93/17 MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON 15 JUNE 2017 The minutes of the Meeting of the Parish Council held on Thursday 15 June 2017 were agreed as a true record and signed by the Chairman.

94/17 SCHEDULE OF PAYMENT A Schedule of accounts as follows (attached) were RECEIVED and CONFIRMED:- 13 July - SO to H Rook & HCC LGPS Cheque numbered 266 £902.87

95/17 PLANNING APPLICATIONS New Planning Applications  17/1017 Land West of South Lodge Blackhorse Lane – Retrospective application for the erection of an animal field shelter – No comment  17/1308 Welcome Break Service Area Road – Retrospective application for installation of a total of 73 non illuminated signs (14 types, various sizes) mounted on lighting columns, existing signage poles and wall mounted in the car park and truck stop areas (Application for Advertisement Consent) – No comment  17/1223 Scantruck Depot St Albans Road – Refurbishment of site and workshop facilities, including extensions to and upgrading of existing building, new ATF Bay and internal rearrangements, erection of environmental station, new sales area, improved layout of site with revised access gate, lighting poles, fencing, security, vehicle display and parking – No comment

The following planning applications were previously considered by the Parish Council and are either pending or a decision reached by Borough Council:-  17/1110 8 Hamilton Close, EN6 3PG – Internal and external alterations to include new windows and doors to facilitate the conversion of existing office to 4 residential units (1 x bedsit, 2 x 1 bed & 1 x 2 bed) – Awaiting decision  17/1121 Welcome Break Service Area St Albans Road - Installation of 10 Automatic Number Plate Recognition (ANPR) cameras upon 4 poles in the car park and truck stop areas. Certificate of Lawful Development (Existing) – Awaiting decision  Appeal – A1 Golf Driving Range - Erection of Sky Trail High Ropes Adventure Course – Appeal Dismissed

Date for Planning Update Meeting / Mark Silverman and Cllr Cohen, Hertsmere Borough Council still awaited.

96/17 OAKBRIDGE HOMES (GROUP) LTD NOTED correspondence from Martin Hemmings, Oakbridge Homes (Group) Ltd, residential developers based in . Clerk to fix an (evening) meeting for Members, if possible before the September PC meeting.

97/17 CONSTABULARY NOTED June 2017 Crime Report showed 1 burglary – a hotel room broken into at the Premier Inn; 5 vehicle crime including thefts of power tools and 9 reported incidents of ASB. Crime in South Mimms continues to be low, despite an increase across the county.

98/17 ADOPT A KIOSK SCHEME (BT PHONE BOX GLEBELAND) Oliver Dowden MP has arranged for the phone box to be restored following his visit to the village in early June. To date the box has been repaired and cleaned and it is due to receive a repaint later in the year. Members to review later in the year when the restoration work has been completed.

99/17 PRINTER FOR PARISH NEWSLETTER Councillors considered 3 quotations to purchase a New Utax 3005ci Colour Copier – Inplant £2359 (+ VAT); Templeknight £2450 (+ VAT); Midshire £3250 (+ VAT). RESOLVED to approve the purchase of Utax 3005ci Colour Copier from Inplant of as per their proposal dated 9 June 2017 to be paid from the Council’s Reserve Funds. RESOLVED to approve the Fully Managed Print Solution with Inplant to include all parts, labour, toner, preventative maintenance and technical support – Mono 0.39p per copy; Colour 3.9p per copy – to be funded by the Parish Newsletter revenue received from the sale of advertising space in the Parish Newsletter. The printer to be added to the Council’s insurance and will be stored in the back kitchen room at the Village Hall. Obtain quotes for a housing cabinet to store the printer. The printer to be password protected to prevent misuse. Councillor Edwards proposed a vote of thanks to Mick Harverson for his efforts on behalf of the village in connection with the Parish Newsletter.

100/17 ALDWYCK HOUSING ASSOCIATION NOTED correspondence with Aldwyck Housing Association regarding the issues at Brookside. Clerk to follow up with Sharon Savage, Area Manager, Aldwyck Housing Assoc and Councillor Arnold to follow up with Valerie Kane, Community Safety Manager, Hertsmere BC.

101/17 HERTSMERE ELECTORAL REVIEW NOTED Local Government Boundary Commission for ’s draft recommendations for the new electoral arrangements for Hertsmere BC. A 9 week consultation will end on 14 August 2017 and is open to anyone who wants to have their say on new council ward(s)/ward boundaries/ward names across Hertsmere – see www.consultation.lgbce.org.uk

102/17 PUBLIC SESSION Request from SMVHMC for a Grant Application Form to apply for £300 grant towards the interior redecoration – consider at September PC meeting. Request from resident for a precis of the Council Minutes to be included in the Parish Newsletter – the Minutes of Meetings form legal documents and cannot be shortened. They are available on the PC website; in hard copy at parish council meetings and via the Clerk under FOI.

103/17 DATE OF NEXT MEETING The date of the next meeting of the Council has been changed to Thursday 14 September at 7.30pm
