a second domes c tle when the beat Albirex Niigata (S) FC 1-0 in the RHB Singapore Cup Final.
200 GOALS
Indra Shahdan achieved a significant milestone when he scored 200 goals in all domes c compe ons in 2011.
S.LEAGUE VERSION 2.0
FAS announced in January 2012 the appointment of Mr Lim Chin as the Chief Execu ve Officer (CEO) of the S.League. Mr Lim Chin took over the helm from Mr Winston Lee who had concurrently served as the FAS General Secretary and CEO S.League.
Under Mr Lee’s stewardship as CEO for the last five years, the S.League has progressed and now firmly established as one of the top professional football leagues in this region.
Despite the constraints and challenges and having to assume a few key posi ons, including that of FAS General Secretary as well as ac ng as the Head of Compe ons, Marke ng and Corporate Communica ons, Mr Lee has managed to strengthen the S.League in all aspects and with Mr Lim Chin’s appointment, Mr Lee will now concentrate on his role as General Secretary of FAS and oversee the implementa on of FAS Strategic Plan 2010-2015.
S.League Version 2.0 was launched in January 2012 with the format of the S.League reduced from three rounds to two rounds. The 2012 S.League season also saw the par cipa on of Harimau Muda from Malaysia, as part of the MOU singed between FAS and FAM and the return of Brunei DPMM FC to the S.League.
A revamped S.League website was also launched in the first quarter of 2012 with the introduc on of the S.League TV, made available as a streaming channel on YOUTUBE.
S.League also signed a deal with ESPN-StarSports to produce the “Live” broadcast of S.League matches and weekly highlights. The 2012 S.League “Live” matches are being telecast on StarHub’s free to air channel, and the weekly highlights are telecast both on ESPN-StarSports and StarHub channels.
ESPN-StarSports also broadcast the weekly highlights to 11 countries in the Asia Pacific region. In Brunei and Malaysia, selected matches are also telecast “Live”. S.League

therefore is now being telecast to a broader audience in Asia and this allows our sponsors and partners to receive addi onal mileage for partnering with the S.League.

RHB Bank announced its $1.5 million RHB Singapore Cup sponsorship renewal for the term of 2011 - 2013 in conjunc on with its 50th anniversary. Following RHB Bank’s sponsorship renewal, Great Eastern followed suit with the renewal of the Great Eastern Sponsorship of the Great Eastern YEO’s S.League which entailed an increase sponsorship of $500,000 annually
The Lions XII par cipa on in the 2012 Malaysian Super League and Cup Compe ons resulted in new sponsors coming on board to support Singapore football. StarHub came on-board as a Title Sponsor and Broadcast Partner for the Lions XII in a 4 year deal amoun ng to $1 million annually. Silkpro came on-board as the Official Partner of the Lions XII with a one year sponsorship worth $600,000. Shop n Save also came on-board as the Official Supermarket with annual sponsorship of $200,000. Nike con nues its support for Singapore football and came on-board as the Official Apparel Sponsor of the Lions XII.
Government agencies and partners such as Tote Board, MCYS, MICA, MDA and SSC also came on board to support the different key strategic areas of FAS and we would like to record our apprecia on to all of them.
FAS would like to pay a special tribute to all our corporate partners for their invaluable contribu ons in cash and kind towards the promo on of Singapore football. IntroducƟon
The 2011 Great Eastern-YEO’s S.League season – the 16th season since the establishment of the S.League in 1996 – will go down in history as one of the most compe ve in the history of our professional league.
Tradi onal heavyweights Tampines Rovers FC and Home United FC remained neck-and- neck in the sprint for the S.League tle un l the final day of the season before the Stags pipped the Protectors to the tle by just a single point. It was Tampines Rovers’ first S.League tle since 2006.
The 2011 Great Eastern-YEO’s S.League season marked the return of Tanjong Pagar United FC to the S.League while Sengkang Punggol FC re-branded themselves as Hougang United FC. Two foreign clubs, Etoile FC and Albirex Niigata FC (S), were among the 12 teams which par cipated in the 2011 season.
Beep Test
The minimum beep test requirement for 2011 was maintained at 13.1 for S.League players and 12.7 for Prime League players.
S.League matches are now more compe ve and played at a higher tempo and faster pace. Our players’ improved overall fitness levels also meant that our na onal players are be er prepared physically for the interna onal matches.
Salary Caps
There was no change to the salary caps and the total monthly salary cap for each S.League club was maintained at $85,000 in 2011.
S.League Charity Shield
As always, the S.League Charity Shield was the curtain raiser for the 2011 S.League season and was contested by the 2010 S.League Champions, Etoile FC and the 2010 Singapore Cup champions, Tampines Rovers FC.
Tampines Rovers FC came from behind to defeat the defending S.League champions Etoile FC 2-1, with goals scored by Aleksandar Duric and Korean midfielder Park Yo Seb.

Great Eastern-Yeo’s S.League
Tampines Rovers FC became only the second team in S.League history to have won the S.League tle on more than two occasions. The Stags staved off strong challenge from Home United FC to win the 2011 league tle, earning themselves entry to the 2012 AFC Cup.
Great Eastern-Yeo’s Prime League
Geylang United FC’s Prime League Team clinched their third Prime League tle in their club’s history, boas ng the league’s best defensive record along the way. Gombak United FC came close, finishing second with 52 points, while Tampines Rovers finished third in the Prime League once again with 51 points.
Singapore League Cup
S.League teams par cipated in the Singapore League Cup. The top 5 teams in the 2010 S.League standings were given byes into the quarter-final (two legged) format. The grand final was held on 30 July at the Jalan Besar Stadium.
Hougang United FC provided the League Cup with a few eye-opening upsets, firstly elimina ng S.League heavyweights Singapore Armed Forces FC, bea ng them 2-1 on SAFFC’s home soil, followed by a 1-0 victory over another heavyweight in the form of Home United FC.
Despite Hougang United’s impressive run, it was Albirex Niigata FC (S) who eventually li ed the trophy a er bea ng Hougang United FC 5-4 on penal es, following a deadlock in both regula on and extra me. This was Albirex Niigata FC (S) maiden trophy in Singapore since they joined the S.League in 2004.
RHB Singapore Cup
S.League runners-up Home United FC won the RHB Singapore Cup a er bea ng a gri y Albirex Niigata (S) 1-0 a er extra me in the final at Jalan Besar Stadium on 19 November 2011.
2010 S.League Champions Etoile FC finished in third place by thumping Hougang United 3-0, earning themselves some form of consola on a er a disappoin ng league season that saw them finish in 5th posi on.
The RHB Singapore Cup began in May with the usual 16 teams in the mix – 11 S.League clubs and 5 invited foreign teams. The invited teams were Australia’s South Melbourne FC, Pa aya United FC from the Thailand Premier League, and Phnom Penh Crown FC from Cambodia, Malaysia’s Young Tigers (Harimau Muda) and lastly Okkthar United from Myanmar, led by former Singapore Na onal Team coach P.N. Sivaji.
The tournament moved into the two-legged Quarter Final stage in August, where Okkthar United took on Hougang United, which was undoubtedly the clash of the Quarter-Final stages.

In front of a packed crowd of about 2,600 fans, Hougang United thumped Okkthar United 3-0, seemingly ending Okkthar’s hopes of progressing beyond the Quarter-Final stages. However, Okkthar United won the hearts of many as they staged a valiant fight back; they led the second leg 3-1 with 30 minutes of regula on me to play. However it was not to be for P.N. Sivaji’s men, as Hougang United held on to progress to the Semi- Finals.
The semi-finals took place in late September – with Hougang United once again providing as tasty a clash as they did in the Quarter-Finals, drawing 2-2 with Albirex Niigata (S) in the first leg, only to fall 2-3 in extra me in the second leg.
Home United just about edged the other semi-final, with star man Frederic Mendy pu ng one past his former team Etoile in the second leg to send Home United to the final.
Home United then went on to secure their 5th Singapore Cup tle in their club’s history, defea ng Albirex Niigata FC (S) 1-0 in the Grand Final played at the Jalan Besar Stadium on 19th November 2011.
AFC Cup
Our sole representa ves in the AFC Cup were 2010 S.League runners-up Tampines Rovers, as defending champions Etoile FC were not eligible to par cipate in this Cup as per AFC Compe on regula ons. Tampines Rovers were grouped together with Thai Premier League side Muang Thong United, Hanoi T&T FC of Vietnam and Victory Sports Club from Maldives.
Tampines Rovers did well in the group stages, finishing group runners-up behind Muang Thong United, earning themselves a spot in the round of 16. They played against Iraqi side Erbil SC, the winners of their respec ve group. Unfortunately the first knockout stage was where it ended for Tampines Rovers, as they lost 1-0 a er extra me.
Sultan of Selangor’s Cup
The 2011 Sultan of Selangor’s Cup was played on 1st October at the Shah Alam Stadium in Selangor. The Singapore Selec on Team took on a Selangor Selec on side featuring the likes of former Manchester United player Jesper Blomqvist and former Liverpool player Jason McAteer in front of a bumper crowd of 75,000, with the coveted trophy and RM 50,000 prize money at stake.
Singapore went on to win this entertaining match 1-0, successfully defending the Sultan of Selangor’s Cup.
Unfortunately, there was not to be similar success for the Singapore Veterans, as they fell 3-1 to the Selangor Veterans side.
Club sponsors and Management
All 12 S.League clubs secured main sponsors for the 2011 season. A notable change was seen at Woodlands Wellington FC, with the appointment of Mr Winson Song as the Club

Chairman. Together with him, he brought in a new management team to manage the Club.
Player ScouƟng / Centralised Foreign Trialists
The FAS / S.League Centralised Foreign Trials were held from 25 October 2011 to 3 November 2011. A total of 26 players a ended the trial.
Three (3) matches against Bales er Khalsa FC, Etoile FC and lastly, the Singapore Under- 23 side were organised for the S.League coaches to evaluate the trialists.
Out of the 26 players who par cipated in the trials, 5 players were signed by S.League clubs for the 2012 Great Eastern-YEO’s S.League season. For the 2012 season most clubs signed new foreign players, a bulk of them completely new to the S.League, which they scouted through their own club network and scou ng system.
S.League Awards Night
The 16th S.League Awards Night was held at the Grand Copthorne Waterfront Hotel on 29 November 2011.
Singapore Armed Forces FC’s Mislav Karoglan walked away with the coveted Great Eastern Player of the Year award, together with the RHB Top Scorer Award, a reward for the 33 goals he scored in the 2011 S.League season.
Albirex Niigata FC (S)’s Tatsuro Inui bagged the Yeo’s Young Player of the Year award, while Albirex Niigata FC (S)’s coach, Koichi Sugiyama was awarded the Mikasa Coach of the Year.

OTHER LOCAL COMPETITIONS
Singapore Pool F.A. Cup 2011 In an effort to create a more robust compe on for Na onal Football League (NFL) and Prime League clubs, the Singapore Pools F.A. Cup was co-organised with Singapore Pools. FAS President Mr Zainudin Nordin was the guest-of-honour at the final, which was held on 27 Oct 2011 at the Jalan Besar Stadium.
Into its fi eenth year, over 1,400 spectators a ended the F.A. Cup Final between Tampines Rovers Prime League and Singapore Pools FA Cup defending champions, Singapore Recrea onal Club (SRC), where Tampines Rover Prime League defeated SRC 8-7 on penal es to win their third Singapore Pools FA Cup.

IntroducƟon
FAS is encouraged by the progress of the key football development and excellence programmes that fall under the purview of the Football Excellence Commi ee which is tasked to achieve success for Singapore through interna onal compe ons. These programmes include:
A) Coach Educa on;
B) Junior Centers of Excellence;
C) Centers of Excellence;
D) Na onal Football Academy
E) Na onal Teams
Youth development is of paramount importance for Singapore football and FAS has, over the past 15 months, expanded the breadth and depth of our training and development programmes for our youth players. We are heartened by the acknowledgement from leading football officials that our targeted programmes including the JCOE, COE and NFA will posi on Singapore well for future success.
Going forward, we will con nue to strengthen our talent pipeline both at the youth development and coaching levels.
Below is a summary of the various football development and excellence programmes from January 2011 to March 2012.
A) COACH EDUCATION
- AFC Coaching CerƟficaƟon Courses
Developing good coaches is a key strategy of our FAS Strategic Plan 2010 – 2015 and in this regard FAS have in place a Coaches Pathway.
FAS con nue to train more coaches annually and currently have 622 AFC cer fied local coaches on our register.
In November 2011, the AFC Pro-Diploma course, which is the highest coaching qualifica on in AFC, was organized by FAS for our elite local coaches who already possess the AFC “A” cer fica on to further enhance their tac cal and technical capabili es and capaci es as elite coaches.

This was the first such cer fica on course to be conducted in South East Asia and the course a racted 21 par cipants including 5 S.League Head Coaches, 5 foreign coaches and the remaining par cipants are involved in coaching club COE, Prime League and NFA teams. AFC appointed Mr Erich Rutemoeller from Germany as the Chief Instructor and Mr Gary Phillips from England as the Condi oning Instructor for this course.
The AFC ‘C’ Cer ficate courses con nue to be very popular. The par cipants are selected for each course based on a first-come-first-served basis and on condi on that the applicants passed the pre-entry theory test and na onal skills’ assessment. A total of 95 par cipants registered for the AFC ‘C’ Cer ficate courses and 88 were cer fied.

- FAS Coaches Morning Sessions
FAS con nues to train our elite youth coaches who are coaching the COE and NFA teams through the weekly Coaches Morning sessions conducted by FAS Technical Director. The sessions are also a ended by some S.League coaches. The objec ve of these sessions is to improve the technical and tac cal knowledge of our local coaches. The Na onal Football Syllabus is the main coaching manual for these coaches.
- FAS Monthly Coaches Evening Sessions
FAS also conducts monthly Coaches Evening sessions for the JCOE coaches. Similar to the Coaches Morning sessions, these evening sessions are held to con nuously assist these coaches in building their capacity and capability including aligning their coaching methods with the Na onal Football Syllabus.
B) JUNIOR CENTRES OF EXCELLENCE
The FAS Junior Centre of Excellence (JCOE) programmes for boys U-8, U-10 and U-12, is part of the FAS Strategic Plan 2010 – 2015, to systema cally develop and nurture players from even younger age, as part of FAS’ long term player development pathway.
There are a total of 10 JCOE Centers in opera on in 2012, up from 3 JCOEs in 2011. The JCOE Centers operate from the following school venues around Singapore:

A endance at all age groups trainings have been very encouraging. There was minimal disrup on to the training sessions despite players’ school ac vi es and exams.
There has been a no ceable improvement overall in the technical skill level of the JCOE players.
Plans are already in the pipeline to increase the weekly training sessions from the current one per week to two per week star ng from June 2012 as part of the long-term development pathway.

FAS also launched the pilot U-6 JCOE Project at Hong Kah Secondary School on 9th June 2012, to reach out to our even younger talents and will be monitoring its progress project before the U-6 programme is rolled out to the other JCOEs.

2012 COE Programme
A total of nine S.League Centers of Excellence (COE) are par cipa ng in the 2012 COE Leagues including two teams from our partners in elite youth development, the Singapore Sports School’s (SPS) U-13 and U-15 teams as well as the FAS Na onal Football Academy (NFA) U-15 and U-16 teams.
As part of FAS Strategic Plan 2010 – 2015, FAS introduced the Under-14 age-group into the COE Programme, in-order to provide elite and systema c training to our players at the club level from a younger age.

D) NATIONAL FOOTBALL ACADEMY
Singapore football has con nued to progress steadily at the various na onal age groups levels, through the concerted efforts within our Na onal Football Academy’s (NFA) elite football development programme.
The 2011 NFA comprised of 4 NFA squads and the following FAS staff coaches were appointed as Head Coaches respec vely:

NFA U-15
The NFA U-15 took part in the Interna onal Youth (U15) Football Invita on Tournament which was held in Hong Kong from 11th to 13th January 2011. The team won the Championship trophy and also clinched the Best Player, Best Goalkeeper and Fair Play awards.
The results of the matches played were as follows:
vs Hong Kong won 4-1 vs Chinese Taipei won 6-1 vs Guam won 20-0
The NFA U-15 took part in the 23rd Lion City Cup which was held on 18th to 26th of June 2011. The team received praises from opposing team coaches who were impressed with the team’s performances during the tournament. The team finished 3rd overall behind CR Flamengo U-15 and NFA U-16.

The team then went on to compete in the Asean Football Federa on’s U-16 Championship in Vien ane, Laos from 7th to 20th July 2011. Singapore emerged runner- up in the group stage and qualified for the semi-final. Unfortunately, they were beaten 0-2 in the semi-final match by a superior Thailand team that eventually went on to win the Championship. Singapore failed to gain third placing when they were again defeated by Myanmar 1-2 in the third placing match.

The NFA U-16 were sent to Sydney, Australia on 9th June to 15th June 2011 for a training tour, in prepara on for their par cipa on in the 23rd Lion City Cup.

The 2010 Dollah Kassim Award winner, Ammirul Emmran Bin Mazlan, who is in the NFA U-16 Team le for Newcastle United Football Academy for a training a achment from 31 October to 14 November 2011. Ammirul benefi ed from this a achment as he gained valuable experience from training with players from the Newcastle United Youth Academy’s U-18 team.
Ammirul commented on his return that, “The players from the academy really make me feel part of the team as well as the coaches & staff, which is really good I must say.

What I've learnt here is that hard work is the key word in football. Especially during trainings. I've been training with the U-18 boys. No doubt they are physically big and very determined during training. So, that’s good for me. I can learn something new from them.”
This is in-line with FAS Strategic Plan 2010-2015 objec ves in providing opportunity for talented young players to gain overseas training and match exposure by having the opportunity to experience higher level of compe ve football in top footballing na ons.
NFA U-17
As part of FAS’s Strategic Plan (2010-2015) to expose our younger teams to compe ve match exposure locally by playing against older players the team par cipated in the 2011 Prime League.
As part of the pre-season prepara ons, the team par cipated in the Interna onal Youth (U-18) Football Invita on tournament hosted by Hong Kong FA which was held from 11th to 13th January 2011.
The other 3 teams that competed in the tournament were Chinese Taipei, Guam and host Hong Kong.
The results of the matches played were as follows:

In the 2011 Prime League season, which is an Under-23 compe on, the NFA U-17 team played a total of 27 matches.
The team was placed 9th in the Prime League. Playing in the U-23 league had brought valuable match experience and exposure for the young players and also provided them with a challenging pla orm to compete against bigger and faster opponents.
Six of the players from the NFA U-17 were selected to join the NFA U-18 team for the AFC U-19 Championship 2012 Qualifiers held in Kuala Lumpur from 31 October to 9 November 2011.
NFA U-18
The NFA U-18 par cipated in the 2011 Prime League and finished 7th.
Similar to the NFA U-17, playing in the U-23 league had also brought valuable match experience and exposure for these young players especially when compe ng against older, bigger and faster opponents.

The NFA U-18 represented Singapore in the AFF U-19 Championship held in Yangon, Myanmar from 8th to 21st September 2011.
The results of the matches were as follows:

13th September vs Malaysia lost 0 - 6
16th September vs Cambodia drew 1 - 1
17th September vs Thailand lost 0 - 3
The team also represented Singapore at the AFC U-19 Championship 2012 Qualifiers held in Kuala Lumpur from 31st Oct to 8th Nov 2011. The team was placed in Group G together with top Asian teams such as Australia and China PR as well as Indonesia and Macau.

The NFA U-18 performed well especially against an experienced Australian team, despite going down 0-1. Having played 3 matches in 5 days, the players unfortunately had insufficient me to recover and therefore could not put up a similar performance against a far superior China PR in their 3rd match of the tournament due to fa gue.
2012 NFA (Jan – Mar 2012)

NFA U-15
The 2012 NFA U-15 team comprises of predominantly players who are 13 and 14 years old in order to prepare the team to compete in the AFC U-16 Qualifica on Compe on in 2013.
FAS are preparing the team with structured NFA training programmes and compe ons. In this regard, the team par cipated in the Interna onal U-14 Youth Football Invita onal Tournament in Hong Kong from 26th to 29th January 2012.
The results of the matches played were as follows:

28th January vs Hong Kong won 3 – 0
29th January vs Qingdao won 18 – 0
The NFA U-15 team will compete in this year’s edi on of the Lion City Cup in June and will also par cipate in the Centre of Excellence Under-16 League.
NFA U-16
The 2012 NFA U-16 team embarked on a training tour to Melbourne, Australia from 9th March to 18th March 2012. The team won all of their four training matches.

NFA U-17
The 2012 NFA U-17 team players have been together since the 2009 Asian Youth Games, 2010 Youth Olympic Games and the 2011 Lion City Cup.
As part of the Strategic Plan to expose the team to more interna onal matches, the U-17 team took part in an older age group regional compe on, the U-18 Interna onal Youth Football Invita onal tournament, in Hong Kong from 26th to 29th January 2012.
The results are as follows:-

The 2012 NFA U-18 team went on a training tour to Melbourne, Australia from 31st January to 11th February 2012 to play a series of friendly matches, as part of the team’s pre-season prepara on prior to compe ng in the 2012 Prime League.

As part of the team’s prepara on for the 2012 Olympic Football Tournament Preliminary Compe on Asian Qualifiers, the team played a friendly match against Malaysia Olympic Team. The result is as follows:

The team were drawn to meet Yemen in the two legged Preliminary Round 1 matches. Courts Young Lions (Under-23)
The 2011 Young Lions squad formed the bulk of our 2011 South East Asian Games team. The majority of the players also par cipated in the 2012 Olympic Football tournament Preliminary Compe on Asian Qualifiers.
Under the guidance of Na onal Coach, Radojko Avramovic, Technical Director Slobodan Pavkovic and Head Coach Robin Chitrakar, assisted by Lee Bee Seng and Aleksandar Pavkovic, the team par cipated in the S.League to fast track the players’ development as well as gain valuable match experience in prepara on for the 2011 SEA Games.

SOUTH EAST ASIAN GAMES’ TEAM (U– 23)
As part of the team’s prepara ons for the 2011 SEA Games, the team went on an overseas training tour to New South Wales, Sydney from 8 June to 16 June 2011 and played a friendly match against the Australian Olympic Team on 14 June 2011. The team also played friendly matches against Myanmar and Thailand and the results of the said matches are as follows:

The team par cipated in the 26th SEA Games that was held in Palembang, Indonesia from 7 to 22 November 2011.
Led by Technical Director Slobodan Pavkovic and assisted by Robin Chitrakar, the 20 man squad consisted of 17 players from the Courts Young Lions and another three players from S.League Clubs, namely Home United, Tampines Rovers and Tanjong Pagar United.
The team also consisted of na onal players such as Hariss Harun, Izwan Mahbud, Safuwan Baharudin and Shahdan Sulaiman who were released from their senior na onal team du es to par cipate in the 2011 SEA Games.
The team was drawn into Group A together with 2009 SEA Games winner Malaysia, host Indonesia, regional powerhouse Thailand and Cambodia.
Despite not having the services of a number of eligible players due to na onal service commitments, the team started off really well with a 0-0 draw against 2009 SEA Games gold medallist Malaysia, who subsequently went on to win the 2011 SEA Games edi on as well.

The team showed their poten al by playing a acking football and despite winning 2 of the next 3 matches, which included a win over tournament favourites Thailand, the team unfortunately failed to qualify for the semi-finals.

NATIONAL ‘A’ TEAM
Our Na onal ‘A’ Team par cipated in the 2014 FIFA World Cup Brazil Asian Qualifying campaign. The matches were played in 2011 and 2012.
The Lions achieved the target set by FAS which is to qualify for the 3rd Round of this compe on when the Lions defeated the reigning AFF Champions, Malaysia 6-4 on aggregate in Round 2 of this compe on.
Unfortunately, the Lions were not able to progress further in this compe on. The details of the results of our matches played are as follows:

FIFA TECHNICAL ASSESSMENT MISSION TO SINGAPORE
FAS invited FIFA to conduct a technical assessment on our various Football Development Programmes. The FIFA’s Technical Director, Mr Jean-Michel Benezet and FIFA Development Officer, Mr Domeka Garamendi, were sent by FIFA to Singapore from 8th to 12th September 2011 to conduct the assessment.
A er reviewing the various football development programmes including the Na onal Football Syllabus, viewing DVDs of the performance of the NFA teams in the 2011 Lion City Cup, as well as visi ng the JCOE, the FIFA Technical Director described FAS youth development set-up and programmes as “among the best in the region”.
He also added “I am par cularly impressed with your focus on the various age groups from U-8 to U-18. I believe the success of Singapore’s U-16 and U-15 squads in the Lion City Cup can be a ributed to your commitment in the area of youth development over the past few years. I should however add that FAS must con nue to support these youngsters and provide them the relevant resources and support in order to enhance their development and progress.”

MALAYSIAN SUPER LEAGUE (MSL) & FA CUP MATCHES
The Memorandum of Understanding signed in July 2011 between FAS and the Football Associa on of Malaysia (FAM), facilitated the return of a Singapore team into FAM’s senior domes c compe on, a er an absence of 17 years.
The Lions XII comprising of players with an average age of 23, made their debut in the MSL on 10th January 2012 when they played against defending MSL champions Kelantan at the Jalan Besar Stadium.

GRASSROOTS & COMMUNITY OUTREACH 1st January 2011—31st March 2012
IntroducƟon
During the past 15 months, FAS con nued to work towards its aim of bringing together as many people as possible through our grassroots football programmes and community outreach ac vi es.
Through the organisa on of tournaments, fiestas and fes vals in collabora on with our members partners and stakeholders, we hope to enable as many boys and girls as possible the opportunity to learn to play and enjoy football. FAS also hosted a FIFA Pro- Ac ve Grassroots Coaching Course which aims to train aspiring football coaches to promote children football.
These are the ac vi es that were organised during the repor ng period: -
FAS / SPSSC Inter School U-9 Football Fiesta
FAS in collabora on with the Singapore Primary Schools Sports Council (SPSSC) organised the U-9 Football Fiesta on 12 March 2011 at the Jalan Besar Stadium. This fiesta a racted a total of 27 school teams, consist a total of 270 school boys.
FAS / SPSSC Inter School U-10 Football Fiesta
FAS in collabora on with the Singapore Primary Schools Sports Council (SPSSC) organised the U-10 Football Fiesta on 17 May 2011 at the Jalan Besar Stadium. This fiesta a racted 320 players, both boys and girls.
FAS / SPSSC Inter School U-11 Football Fiesta
FAS in collabora on with the Singapore Primary Schools Sports Council (SPSSC) organised the U-11 Football Fiesta on 12 November 2011 at the Jalan Besar Stadium. This fiesta a racted 340 school boys & girls who represented 34 school teams.
FAS / SPSSC Inter School U-12 Football Fiesta
FAS in collabora on with the Singapore Primary Schools Sports Council (SPSSC) organised the U-12 Football Fiesta on 5 November 2011 at the Jalan Besar Stadium. This fiesta a racted 160 school boys who represented 16 school teams.
FAS U-14 7 A-side Football Fiesta
FAS organised the U-14 7 A-side Football Fiesta for secondary two students.
The event catered to those schools that did not qualify for the final rounds (na onal level) of the inter-schools ‘C’ Division football tournament. The fiesta a racted 160

school boys who represented 17 school teams in this one day event held on 2nd November 2011, at the Jalan Besar Stadium.
2nd FIFA Grassroots ProacƟve Course
A major event for the Grassroots football community, the 2nd FIFA Grassroots Proac ve Course was held from 10th to 14th March 2012 at the Jalan Besar Stadium as part of FIFA’s systema c promo on and development of grassroots football. The objec ve of this course was to promote the philosophy of grassroots football for boys and girls aged between 6 and 12 years old.
FIFA Grassroots Pro-Ac ve Course Instructor, Samuel Schweingruber was impressed with the progress FAS has undertaken in the past two years said, “It is remarkable to see what the Football AssociaƟon of Singapore has done and achieved. The associaƟon has diligently worked for youth development for the sport in Singapore, and they have also developed coaches in the right way. I am very happy to report to FIFA on the progress FAS has made so far, especially in the last two years.”

FAS will con nue to conduct regular workshops and focus group sessions for the par cipants to engage and encourage them to hold regular grassroots fes vals in their respec ve schools and organisa ons.
Singapore Junior 9s
The 4th edi on of the Singapore Junior 9s for U-15 boys was held on 17 and 18 November 2011 at the Jalan Besar Stadium.
A total of 240 players were registered by the 16 par cipa ng school teams for this 9 a- side tournament.
In the Cup compe on, ACS (Barker) beat Geylang Methodist School 1-0 to emerge Champions while the Plate final was won by Coral Secondary School a er they beat Swiss Co age Secondary School 1-0.
Singapore 9’s Masters
FAS organised the 5th edi on of the Singapore Masters 9s for players 45 years above, from 26th to 27th November 2011 at the Jalan Besar Stadium.

2014 FIFA World Cup Asian Qualifiers
Singapore par cipated in the 2014 FIFA World Cup Asian Qualifiers. In round 2 of the qualifiers, Singapore played against Malaysia in a home and away format. The first leg was played in Singapore on 23 July 2011 and the Lions went on to defeat Malaysia by an aggregate of 6 to 4 to qualify for Round 3 of the compe on.
Singapore were drawn to play against Iraq, Jordan and China in Group A in a home and away format. The following 3 matches were played in Singapore and the results are as follows:

INTRODUCTION
Given that matches are ge ng more compe ve and teams are playing at a much faster pace these days, it is important that referees con nue to strive for excellence on the field. We are pleased to share that the FAS Referees Commi ee con nued to provide ongoing training for its referees from January 2011 to March 2012 with the key objec ve of ensuring that our refereeing standards improve and that the Laws of the Game are applied consistently.
That our referees con nue to be assigned officia ng du es for top Asian tournaments and matches such as the 2011 Asian Cup, FIFA 2014 World Cup Asian Qualifiers and 2011 Southeast Asian Games reflects the high regard in which our referees are held.

FIFA / AFC Appointments in 2011 Our FIFA Referees and Assistant Referees con nue to be appointed by AFC and FIFA to officiate in regional interna onal tournaments and compe ons.

2011 AFC Asian Cup Finals Abdul Malik, Jeffrey Goh and Haja Maidin officiated in the 2011 AFC Asian Cup Final Round in Doha, Qatar. They performed well and were rated among the top trios of AFC Referees for this compe on. As a reward for their good performance, they were appointed by AFC to officiate the 3rd and 4th placing match between Uzbekistan and South Korea.
2011 SEA Games Our FIFA Assistant Referee Lim Kok Heng was appointed by AFC to officiate in the 26th SEA Games Football Compe on in Indonesia from 3rd to 21st November 2011. He officiated a total of 5 matches.
AFC Project Future Referee Course AFC selected FAS Class 1 Referee Ahmad A’Qashah to a end the above men oned development programme to groom young Referees for future interna onal compe ons. As part of the programme, Ahmad A’Qashah was invited to a end an a achment in England from 15 to 22 Jan 2011. He was commended for his good performance during this a achment and was subsequently included by FAS to officiate in the 2011 S.League.
FAS nominated Class 2 Referee, Nathan Chan, to officiate in the AFC U-13 Fes val of Football held in Sabah in June 2011. In view of his good performance in the AFC U-13 Fes val of Football, Nathan Chan was selected by AFC to be included in the AFC Project Future Referee course which was held in Kuala Lumpur from 3rd to 8th November 2011. Nathan was successful in this course and he was selected to a end an advance course which was held in Kuala Lumpur from 11 to 16 February 2012.
AFC Elite Referee Recruitment FIFA Referee Sukhbir Singh was assessed by AFC Recruiter Assessor Mr Samuel Chan of Hong Kong in 2011 and in view of his good performance he was selected to a end an AFC Elite Referee course. Sukhbir successfully passed the course and was cer fied by AFC to be on the list of AFC Elite Referees, who officiate in AFC Elite interna onal compe ons.
S.LEAGUE & PRIME LEAGUE REFEREES A total of 4 FIFA Referees and 6 Class 1 Referees, as well as 9 FIFA Assistant Referees & 11 Class 1 Assistant Referees were selected to officiate in the 2011 S.League season.

These referees performed reasonably well in 2011 S.League season. FAS will con nue to develop and train our referees by conduc ng regular training sessions to assist them in improving their decision making, man management, field movements and communica on.
S.League & Prime League Training and Match Analysis Sessions FAS conducts monthly training and match analysis sessions for the S.League & Prime League Referees. During these sessions video clips of conten ous incidents in S.League matches are highlighted with learning points for the benefit of our Referees. The Referees will review and comment on the decisions made by the Match Referee. Discussions on what the appropriate decisions and ac ons that should have been taken are ironed out during these sessions.
The FAS Referee Assessors will also highlight and advise on the appropriate decisions that should have been taken by the match Referee.
Laws of the Game Sessions for S.League Clubs The FIFA Laws of the Game sessions were conducted by the Referees’ Department for all S.League Clubs in January 2011 and January 2012 prior to the start of the 2011 and 2012 S.League seasons.
The objec ve was to equip the players and club officials with a good level of knowledge and understanding of the FIFA Laws of the Game and to update them on any changes made by the Interna onal Football Associa on Board.
The sessions also gave the players and officials an opportunity to raise any issue they may have on refereeing.
Dialogue Sessions with Club Officials Two dialogue sessions were organised with Club Officials in 2011, one during the S.League mid-season and another session at the end of the S.League season. The sessions were posi ve, informa ve and frui ul as the Clubs provided valuable feedback to FAS. The Clubs appreciated the efforts of the Referees’ Commi ee and pledged to work together to support the development of Singapore referees.
Regular visits were also made to Clubs to enhance the rapport and rela onship and to provide regular update on refereeing ma ers. During these visits, certain conten ous decisions which may have been made by the referees were discussed and explained. The Referees Department also took the opportunity to highlight the process and procedures FAS has to train and develop our referees and the correc ve ac ons taken by FAS to assist the referees to deliver consistent performances during matches.
Mid-Season Referees Workshop 2011 A mid-season workshop was conducted for our Elite Referees on the 28th & 29th of May 2011.

FAS invited Mr Pirom Anprasert, an experienced AFC Instructor from Thailand to conduct this workshop with the objec ve to improve the standard of Refereeing in the S.League, as well as to help to enhance our Referees’ capabili es to perform be er in the 2011 S.League season.
The 32 par cipants included the FAS Referee Instructors and Assessors. The programme included field demonstra on pertaining to incidents that occurred during S.League matches, video viewing of incidents during S.League matches and classroom discussions.
Pre-2011 & 2012 S.League Season Seminar The 2011 S.League pre-season Referees seminar was conducted by FIFA Instructor, Ali AL-Traifi from Saudi Arabia for the S.League & Prime League Referees and Referee Assessors from 17 to 21 Dec 2010. 30 referees, 8 assessors and 3 observers a ended the seminar.
The objec ve of the seminar was to train and share with our Referees the key aspects pertaining to refereeing in the Professional League as well as to update them on the Laws of the Game and other refereeing ma ers. The seminar incorporated both field training and theory lessons.
The seminar was well received by the par cipants and they learned to recognise fouls and apply correct sanc ons, how to manage the penalty area and confronta ons effec vely, maintain rela onship with media and coaches.
In prepara on for the 2012 S.League Season, the pre-season Referee Seminar was conducted on the 27th to 29 January 2012 at the Jalan Besar Stadium.
This Seminar was conducted by Mr Shamsul Maidin, FIFA Technical Instructor, Mr M Ganesan, FIFA Fitness Instructor and Mr Azimi, FIFA Regional Development Officer, from Malaysia. 30 referees, 15 Assessors and 3 observers a ended the seminar.
The objec ve of the seminar was to train and share with our Referees the key aspects pertaining to refereeing in the Professional League as well as to update them on the Laws of the Game and other refereeing ma ers in prepara on for the 2012 S.League Season.
The seminar incorporated both field training and theory lessons.
The seminar was well received by the par cipants, they learned how to be proac ve, to take precau on and to prevent incidents from taking place, recognise fouls and apply correct sanc ons, manage confronta ons, players and bench effec vely.
REFEREE BASIC COURSES CONDUCTED IN 2011 & 2012
Three Referees Basic Courses were conducted in the month of March, July and October

2011. A total of 74 Referees registered for the course, only 54 Referees including 3 females passed the course. The total strength for the Referees had increased from 171 registered referees in 2009 to 215 in 2011.
In March 2012, FAS conducted a 5-day Referee Basic Course. 27 par cipants registered for the course.
TRAINING FOR REGISTERED REFEREES
Progressive trainings and Project Talent Referees’ trainings were conducted for our Referees twice monthly. Technical, tac cal training and theory sessions were included. The Referees par cipated ac vely and the response was encouraging.
The above-men oned programmes are part of the on-going efforts by FAS aimed at training and developing our younger Referees.
FAS REFEREE INSTRUCTORS
FAS had trained and developed 7 Referee Instructors some of whom are also FIFA & AFC Instructors, as follows:

FIFA ASSESSMENT MISSION TO SINGAPORE
Mr Fernando Gracia, Senior Manager FIFA Referees Department visited Singapore for three days in late October, to evaluate the various Refereeing training and development programmes including the Refereeing structure in Singapore.
Mr Garcia men oned a er his evalua on that “… that in general, the development programmes are well organised. What is necessary to adjust is to have the level of refereeing in the same level as what the federa on wants its refereeing to be, professionally.”
“When you are a referee, your dream is to be in the World Cup one day. And this is what should mo vate referees, and maybe we have to increase the financial aspect. But having said that, money is not all, when you enter the referees’ organisa on, you have to look at other objec ves as well.”
“I have iden fied many posi ve things. They have a very good organised referee’s commi ee. They have as well, a referee’s department. Not many countries have a referee’s department with four full- me staff.”
The Referees’ Commi ee in principle accepted Mr Fernando’s recommenda on and will be implemen ng the recommenda ons in a phased approach.
- FAS REFEREES OUTREACH PROGRAMME
In collabora on with SSC and the Ministry of Educa on, the FAS Referees Department conducted a two and a half day Referees Basic Course for 23 par cipants in the Junior Technical Outreach Programme from 19th to 21st October 2011 at the CCAB.
The objec ve of this course is to engage students and to share with them the Referees Development Pathway.
The students a ended lessons on Laws of the Game and par cipated in prac cal sessions as well. These students officiated the FAS Football Fiesta that was held in November 2011 to gain more experience and exposure in refereeing matches.
- VEKKERO COMMUNICATOR SETS
In July 2011, FAS purchased one set of the Vekkero Communica on System for the S.League Referees and this was first put to test on 6th July 2011.
The Referees’ feedback was that the communicator sets had enhanced their communica on and co-opera on between Referees, Assistant Referees and Fourth Officials which led to fewer mistakes commi ed by the Referees. Following the posi ve responses from the Referees, an addi on of 4 sets were purchased for the 2012 season.

FAS REFEREES ANNUAL DINNER
This annual event was organised to celebrate the achievements of our referees and also to show our apprecia on for their diligence and dedica on to refereeing. Awards were presented by the Referees Commi ee to various young referees who performed well consistently in 2011. In a endance at the event were not only referees, but also included Club officials and sponsors as well as FAS Management and Staff. Mr Zainudin Nordin, FAS President was the Guest of Honour.
CONCLUSION
In general, the referees’ performances during our respec ve domes c compe ons and matches in 2011 have been encouraging. The Referees will con nue to work hard during their training sessions and will con nue to give their best performances during matches. FAS will con nue to work closely with FIFA and AFC to enhance the performance of our Referees in 2012.

The members of the Disciplinary Commi ee for 2011 are as follows: -

In 2011, the Disciplinary Commi ee (DC) dealt with a total of 19 cases referred to it. Most cases were incidents which occurred in the NFL games. The breakdown are as follows:

Unfortunately, the most high-profile case dealt with by the DC was the fracas during the S. League match between Etoile FC and Hougang United FC on 23rd May 2011, which resulted in the match being called off even before kick-off.
Both clubs had points deducted and fines imposed on them, with several officials and players being fined and suspended.
Between January to March 2012, the DC has already had 4 cases referred to it from matches played during NFL and S.League matches. All of which have been heard.
The DC also saw some changes to the composi on of its members in 2012. Mr. Mohd Eusope Bin Othman and Mr. Dan Marjanovic re red from the DC. I am very grateful to both of them for their years of dedicated voluntary service in the DC and on behalf of FAS, wish them all the very best.
Replacing both of them are Mr. Chandra Mohan Nair and Mr. Mohamed Nasser Ismail.Both are senior lawyers and have been very ac ve in the football arena and I am confident they will con nue to contribute to Singapore football in their capacity as DC members.

WOMEN’S FOOTBALL 1st January 2011—31st March 2012
Introduc on
Women’s football plays an important role in the football eco-system in Singapore and we are excited to see a growing interest in football among women and girls over the past 15 months.
Apart from compe ons at the grassroots, in schools and at amateur levels, FAS is constantly seeking to popularise the game among women and girls by increasing public awareness about the sport through road shows and seminars.
FAS is op mis c about the future of women’s football and will con nue to strive towards giving women players, coaches, referees and officials more opportuni es and pla orms to become ac vely involved in local football.
In addi on to the FAS organised compe ons men oned below, our affiliates also organised other tournaments and ac vi es for women which were sanc oned by FAS.
Girls’ Schools Football
FAS together with the close partnership and co-opera on with the Co-Curricular Ac vi es Branch (CCAB) successfully organised the girls inter-schools championships for the ‘A’, ‘B’ and ‘C’ divisions for Junior Colleges, Secondary Schools and the Junior and Senior compe ons for Primary Schools to a ract more school girls to play football in- order to increase the base of women footballers.
There were a total of 5 tournaments for the respec ve age-groups. A brief summary of these 5 tournaments that a racted a total of 55 par cipa ng school teams who registered 820 players to par cipate in the following tournaments in 2011:
a) NaƟonal Inter-Schools Football Championships ‘A’ Div 2011
A total of 224 players from 12 schools par cipated in this 11-aside compe on for girls’ aged 17 and above. The final three posi ons were as follows:

The Women’s Premier League (WPL) is the most pres gious of the respec ve women’s football compe on in Singapore.
A total of 181 players from seven teams par cipated in the 2011 WPL season.

(b) FAS Women’s Youth League (U-23 Category)
The FAS Women’s Youth League (WYL) is an Under-23 compe on, commenced in July and was successfully completed in August 2011. A total of 155 players from 7 teams from the various ter ary ins tu ons, clubs including overseas schools based in Singapore, competed in the WYL.

The Women’s 7s, a 7-a-side compe on, was held on 6th July and 31st July 20101 at Jalan Besar Stadium. A total of 88 players from 6 teams par cipated in the compe on.

Women’s NaƟonal Teams
FAS have con nued to develop our various na onal teams by providing these Teams with the necessary technical and administra ve support required to prepare These teams for future interna onal compe ons at the regional level. There were 2 Na onal teams in 2011. A brief summary of these 2 teams are as follows:
(a) NaƟonal U-23 (Young Women’s)
The FAS Young Women’s team par cipated in the Women’s Premier League as part of our strategy to fast-track their development by providing them with compe ve match exposure locally by playing against older players. The team also par cipated in the WPL, Women’s 7s, & FAS Women’s Challenge Cup.
The FAS Young Women’s team had a very encouraging 2011 season with them finishing 3rd in the Women’s Premier League, 2nd in the Women’s 7s and runners-up in the FAS Women’s Challenge Cup.
(b) Women’s NaƟonal Team
The Women’s Na onal Team trains at the Bukit Gombak Stadium. The team is coached by Mr Hassan Ismail.
The team played one interna onal friendly match in Singapore:
24 September 2011 vs Malaysia lost 0 – 2
The Women’s Na onal Team also took part AFF Women’s Championship 2011 which was held in Vien ane, Laos from 16th to 25th October 2011. The results are as follows:

MEDICAL 1st January 2011—31st March 2012
IntroducƟon
The objec ves of the FAS Medical Commi ee (MC) are to advise and assist FAS and S.League with regard to football medical safety and best prac ces for the general well being of all football players, coaches and referees including establishing FAS Medical Policies, Guidelines and Safety Regula ons as appropriate.
The MC comprises of medical professionals in the areas of cardiology and orthopedic specialists, sports physicians and physiotherapist among others.
The MC will con nue to iden fy and recruit new members with the relevant exper se in the areas of Nutri on, Psychology and Exercise Physiology to further enhance the Football Science And Medicine (FSAM) support for the various FAS programmes as part of the FAS Strategic Plan (2010-2015).
In line with the objec ves of the FAS Strategic Plans 2010-2015 to increase the Football Science and Medicine Educa on Programmes, FAS have conducted the following programmes: -
i) Football Science and Medicine Workshops
FSAM conducted injury preven on, hydra on, nutri on and post training recovery workshops for the NFA U-15 and U16 during the teams’ prepara on phase for the 2011 Lion City Cup.
The Courts Young Lions and U-23 teams commenced a series of workshops on Nutri on, Hydra on and Mental Strength training with the support of experts from the Singapore Sports Ins tute for the team’s prepara on for the 2011 South East Asian Games.
The introduc on of these football medicine and science workshops are aimed towards improving our players’ knowledge and understanding on injury preven on, hydra on and diet and mental strength, which in turn will help enhance the quality of their training and performance of our players during matches.
ii) Smoking Awareness Workshops
In collabora on with the Health Promo on Board, Smoking Awareness Workshops were conducted for NFA teams, Women’s teams and Courts Young Lions in 2011.
The MC will be developing the FAS an -smoking policy and pledging of smoke-free status of all NFA teams by 2015. MC are also looking into

providing a smoking cessa on program to assist players who smoke to quit smoking. MC will con nue its collabora on with Health Promo on Board to organise smoking awareness workshops on a regular basis for our respec ve teams.
In collabora on with the Singapore Sports Council’s Sports Safety Division, a Safe Football Guide was jointly developed with FAS. This guidebook will provide general informa on on football safety and football injury preven on and was introduced to grassroots, social and amateur footballers in March 2012. The guidebook was also to circulated to MOE schools and ter ary ins tu ons.
FSAM will con nue to conduct research and acquire data on the types of appropriate football boots for the different football playing surfaces in Singapore. The objec ve was to understand how these football boots perform under different football surfaces and with the informa on gathered, to educate and advise all levels of footballers on the appropriate football boots to wear and to assist players with injury preven on ps so that they do not use the wrong type of football boots for training and matches.
The MC will also be developing the FAS sports safety framework. This framework looks into the methods, policy and guidelines for FAS to ensure that football is played in a safe environment. This framework will consist of policies and guidelines to help create the awareness on the importance of safety while par cipa ng in the game of football at all levels of the game. MC will develop and complete this framework by the end of 2012 and to submit to FAS Council for approval.
Football Science & Medicine Department
The Football Science and Medicine Department (FSAM) provides ered football science and medicine services and support for all Na onal Teams, Na onal Football Academy, Women’s Football, Referees and Coaches. FSAM’s role is also to work closely with MC to educate and provide footballers, coaches and referees with the relevant knowledge and skills to assist them in implemen ng the best prac ces in Football Science and Medicine with the aim of enhancing their respec ve physical and mental performance.
The FSAM full- me staff are supported by a team of dedicated volunteers who assist by providing match and training coverage for the respec ve Na onal Teams. Physiotherapists from restructured hospitals and private clinics also assist to provide the NFA U-18, Na onal U-21 and Women’s teams with medical coverage during the teams’ par cipa on in overseas tournaments.
Medical Coverage
The FSAM provided medical coverage for the following key ac vi es in 2011 and the 1st Quarter of 2012:
i) AFC U-16 and U-19 QualificaƟon Tournaments
FSAM physiotherapist provided football science and medicine coverage to the NFA U-15 during their par cipa on in the AFC U-16

U-18’s par cipa on in the AFC U-19 Qualifica on tournament which was held in Kuala Lumpur.
Hydra on, nutri on and recovery strategies were implemented during these tournaments in-addi on to injury management and preven on for the teams.
ii) 2014 FIFA World Cup Qualifying Round Matches
A broad spectrum of football science and medicine services was provided to the Na onal ‘A’ Team for their prepara on and par cipa on in Round 2 & 3 of the 2014 FIFA World Cup Asian Qualifica on matches.
In par cular, FSAM Staff and Sports Scien sts from Singapore Sports Ins tute (SSI); worked closely together to put up and implement a high al tude acclima za on program for the Na onal Team to prepare for their first Round 3 qualifica on match against P.R. China in Kunming, which is 1,900m above sea level.
The objec ve and goal of the program was to use an intermi ent hypoxic training program to simulate high al tude training. Equipment (10 sets of Alto Lab) was loaned by the Singapore Sports Ins tute. The Alto Lab is a small portable breathing device that provides a lower oxygen level in inhaled air that s mulates a ‘Live High, Train Low” al tude training method. It is based on the principles of intermi ent hypoxic training, a recognized method for improving oxygen efficiency and athlete performance. This program was successfully implemented and the players’ performance on match day was not affected by the high al tude.
iii) U-23 ParƟcipaƟon in 2011 SEA Games – Jakarta, Indonesia
As FAS physiotherapists were involved with the Na onal Team’s and the Na onal U-18’s par cipa on in the 2014 FIFA World Cup Asian Qualifica on matches and the AFC U-19 Qualifica on tournament respec vely, on FAS’ request, SSC physiotherapist were assigned to provide match coverage for the U-23 team’s par cipa on in the 2011 SEA Games in Jakarta, Indonesia.
SSC Physiotherapist, Performance Psychologist and Sports Nutri onist traveled with the team to Jakarta and provided sports science and medicine coverage and support for the team.
iv) 2011 AFF Women’s Football Championship - Laos
FSAM Physiotherapist travelled with the Women’s Na onal Team to Vien ane, Laos for the AFF Women’s Football Championship, to provide medical coverage for the team. Injury management, hydra on and diet planning were provided during this Championship.

v) 2011 Lion City Cup
FSAM physiotherapist provided football science and medicine coverage to the NFA U-15 and U-16 teams during their par cipa on in the 2011 Lion City Cup which was held in Singapore. Hydra on, nutri on and recovery strategies were implemented during this tournament, in-addi on to injury management and preven on programme for the teams.
FAS AnƟ-Doping Policy
FAS will con nue to work closely with An -Doping Singapore (ADS) for the development of the FAS an -doping policy which will be aligned with FIFA, IOC, WADA and ADS regula ons. MC will develop and complete this framework by the end of 2012 and to submit to FAS Council for approval.
