MONTENEGRO 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Montenegro is a mixed parliamentary and presidential republic with a multiparty political system. Voters choose both the president and the unicameral parliament through popular elections. The president nominates, and the parliament approves, the prime minister. An observation mission of the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE/ODIHR) stated the 2016 parliamentary elections were conducted in a competitive environment and that fundamental freedoms were generally respected. The opposition coalition did not accept the election results and began a continuing boycott of parliament, although all but two parties have since returned. In April 2018 Milo Djukanovic, president of the Democratic Party of Socialists (DPS), was elected president, winning approximately 54 percent of the vote in the first round for his second term as president. He had already served six terms as prime minister. Observers from the OSCE/ODIHR, the European Parliament, and the Council of Europe’s Parliamentary Assembly noted the election proceeded in an orderly manner but had a few minor irregularities that did not affect the outcome. Despite opposition protests, elections were generally considered free and fair. The National Police Force, which includes Border Police, is responsible for maintaining internal security. They are organized under the Ministry of Interior and report to the police director and, through him, to the prime minister. Civilian authorities maintained effective control over the security forces. Significant human rights issues included: unsolved attacks on journalists and pressure on the press including violence or threats of violence; corruption; trafficking in persons; and crimes involving violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons. -

An observation mission of the Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Cooperation in Europe stated that the August 30 parliamentary elections were overall transparent and efficient, but highlighted that the ruling party gained an undue advantage through misuse of office and state resources and dominant media coverage, which undermined the quality of information available to voters. Milo Djukanovic, president of the Democratic Party of Socialists was elected president in 2018 with nearly 54 percent of the vote in the first round for his second term as president. He had already served six terms as prime minister. Observers from ODIHR, the European Parliament, and the Council of Europe’s Parliamentary Assembly noted the election proceeded in an orderly manner but had minor irregularities that did not affect the outcome. Despite opposition protests, elections were generally considered free and fair. The National Police Force, which includes Border Police, is responsible for maintaining internal security. They are organized under the Police Administration, which is independent from the Ministry of Interior and report to the police director and, through him, to the prime minister. The Armed Forces of Montenegro are responsible for external security and consist of an army, navy, and air force that are overseen by the Ministry of Defense. February 2020 Media Progamme South East Europe No Transmission of Critical Voices Hendrik Sittig, Darija Fabijanić In Serbia there is currently an economic crime thriller happening on the television market and this before the parliament elections on the 26th April. The story is about several cable providers and the media group „United Media“ (parent enterprise: „United Group“) with its TV channel N1 that belongs to the media companies in Serbia which report critically about the government. The state-owned cable provider “Pošta Net“ has already removed the channels of United Media from its programme last December because they couldn’t agree on a contract renewal. As a result, many households couldn’t receive N1 anymore. Since Mid-January more viewers are affected, as the cable provider under the state „Telekom Serbia“ hasn’t prolonged their contracts either. A public exchange with accusations of political and economic interference between the players followed. Similar situations in the neighbouring countries can be observed. But let’s be clear from the get-go: The situation is more complicated than that and political reasons are not the only explanation for it. Serbia: Commercial conflict or political influence before the elections? The public dispute between the two telecommunication companies Telekom Serbia and United Group which has its own cable providers and the media company “United Media”, has been dominating the headlines in Serbia for several days now. The cable providers of the brand “Supernova” which belong to Telekom didn’t prolong the contract for transmitting the “United Media” channels. Therefore, since January about 200 000 households can’t watch 17 channels. -

METODOLOGIJA PRORAČUNA PROCENTA POKRIVANJA STANOVNIŠTVA CRNE GORE SIGNALOM KOMERCIJALNIH TV EMITERA Procenat pokrivanja stanovništva Crne Gore signalima komercijalnih TV emitera, utvrĎen je na sljedeći način: 1. Ukupna zona pokrivanja odreĎena je kao zbir procenta pokrivanja stanovništva Crne Gore koje emiter ostvaruje posredstvom zemaljskih radio-difuznih frekvencija i procenta koji emiter ostvari emitovanjem svojih programa posredstvom drugih platformi za distribuciju programskih sadržaja do krajnjih korisnika (IPTV, DTH, MMDS i KDS) u onim opštinama u kojim je njegov signal dostupan samo putem ovih platformi. -

The Discourse Models of the NATO Bombing of Yugoslavia in Milošević's Address to the Nation and Đukanović's Address to the Citizens of Montenegro
Critical Approaches to Discourse Analysis Across Disciplines 1 (1): 124-147 Inhabiting the Theater of War: The Discourse Models of the NATO bombing of Yugoslavia in Milošević’s address to the nation and Đukanović’s address to the citizens of Montenegro Tatjana Radanović Felberg University of Oslo Email: [email protected] Abstract This article suggests that illuminating Discourse Models in key discourses, like addresses to the nation, can help us make sense of the actions and relations between political actors, in this case Serbia and Montenegro. The material analyzed in this article is the address to the nation given by Slobodan Milošević, president of Federal Republic of Yugoslavia, published in the pro-government Serbian newspaper Politika, and the address to the citizens by Milo Đukanović, president of Montenegro, published in the pro-Montenegrin newspaper Pobjeda. Đukanović and Milošević were political enemies at the time. Serbia and Montenegro led different politics even though they were part of the same country and as such they were both bombed. In their addresses, Đukanović and Milošević used different Discourse Models (Defence War Discourse Model vs. Neutral Mediator Discourse Model) and by doing so they set limitations to readings, not only to these initial texts, but to all the subsequent texts, and anticipated different representations of the outcome of the war.1 Keywords: Discourse models, NATO-bombing of Yugoslavia, Milošević, Đukanović, socio-cognitive Critical Discourse Analysis 1. Introduction The NATO-bombing of the Federal Republic of Yugoslavia2 (FRY) made a lasting impact both on Serbia and Montenegro. In addition to the loss of lives and considerable material destruction, there was an emergence/continuation of contesting discourses that clearly differentiated the politics of Montenegro from that of Serbia. -

The list includes the name of the party or alliance in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance.
