Introduction In their overview of the Belgian national electoral results and party systems since 1830, Matagne and Verjans (2012:85) concluded that Belgium advanced from a bipolar political system since 1848, via what Giovanni Sartori (1976) called a two-and-a-half party system in the 1920s to the fractionalized and highly volatile multiparty system that present-day Belgium is worldwide known for. In this paper we study the linkages between the changing political system, the process of electoral reforms and the development of the party system. We intend to do so focusing on an old democracy: Belgium. We analyze origin, rise and fall of Belgian political parties participating in the national legislative elections, of the nature and complexity and change of the national electoral system, of the persistence, consolidation and change of the national party system, and last but not least of the perception of democracy in itself.2 These issues are among the most central issues studied by political scientists. The crucial tests facing Europe’s commitment to open society will be how it treats minorities such as Muslims and ensures equal rights for all in a climate of rapidly expanding diversity. The Open Society Foundations’ At Home in Europe project is working to address these issues through monitoring and advocacy activities that examine the position of Muslims and other minorities in Europe. One of the project’s key efforts is this series of reports on Muslim communities in the 11 EU cities of Amsterdam, Antwerp, Berlin, Copenhagen, Hamburg, Leicester, London, Marseille, Paris, Rotterdam, and Stockholm. The reports aim to increase understanding of the needs and aspirations of diverse Muslim communities by examining how public policies in selected cities have helped or hindered the political, social, and economic participation of Muslims. But we know little about those social and political contexts in which European and national identities might actually clash.” (Risse 2004: 271) 1 Introduction In an article published more than a decade a half ago I argued that the recent escalation of tensions between the “new” minority and so-called “native” populations had resulted in two distinct but interactive tiers of ethnic conflict in Western Europe (Messina 1992). On the first tier, I asserted, the aspirations, material interests, and often the cultural identities of Western Europe’s new ethnic and racial minorities are in conflict with those of the domestic majority population. On the second tier, the aspirations, interests, and identities of the new minorities collide with not only those of the majority population, or significant fractions thereof, but also directly or indirectly with those of the traditional minority groups. Although the latter had emerged too recently to discern a universal pattern of interaction between the two tiers, I nevertheless offered three observations inspired by evidence drawn from several country cases.

In modern times, we still feel a need for predicting the future, but we rely on science to inform of us of the relevant probabilities. This method is riddled with mysteries of its own: the interpretation of events with zero probability is notoriously complicated. To resolve these difficulties, we need a con- cept of probability that is more fine-grained than the real numbers.
