The delivery of decisions is especially significant for the KPA as it signifies the dawn of another important stage in the full realization of the KPA mandate, namely, the implementation of KPCC decisions. The first KPCC session was held in June 2007 and the delivery of decisions this month is the result of months of systematic work and a continuous dedication by the KPCC members and KPA staff to develop and establish clear processes. Now that processes for de- livery of decisions and implementation has been established, more decisions are expected to be delivered in the coming months. The KPA also delivered motions for prosecution to the Office of the Public Prosecutor for cases that were decided before the Housing and Property Directorate (KPA’s predecessor) where it is suspected that documents were falsified. The delivery of these motions to the Prosecutions Office for further investigation, demonstrates KPA’s commitment to the rule of law. Whether charges follow, is an issue for the Prosecutions Office and the courts. The exercise was in several steps. The scenario was based on a simulated demonstration against an International organization. The Danish and American soldiers who were acting as demonstrators were instructed to be violent and that the violence should escalate more and more. The demonstrators played their role very convincingly. Soon enough the headquarter was threat- ened. At this stage support was requested. Helicopters transported reinforcements from the Portuguese army as the KPS and KFOR soldiers attempted to keep a riot in check.

    UNDER ORDERS “Unidentified.” © fred abrahams / human rights watch 1 EXECUTIVE SUMMARY his report documents torture, killings, rapes, forced expul- Tsions, and other war crimes committed by Serbian and Yugoslav government forces against Kosovar Albanians between March 24 and June 12, 1999, the period of NATO’s air campaign against Yugoslavia. The report reveals a coordinated and systematic campaign to terrorize, kill, and expel the ethnic Albanians of Kosovo that was organized by the highest levels of the Serbian and Yugoslav governments in power at that time. Naturally, these crimes did not occur in isolation. This report outlines the historical and political context of the war, with a critique of the interna- tional community’s response to the developing crisis over the past decade. Three chapters also document abuses committed by the ethnic Albanian insurgency known as the Kosovo Liberation Army (KLA), which abducted and murdered civilians during and after the war, as well as abuses by NATO, which failed adequately to minimize civilian casualties during its bombing of Yugoslavia. Nevertheless, the primary focus of this report is the state- sponsored violence inflicted by the Serbian and Yugoslav governments in 1999 against ethnic Albanian citizens of Yugoslavia.
