JUNE 2015 POLICE FORCES TO THE BORDER! HUNGARY COMES FULL CIRCLE ON OPEN BORDERS By John R. Haines John R. Haines is a Senior Fellow of the Foreign Policy Research Institute and Executive Director of FPRI's Princeton Committee. Much of his current research is focused on Russia and its near abroad, with a special interest in nationalist and separatist movements. As a private investor and entrepreneur, he is currently focused on the question of nuclear smuggling and terrorism, and the development of technologies to discover, detect, and characterize concealed fissile material. He is also a Trustee of FPRI. For other nations, their land has fixed boundaries. For Rome, its boundaries are the boundaries of the Roman world.1 So, too, it seems, for the nations of the European Community, and for the Community itself. And that is the basis of the immigration crisis now raging in Hungary. When the Berlin Wall fell on 9 November 1989—Der Mauerfall to Germans—it set the two Germanys on a course to reunification eleven months later. It was in Hungary, however, where “the first stone was knocked out of the wall,” declared Helmut Kohl. In June 1989 Hungarian foreign minister Gyula Horn and his Austrian counterpart, Alois Mock used wire cutters to cut a symbolic section of the barbed wire fence separating their two countries. The next month, a small group of Hungarian dissidents and Austrian politicians organized what they intended would be a symbolic border opening outside the Hungarian border village of Sopronpuszta. The opening became more than symbolic: within a few hours, some 600 East Germans passed through a simple wooden gate into Austria. -

FROM DAYTON TO ALLIED FORCE: A DIPLOMATIC HISTORY OF THE 1998–99 KOSOVO CONFLICT by Christian Novak A thesis submitted in fulfilment of the requirements for the degree of Master of Philosophy Faculty of Arts and Social Sciences University of Sydney 2017 ii I declare that the research presented here is my own original work and has not been submitted to any other institution for the award of a degree iii Abstract This thesis reconstructs the diplomatic response of the international community to the Kosovo conflict of 1998–99. It outlines the process which resulted in the failure of negotiations involving outside agencies and individuals as well as the recourse to air strikes against the Federal Republic of Yugoslavia. Using primary sourced material from the International Criminal Tribunal for the Former Yugoslavia, personal interviews and other carefully selected primary sources, this thesis explores why international attempts to find a negotiated solution failed. iv Acknowledgements Numerous people have assisted in the completion of this thesis. Suharekë/Suva Reka September 2009 1. Area and population The municipality of Suharekë/Suva Reka is located in southeast of Kosovo, including 41 villages and the town of Suharekë/Suva Reka itself. The 80,000-big Suharekë/Suva Reka’s pre-conflict population included some 3,000 Kosovo Serbs and a small number of Kosovo Roma. Today, no Kosovo Serb lives in the municipality. According to the latest unofficial statistics used by the municipality, at present 535 members of Kosovo Ashkali community live in Suharekë/Suva Reka town and in the villages of Gelac/Geljance, Trrnje/Trnje, and Leshan/Lešane while four Kosovo Roma reside in the town. During the 1999 conflict approximately 90 percent of houses suffered damages and destruction. 2. Governing structures • Legislative The municipal assembly has 41 members, elected in November 2007. So far, two main legislative committees were established: policy and finance committee and the communities committee. LDK and LDD have 22 seats in the municipal assembly thus forming the majority. Mr Rexhep Kuqi (LDK) has been elected as the municipal assembly chairperson. The breakdown of party affiliation and seats is as follows: AAK: 2 PD: 1 LDK - Democratic League of Kosovo AKR: 2 PDK - Democratic Party of Kosovo LDD - Democratic League of Dardania LDD: 4 LDK: 18 AKR - New Kosovo Alliance AAK - Alliance for the Future of Kosovo PD - Justice Party PDK: 14 • Executive The mayor is Mr. Sali Asllanaj (LDK). He was re-elected in November 2007 elections and has appointed Mr. Vitor Markaj (LDK) as his deputy. With the new municipal structure municipal administration is organized into nine directorates. -

The aim of the Unit, which focuses on civilian children, is to lessen the impact of armed conflict on children, through better protection of their rights. It works closely with the office of Olara Otunnu, the UN Special Representative for Children and Armed Conflict and was established to maintain the work of Graca Machel, the former UN expert on the impact of armed conflict on children. Madame Machel is the patron of the Unit. The Children and Armed Conflict Unit has monitored the situation of children in Kosovo since the establishment of the Unit in April 1998. -
