Introduction. View the World War I Armistice PowerPoint handout to provide context about the signing of the armistice and the events leading up to the end of World War I. a. Slide 2: During the summer of 1918, the German army suffered a series of decisive losses on the battlefield. By the fall of 1918, Germany’s military situation seemed hopeless. The government hoped to launch one final offensive against the British Royal Navy. At the end of October, a group of sailors revolted against the plan, which the sailors believed was hopeless. Soon the revolt spread across the country as workers joined the sailors in protesting the government. As a result of the upheaval, Germany changed its system of government from a constitutional monarchy to a democratic republic on November 9, 1918. b. Slide 3: On November 8, 1918, representatives of the German government met with Supreme Allied Commander Marshal Ferdinand Foch in a forest outside of Compiégne in northern France. c. Slide 4: Foch presented the German delegation with a set of terms and told them that they had 72 hours to sign. There were 34 clauses in the armistice – which is an agreement to stop fighting before terms of peace are formally agreed upon. Slide 5: There were virtually no negotiations. The German delegation received instructions from the German government that they should sign the armistice even if they could not negotiate better terms. The German representatives signed the armistice on November 11, 1918. It went into effect later the same day. e. Slide 6: Central Historical Question. This week, we are going to examine four documents to answer this question: What were attitudes toward the armistice ending World War I? 2. Inquiry. a. Get out Document A and Document B. Read the documents and complete the corresponding guiding questions and sections of the graphic organizer. b. Note the following: § Pershing’s account suggests that the German representatives found the terms of the armistice to be harsh and unfair to the German people. § According to Pershing, Weygand told the German representative that in France there was widespread hatred toward Germany. This suggests that the armistice might have been seen in France as a reasonable punishment for German actions during the war. § The excerpt from the armistice corroborates Pershing’s account. The German representatives maintain that the armistice’s conditions could cause great suffering for the people of Germany. § The excerpt from the armistice also suggests that the German representatives believed that the conditions could make it impossible for Germany to meet all of the armistice’s terms. c. Get out Document C and Document D. Read the documents and complete the corresponding guiding questions and sections of the graphic organizer. d. Note the following: § Document C indicates that many in Germany were very upset about the armistice. In particular, the newspaper account indicates that members of the German government were seeking to oppose the terms of the armistice. § The description of Solf’s appeal to Wilson in Document C suggests that Germans’ opposition to the armistice stemmed in large part from the documents’ harsh terms. STANFORD HISTORY EDUCATION GROUP sheg.stanford.edu April 20, 2020 10th Grade World History 4 § Document C suggests that members of the German government held out hope that subsequent negotiations would align with President Woodrow Wilson’s 14 Points and that the tough terms of the armistice would eventually be abandoned. § Document C also indicates that the armistice was met quite differently in the United States. According to the newspaper account, people were celebrating in the streets of Washington, D.C. The final sentence of the document indicates that this reaction stemmed in large part from a sense of relief that the war was coming to an end. § Document D indicates that many in England were also very excited to learn of the signing of the armistice. § Document D also suggests that there was an awareness in England of the various challenges that still needed to be resolved. 3. Final reflection questions: a. According to these documents, what were attitudes toward the armistice? b. What are the limitations of these documents as evidence of attitudes toward the armistice? c. What perspectives are missing from this document set? d. What additional evidence would you want to better understand attitudes toward the armistice? e. April 20, 2020 10th Grade World History 11 Document A: Diary General John Pershing led the United States military forces during World War I. In this diary entry, Pershing recounts a meeting with French General Maxime Weygand. Weygand served as the chief of staff to Marshal Ferdinand Foch, the Supreme Allied Commander during World War I. At the table [French] General Weygand told about the visit of the German emissaries . [Foch] asked them what was the object of their visit. They replied that they had come to discuss terms of armistice. Marshal Foch made it clear that he himself was not asking for an armistice and did not care to have one. He then asked the Germans if they wished an armistice. They said that they did. The Marshal said if they wished an armistice, here were the terms upon which they might have it, and handed them the terms. General Weygand said that the members were apparently very much depressed by the severity of the terms. A wireless message from the German Government authorizing the delegates to sign the armistice was received at about 2 a.m. on the 10th. In their hurry to stop the bloodshed, the last page of the conditions was written first, on which the signatures were placed at five minutes after five a.m. on the 11th, and word was sent out immediately to the troops to stop hostilities at 11 a.m. General Weygand said that the delegates left soon after. Just before they left, Mr. Oberndorff [of the German Foreign Ministry] stated that he would like to speak to General Weygand. The German stated that he . wished to ask General Weygand if it would not be possible to have started in France in some of the French newspapers a little propaganda in favor of sending food to the German population. He called attention to the fact that no one wanted to let the German people starve and that it was not in the interest of France to let them do so. General Weygand replied . that as for the propaganda, it would be impossible to consider the matter. In the first place, he said that the German evidently had not any conception of the feeling in France toward Germany; that it was deepest rooted hatred because of the suffering and injustice which Germany had brought to France; that no paper would publish such propaganda and any paper which did would rightly be burned. The German stated that General Weygand did not fully understand the situation; that some day he would see that the fault was not entirely against the Germans. In his book of 1931 “The Eighteenth Decisive Battle of the World: Warsaw, 1920”, he claimed that in the contemporary history of civilisation there are, in fact, few events of greater importance than the Battle of Warsaw of 1920. There is also no other which has been more overlooked. To better understand the origin and importance of the battle of Warsaw, one needs to become acquainted with a short summary of the Polish-Bolshevik war and, first and foremost, to get to know the goals of both fighting sides. We ought to start with stating the obvious, namely, that the Bolshevik regime, led by Vladimir Lenin, was, from the very beginning, focused on expansion. Newly developed technologies and weapons created an environment which no one had seen before, and as a result, an entire generation of soldiers and their families had to learn to cope with new conditions of shell shock. For many of those affected, poetry offered an outlet to express their thoughts, feelings and experiences. For Great Britain, the work of Rupert Brooke, Siegfried Sassoon, Wilfred Owen and Robert Graves have been highly recognized, both at the time and in the present. Newspaper articles and reviews published by prominent companies of the time make it clear that each of these poets, who expressed strong opinions and feelings toward the war, deeply influenced public opinion.

Introduction or many centuries the annistice agreement has been the method most F frequently employed to bring about a cessation ofhostilities in international conflict, particularly where the opposing belligerents have reached what might be termed a stalemate. This practice has not only continued but has probably increased, during the present century. The first World War ended in an extended series of so-called annistice agreements.! During the twenty-one years which elapsed before the outbreak of the second World War there were really only two such agreements of any historical importance: that entered into in Shanghai on May 5, 1932, which brought about a cessation of hostilities in the Sino-Japanese conflict of that period? and that entered into at Buenos Aires onJune 12, 1935, which ended hostilities between Bolivia and Paraguay over the Gran Chaco.3 The second World War also ended in an extended series ofso-called annistice agreements; 4 and in the comparatively short period of time since then, there have already been no less than ten major general annistice agreements concluded by belligerents.5 This increased importance in modem practice of the general annistice as an instrument leading to the restoration of peace has resulted in it having been likened to the preliminaries of peace 6 (which it has, in fact, practically superseded), and even to a definitive treaty of peace? Under the circumstances, it appears appropriate to review the history and development of the general armistice as a major international convention concerned with the non-hostile relations of belligerents, as well as to detennine its present status under international law.

Armistice in the UK On 11 November 1918, an armistice between the Allied Powers and Germany was signed, ending the fighting on the western front during the First World War. The armistice was signed at 5am in a French railway carriage in Compiègne, and the guns stopped firing six hours later, at 11am. Under the terms of the armistice, Germany was to relinquish all the territory it had conquered since 1914, as well as Alsace-Lorraine. The Rhineland would be demilitarised, and the German fleet was to be interned in harbours of neutral countries or handed to the British. Announcing the terms in the House of Commons, the British Prime Minister, David Lloyd George, expressed relief at the “end[ing of] the cruellest and most terrible war that has ever scourged mankind”. The centenary of the signing of the armistice will be marked on 11 November 2018 by a series of events. The traditional national service of remembrance at the Cenotaph will take place, as well as the Royal British Legion’s veteran dispersal and march past the Cenotaph.

On October the 7th a note was received from Chancellor Maximilian of Germany wherein the president of the United States was requested to take a hand in the restoration of peace, to acquaint all belligerent states of this request and to invite them to send plenipotentiaries for the purpose of negotiation. It was also stated that the German government accepted the program set forth by the president in his message to congress on January 8th, 1918, and in his speech of September 27th.

    A Guide to Historical Holdings in the Dwight D. Eisenhower Library PRISONERS OF WAR (POWs) AND PERSONNEL MISSING IN ACTION (MIAs) Compiled by David J. Haight Dwight D. Eisenhower Library Staff 1998 Introduction The Eisenhower Library’s holdings span portions of four major periods of international conflict: World War II, the Korean War, the Cold War era, and the Vietnam War. All of these conflicts involved military actions resulting in military and civilian personnel being captured and held prisoner with some individuals listed as missing and unaccounted for. Three of these wars are obvious choices for coverage in a guide such as this one. The Cold War era in the 1950s, however, if the Korean War is excluded, did not involve major air, land and sea battles generating large numbers of casualties. Instead, this period was characterized by intelligence gathering operations conducted in a veil of strict secrecy. Nevertheless, military personnel, aircraft, vessels and equipment were used and military actions occurred. These resulted in the confirmed capture or death of some personnel but also the disappearance without confirmation of the fate of others. The largest quantities of documentation covered by this guide pertain to World War II and the Korean War. Only a tiny quantity of materials in our holdings has been identified as pertaining to POW/MIAs during the Vietnam War period from 1959 to 1975. The most widely scattered and also the most heavily security-classified materials are those pertaining to Cold War reconnaissance operations. Because the Papers of Dwight Eisenhower and those of his military associates primarily document United States military operations, much of the material covered in this guide relates to United States military personnel or the handling of enemy prisoners of war captured by the United States and its allies during World War II and in Korea.

    Armistice Day broadcast--Woodrow Wilson (November 10, 1923) Added to the National Registry: 2004 Essay by Richard Striner (guest post)* Woodrow Wilson Woodrow Wilson’s Armistice Day Speech in Perspective Woodrow Wilson’s radio address on November 10, 1923--on the eve of Armistice Day--must certainly stand as one of the most poignant and in some ways prophetic speeches of his life. It must also stand as one of the most ironic, or so it might be argued. Wilson had only a few months to live when he delivered the address. His life ebbing away, he told the American people that the happy memories of that November day in 1918 when the guns fell silent--the day on which the horrific slaughter of World War One at last came to an end-- would be “forever marred and embittered for us by the shameful fact that . we turned our backs on our associates and refused to bear any responsible part in the administration of the peace.” Wilson was referring to the fact that the United States had not joined the League of Nations. Even so, said Wilson, there was reason to hope that America would come to its senses over time and eventually shoulder the burdens of global leadership. “The whole field of international relations is in perilous confusion,” Wilson argued, but that very situation opened up a chance for the United States to resolve “to put self-interest away and once more formulate and act on the highest ideals and purposes of international policy.” Of course Wilson’s vision would not come true in any meaningful way until the “perilous confusion” of world affairs had degenerated by the 1930s into global fascist aggression that led to a direct attack upon the United States at Pearl Harbor in 1941.

Bridging the Divide Between Armistice and Peace Treaty: Using Just War Theory to End the Korean War David S. Lee* In international law, an armistice agreement provides for a cessation of hostilities in order for the combatants to pursue a permanent peace, usually via a peace treaty. This process remains incomplete for the two Koreas. This article focuses on bridging the divide between the current armistice agreement and a future peace treaty by utilizing just war theory. Specifically, a prong of just war theory that has more recently emerged, jus post bellum (justice after war), provides a beneficial lens by which to achieve a better peace by focusing on both addressing past issues as well as accounting for prospective opportunities for future engagement. This paper argues that a peace treaty influenced by elements of jus post bellum informs the framework necessary for meaningful rapprochement on the Korean Peninsula and a much needed denouement to the Korean War. "POETRY," Wordsworth reminds us, "is the spontaneous overfow of powerful feelings," and there can be no area of human experience that has generated a wider range of powerful feelings than war: hope and fear; exhilaration and humiliation; hatred — not only for the enemy, but also for generals, politicians, and war-profteers; love — for fellow soldiers, for women and children left behind, for country (often) and cause (occasionally). The poetry offered here is fne literature.
