Minutes for monthly meeting held in Dunlop Village Hall at 7.30pm on Thursday 3rd September 2015 PRESENT: J Young (Chair), D Caulfield (Vice Chair), I Kerr (Secretary), A Pinkerton (Treasurer) P Graham, E Brown, T Howie, Jack Taylor, 5 Members of the Public, 2 Police Officers APOLOGIES: E Ferguson, K Bree, Cllr Ellen Freel, Cllr E Maccoll MINUTES Minutes of the monthly meeting held on 6th August 2015 Approved – Elizabeth Brown, Seconded Andrew Pinkerton MATTERS ARISING Overgrown hedges on Stewarton Road, near railway bridge, these have now been cut and tidied up by the owner and a local contractor. Sewage sludge – still being investigated by SEPA, may take a week or two. ‘Glasgow Boys’ artist said to have lived in Dunlop – there seems to be no evidence to support where he actually resided in the village so unable to place a Blue Plaque CORRESPONDENCE 1. Ayrshire Roads Alliance – proposed introduction of a Traffic Regulation Order – Glazert Road & Newmill Road 2. Kilmarnock Station Railway Heritage Trust – Formal opening 31st August 2015 3. East Ayrshire - Vibrant Communities – Dyslexia Roadshow 4. East Ayrshire - Vibrant Communities – Smartcare programme 5. Details Workshop on Digital Engagement for Community Councils 6. E.A. – Vibrant Communities – Villages SOS Scotland 7. E.A. – Vibrant Communities – Information about the Fairer Scotland Grant Fund 8. Correspondence re – Glenouther Wind Farm – planning application has been submitted to E.A.C. – consultation runs until 19th September 2015 9. E-mail from Cllr Maccoll with regard to overgrown hedge on Stewarton Road 10. E.A.- Vibrant Communities – Town Centre Capital Fund – SocialJustice Secretary has announced £1.7 million funding to helprevitalise and generate town centres across Scotland 11. E-mail from Mike Dunlap asking for information about Dunlop Village history/books etc. 12. E-mail from Allan Scott Dunlop – visiting village 27/28 August – would like to know more about the village and his heritage 13. E-mails from a member of public regarding village matters REPORTS Treasurer £1,067.58. Donations totalling £77.00 received at meeting to be added to fund – rehanging baskets POLICE The officers reported one act of vandalism by youths at the Community Garden. Residents reported a suspicious car at a farm outside the village and were concerned about possible cable theft – the police helicopter checked the area for some time but nothing found. A car left the road and caused significant damage to fencing at ‘Tattieha’ on the back Neilston Road – there were cattle in the field which could have caused problems for road users. The car registration number is known but no details of owner – ongoing report by the police. ASSET TRANSFER Andrew Pinkerton has been approved as a director of the Community Company and he will be Chair of the sub group with regard to Asset Transfer. There will be a meeting soon. GAMESA As noted in correspondence planning application has been submitted to East Ayrshire Council. CLLRS. No councillors present PLANNING The Smiddy, Main Street, Dunlop – removal of unsafe slates – replace with Spanish Cooper slates. Craigbank Farm, Dunlop – conversion of redundant barn to form dwelling house. Craignaught Quarry – Retention of existing gas control and utilisation compound for the extraction of landfillgas from Craignaught Quarry Landfill and for the generation of electricity. Lugton – erection of 4 detached houses and associate roadway and parking – no objections from residents, concerns with regard to style of buildings. Proposed development by Persimmon of 228 homes on the Dunlop Road at Stewarton. Concerns expressed with regard to impact on schools and relative road safety issues. WARD BOUNDARY PROPOSED CHANGES Public Consultation with regard to attaching Lugton and Halket to an area of Galston, Newmillns and Darvel – please submit comments by Thursday 22nd October – Poster in C.C. Notice Board as mentioned in minutes of last meeting. ROADS Jack advised that he has sent a letter of objection to E.A.C. with regard to the parking ban proposed for Glazert Road. He has expressed concerns about the access to the Dunlop House development. He considers that there will be a high risk of accidents at this junction and will write to Ayrshire Roads Alliance. AOCB Dunlop Primary School PTA – Fun Run on Sunday 13th September- money raised to be donated to local organisations. Marshalls required for route. C.C. members offered their help. It was noted that planning permission was refused by a neighbouring council for an Animal Digestion Plant – the route would have meant HGV tankers coming up Main Street from Burnhouse direction INQUIRIES FROM MEMBERS OF THE PUBLIC Applications for grants to be submitted in September and notification of outcome in November. Secretary has passed enquiry on grant to Dunlop Events Association. The Wee Glen and Commoncraig Footpath. Bruce Davidson, Project Manager, East Ayrshire Woodlands visited the Wee Glen. They will undertake to strim the pathside vegetation and through the autumn and winter, will attempt to prune lower branches on trees where they interfere with path users and scrape the path to the original width. There does not appear to be any issue regarding litter or dog fouling. Commoncraig- Neither the Leisure Trust or East Ayrshire Woodlands have any direct responsibility for maintenance of this path. However they both agreed that the steps from Woodside Place up to the stile are in a poor state of repair. In the interest of public safety they will work together to effect repairs – East Ayrshire Leisure Trust will provide materials, East Ayrshire Woodlands will do the repair work as part of their training and work experience programme for unemployed young people. The aim is to complete this work before the end of the year. Dog Warden – how often in Dunlop? DATE OF NEXT MEETING Thursday 1st October 2015 in the Village Hall at 19.30pm “ALL WELCOME” .
