General Rules
Title
1. The name of the League shall be the “Cheshunt and District Table Tennis League”
Objectives
2. The objectives of the League shall be the promotion of Table Tennis by all possible means and to act as the body administering all matters concerning Table Tennis, as defined by the County Association, in the district known as “Cheshunt and District” in the County of Hertfordshire. All income and property of the League from whatever source derived shall be applied solely to these objectives.
3. The League shall affiliate to the Table Tennis England and the Hertfordshire County Table Tennis Association and any affiliation fees due shall be paid from the League’s funds.
4. The Colours of the League shall be dark blue.
Management
5. The affairs and business of the League shall be conducted by a Committee which shall have full powers to administer the funds and property and control the affairs of the League in such a manner as it shall consider desirable
Committee
6. The Committee shall consist of a Chairperson, Secretary, Treasurer, Results Secretary, Knockout Competition Secretary, County Representative and Publicity Secretary. Any offices may be combined and held by one person but the Committee shall be not less than six persons representing a minimum of three Clubs.
7. A quorum shall consist of a Chairperson and at least three members.
8. The Committee shall have power to co-opt any additional person to serve on the Committee but such co- opted person shall have no power to vote at Committee meetings.
9. The Committee shall have the power to fill any casual vacancies arising from time to time, but not more than two such vacancies may be filled without the consent of the members at the Annual General Meeting. It shall also have the power to appoint such sub-committees as may be deemed necessary.
10. The Committee shall meet a minimum of twice during its term of office. The Secretary shall notify appropriate Committee members at least 7 days prior to the proposed meeting and shall compile a relevant Agenda including the date and time of the next meeting.
11. The office of a Committee member shall be vacated by any of the following means A By a letter of resignation to the Secretary B By a resolution of the members in a General Meeting C By virtue of the provisions of rule 10 above D By ceasing to be a member of a club affiliated to the League
3 Meetings
12. An Annual General Meeting of the League shall be held each year in May or June for the purpose of receiving reports from all officers from their relevant area of responsibility. The Agenda will be compiled and sent by the Secretary to the League members giving no less than fourteen days notice, and will include the time and date of the meeting and specifying the matters to be considered including the election of President, Vice Presidents, the Committee for the forthcoming year and any other relevant business as required. In addition the meeting will receive the Accounts for the past year and the Auditors report and decide on their content.
13. The Secretary of the League, upon receiving a requisition in writing, signed by at least 33% of the clubs entitled to vote at General Meetings of the League shall call a Special General Meeting of the League by a notice specifying the matters to be considered. He shall also name the time and place of said meeting and give at least 14 days notice to all persons entitled to attend.
14. The Secretary can call an extraordinary General Meeting, providing the matter is relevant and that adequate notice and reasons are given as described in Rule 13 above.
15. Voting at Meetings shall be by a show of hands unless a ballot be demanded and resolutions shall be carried by a simple majority except as provided in Rule 28.
16. Persons entitled to vote at such meetings shall be members as defined in Rule 17 below. Representatives entitled to vote from at least twenty five per cent of affiliated clubs shall be present to constitute a quorum. In the absence of a quorum, the meeting shall be deemed adjourned and be recalled within 28 days.
17. Each club duly affiliated to the League shall have the power to appoint one registered player from each of their teams in the League to attend and vote at all meetings of the League. All members of affiliated clubs may attend meetings of the League, but shall not be entitled to vote, except as herein provided.
18. Nominations for the Committee as defined in Rules 6 and 21 shall be submitted in writing to the Secretary not less than seven days before the date of the meeting, signed by the person proposed and bearing the names of the proposer and seconder. Nominations may be accepted after the specified date at the discretion of the members present at the meeting.
19. Questions of dispute arising from these rules or any matter on which they are silent, shall be dealt with by the League Committee, who's decision will be final.
Finance
20. The Treasurer shall prepare each year a statement of account for the preceding year ending 30th April, showing Income and Expenditure and a statement of the assets and liabilities of the League as at the end of the financial year. The accounts so prepared shall be audited by the Auditors appointed and shall be presented for approval to members in General Meeting, together with the Auditors report thereon.
21. Two appropriate persons shall be appointed at each Annual General meeting as Auditors. Auditors shall retire annually, but shall be eligible for re-election. The Committee shall have the power to fill any vacancy arising and a person so appointed shall hold office until the following General meeting.
22. The funds of the League shall be held in the name of the League at a recognised Bank. The Treasurer may only withdraw funds when written authority has been received from another member of the Committee. All cheques etc. shall be made payable to the ”Cheshunt and District Table Tennis League” and not to individuals.
23. If upon winding up or dissolution of the League, there remains after a satisfaction of all its debts and liabilities, any property whatsoever, the same shall be paid or distributed among the members of the League.
4 Affiliations
24. Clubs wishing to affiliate to the League shall submit a completed application form and full payment of fees to the Honorary Secretary, not later than 31st July. The total fees due shall be:-
A Set at the discretion of the committee. Fees will include entry into the Divisional Knockout Competition, Handicap Cup Competition, the appropriate affiliation fees payable to the Table Tennis England and the Hertfordshire Table Tennis Association. B A person shall not be registered for the League unless they have paid the Table Tennis England Player Member affiliation fee to the League or can provide evidence that they have already paid that fee. C Each player registered will receive a copy of the League Handbook.
Failure to pay subscriptions as and when due may cause the club concerned to forfeit all rights and privileges of memberships at the discretion of the committee.
Matches
25. A All matches shall be played under the rules of the Table Tennis England
B Teams shall consist of three players.
C A match shall consist of nine sets, each being the best of five games, each player playing each player of the opposing team as on the result card, unless otherwise by mutual agreement of the two team captains.
D One point shall be awarded for each set won, thus making nine points to be played for in each match.
E Each division shall consist of a minimum of five teams, representing not less than four clubs
F A club shall not be represented in a division by more than four teams.
G League fixtures shall be arranged by the League Committee and shall be published at least one week before the first match. Teams shall nominate only one night for home matches and any alteration to detail published in the handbook shall be notified to the Secretary and all teams involved in the alteration, in writing, at least seven days before the change.
H All matches should be played on or before the date fixed in the handbook and the results forwarded to the Match Secretary by the home team. No matches will be postponed except by mutual agreement between the representatives of the clubs concerned, and with permission of the Match Secretary. In the event of such permission not being granted, or the match not being played, the match will be awarded 9-0 against the defaulting team. Postponements within 24 hours prior to the match shall not be permitted. Any team failing to fulfil four fixtures shall be liable to expulsion from the League.
I All matches must commence within 30 minutes of the time stated in the handbook. Any player arriving at a match after 8.30 p.m. shall not be eligible to take part in the match, unless by mutual agreement of the two captains. Decisions on matches in dispute shall be at the discretion of the League Committee. Players
26. A Secretaries of affiliated clubs must register players in teams in which they will play. Registrations must be made to the Match Secretary on the official player registration forms of the League. At least three players must be registered for each team. Players must be registered in their clubs teams in order of playing ability. i.e. Best Players registered for the First Team.
B Where a club has two or more teams in the League, any player registered for a lower division shall after four appearances in a higher division, be ineligible to play in the lower division. The Results Secretary shall inform the Club Secretary concerned where a player has made three appearances in a higher division.
5 C Where a Club has more than one team in any division, players shall be eligible to play for a higher team in the same division. After four appearances in a higher team, players will be ineligible to play in the lower team.
D The first team in all clubs shall carry the Club’s name. Second and subsequent teams shall be termed ‘A’, ‘B’, ‘C’ respectively.
E Applications for registrations must be made on the official player registration form of the League or by email, providing these include all of the information required on the League’s official player registration form. After two League officers have approved the application, the player(s) may take part in matches. No registrations shall be accepted after the 31st December. Application for later registrations may be made for the consideration of the Committee in special cases. Players may also be registered at the discretion of the Results Secretary or Honorary Secretary alone if it is not practical to consult with the committee.
F A player may only register with one club. If a player registered with a club wishes to transfer to another Club in the League, the player must inform the Match Secretary of the transfer. The Secretary of the players new club must re-register the player under rules 26(a) and (d). No further registration fee will be necessary
Promotion and Relegation
27. At the end of the Season, Promotion and Relegation shall be applied at the discretion of the Committee.
Review of League Decisions
28. A Any individual or Club aggrieved by a decision or action of this League, or of a Committee Officer or Official of this League, may apply to the Executive Committee to review such decision or action, and the Executive Committee shall arrange a hearing if requested.
B Any such application for review shall be made in writing to the Honorary Secretary within 14 days of the decision or action of which review is sought.
Appeals Against League Decisions
29. A Any individual member or affiliated club aggrieved by a decision or action of this League, or of a Committee Officer or Official of this League, or by neglect or refusal to do something which such organisation or person is under duty to do, including a decision of the Executive Committee on a review under rule 28, may appeal against any such decision, action or neglect or refusal to the Hertfordshire County Table Tennis Association whose decision shall be final and binding on all parties.
B Any such appeal shall be made in writing to the Honorary Secretary of the Hertfordshire County Table Tennis Association within 21 days of notification of the decisions or the action appealed against. The appropriate fee shall accompany the appeal, which shall be returned if the adjudicating body considers the making of the appeal to have been justified (whatever the result)
C Either party to the appeal shall be entitled to require a hearing before the adjudicating body. Any party may be represented at a hearing provided that the County Association is notified in advance in writing of the intention to be represented.
Amendments of Rules
30. No proposal to amend these rules shall be valid unless submitted in writing to the Secretary at least 7 days before the date of the meeting at which the amendment is to be considered, signed by the proposer and the seconder. Particulars of the proposed amendments shall be circulated with the notice of the meeting. Any amendments must then be passed by a majority of not less than 75% of the members present and entitled to vote at such meeting. Amendments to these proposals may be accepted at the AGM or SGM provided the said amendments do not negate the basic intentions of the proposals.
6 CHESHUNT AND DISTRICT TABLE TENNIS LEAGUE Handicap Cup Competition
1. This competition is open to all teams in the League.
2. Each player will be allocated an individual handicap by the organising committee and will play with this handicap in all matches unless altered by the League Committee.
3. This competition will be run on a round robin basis with four groups containing three or four teams in each. Two points for a win and one point for a draw. The winners and runners-up in each group progressing to the quarter-final draw, which will be played on a knockout basis.
4. The order of play will be as per the League’s printed sheet or card.
5. A match will comprise of nine singles and one doubles.
6. Before commencement of the match each captain shall write down their team showing each player A B or C or X Y or Z as the case may be and hand them to the opposing captain. The order will then be entered on the score sheet and may not be altered.
7. Each game will consist of two sets up to 21 points with no deuce. The points won from each game are added to the team’s handicap and the winner is the team with the most points at the end of the match.
8. All handicaps allocated at the start of the competition will be published on the League’s website.
9. Playing up will be allowed twice so that the matches can be played on time.
10. If the Match result is a draw, the winner will be the team who have won the most sets. If the score is still equal, the winner will be the team who have won the most games. If the score is still equal, a third deciding game will be played in the doubles, to determine the winning team.
11. If there is a tie on points in the round robin, the result between the two or more teams will determine the relative positions.
12. If the results between two or more teams do not determine the relative positions, the ratios of team points for/against counting only those in the tie, should be used to resolve the order.
13. If it is not possible to resolve the positions by means of the procedure specified in Rule 12 above, the relative positions shall be decided by drawing lots.
14. The maximum difference between the two teams points totals at the start of a Handicap Cup match is 280 points. 7 CHESHUNT & DISTRICT TABLE TENNIS LEAGUE Divisional Cup Competitions
Regulations
1. All teams participating in the Cheshunt & District Table Tennis League will be entered automatically into the relevant Divisional Cup Competition.
2. Teams will be entered into one of two competitions: Division 1 Symes Trophy Division 2 Whitfield Cup
3. 3.1 The first named team of a match shall be considered as the home team and the tie completed during the scheduled period for the relevant round and on the home match night of the home team. 3.2 A match date may be altered only by the agreement of the two match secretaries and the competition secretary. 3.3 Matches will be played on a round robin basis in two groups consisting of three or four teams. The winners and runners up in each group will play in the Semi- Finals. 3.4 If there is a tie on points in the round robin, the relative positions shall be determined in the same way as stated in the handicap Cup rules.
4. The finals will be arranged by the League Committee at the expense of League Funds.
5. Players must represent the team for which they are registered in the League.
5.1 A player must not represent more than one team in the same Division 5.2 A player may be used as a reserve for a team in a higher Division 5.3 A player may not play in the semi final or final rounds, unless that player has played at least one quarter of all the team fixtures by the time the relevant stage is reached. Except at the discretion of the League Committee.
6. The order of play shall be (home players designated A B C, visiting players designated X Y Z )

7. Before commencement of each match, Team Captains shall write down the names of players in his/her team showing against each player the designated A B C or X Y Z which shall relate to the order of play in regulation 6
8. Both team captains shall be responsible for the completion of a match score card and ensuring that it is despatched to the Competition Secretary within 24 hours of the completion of the match.
9. Failure to comply with these regulations in any team knockout competition shall render a team liable to disqualification from the competition.
10. Questions of dispute arising from these regulations or any matter on which they are silent shall be dealt with by the League Committee, whose decision will be final.
8 CHESHUNT AND DISTRICT TABLE TENNIS LEAGUE Equipment, dress & playing conditions
Equipment
1. The playing surface may be of any material and shall yield a uniform bounce of about 23cm when a standard ball is dropped on to it from a height of 30cm. The playing surface shall be uniformly dark coloured and matt, but with a white side line, 2cm wide, along each 2.74m edge and a white end line, 2cm wide, along each 1.525m edge.
2. The net shall be made of mesh and of a dark shade. The net shall be suspended by a cord attached at each end to an upright post of 15.25cm high, the outside limits of the post being 15.25cm outside the sideline of the table.
3. Only a brand and type of ball currently approved by the International Table Tennis Federation shall be used for play in all matches of the Cheshunt & District Table Tennis League (a full list of approved balls can be found on the ITTF website www.ittf.com).
3a. Only racket coverings of a brand and type currently authorised by the International Table Tennis Federation shall be used for play in all matches of the Cheshunt & District Table Tennis League.
3b. A racket cannot be changed during the course of an individual match unless it becomes accidentally damaged so badly that it is unusable.
Dress
4. The main colour of any item of clothing other than socks and shoes shall be clearly different to that of the ball in use. Any badge or lettering on the front of a garment shall not be so large or conspicuous as to break disturbingly the uniformity of the garment, and any differently coloured trimming along the edges or seams shall similarly be limited in width so as not to be objectionable.
4a. In the interests of courtesy to venue hosts, soles of shoes should be of a non marking nature. Failure to comply may result in the offending player not being permitted to play.
Playing Conditions
5. The playing space for a table should be not less than 29’ by 16’. It should not exceed 46’ by 23’.
6. The light intensity measured at table height shall be not less than 500lux uniformly over the playing surface and not less than half of the intensity over the surface in any other part of the playing area. The light source should be as high as is reasonably practical above the floor. While general lighting alone is permissible, if it gives the specified intensity of illumination, whenever practicable an arrangement providing special lighting over the table and playing area is preferable.
7. The background should be uniformly dark coloured and not light or patchy, so as to unsight the players.
8. Flooring should be non-slippery and not white or brightly reflecting.
9. If it is necessary to enclose a playing area, either from an adjacent table or to restrict its size, dark coloured surrounds about 2’6” high should be used. The surrounds should be stable, but light enough to fall without injuring a player who might run into them.
9 CHESHUNT AND DISTRICT TABLE TENNIS LEAGUE League closed tournament
Regulations
1. The competition is open to all registered members of the Cheshunt & District Table Tennis League.
2. All matches except group play shall be the best of five games. Group play matches shall be best of three or five games at the discretion of the competition organiser.
3. In the event of group play, the number of sets won shall decide the winner. If there is a tie the winner shall be decided on the number of games won or ultimately, points scored.
4. Players must wear rubber-soled shoes and suitable dark clothing.
5. Players who have been eliminated shall be required to umpire at least one match.
6. Junior singles are open to players who are under 18 years of age on 31st December 2015.
7. Over 55’s singles are open to players who are over 55 years of age on 1st January 2016.
8. Each divisional singles shall be open to players of their registered division or players from a lower division.
9. Any decision not challenged during the tournament will stand. Where a decision by the Tournament Secretary is challenged during the Tournament, the Committee will make a decision which will be final. IT TAKES THREE TO MAKE A MATCH Why not become a qualified Umpire ?

14 CHESHUNT AND DISTRICT TABLE TENNIS LEAGUE FIXTURES FOR ALL DIVISIONS
Fixtures will be based on 6 teams for Division 1 and 8 teams for Division 2. At the end of the Season, Promotion and Relegation shall be applied at the discretion of the Committee. The League Committee will decide before the beginning of next season on the appropriate format for the season based upon receipt of the registrations from participating clubs.

2.06 THE SERVICE Service shall start with the ball resting freely on the open palm of the server's stationary free 2.6.1 hand. The server shall then project the ball near vertically upwards, without imparting spin, so that it 2.6.2 rises at least 16cm after leaving the palm of the free hand and then falls without touching anything before being struck. As the ball is falling the server shall strike it so that it touches first his court and then, after 2.6.3 passing over or around the net assembly, touches directly the receiver's court; in doubles, the ball shall touch successively the right half court of server and receiver. From the start of service until it is struck, the ball shall be above the level of the playing 2.6.4 surface and behind the server's end line, and it shall not be hidden from the receiver by the server or his doubles partner or by anything they wear or carry. As soon as the ball has been projected, the server’s free arm and hand shall be removed from the area between the ball and the net. 2.6.5 Note: The space between the ball and the net is defined by the ball, the net and its indefinite upward extension. It is the responsibility of the player to serve so that the umpire or the assistant umpire can see 2.6.6 that he complies with the requirements for a good service. If either the umpire or the assistant umpire is doubtful of the legality of a service he may, on 2.6.6.1 the first occasion in a match, declare interrupt play and warn the server. Any subsequent service of doubtful legality of that player or his doubles partner will result in a 2.6.6.2 point to the receiver. Whenever there is a clear failure to comply with the requirements for a good service, no 2.6.6.3 warning shall be given and the receiver shall score a point. Exceptionally, the umpire may relax the requirements for a good service where he is satisfied 2.6.7 that compliance is prevented by physical disability.
2.15 THE EXPEDITE SYSTEM Except as provided in 2.15.2, the expedite system shall come into operation after 10 minutes' 2.15.1 play in a game or at any time when requested by both players or pairs. The expedite system shall not be introduced in a game if at least 18 points have been 2.15.2 scored. (i.e. the expedite system cannot be introduced if the score has reached 9-9 or 10-8.) If the ball is in play when the time limit is reached, play shall be interrupted by the umpire and shall resume with service by the player who served in the rally that was interrupted. If the ball 2.15.3 is not in play when the time limit is reached, play shall resume with service by the player who received in the immediately preceding rally. Thereafter, each player shall serve for 1 point in turn until the end of the game and if the 2.15.4 receiving player or pair makes 13 returns the receiver shall score a point. Introduction of the expedite system shall not alter the order of serving and receiving in a 2.15.5 match. 2.15.6 Once introduced, the expedite system shall remain in operation until the end of the match.
