CHAPITRE 3 CONDITIONS SOCIO-ECONOMIQUES ET PROBLEMATIQUE DE LA ZONE D’ETUDE 3.1 Conditions socio-économiques actuelles 3.1.1 Système administratif, zone de démarcation et population La zone de l’étude, à savoir les 2 districts, 9 communes et 52 villages, comme indiqué dans le tableau suivant, est administrativement sous la juridiction de la région d’Alaotra-Mangoro. Géographiquemnt, la zone de l’étude comprend le bassin versant de la rivière Sahabe, lesbassin versant de la rivière Sahamilahy, les bassins de 4 petits et moyens cours d’eau, et la zone du PC 23. La délimitation administrative est illustrée à la Fig. 3.1. Le cas de l'adoption des systèmes de culture sous couverture végétale au lac Alaotra, Madagascar Éric Penot1 2 Résumé Raphaël Domas ` ´ ` ´ ´ 3 A Madagascar, dans la region du lac Alaotra, les systemes de culture sous couvert vegetal Joana Fabre (SCV) ont e´te´ promus par un projet de de´veloppement pour mettre en place une agriculture 4 Sarra Poletti pluviale durable. Des enqueˆtes sur l’e´volution des pratiques agricoles et l’adoption des SCV 5 Colomban Macdowall ont montre´ l’existence d’un « cœur d’innovation » ou groupe de paysans ayant adopte´ les SCV 1 Patrick Dugue (environ 600 paysans pour 420 ha de SCV en 2010) avec un fort investissement du projet en Pierre-Yves Le Gal1 information et formation technique pendant plus de 5 ans. On observe e´galement un 1 processus de conception paysanne spontane´ que nous avons appele´ «syste`mes de culture CIRAD UMR Innovation innovants » (SCI), ne reprenant que certaines parties des e´le´ments constitutifs des SCV, pour TA C-85/15 ame´liorer les syste`mes de culture conventionnels paysans. Ainsi, la pratique de la rotation 73, rue Jean-Franc¸ois Breton raisonne´e, relativement re´cente dans cette re´gion, est la plus prise´e, suivie de l’utilisation des 34398 Montpellier Cedex 5 plantes de couverture pour le couvert du sol, mais aussi comme fourrages ou engrais vert. T. HARDYMAN PP MS 63 July 1998 J. T. HARDYMAN PP MS 63 Introduction James Trenchard Hardyman was born in Madagascar in 1918, son of missionaries A. V. Hardyman and Laura Hardyman (nee Stubbs). The Hardymans married in 1916 and worked in Madagascar for the London Missionary Society from that year until 1938 and from 1944 to 1950. As a child J. T. Hardyman was sent to England to be educated under the guardianship of the Rev. and Mrs J. H. Haile. Hardyman became a missionary with the London Missionary Society in 1945, in the same year that he married Marjorie Tucker. From 1946 until 1974 the Hardymans lived in Madagascar at Imerimandroso. As well as his missionary work within the Antsihanaka area, Hardyman became the Principal of the Imerimandroso College training Malagasy pastors. Following his return to England, Hardyman worked as Honorary Archivist of the CWM at Livingstone House (1974-91) and for the CBMS (1976-1988). In this capacity he oversaw the deposit of both archives at SOAS. From 1974-83 he also worked for the Overseas Book Service of Feed the Minds. J. T. Hardyman died on 1 October 1995. At the age of eleven, Hardyman was given by Haile a second-hand copy of a book on Madagascar published anonymously by 'a resident' in the 1840s, and this began his collection of published and unpublished material relating to Madagascar; a collection which was to become possibly the most comprehensive private collection in the world. -

It is expected to make landfall and continue southward along the eastern coast of Madagascar on Friday 5 January 2018, likely affecting mostly the region of Analanjirofo. The tropical cyclone will reach a maximum wind speed of 130 km/h. Based on the observed and predicted cyclone track as of 4th January 2018 (00:00 UTC), sustained wind speeds zones and population data from WorldPop, UNITAR-UNOSAT conducted a population exposure analysis for Madagascar. ~18,600,000 people are exposed to wind speed of at least 60 km/h : - 1,921,571 people are exposed to 120 km/h winds - 8,508,507 people are exposed to the 90 km/h winds, - 8,191,489 people are exposed to the 60 km/h winds. Taking into account the zones with a flood hazard of 25 years return period within the predicted wind speed zones, about 156,300 people are living in these areas and are potentially exposed to 120 km/h winds. About 795,500 people are exposed to floods in the 90 km/h sustained wind speed zone and 571,500 people in the 60 km/h sustained wind speed zone. -

AFB/PPRC.5/9 June 6, 2011 Adaptation Fund Board Project and Programme Review Committee Fifth Meeting Bonn, June 20, 2011 PROPOSAL FOR MADAGASCAR I. Background 1. The Operational Policies and Guidelines for Parties to Access Resources from the Adaptation Fund, adopted by the Adaptation Fund Board, state in paragraph 41 that regular adaptation project and programme proposals, i.e. those that request funding exceeding US$ 1 million, would undergo either a one-step, or a two-step approval process. In case of the one- step process, the proponent would directly submit a fully-developed project proposal. In the two- step process, the proponent would first submit a brief project concept, which would be reviewed by the Project and Programme Review Committee (PPRC) and would have to receive the approval by the Board. In the second step, the fully-developed project/programme document would be reviewed by the PPRC, and would finally require Board’s approval. 2. The Templates Approved by the Adaptation Fund Board (Operational Policies and Guidelines for Parties to Access Resources from the Adaptation Fund, Annex 3) do not include a separate template for project and programme concepts but provide that these are to be submitted using the project and programme proposal template. The section on Adaptation Fund Project Review Criteria states: For regular projects using the two-step approval process, only the first four criteria will be applied when reviewing the 1st step for regular project concept. In addition, the information provided in the 1st step approval process with respect to the review criteria for the regular project concept could be less detailed than the information in the request for approval template submitted at the 2nd step approval process. -
