VOSTOK-MEDIA - The role of the representative bodies of the municipalities of the Khabarovsk Territory in the implementation of the legislation on indigenous peoples was discussed at a meeting of the Council of Chairmen of the representative bodies of city districts and municipal districts under the Legislative Duma of the Khabarovsk Territory. As the press service of the Legislative Duma reminded, the question of the role of the Meetings and Councils of Deputies in the implementation of the legislation on indigenous peoples was first considered at an away meeting of the Council in Amursk in December 2010. Dmitry Rosenkov, Chairman of the Committee on Social and Economic Development of the Region, reported on the progress of its implementation. He noted that the representative bodies of urban districts and municipal regions of the region continue to interact with public organizations of indigenous minorities of the regional and district levels. In the Khabarovsk Territory, such an organization is the Regional Public Association “Association of Indigenous Minorities of the North of the Khabarovsk Territory”. It consists of 7 district and city public organizations of the indigenous peoples and 10 branches of the Association, with the exception of Bikinsky and Vyazemsky districts, It is noted that significant advances are being made in the development of municipal-private partnerships in the field of traditional nature management and traditional economic activities of indigenous peoples. So, in the Amur municipal district, the national communities of the villages Achan, Juen, Ommi participate in the creation of a tourist cluster in the district. In recent years, other forms of cooperation have been developed. As an example, at the meeting, it was announced that a direct agreement on social and economic cooperation between the Polymetal company and the public organization of the peoples of the North of the Amur Region was concluded. The subject of the agreement is projects aimed at targeted support of the indigenous population, including issues of health care, education, culture, traditional crafts and crafts. The amount of financing was determined in the amount of 500 thousand rubles; at the expense of these funds, five projects were implemented in 2011. The same agreement, but already with support of 600 thousand rubles for the implementation of 7 projects, was signed for 2012. Social partnership agreements and agreements were also concluded between the Okhotsk branch of the Association of Indigenous Minorities of the North of the Khabarovsk Territory and the Okhotsk Mining and Geological Company, OJSC Dallesprom and the regional public organization Association of Indigenous Minorities of the North of the Khabarovsk Territory. Council members noted that such experience deserves to be disseminated in other regions of the region. In 2011, a package of documents was developed and sent to the relevant federal bodies in the form of proposals to improve federal regulatory legal acts on fisheries, harvesting and collection of non-timber, food forest resources, medicinal plants, the formation of territories of traditional nature management and determining the mode of their functioning, assigning Russian citizens Federation to indigenous peoples. The goal of our present study is to assess the potential of integration of the transport system of the Far East in the market of transport services in North-East Asia. At the same time, we assess integration opportunities with the help of dividing the territory of the East of Russia into districts based on the results of cluster analysis. Considering the achievement of the research goal, this approach is a new one. The need for division is due to the fact that the Far East is quite a large region, extremely heterogeneous in its internal composition, economic-geographical and socio-economic characteristics.

SHIBNEV Summary Fieldwork on the distribution, habitat preferences and status of birds was conducted in the Bikin River basin, northern Ussuriland, south-east Russia, during May-July 1992,1993, 1995,1996 and 1997. The results of this survey combined with data collected during 1960- 1990, show the area to be of high conservation priority and one of the most important for the conservation of Blakiston's Fish Owl Ketupa blakistoni, Chinese Merganser Mergus squamatus, Mandarin Duck Aix galericulata and Hooded Crane Grus monacha. This paper reports on all of the 13 threatened and near-threatened breeding species of northern Ussuriland, with special emphasis on their occurrence and status in the Bikin area. Three more species, included in the Red Data Book of Russia, are also briefly discussed. Maps show the distribution of the breeding sites of the species discussed. The establishment of a nature reserve in the lower Bikin area is suggested as the only way to conserve the virgin Manchurian-type habitats (wetlands and forests), and all 10 species of special conservation concern. Monitoring of the local populations of Blakiston's Fish Owl, Chinese Merganser and Mandarin Duck in the middle Bikin is required. Introduction No other geographical region of Russia has as rich a biodiversity as Ussuriland which includes the territory of Primorski Administrative Region and the most southern part of Khabarovsk Administrative Region.
