1. EXECUTIVE SUMMARY

1.1 Background

The Trust is the governing body of the BBC. Its role is to get the best out of the BBC for licence fee payers.

One of the key ways in which it ensures that the BBC is delivering its public purposes is by carrying out a rolling programme of reviews of the BBC services. As part of these reviews the Trust conducts a public consultation in order to understand the views of licence fee payers.

The Trust’s latest service licence review looked at BBC Radio 5 Live and 5 Live Sports Extra.

1.2 Consultation

The consultation ran from 20 April to 13 July 2011.

Licence fee payers were able to take part in the consultation via an online form or via a hard copy leaflet. 9,538 people responded to the consultation.

These responses were analysed by Public Knowledge, an independent research company, on behalf of the BBC Trust.

1.3 Key Themes from the consultation

There were a number of key themes raised by respondents: it should be noted that these are the views of those who took part in the consultation and should not be considered representative of all listeners.

Overall respondents are very positive about the tone and content of 5 Live believing it offers excellent coverage of both news and sport.

Respondents believe that there is good range of news and current affairs and though some would like the coverage of business and international news to be increased.

The station is also seen to cover breaking news well in a professional manner, but respondents believe that only major stories should have rolling coverage which interrupts regular programming. Phone-ins are largely seen as a valuable part of the schedule and as a means of audience participation, although some feel these are used too frequently and listeners who participate sometimes add little to the discussion.

Respondents also enjoy the relaxed, engaging and accessible style of presentation on 5 Live, but for some the station can seem a little too ‘lightweight’, with a number of respondents commenting the station can seem to place too much emphasis on popular culture.

The station is seen as impartial and unbiased and respondents feel it provides in depth analysis of news where necessary. Some respondents suggest presenters sometimes give their own opinion too much and some mention that the station can be a little London-centric.

Sport is felt to be well covered on the station, particularly football. However there are some suggestions premier league football dominates the station and more coverage should be given to other mainstream and minority sports.

Respondents are also very positive about 5 Live Sports Extra and its sport programming is praised, particularly the coverage of cricket. Some feel that 5 Live Sports Extra could be used more extensively to broadcast more minority sports.

2. INTRODUCTION

2.1 About the review

The BBC Trust is the independent governing body of the BBC representing the interests of licence fee payers.

The Trust’s role is to get the best out of the BBC for licence fee payers and to secure effective promotion of its public purposes. The Trust is required to represent the interests of licence fee payers, assess their views carefully and appropriately, and have regard to the competitive impact of the BBC’s activities on the wider market. It must also ensure that the BBC observes high standards of openness and transparency.

Each of the BBC services has a ‘service licence’ which details the remit for that service, outlining the overall format and particular characteristics the output of the service should embrace. The licence also indicates how the specific service should contribute to the overall delivery of the BBC’s public purposes.

The BBC Trust is committed to reviewing each BBC service at least once during a five year cycle. This report will be considered as part of the review of BBC Radio 5 Live and 5 Live Sports Extra.

The Trust has issued service licences for 5 Live and 5 Live Sports Extra which set out what the stations are expected to achieve. 5 Live is the home of continuous news and live sports coverage on BBC radio. It should bring major news stories and sports events as they happen, and provide context through wide-ranging analysis and discussion. 5 Live Sports Extra is a part-time extension of 5 Live which provides additional live sports coverage.

2.2 About the Public Consultation

As part of any review, the Trust considers a range of different types of evidence including asking licence fee payers to respond to a number of specific questions about the services through an open public consultation. This consultation was open from 20 April to 13 July 2011.

Respondents were able to reply to 13 questions on the BBC Trust’s website, or by a hard copy questionnaire. 9,538 people took part in the consultation - 9,334 online and 204 via post or e-mail.

The BBC Trust has considered a range of evidence, including the views summarised in this report, and will publish its conclusions on the Trust website (www..co.uk/bbctrust).

The responses to the public consultation were analysed by Public Knowledge, an independent research company, on behalf of the BBC Trust.

This report summarises both the key themes and responses to the 13 consultation questions.

This report covers replies from individuals only - responses from stakeholders and organisations can be found separately on the BBC Trust website.

3. SUMMARY OF KEY THEMES

There were a number of key issues raised by respondents: it should be noted that these are the views of those who took part in the consultation and should not be considered representative of all listeners.

Overview

Overall, responses to the consultation are very positive with the style and content of the station generally appreciated. Respondents welcome a more relaxed style of presentation and believe that news and sports are well covered on the station. The main criticism seems to be that for some respondents the station can feel a little too lightweight and celebrity-focussed, and for some there is too much football.

5 Live Sports Extra is similarly well received, particularly its cricket coverage. Some feel it could be utilised more, particularly for minority sports.

Tone and Presenters

In general, respondents consider Radio 5 Live to have an accessible and engaging tone. It is felt to be less serious than Radio 4 and most of the respondents enjoy the relaxed style of the presenters. For a minority, there is a feeling that the station should be more serious and at times can be seen as rather lightweight.

Most respondents are very positive about the presenters on Radio 5 Live and enjoy listening to them. Most welcome their informal and friendly style. For a small number they are a little bit too relaxed and “chummy”.

Content – News and Current Affairs

For the majority Radio 5 Live provides a good range of content with business news, international stories and politics all praised individually. The station is felt to provide good in-depth analysis and investigative journalism. Politics are reported in an accessible way and considered both interesting and engaging to listen to.

For a small number of respondents there could be more business news and some mention that international news should be covered more thoroughly. Specifically international politics is mentioned as not being well-represented. Some comment that there could be more coverage of local politics; however most suggest that this is perhaps more the remit of the BBC local radio stations. Some suggest that there should be more in-depth investigative journalism

Celebrity and Popular Culture

There are some comments (from around a tenth of respondents) that the station seems too interested in celebrities and popular culture. This is considered to manifest itself both through the choice of presenters and also through the over-emphasis of “celebrity” news stories. For this minority, it is important that the station maintain a more serious outlook rather than focussing on trivial or frivolous topics.

Impartiality and Coverage

The majority of respondents see Radio 5 Live as providing impartial news and reporting. For a small number reporting is not always impartial, with references being made to presenters or reporters giving their own opinion on topics.

Most feel that Radio 5 Live does a good job in covering news from around the whole country, including stories and reports from different locations. A small number suggest that the station is slightly London-centric. There are also some who mention that local stories aren’t given much airtime, however it is recognised that these can be reported on by other BBC services.

Breaking News

A key part of Radio 5 Live’s remit is to broadcast breaking news in a suitable way and provide rolling news on major live events. In general, the station is felt to do this well, coming across as flexible and professional in its reporting of major news stories. Some respondents suggest that 5 Live needs to ensure that it only goes to rolling news where there is a real need, and this should only be for major news stories. Some respondents suggest that only in exceptional circumstances should sports news be treated as “breaking news”. It is felt important that regular programming is only interrupted when absolutely necessary. Some respondents mention that at times rolling news can become very repetitive.

Sport

Sport is felt to be very well covered on Radio 5 Live. Respondents mention football, cricket, tennis, rugby, boxing, golf, horse riding, F1 amongst others as being well represented. For almost all, the way in which sport is broadcast is very strong with expert analysis and good presenters and commentators. Football coverage is particularly cited as an important part of the schedule and the station is seen as a very good place to access live sport.

However some respondents think there can be an over-emphasis on football and that there could be other sport - both mainstream and minority sports - in the schedule. They suggest that 5 Live is the station where minority sports

could easily be given airtime whilst other stations provide a lot of mainstream sport and particularly football.

Participation and Phone-ins

Most respondents consider Radio 5 Live to be very good at providing opportunities for the audience to participate and enjoy the phone-ins. Respondents recognise that there are many ways for the audience to take part in the programming and give their opinions. For many this is a strength of the station, however a significant number of respondents dislike phone-ins feeling that there are too many or that the callers are often ill informed and add little to a discussion.

5 Live Sports Extra

Those who listen to 5 Live Sports Extra are generally very positive about the station and enjoy the programming, particularly cricket. Some feel the station could be used more effectively, particularly broadcasting more minority sports and using the airtime more continuously.

Distribution

For both stations, respondents mention reception and ways of accessing the services as issues. Respondents would like the stations to be available on FM to make them more universally accessible.

4.1: How do you listen to 5 Live and how often?

Respondents to the consultation were asked to state on which platforms they chose to listen to Radio 5 Live and whether they listened to the station on the relevant platform, either ‘frequently’, ‘sometimes’ or ‘never’. Overall the majority of respondents to the consultation listen ‘frequently’ to the station via at least one broadcast platform.

The vast majority of respondents listen via the AM/ frequency, with two thirds listening ‘frequently’ and just under a third ‘sometimes’.

Finally just under 40% of respondents access 5 Live podcasts, and again this is more likely to be ‘sometimes’ as opposed to ‘frequently’.

Similarly respondents to the consultation were also asked to state on which platforms they chose to listen to 5 Live Sports Extra and whether they listened to the station on the relevant platform, either ‘frequently’, ‘sometimes’ or ‘never’. Overall the majority of respondents are likely to listen to the station ‘sometimes’ (49%).

Two thirds of the respondents state that they listen via DAB (digital radio) again with the majority listening ‘sometimes’.

Finally just a tenth of respondents listen to 5 Live On-demand (catch up listening), with the majority of this listening again being ‘sometimes’ rather than ‘frequently’.

Total number of respondents = 8,782

Most respondents are positive about the news on 5 Live commenting that the coverage of news, both from the UK and around the world, business news and sports news is good, the quality of presenters high, and the tone accessible and engaging.

It's my first port of call for radio news coverage. I find the analysis and breaking news to be unsurpassed. Excellent. Always first with the news and covers a wide range of views. International coverage comprehensive. I wake up early so usually catch the excellent which always covers up to the minute issues - Female 55 to 64

5 Live is an excellent news service, and as this is the first place that I hear news often, I value the comprehensive nature of the coverage and the speed at which it is delivered in relation to the events unfolding. I feel that there is a good degree of self scrutiny in their news and consequently correction of inaccuracies is fairly swift and also that their presenters are impartial, but invested in the news items. – Male 35 to 44

I feel well informed from my hours of listening to 5Live. The presenters do thier best to engage as wide an audience as possible, and make the programmes entertaining as well as informative. I couldn't manage without it. I gave up listening to R4 as it was too serious and dry. – Female 35 to 44 Accurate, Impartial and Independent Coverage The majority of respondents comment that the news coverage on 5 Live is impartial, accurate and independent, providing a trusted, balanced and reliable news source. Some respondents seem to feel that there are some elements of partiality within the news coverage; in particular they mention a left wing bias. Others make specific references to certain presenters who seem to bring too much of their own views to stories. Some respondents also mention that they feel news stories can seem too sensational, which is thought to sometimes be at the expense of accuracy, or that there can be too much speculation when facts are unclear. 14 BBC Trust Review of Radio 5 Live and 5 Live Sports Extra – September 2011 © Public Knowledge

It maintains the balance and integrity that I expect from the BBC. Offers a balance with views from both side in most cases and presenters offer their own opinion. Also they are not afraid to challenge guests/callers/contributers. – Male 25 to 34

I believe 5 live does provide impartial, independent coverage of UK & world events. As for accurate, one trusts that is the case. It certainly provides a broad range of perspectives and is not afraid of broadcasting callers with many and varied views. Superb. – Male 35 to 44

It is not impartial on political matters. Its presenters and the BBC use 5Live to promote its strong anti-Tory views. I would add that I am NOT a Tory voter. There is a stark contrast in the interviewing techniques between the different parties. Tory Politicians are treated aggressively, not allowed to complete a sentence, continually challenged and interrupted, and the presenters own views brought to the fore. Labour Politicians are allowed to speak freely virtually uninterrupted for the full period. – Male 65 to 74

I believe the coverage is not impartial, especially with regard to certain presenters who have various (political) agendas. – Male 45 to 54

I get really frustrated when the coverage takes a tabloid approach and runs headlines which don't reflect the accurate picture of the story or when it takes a small piece of an interview and uses it and such a way that it misrepresents the story. – Male 45 to 54 Analysis and Context Many respondents feel the station provides good analysis of news stories and offers a range of opinions, and guests providing a variety of views. However, some comment that they feel there can be insufficient analysis with too little time given to some stories. Others mention that in providing a range of perspectives there can be an over reliance on views of the public rather than those of experts. Analysis of news stories is fresh and engaging and far less stuffy than radio 4 without their being undue dumbing down. – Male 45 to 54

It does this very well. It seems to understand that it is not radio 4 but also that it is not radio 1 and the depth of analysis is about right. – Age and gender not given

There is too much reliance on anecdotal listener contributions as factual analysis - particularly in political interviews – Male 45 to 54

You don’t seem to allow enough time for things, and try to cram too much into a short space of time at the expense of depth. i don’t mean half hour slots for each person but give them time and don’t cut people off so often. – Female 45 to 54

Coverage of International Events and Issues

International news coverage is seen as a positive aspect of the station, with most respondents saying that it offers depth and quality of coverage on a range of world issues and events. Some feel that there is room for improvement both in terms of quantity and range of coverage, in particular more coverage of European news.

Brilliantly. It has a great ability to take on a world events and cover them on radio like no other station. Broad-ranging and thoughtful without being esoteric. And it always covers them - never ducks a big issue because it thinks it won't interest its audience. – Male 25 to 34

5 Live achieves these aims and commitments very well. The coverage of the Arab Spring has been excellent. The reporting of the Egyptian Revolution with Peter Allen on the ground in Cairo made the listener feel incredibly close to events. – Male 25 to 34

Not enough coverage of Europe/World news. Analysis often shallow. Too many headlines not enough news! – Male 45 to 54

Business News

Many comment that they feel the business news on 5 Live is accessible and engaging and is a strong feature of the station. Some comment that they would like more business news, such as business updates throughout the day. In particular ‘Wake up to Money’ receives positive comments.

I listen to business news, and do find it engaing and interesting. Much more discussion and interaction with guests rather than scripted news. – 25 to 34 Male

Business news is a bit short. Everything else is very good. Really enjoy waking up to money. – Female 55 to 64

Tone and Style of News Programming

Many respondents comment positively on the more relaxed, informal, conversational style of presentation and tone of news coverage on 5 Live,

which is compared to the more formal style of Radio 4. However, some dislike what they consider to be a more tabloid or trivialised, sensationalist style of programming, which can seem to lack depth and accuracy. There are also references to an overreliance on celebrity news particularly during some daytime shows.

I listen to 5 live regularly to hear the concise and informed news coverage. I particularly enjoy the coverage in Drive during the evenings. The variety of guests and the wide coverage of serious and also more light hearted stories is excellent. –Female 35 to 44

Whilst there is a lot of 'magazine' or panel programs (Bacon, Logan, , 7DS), they are an appealing way to discuss news topics. Having someone dryly read news stories on a loop is not an engaging way to cover the news. All in all, I think the news coverage is broad and well done. –Male 25 to 34

I think 5 Live covers the news in a manner that is audience friendly, in particular to an audience that would be younger than you would expect to listen to Radio 4.I particularly like the interviews that are more informal than those on Radio 4. I particularly enjoy the breakfast show and Drive. – Male 35 to 44

I get annoyed with tabloid style, for example I listen to a full interview in the morning only to hear a quote used as a headline all day that does not truly reflect what was actually said by the person who was interviewed. – Male 55 to 64

Reasonably good on Breakfast and Drive but becomes lacking during the daytime schedule where the output becomes more celebrity and entertainment focused with too much attention paid to public phone-ins. - 35 to 44 Male

Phone-Ins

The use of phone-ins as a means of debating and discussing news topics divides respondents, being enjoyed by some and less liked by others. Some feel there are too many phone-ins while others say they would prefer to hear the views of experts and professionals rather than listeners.

I believe it covers them very well. I use it for my news update when I am travelling in the car. The morning phone-ins cover a wide range of topics with considerable public debate. – Male 45 to 54

Though phone-ins have their place, I don't necessarily always want to hear what ill-informed people think but rather listen to experts and experienced professionals discussing ideas, current affairs and events. – Male 35 to 44

I think it does these things but I do not enjoy the 'phone-ins. It would be better to have the opinions of experts in the field on both sides of the argument rather than the general publics ill-informed ideas of what is happening. – Female 35 to 44

4.4: 5 Live should offer instant access to breaking news from the UK and internationally, and become a rolling news service whenever appropriate. How well do you think it does this?

Total number of respondents = 8,499

Most respondents consider that 5 Live covers breaking news well, having a responsive and flexible approach, which allows it to cover major stories and events and keep listeners up-to-date with developments. 5 Live’s coverage is seen as accurate and informed and respondents make specific reference to recent incidents such as the Cumbria shootings, the Raoul Moat shooting and the killing of Bin Laden as examples of where sensitive news is well handled as the events unfold. 5 Live does this very well indeed. It has managed to strike an appropriate balance when the story is breaking and then the coverage subsequently is very detailled and considered. They seem to know when to drop the coverage to lower levels, but don't neglect stories that still have relevance and importance. – Male 35 to 44

Very well and it is the first network I would go to for these things. Even if the actual facts or detail are limited you always get the feeling they are on top of it rather than filling time. 9/11, Japanese Tsunami, 2010 Election were all excellent. – Male 35 to 44

Excellent, absolutely excellent. It is always Five live i turn to for the best information on the major events, always backed up by a human dimension lacking in other reportage. The coverage of the Raoul Moat shootings and subsequent siege was exceptional and far better than the TV coverage in many respects. Some of the 5 Live phone calls made during the siege from locals who could see what was happening were absolutely extraordinary. – Male 45 to 54

5 Live does a fantastic job in keeping me up to date on breaking news. They do a great job in getting the best up to date info and try to get the best experts. – Male 35 to 44 A number of respondents suggest there are issues around what is considered ‘breaking news’ and to what extent a story merits ‘continuous rolling news’ or ‘continuous live coverage’. Some feel that ‘breaking news’ stories can seem too trivial, citing celebrity news or sports results as examples of when it is considered inappropriate to break into a schedule. Respondents also comment that rolling news can seem repetitive or excessive, especially if there is no new development of the story or if only minimal new information becomes available. Some also feel that in order to keep updating

breaking news stories, there may be too much speculation and use of public opinion in an effort to maintain listener interest. Finally some respondents believe that there can be too many interruptions to scheduled programmes from breaking news; this is of particular concern when there seems to be no particular development in the story, and it is felt that the ‘breaking news’ could wait until the next scheduled news programme.

I think sometimes it can go a little over the top with stories it considers to be important enough. It's too keen sometimes. The station can overreact to certain stories. – Male 55 to 64

It should only ever become a rolling news station if the event is important enough and then only if it is necessary ie when there is something new to say. – Male 25 to 34

Rolling news can be too narrow and focused. Obviously if there is an major event then more coverage needs to be given. However this should not be to the exclusion of other news. Rolling news often also has many people speculating about speculation which then becomes 'fact'. This is not news or analysis! - Male 55 to 64

Whilst the breaking news is often very informative, I find that sometimes a program is interrupted too often for events that do not have to be listened to live. For example, they often cut to press conferences or speeches which would be better off being recorded, edited into the most important bits and delivered within 5 or 10 minutes of the event happening. This would prevent interviews or features being cut off early. – Male 25 to 34

Many also comment positively on coverage of elections as well as the devolved Parliaments and Assemblies.

Good coverage and very impartial. Tough but not rude questioning of politicians hits the right note for me. – Male 35 to 44

it does this well. I enjoyed the AV discussions recently on Vic Derbyshire's program and the coverage of the Lybian events has been excellent. – Male 35 to 44

I think they do this very well. It is my main source for UK politics and I think they cover it very thoroughly and even handedly. I believe it does this very well, making the subject more interesting for the listener. I really enjoy 5 Live's politics coverage and the award for Best Rolling News coverage for Drive for the General Election Coverage was well deserved. – Male 16 to 24

Impartiality

Most respondents commented that they believe the political coverage to be impartial, though some echo the views made in response to an earlier question that they feel the station cannot always be considered impartial in its political coverage, and in particular displays a left wing bias (see section 4.3).

The majority of the respondents are positive about the sport coverage on 5 Live, commenting that this is a real strength of the station and that it offers the best sports coverage available on radio. It is seen as covering a wide range of sports with the main emphasis being on football, though respondents also mention cricket, rugby, Formula 1, golf and tennis amongst others. The coverage is seen as comprehensive, professional and engaging and the quality of commentary is enjoyed and appreciated, as are the knowledgeable contributions and expertise of specialists. The 606 programme also receives particular praise. Inevitably different sports are enjoyed by some and not by others, and there is a feeling that there is perhaps too much emphasis on football at the expense of other sports.

The sports coverage is exemplary, always providing excellent coverage of football, cricket, rugby and other sports, and the expert analysis is always compelling and accurate, even when debate is heated. 606 in particular I feel is a triumph for the station, having given some wonderful moments of open debate with the public. It is a shame that some of the football coverage has been lost to other stations, but this I suppose cannot be helped. 5 Live is the flagship station for sports radio coverage and for those of us with no access to Sky and its football coverage, we would be truly adrift without it. – Male 25 to 34

5 Live's sports coverage is second to none! Specialists are always experts and big events are covered well, even those sporting events that may not have a wide appeal eg. horse racing and golf. The coverage is of the highest quality. – Male 25 to 34

The analysts and commentators it uses are usually very good. – Male 35 to 44

The sports coverage is outstanding. How one Radio station can provide such quality sports broadcasting as well as news/current affairs coverage is truly amazing. – Male 35 to 44

Well. A lot of the sports coverage is excellent and enjoyable to listen to. When 5 live concentrates on a major sports event you know that it will be excellent. Innovations like the time they had different commentators depending on which team had the ball for the rugby league - great ideas for those of us who don't follow the sport. It is first class. It is the finest service on any platform at the BBC. Please do not change it. Many respondents comment that the range of sports on 5 Live is very good, with specific mention being made of football, cricket, golf, tennis and rugby, amongst others. It is accepted by many that everyone has their own personal preferences, so it is not possible to always cater for every taste. The mid week shows in the evening show a genuine balance, with several segments dedicated to sports other than football with a genuine commitment to cover these sports thoroughly and with integrity. – Male 35 to 44

5 Live covers a much better variety of sports than other broadcast providers you can always rely on it to cover anything from football and rugby to horse racing, golf and cricket. – Female 25 to 34

We all have our own preferences. I particularly love Football, Cricket, International Rugby, Snooker & Tennis. All are covered regularly and to a high standard. My needs are well catered for and therefore I am a satisfied listener. – Male 55 to 64 There are, however, other respondents, some of whom acknowledge the importance of football as the UK most popular sport, feel that there may be too much football coverage on the station and that, as a result, coverage of other sports, both mainstream and minority, can be limited. Some respondents suggest that more use should be made of 5 Live Sports Extra to cover other mainstream and minority sports as well as a larger number of sporting events. The range of sports covered is wide, but only for a tiny fraction of the time. Far too much time is spent on football. I enjoy football, but it is already available everywhere else. Football is pushing out all the other sports, meaning that other sports only get a few minutes during their flagship event. For example, I want more tennis outside of wimbledon, more rugby outside the six nations, and more reporting on the stories in these sports, not just live coverage. – Male 35 to 44

Many respondents feel this is done well, with in depth analysis providing listeners with informative, engaging and enjoyable programmes. Many make references to particular programmes or presenters, including Breakfast, Drive, Monday Night Club and Sports Week.

5 Live does this brilliantly with investigative pieces often forming part of 5 Live's news agenda for the day. Sunday night's investigative journalism show is also excellent. – Male 25 to 34

I listen to 5 Live Breakfast in the mornings and they will often carry stories that are the result of a 5 Live investigation that will then be picked up by other news media throughout the day, so I think they perform this function reasonably well. – Male 35 to 44

Led by , the investigative analysis of sports stories is excellent. For news, specific shows and overall journalism are both exceptional. – Male 35 to 44

Some respondents mention that this is an area where they would welcome further programming, both in news and sports, noting that in-depth coverage is perhaps more closely associated with other stations such as Radio 4. Others comment that they are not aware of any in-depth investigative journalism, perhaps with the exception of the Sunday night programme, but see this as an important part of the station’s remit and would like to hear more investigative journalism.

The majority of respondents seem to be very satisfied with the way in which 5 Live fulfils its commitment to covering news and sport from across the UK. Some, however, feel that the station is ‘London-centric’ and that there is not enough regional or local coverage and that better use could be made of local resources. Some also comment that there is a limit to the breadth of coverage which, as a UK wide station, 5 Live can accommodate and perhaps this type of more local or regional coverage is best placed on BBC local radio, or stations for the nations. Respondents are divided on phone-ins which seem to have a polarising effect – loved by some but disliked by others. Coverage from across the UK

The majority of respondents feel that the station provides good coverage of news from across the UK. They refer to the geographic spread of news and sports coverage and the depth of news coverage which allows an insight into non-metropolitan issues and experiences, and the use of reporters from around the UK. Some respondents feel that there is too much emphasis given to London and the south-east and not enough from other areas in the UK, while respondents from the nations specifically feel there could be more from Wales, Scotland and Northern Ireland. excellent - enjoyable engaging programming that has enlightened me on aspects of British life from all over the UK - definitely not London centric and on news not England centric – Female 35 to 44

5 live is in my view the best of all of the BBC stations on this front. It travels all across the UK routinely to cover sport, it's phone-ins (while not to my taste in general) involve people from all over, and it's political coverage mentions local elections very well. – Male 25 to 34

It can be a bit London centric, but I think most people appreciate that if they want more local news and sport they can listen to their local BBC station - Male 25 to 34 Using Phone-ins to reflect opinions from across the UK The phone-ins are also enjoyed by many who compliment the presenters, the variety and type of issues covered and views expressed. However, others dislike phone-ins, claiming participants’ comments are poor and ill-informed or too extreme. Others feel there are too many phone-ins and they do not necessarily reflect opinions across the UK. Further responses relating to phone-ins are provided in section 4.10. The phone-ins are fantastic and I enjoy the range of views put across, even if I don't agree with them. – Female 25 to 34

The daily phone ins are well handled in avoiding bias while reflecting opinions from across the UK. Debate is well handled, making it possible for people from all walks of life to contribute at ease. – Female 65 to 74

Coverage is excellent. However, I'm not sure phone ins are representative of all opinions across the UK because I don't think many people are minded to call radio phone in programs. - Male 35 to 44

I do not think the phone-ins ever convey local opinions, only opinions of the individual as most of the topics are not specifically localised, hence John from Newcastle's opinion is no different from Doris of Exeter because of geography. – Male 45 to 54

Coverage of Local Elections and Elections to the Devolved Administrations

There are fewer responses concerning coverage of the local elections and elections to the devolved Parliament and Assemblies. While some feel the coverage is sufficient and informative, others feel there is not enough. Some comment that although there is a place for this coverage on 5 Live, its main home should be on the Nations radio stations or English local radio. The regional political coverage is good - I would probably be totally unaware of the election campaign in Wales at the moment if it wasn't for 5 live. – Male 35 to 44

There are local elections and regional assembly election today so good timing. I do not feel particularly connected to these from the coverage on the radio I have heard. (News is dominated by Bin Laden and AV voting - all important but I have an important decision to make in a local election.) – Male 35 to 44

5 Live is a national radio programme, but Scotland, Northern Ireland and Wales have more than enough media stations covering their areas, I would not want to hear a programme dedicated to say the Welsh Assembly if this was being covered by the Welsh media. – Male 55 to 64

Overall the majority of respondents seem to think that audience participation is an essential part of 5 Live’s output and that the station does this well. It is noted that participation in programmes is actively encouraged and that there are a variety of methods for listeners to get involved with programmes and interact with presenters, other listeners and sometimes guests.

Many respondents comment on phone-ins as a means to participate and while these are enjoyed and appreciated by many, others feel there is too much reliance on phone-ins and that the standard of participants and quality of debate can be questionable. Encourage Participation using a Variety of Methods Respondents welcome the ways in which they can take part in programmes noting the range of methods for participation or the number of programmes where listener involvement is encouraged. Participation is seen as both informative and entertaining and presenters are praised for their sensitive handling of contributors. Some respondents do mention that they can feel excluded because of the perceived reliance on certain methods of participation.

Participation is very good -- phone, text message, email, website, Twitter, Facebook. Usually possible for people to talk to guests, but always time pressure because of the need for news, sport, weather travel etc. – Male 55 to 64

Brilliantly. People opinions add colour, interest and offer a snapshot of our nation and what the public feeling is on many issues. No one can rival 5 live on this front. – Female 16 to 24

Participation encouraged by phone and text message. As a non user of a mobile phone I often feel excluded. Don't underestimate how many older listeners are in the same position. This amounts to age discrimination. – Female 65 to 74

Phone-Ins

Phone-ins and their role on the station tend to polarise respondents. While many enjoy the frequency and content of phone-ins as a means to participate with 5 Live, and see it as a key part of the stations offering others are more critical. Some feel that there are too many phone-ins; others feel that phone- ins can be badly hosted with either too little mediation or too much intervention from presenters. Some respondents feel that participants can seem ill informed and do not add insight to the discussion; some state they would prefer to hear from experts rather than listeners.

Very supportive approach to phone-ins means callers are more confident to express their opinions and viewpoints in an in-depth way rather than simply being the providers of sound-bites as per some other channels. –Male 45 to 54

There are in my opinion too many phone in programmes, particularly where people can ring in and argue with the presenter even if they have no knowledge of a subject. this does not enterntain or inform. – Male 35 to 44

Presenters of Phone-ins should be given a gavel and encouraged to use it - often too many people talking at once and interrupting each other - including studio guests. Presenters of Phone-ins should learn how to keep order Too often all listeners hear is a cacophony of voices - Female 65 to 74

I would much rather have the time used speaking to experts or protagonists, rather than members of the public who are sometimes prejudiced or haven't really got a clue what they are talking about. I also don't like listeners phoning up to speak to important politicians. Surely a compotent interviewer should be used instead? It is much better when listeners are asked to text or e-mail questions beforehand, allowing the interviewer to put forward listeners concerns in an articulate manner. – Male 25 to 34

Reasonably effective, although it is important that that the presenters provide a balanced view that mirrors the range of text/email/facebook messages received. Certain presenters interrupt callers too frequently when they are making valid points. Others are dismissive of callers who do not share their own view on a subject are therefore likely to get less time on air. - ID 1582 Male 55 to 64 Direct Interaction with Guests Respondents comment that 5 Live works hard to ensure listeners get direct access to guests by inviting text and email questions to put directly to them. Specific mention was made of the pre election party leader interviews which allowed for interaction with listeners.

Respondents are generally very positive about the range and mix of programmes on 5 Live with particular reference to news, sport and conversation. It is acknowledged by some that not every aspect of the balance of programmes will suit everyone’s personal taste, but generally the range is considered good.

Some reflect comments made in response to earlier questions particularly around the frequency of phone-ins, and the amount and range of sport, some especially mentioning football. There are also a number of references to the perceived increase in celebrity news in programmes.

4.12: 5 Live Sports Extra aims to provide a complementary service to 5 Live by bringing live sports coverage of both mainstream and minority sports events from the UK. How well do you think it does this?

Total number of respondents = 7,860

Of those who responded to the consultation far fewer listened to 5 Live Sports Extra than to 5 Live, with some noting that this is due to distribution issues, for example lack of access to DAB radio, particularly in cars, or online access.

Of those that do listen, the majority comment that the coverage provided is very good, with reference to sports such as cricket, football, Formula 1, rugby, tennis, and lower league football matches. They consider the station an excellent way to provide greater coverage of both mainstream sports and minority sports, though some believe that there could be more of the latter. Many respondents feel the station is under used and should be used more in order to provide further live coverage. Live Coverage of Mainstream Sports I love 5 Live Sports Extra. I like sports such as cricket and track cycling that would play second fiddle to the football but find a home here. I also really the content that has come courtesy of Australian / New Zealand broadcasters for events taking place abroad. I think this initiative should be embraced where the quality of programming is high. – Male 25 to 34

Sports Extra presents sport when it is not possible to do so on the main station or when two major sports events take place at the same time. I only listen to mainstream sports events such as football and cricket as that it what I am interested in and I feel it does this very well. The presenters and commentators are highly knowledgeable and cover the events in a neutral way. – Male 55 to 64

Very well, especially when there are two major live sporting events running simultaneously. Excellent coverage is assured on both, due to great depth in commentary talent. – Male 16 to 24 Live Coverage of Minority Sports I think it does this very well especailly the minority sports (NFL). I think the GP practice & qualifying is excellent too. – Male 35 to 44

Increasingly it has taken on board minority sports and increasingly I have appreciated this. Things like cricket and tennis were made for this channel - Gender not given 35 to 44

When it's on it is excellent. It's coverage of Swimming, the climax to the Cricket County Championship, and American sport in particular, has been outstanding. It just needs to be on more often. – Male 45 to 54

I never hear any round up of sport from any thing other than Football, Rugby, tennis, and cricket. I do not hear so much about minority sports from the regions. – Male 45 to 54

Not enough coverage of minority sporting events at all. Far too much coverage about F1. People who like F1 will watch it on tv. Those who don't turn to the radio so we don't want to hear about F1. – Male 16 to 24

Channel is under used

Very well, though personally I would like there to be more on Extra. I'm sure it comes down to money (what doesn't?), but I'd like to see more sports coverage on there including more minority sports and alternative matches when there's also coverage on 5 Live. – Male 25 to 34

We need more on this channel - it's a shame that it is off air when there is so much sport that we could listen to - Female 55 to 64

Distribution

Would like both to be on FM though for in the car. Do most listening in there. If you did this figures would go up even more. I understand DAB is the future. but it will take 10 yrs for that to be in all cars. – Male 25 to 34

Total number of respondents = 7,288

Many respondents are very positive about the stations stating they are avid listeners and the station produces excellent programmes with good presenters. A large proportion of the comments are from those who particularly like or dislike certain programmes or presenters, or have a preference for more or less coverage of specific sports.

Many issues raised in response to earlier questions are also made here. Respondents also mention the problems with distribution for both 5 Live and 5 Live Sports Extra.

best radio station by far and really strong line up of presenters. keep up not taking everything too seriously - see radio 4 - Male 35 to 44

I listen everyday and this is the best radio station by a long way for content and quality. – Male 45 to 54

5 live and extra are the only radio stations that i listen to - they are both excellent - may they keep going - Male 55 to 64

Best two radio stations and the ones I always listen to every day for news and sport. Excellent coverage, excellent presenters, simply first class and I cannot praise it enough. I would like to suggest ways you could change it for the better but I cannot think of any thing (this is rare as I am told I am a very critical person with high standards so that says it all). – Male 35 to 44 Distribution I really enjoy 5 Live, and the range of shows. it would be good to have it available on an fm frequency too - Male 45 to 54

I love Radio 5 live but usually listen on AM. It will be expensive to upgrade radios to DAB, especially as a lot of my time is spent in car or other work vehicles. Surely can not be that hard to put 5 Live out on FM - Male 35 to 44
