Houck* Abstract: In the late twentieth century, environmental policy swept the world, and among its primary instruments were processes for evaluating the adverse impacts of proposed actions. In all countries these processes quickly came into conºict with established bureaucracies, none more powerful and resistant to change than those in charge of water resources development. They also conºicted, in many cases, with established ideas of governance, right down to principles of federalism, judicial review, and the separation of powers. So it was in Canada, where in the late l980s three water resources development schemes, each one more enormous, initiated the commonwealth’s approach to environmental impact assess- ment and challenged the ability of the national government to protect environmental values at all. -

Stopping the flow of financial support to terrorist organizations will diminish the intensity and frequency of the attacks and ideally lead to a cessation of such attacks. One country may be able to establish barriers to terrorist financing through government sanctions. These barriers will not stop terrorist financing; but rather, it will divert it to another country. -

For more information, please contact [email protected]. “Reds Driven Off”: the US Media’s Propaganda During the Gulf of Tonkin Incident Abstract In 2008, the Annenburg Public Policy Center of the University of Pennsylvania conducted a poll to determine just how informed voters were following that year’s presidential election. One of the most shocking things they found was that 46.4% of those polled still believed that Saddam Hussein played a role in the terrorist attacks on the US on September 11th, 2001. No evidence had ever emerged linking him to it after 5 years of war in Iraq, but that did not matter, as “voters, once deceived, tend to stay that way despite all evidence.” Botched initial reporting can permanently entrench false information into the public’s mind and influence them ot come to faulty conclusions as a result. This power of first impressions gives journalists an immense and solemn responsibility when conveying events. -

[Final accepted manuscript] Chapter 4 Post-normal Journalism: Climate Journalism and Its Changing Contribution to an Unsustainable Debate Michael Brüggemann Introduction1 Deliberative public sphere theories ascribe an ‘epistemic dimension’ to public debates: they do not necessarily foster consensus, but rather an enhanced understanding among the participants of the debate through the exchange of opinions backed by justifications (Habermas 2006; Peters 2005). Public discourses provide a critical validation of issues of shared relevance. They are an important precondition for the sustainable evolution of society as a society without open debates becomes blind to the concerns of its citizens. This is why the sustainability of public debates is a major concern for society and for communication studies. Reality will always fall short of normative models of the public sphere (see e.g. Walter 2015), yet when issues become so polarized that an open debate among speakers from different backgrounds becomes impossible, this constitutes a problem for democracy. Particularly in the United States, the debate on climate change has joined other issues such as abortion and gun control as part of a wider cultural schism: “Extreme positions dominate the conversation, the potential for discussion or resolution disintegrates, and the issue becomes intractable” (Hoffman 2015, p. 6). This kind of situation emerges due to a multitude of factors. Returning to a more constructive debate requires broad and complex responses.
