VOSTOK-MEDIA - The role of the representative bodies of the municipalities of the Khabarovsk Territory in the implementation of the legislation on indigenous peoples was discussed at a meeting of the Council of Chairmen of the representative bodies of city districts and municipal districts under the Legislative Duma of the Khabarovsk Territory. As the press service of the Legislative Duma reminded, the question of the role of the Meetings and Councils of Deputies in the implementation of the legislation on indigenous peoples was first considered at an away meeting of the Council in Amursk in December 2010. Dmitry Rosenkov, Chairman of the Committee on Social and Economic Development of the Region, reported on the progress of its implementation. He noted that the representative bodies of urban districts and municipal regions of the region continue to interact with public organizations of indigenous minorities of the regional and district levels. In the Khabarovsk Territory, such an organization is the Regional Public Association “Association of Indigenous Minorities of the North of the Khabarovsk Territory”. It consists of 7 district and city public organizations of the indigenous peoples and 10 branches of the Association, with the exception of Bikinsky and Vyazemsky districts, It is noted that significant advances are being made in the development of municipal-private partnerships in the field of traditional nature management and traditional economic activities of indigenous peoples. -

All rights reserved. 172 The Review of Korean Studies Introduction The Soviet deportation of the Russian-Koreans in 1937 greatly altered their legal status, spatial distribution, and everyday culture. It restricted their civil rights, particularly their freedom of movement, and officially denoted them as “administrative exiles.” They did not have the same right to choose their place of residence or freely move from place to place as most other citizens of the USSR. In this respect they suffered from legal restrictions similar to the kulaks deported earlier and the Russian-Germans, Karachais, Kalmyks, Chechens, Ingush, Balkars, Crimean Tatars, and Meskhetian Turks deported later as special settlers. Thus a significant number of Soviet citizens defined by nationality including the Koreans had legal disabilities imposed upon them that made their status inferior to that of the general Soviet population. The NKVD confined the deported Russian-Koreans to the five Central Asian republics, mostly Kazakhstan and Uzbekistan, and attempted to limit movement by them within this region. Although as can be seen below with the significant migration of Russian-Koreans from Kazakhstan to Uzbekistan, they were often not successful in this second goal. In addition to restricting the mobility of the Russian- Koreans the NKVD also kept them under strict surveillance as a suspect people. Indirectly this restriction on movement also greatly limited their options for employment and education. -

SHIBNEV Summary Fieldwork on the distribution, habitat preferences and status of birds was conducted in the Bikin River basin, northern Ussuriland, south-east Russia, during May-July 1992,1993, 1995,1996 and 1997. The results of this survey combined with data collected during 1960- 1990, show the area to be of high conservation priority and one of the most important for the conservation of Blakiston's Fish Owl Ketupa blakistoni, Chinese Merganser Mergus squamatus, Mandarin Duck Aix galericulata and Hooded Crane Grus monacha. This paper reports on all of the 13 threatened and near-threatened breeding species of northern Ussuriland, with special emphasis on their occurrence and status in the Bikin area. Three more species, included in the Red Data Book of Russia, are also briefly discussed. Maps show the distribution of the breeding sites of the species discussed. The establishment of a nature reserve in the lower Bikin area is suggested as the only way to conserve the virgin Manchurian-type habitats (wetlands and forests), and all 10 species of special conservation concern. Monitoring of the local populations of Blakiston's Fish Owl, Chinese Merganser and Mandarin Duck in the middle Bikin is required. Introduction No other geographical region of Russia has as rich a biodiversity as Ussuriland which includes the territory of Primorski Administrative Region and the most southern part of Khabarovsk Administrative Region. -

The paper focuses on various activities of cultural institutions operating in the territory of the region. The methodological basis of the research is L. V. Nikiforova’s cultural expertise based on systematisation of the categories of «places» of cultural space. The paper is a preparatory stage of cultural expertise, which aims to thoroughly analyse the network of cultural institutions in general and to identify potential art- spaces for further detailed study. It provides a detailed analysis of the network of cultural institutions in Khabarovsk and an overview of the categories of cultural institutions in the administrative centers of all districts in the Khabarovsk territory. The source base of the study is the data obtained from the analysis of websites of cultural institutions, social networks, as well as the respondents’ personal surveys. Cultural institutions representing different forms of cultural activity have been roughly divided into ten groups. The result of the research is a perspective to identify institutions the activities of which can be evaluated in terms of belonging to the art-space format.
