For a vari- ety of causes Russia has in historical times led a life to some degree isolated from the rest of the world, and never formed a genuine part of the Western tradition; indeed her literature has at all times provided evidence of a peculiarly ambivalent attitude with regard to the uneasy relationship between herself and the West, taking the form now of a violent and unsatisfied longing to enter and become part of the main stream of European life, now of a resentful (‘Scythian’) contempt for Western values, not by any means confined to professing Slavophils; but most often of an unresolved, self-conscious combination of these mutually opposed currents of feeling. This mingled emotion of love and of hate permeates the writing of virtually every well-known Russian author, sometimes rising to great vehemence in the protest against foreign influence which, in one form or another, colours the masterpieces of Griboedov, Pushkin, Gogol, Nekrasov, Dostoevsky, Herzen, Tolstoy, Chekhov, Blok. The October Revolution insulated Russia even more com- pletely, and her development became perforce still more self- regarding, self-conscious and incommensurable with that of its neighbours. It is not my purpose to trace the situation histori- cally, but the present is particularly unintelligible without at least a glance at previous events, and it would perhaps be convenient, and not too misleading, to divide its recent growth into three main stages – 1900–1928; 1928–1937; 1937 to the present – artifi- cial and over-simple though this can easily be shown to be.

While the European Union aims to make its energies greener, Russia pursues power-goals based on its status as a geo-energy superpower. A successful “European Green Deal” would have the up-to-now underestimated geopolitical advantage of making the European Union less dependent on Russian hydrocarbons. In this article, we illustrate Russian power-politics and its geopolitical implications by analyzing the illustrative case of the North Caucasus, which has been traditionally a strategic region for Russia. The present article describes and analyses the impact of Russian intervention in the North Caucasian secessionist conflict since 1991 and its importance in terms of natural resources, especially hydrocarbons. The geopolitical power secured by Russia in the North Caucasian conflict has important implications for European Union’s energy supply security and could be regarded as a strong argument in favor of the “European Green Deal”. All of this reflects a new and increased form of agency and unity among the Circassians in which youth activism has played key role. It also illustrates how Circassian civil society actors and cyber-activists have not only been able to establish a counter-public sphere or develop a new space for action, but also increasingly have been able to move key issues from Circassian spheres into the wider public sphere of mainstream Russian media and politics. The upcoming 2014 Winter Olympics in Sochi, Russia, in particular, has functioned as a lever in this process, which has also resulted in increasing support among Circassians for calls for recognition of the nineteenth century forced expulsion of the majority of the Circassians from the Caucasus as an act of genocide. In this manner, a mega-event such as the Sochi Olympics has contributed to generating a more radical or politicized understanding or framing of the Caucasian exodus that, since the fall of the Soviet Union, has generally been known as “our national tragedy”.

Consequences of disintegration of the close-knit immigrant society of newly arrived Russian-speaking Jews. 2. Utilizing the special strengths of Russian-speaking Jews for the benefit of the wider American Jewish community. POSSIBLE OUTCOMES: 1. The loss of Jewish identity and rapid assimilation. 2. An adaptation of American-Jewish identity (with the benefits and shortcomings associated with it). 3. A formation of a distinctive Russian-speaking Jewish identity strong enough to be further sustained. There is a 10 to 15-year window of opportunity for intervention with this population. There is also a need to integrate, in a comprehensive manner, organizations to positively intervene in the field. At this preliminary stage, several recommendations stand out as urgent to address this population’s needs: - An effort on a national scale to assist the communities that are home to the majority of Russian-speaking Jews. - Funding for programs that will encourage Russian-speaking Jews to move into Jewish areas. - Special programs to promote in-marriage. - Dialogue mechanisms for Russian-speaking Jews in Israel, the US, Germany, and the Former Soviet Union. - Programs building on Russian-speaking Jews’ sense of peoplehood to bolster ties among all Jews to Israel. - Possible reciprocity between Jewish education and education in science and math for Russian-speaking Jews ("Judaism for math").

The foreign reader of Russian literature walks in the Valley of Shadow. He is overwhelmed by a wealth of woe. He is steeped in gloom. The Tragedy of Russian Life. Russian literature is a faithful record of the history of Russia. In her literature, hapless and helpless, Russia has recorded her grief and sorrow. In her song and story she has uttered her heaven- rending cry of anguish. Russia's fiction is the direct outcome of the sufferings of her people. The misfortunes of Russia are darker and deeper, her shrieks of agony are louder and longer than those of any other country. Her literature is sadder and gloomier that that of any land. It is the literature of a country which is always "complaining and sighing and wailing." If the joys of Russia are bitterly ignored in her literature, it is because in truth they cannot be said to exist.   • Conflicts in the North Caucasus

CORNELL* Although the conflicts that have attracted most international attention in the post- cold war era have been those of the Transcaucasus, another area of both potential and actual turmoil is the North Caucasus. The first example of serious conflicts in the area, naturally, is the war in Chechnia. However, the existence of this war, and its astonishing cruelty and devastation, has been instrumental in obscuring the other grievances that exist in the area, and that have the potential to escalate into open conflict. These can be divided into two main categories, which however spill over into one another. The first type of conflicts are those among the peoples of the region; the second type is conflicts between these peoples and Russia. Doubtlessly, the main example of the unrest in the North Caucasus has been the short but bloody war between the Ingush and the Ossetians. However, this war distinguishes itself only by being the only one of the conflicts in the region that has escalated into war. Among the other known problems, three issues call for special attention: First and perhaps most pressingly, the bid for unity of the Lezgian people in Dagestan and Azerbaijan; Second, the latent problem between the Turkic Karachai and the Circasssian peoples in the two neighbour republics of Karachaevo-Cherkessia and Kabardino-Balkaria; and thirdly the condition of the most complex of all the North Caucasian republics: Dagestan. It seems logical in this study to start with the most well-known of these issues: the war that raged in November 1992 in the Prigorodniy raion between the Ingush and the North Ossetians.

    TOM TRIER, HEDGIV LOHM, DAVID SZAKONYI: Under Siege. Inter-Ethnic Relations in Abkhazia. xi + 159 pp., maps. London: Hurst & Company. 2010. £25. The more information provided to Western audiences about Abkhazia and its dispute with Georgia, the better, so that attitudes and policies can be predicated on facts rather than ignorance, as has regularly been the case. But not all works are necessarily (wholly) accurate in what they present to their readers. The present volume is a mixture of wheat and chaff, and the latter could easily have been winnowed out prior to publication. Abkhazia achieved de facto independence from Georgia at the end of September 1993 after a 14-month war. Though official recognition was granted by Russia on 26 August 2008, and since then by three other states, most of the international community is not (yet) prepared to acknowledge Abkhazia’s de iure status. This needed to be stated once in the Introduction; but inserting the words ‘de facto’ each time the country or one of its governmental posts is mentioned soon irritates the reader. The authors’ fieldwork was conducted in 2007, and, unfortunately, some of their statements are out of date. Though I would advise those unfamiliar with the region to look elsewhere for background to the current situation, what the authors have to say about their central concern of inter-ethnic relations is perceptive and pertinent. Recognising the achievements made by Abkhazia, despite years of international sanctions and blockade, the authors address a wide range of issues that the authorities will eventually have to tackle. And, given the multi-ethnic makeup of Abkhazia’s population, the problems facing the Abkhazians do not solely concern relations with those remaining from the pre-war Kartvelian population, who are mostly Mingrelians largely confined to the southernmost province of Gal and whom, in line with norms in Georgia, the authors style Georgians.
