Introduction In their overview of the Belgian national electoral results and party systems since 1830, Matagne and Verjans (2012:85) concluded that Belgium advanced from a bipolar political system since 1848, via what Giovanni Sartori (1976) called a two-and-a-half party system in the 1920s to the fractionalized and highly volatile multiparty system that present-day Belgium is worldwide known for. In this paper we study the linkages between the changing political system, the process of electoral reforms and the development of the party system. We intend to do so focusing on an old democracy: Belgium. We analyze origin, rise and fall of Belgian political parties participating in the national legislative elections, of the nature and complexity and change of the national electoral system, of the persistence, consolidation and change of the national party system, and last but not least of the perception of democracy in itself.2 These issues are among the most central issues studied by political scientists. There are plenty of explanations for today‟s party system fragmentation. Ever since the 1960s political parties in Belgium, in The Netherlands and in many other Western European representative democracies were principally uprooting from social cleavages. -

La Lijst Dedecker Teun PAUWELS La Lijst Dedecker (LDD) a été fondée en janvier 2007 par Jean-Marie Dedecker. Bien que ce parti ne soit apparu que cinq mois avant les élections fédérales de 2007, et qu’aucun sondage n’ait pronostiqué un résultat supérieur au seuil électoral, la LDD a obtenu de façon inattendue 6,4% des voix en Flandre. La LDD entend défendre le « Flamand travailleur » et propose un discours populiste prononcé. La première partie de ce chapitre s’intéresse à l’origine du parti, la deuxième, à son idéologie. Les troisième et quatrième parties se penchent respectivement sur l’organisation du parti et son rapport aux autres formations politiques. Historique et évolution récente de la LDD Jean-Marie Dedecker était une personnalité belge fort connue avant son entrée en politique. Il s’est fait connaître en tant qu’entraîneur national de judo, lorsque ses athlètes ont récolté pas moins de quatre médailles aux Jeux olympiques d’Atlanta en 1996. A l’approche des élections fédérales de 1999, Dedecker a été approché par les libéraux du VLD afin de figurer sur leurs listes. Ces élections se sont révélées un succès, tant pour le VLD que pour Dedecker : le VLD est devenu le premier parti de Flandre et de Belgique et Dedecker a recueilli un nombre impressionnant de voix de préférence (52 492), lui ouvrant la porte du Sénat. Dès ses premiers pas au Sénat, Dedecker endosse le rôle d’un électron libre non conformiste, qui se soucie peu de briser certains tabous. Une de ses actions les plus remarquées a été sa visite à Marc Dutroux en prison en 2002, qui a failli lui coûter son siège sénatorial 1. -

This master thesis wants to contribute to the concept of personalization in the Belgian long-term context. It therefore provides an longitudinal analysis of Flemish election posters in the period from 1946 to 2019. Connecting personalization and campaign posters in a longitudinal research is an innovative and refreshing approach to contribute to the research field concerning this phenomenon. The hypotheses focus on a trend in personalization, the way the phenomenon manifests itself in posters and the differences between parties. In total, 467 campaign posters of 6 different parties for 23 legislative elections are analyzed. Two major conclusions can be drawn: there is a positive trend in personalization, but this is not at the expense of the party's prominence. Personalization is not ‘new’, as it becomes the norm in the 1970s and gradually evolves towards a positive trend. At the same time, non-personalization campaigns are still launched, often accompanied by personalized campaigns. The trend towards personalization, however, does not mean that the party disappears into the background. It is still dominantly present in the design, logo and colour. The party’s prominence and personalization in campaign posters go perfectly together. This thesis studies the attitudes and responses to European union of nationalist and regionaiist parties from Brittany, Flanders, Scotland and Wales, in addition to co operation between the parties and the emergence of transnational regionalism through the development of the European Free Alliance. Whilst nationalist and regionaiist parties responded to the broad themes of European integration, and demonstrated preferences for an integovemmental or federal Europe, the EC has brought a range of specific opportunities and resources to aid minority nationalism and self-determination. This involved the EC’s challenge to traditional national sovereignty, responses to EC policies and participation in European elections. However, the most significant effect of European integration was its ability to shape and influence party goals and strategies for self- determination. -

The crucial tests facing Europe’s commitment to open society will be how it treats minorities such as Muslims and ensures equal rights for all in a climate of rapidly expanding diversity. The Open Society Foundations’ At Home in Europe project is working to address these issues through monitoring and advocacy activities that examine the position of Muslims and other minorities in Europe. One of the project’s key efforts is this series of reports on Muslim communities in the 11 EU cities of Amsterdam, Antwerp, Berlin, Copenhagen, Hamburg, Leicester, London, Marseille, Paris, Rotterdam, and Stockholm. The reports aim to increase understanding of the needs and aspirations of diverse Muslim communities by examining how public policies in selected cities have helped or hindered the political, social, and economic participation of Muslims. Yet, sti ll no possibility exists to review th e o ffi cial resul ts at the neighbourhood level. This lack of data makes it diffi cult to re late specific ne ighbourh ood characte ri stics to voting behaviour in those ne ighbourh oods and to compare th e m. Thus, to co ll ect the data on ne ighbourhood vo tin g be hav iour, we orga ni sed an ex it-po ll in 18 neighbourhoods of seven d istri cts in Ant werp, during the recent county, local and di stri ct elections. This articl e bri e fl y sketches th e ex it-po ll and its organisa tion and presents the main results. Th ese results will be compared with the form al results o n di stri ct level, and the ne ighbourhoods will be compared to one anothe r. Regionalism, Nationalism, and Religion,” University of Notre Dame London Centre, October 17-18, 2008 0 “The way identity bears on European integration depends on how it is framed, and it is framed in domestic political conflict.” (Hooghe and Marks 2008: 120) “Giving up one’s loyalty to the nation is not required for a European demos. But we know little about those social and political contexts in which European and national identities might actually clash.” (Risse 2004: 271) 1 Introduction In an article published more than a decade a half ago I argued that the recent escalation of tensions between the “new” minority and so-called “native” populations had resulted in two distinct but interactive tiers of ethnic conflict in Western Europe (Messina 1992). On the first tier, I asserted, the aspirations, material interests, and often the cultural identities of Western Europe’s new ethnic and racial minorities are in conflict with those of the domestic majority population. On the second tier, the aspirations, interests, and identities of the new minorities collide with not only those of the majority population, or significant fractions thereof, but also directly or indirectly with those of the traditional minority groups. Although the latter had emerged too recently to discern a universal pattern of interaction between the two tiers, I nevertheless offered three observations inspired by evidence drawn from several country cases. -
