PRESENTACIÓN El presente Anexo Municipal forma parte de los productos finales del Plan de Desarrollo Territorial para la Región de Cabañas (PDT), específicamente de los contenidos de la quinta y última fase del Plan. El objetivo de la elaboración de Anexos Municipales, para cada uno de los municipios que conforman la Región de Cabañas, es eminentemente práctico. Son documentos síntesis del PDT, con los contenidos esenciales que pueden interesar a cada municipio, para facilitar su consulta frecuente en vista del tamaño y la complejidad que tiene el Plan en su totalidad. Los Anexos Municipales permitirán asumir lo esencial de la planificación desde la óptica municipal, en especial a las alcaldías respectivas para fines de su gestión administrativa, pero también a los habitantes y en general a todos los actores del territorio para su consulta general. -

1 La Dinámica Socio-Económica del Territorio Micro región Ilobasco: Social: Jutiapa y Cinquera son dos municipios del departamento de Cabañas, de escasas poblaciones, 7,877 y 762 respectivamente. Municipios altamente rurales lo cual se refleja en los altos porcentajes que van de 93% y 72% respectivamente. Los municipios de Jutiapa y Cinquera tienen densidades población distintas, en cuanto Cinquera tiene una densidad poblacional relativamente alta (89-211 hab/km2), Cinquera tiene una densidad poblacional baja (21-29 hab/km2). En cuanto a la situación de salud, encontramos en ambos municipios, de acuerdo a datos del MSPAS, un total de 2 Unidades de Salud y 12 casas de salud; esto significa en términos cuantitativos un promedio de 617 habitantes por cada centro salud. 2 Además los niveles de escolaridad alcanzan apenas un 3.7%, lo que va incrementando los niveles de analfabetismo de la zona. De hecho Jutiapa y Cinquera cuentan con tan solo 12 centros educativos de educación primaria y básica. Son municipios de poco tejido organizativo comunal e interinstitucional y poca presencia de ONGs en la zona. Su recurso económico turístico más grande lo representa el río Lempa, sin embargo, éste no esta siendo explotado integralmente. -

On the basis of what we have seen and read about project. our field trips and our knowledge of politics in EI Salvador. we wish to treat two overall themes that transcend the specific points laid out in the scope of work. In this report, we would like to layout those two themes, and then respond directly to the seven points raised in the scope. -

Mapping Government Presence in the Northern Triangle: A Comprehensive Study on the Human Security Systems of the Northern Triangle, and Why Indicators of Government Presence are Difficult to Map Mara Belle Royse Senior International Relations and Global Studies Capstone Project 15 May 2020 Completed thanks to the invaluable assistance of Andrés Ruiz Sors, translator and research assistant, and the superb mentorship of Dr. Michael Mosser. ——— In service to the Department of State and Bureau of International Narcotics and Law Enforcement Affairs Diplomacy Lab. 2 ABSTRACT AND PURPOSE OF RESEARCH: After a surge of migrants in seek of security and asylum attempted to cross the United States’ southern border in 2019, U.S. officials have grown increasingly concerned with the condition of their neighbors to the south. The U.S. Department of State (DOS) and the Bureau of International Narcotics and Law Enforcement Affairs (INL) are attempting to identify and categorize indicators of government presence in the Northern Triangle region of Central America (El Salvador, Guatemala, and Honduras), specifically in the sector of public security. Ideally, research gathered for this project would include a map of the collected addresses of public institutions that provide some form of essential human security to the region (i.e. public law offices, hospitals, police stations or outposts, etc.). The map would include details like numbers of staff per capita in a given area, and level of efficiency and efficacy. The information and data collected would assist the DOS and INL in targeting (with extreme accuracy) which precise locations need more resources and development to increase their response and service capabilities, and would allow agents to determine what areas of the overall systems of security require reform and restructuring. -
