An analysis of journal articles submitted to RAE2008 Jonathan Adams & Karen A Gurney JUNE 2014 About the Authors Jonathan Adams joined Digital Science as Chief Scientist in October 2013. Previously he was the lead founder of Evidence Ltd (2000-2009) and Director of Re- search Evaluation for Thomson Reuters (2009-2013). Jonathan led the 2008 review of research evaluation in New Zealand and was a member of the Australian Research Council (ARC) indicators development group for its research excellence assessment (ERA). In 2004 he chaired the EC Evaluation Monitoring Committee for Framework Programme 6. In 2006 he chaired the Monitoring Group of the European Research Fund for Coal & Steel. In 2010 he was an Expert Advisor to the interim evaluation of the EU's 7th Framework Programme for Research (FP7). Karen Gurney was a co-founder of Evidence Ltd (2000-2009) and led the UK-based research evaluation arm of Thomson Reuters (2009-2013). She is now at Sheffield Hallam University. Karen has managed research evaluation projects for companies and research-funding agencies in Europe, North America and Asia-Pacific. She is an Associ- ate of the Royal College of Science and has a specialist background in biomedical sci- ences, having worked with Leukaemia Research Fund and the Paediatric Epidemiology Group at the University of Leeds. These advances have challenged traditional media organizations to adapt the way they deliver content to stay relevant to readers, fulfill their missions, and sustain their work. In 2006, the Knight Foundation launched the Knight News Challenge (KNC) to invest in new ideas and individuals to support innovation in news and information. Since its launch, the KNC has provided more than $48 million to fund 139 projects in the United States and around the world. 3 / 31 To better understand how the Challenge impacted winners1 , their projects, and the broader fields of news, media, and journalism, Arabella Advisors conducted a retrospective evaluation of the last 10 years of the KNC (2006– 2016)2. Through this research, we identified ways the Challenge has impacted the field and its winners, including: Enabling and Advancing Innovators in Journalism and the Media The KNC helped to support a group of individuals and organizations working at the nexus of technology and journalism and, in large part, has kept those individuals within the media field. Of all winners, 84 percent remain in the fields of journalism, technology and, media. -

It first identifies characteristics of a set of podcasts in the U.S. that allow them to be usefully described as public podcasting. Second, it looks at current business trends in podcasting as platformization proceeds. Third, it identifies threats to public podcasting’s current business practices. Finally, it analyzes responses within public podcasting to the potential threats. It concludes that currently, the public podcast ecology in the U.S. maintains some immunity from the most immediate threats, but that as well there are underappreciated threats to it both internally and externally. Keywords: podcasting, public media, platformization, business trends, public podcasting ecology As U.S. podcasting becomes an increasingly commercially-viable part of the media landscape, are its public-service functions at risk? This article explores that question, in the process postulating that the concept of public podcasting has utility in describing, not only a range of podcasting practices, but an ecology within the larger podcasting ecology—one that permits analysis of both business methods and social practices, one that deserves attention and even protection. This analysis contributes to the burgeoning literature on podcasting by enabling focused research in this area, permitting analysis of the sector in ways that permit thinking about the relationship of mission and business practice sector-wide. -

MASS MEDIA AND THE TRANSFORMATION OF AMERICAN POLITICS I. INTRODUCTION The importance of the mass media1 in today's society cannot be over- estimated. Especially in the arena of policy-making, the media's influ- ence has helped shape the development of American government. To more fully understand the political decision-making process in this coun- try it is necessary to understand the media's role in the performance of political officials and institutions. The significance of the media's influ- ence was expressed by Aleksandr Solzhenitsyn: "The Press has become the greatest power within Western countries, more powerful than the legislature, the executive, and the judiciary. One would then like to ask: '2 By what law has it been elected and to whom is it responsible?" The importance of the media's power and influence can only be fully appreciated through a complete understanding of who or what the media are. -

PLAN S IMPLEMENTATION GUIDANCE: SUBMISSION FROM SPRINGER NATURE Springer Nature welcomes the opportunity to provide feedback to the cOAlition S Implementation Guidance and contribute to the discussion on how the transition to Open Access (OA) can be accelerated. Our submission below focuses mainly on the second question posed in the consultation: Are there other mechanisms or requirements funders should consider to foster full and immediate Open Access of research outputs? Making Plan S successful: a commitment to open access Springer Nature is dedicated to accelerating the adoption of Open Access (OA) publishing and Open Research techniques. As the world’s largest OA publisher we are a committed partner for cOAlition S funders in achieving this goal which is also the primary focus of Plan S. Our recommendations below are therefore presented with the aim of achieving this goal. As a first mover, we know the (multiple) challenges that need to be overcome: funding flows that need to change, a lack of cooperation in funder policies, a lack of global coordination, the need for a cultural change in researcher assessment and metrics in research, academic disciplines that lack OA resources, geographic differences in levels of research output making global “Publish and Read” deals difficult and, critically, an author community that does not yet view publishing OA as a priority. While this uncertainty remains, we need the benefits of OA to be better described and promoted as well as support for the ways that enable us and other publishers to cope with the rapidly increasing demand. We therefore propose cOAlition S adopt the following six recommendations which we believe are necessary to deliver Plan S’s primary goal of accelerating the take-up of OA globally while minimising costs to funders and other stakeholders: 1. -

UNDER EMBARGO UNTIL 10:30AM EST ON FRIDAY, FEBRUARY 23 WNYC, KPCC, and WAMU Acquire Gothamist Assets Investment Furthers Leading Public Radio Stations’ Commitment to Local Journalism (New York, NY – February 23, 2018) – Leaders in public media—WNYC (New York), KPCC (Southern California), and WAMU (Washington, D.C.)—today announced they have joined together to acquire key assets of Gothamist and its associated sites: LAist and DCist. The acquisition includes the story archives, internet domains, and social media assets from Gothamist and DNAinfo. This deal is part of public radio’s commitment to local journalism and honors the legacy and shared mission of Gothamist, as well as DNAinfo, the trusted neighborhood news service founded by Joe Ricketts. Each public media organization involved in the investment is a leading source of enterprise journalism and local reporting in their respective communities. The assets acquired will enable the stations to expand their digital footprint and support their shared missions to reflect and serve their listeners and the public. SCHAIBLE* The City of Moscow continues to enforce a restrictive residence registrationregime similar to the propiska system that prevailed in the Soviet era-despite constitu- tional guarantees of the freedom of movement, federal statutory provisions imple- menting that right, and Constitutional Court rulings that such restrictions are unconstitutional In this Note, Damian Schaible argues that the continued restric- tions representmore than simply an ongoing violation of the human rights of Mos- cow's illegal residents; they are also an indicatorof Russia's imperfect transition to the rule of law and a practicalobstacle to the success of that transition. Some can jump research paper paywall thanks to Nature group 2 December 2014, by Nancy Owano member of the publishing world, Nature Publishing Group, was announced that will mark a turn in no- sharing roadblocks. Macmillan, the NPG parent, announced on Tuesday that "Subscribers to 49 journals on nature.com can now legitimately and conveniently share the full-text of articles of interest with colleagues who do not have a subscription via a shareable web link on nature.com." Nature reporter Richard Van Noorden said, "All research papers from Nature will be made free to read in a proprietary screen-view format that can be annotated but not copied, printed or downloaded." In addition to Nature, other well-known journals affected include Nature Physics, Nature Genetics, and Nature Medicine. Under the policy, subscribers can share a paper through a link to a read-only version of the paper's PDF that can be viewed through a web browser. Personal subscribers get access from 1997 on. There's more: An initial group of 100 media outlets and blogs will be able to share links to read-only PDFs (though they cannot be printed). PDFs can be saved to a free desktop version of ReadCube, backed by Digital Science, a division of Macmillan Publishers and a sister company of Nature Nature cover. Credit: NPG Publishing Group. [Final accepted manuscript] Chapter 4 Post-normal Journalism: Climate Journalism and Its Changing Contribution to an Unsustainable Debate Michael Brüggemann Introduction1 Deliberative public sphere theories ascribe an ‘epistemic dimension’ to public debates: they do not necessarily foster consensus, but rather an enhanced understanding among the participants of the debate through the exchange of opinions backed by justifications (Habermas 2006; Peters 2005). Public discourses provide a critical validation of issues of shared relevance. They are an important precondition for the sustainable evolution of society as a society without open debates becomes blind to the concerns of its citizens. This is why the sustainability of public debates is a major concern for society and for communication studies. Reality will always fall short of normative models of the public sphere (see e.g. Walter 2015), yet when issues become so polarized that an open debate among speakers from different backgrounds becomes impossible, this constitutes a problem for democracy. Particularly in the United States, the debate on climate change has joined other issues such as abortion and gun control as part of a wider cultural schism: “Extreme positions dominate the conversation, the potential for discussion or resolution disintegrates, and the issue becomes intractable” (Hoffman 2015, p. 6). This kind of situation emerges due to a multitude of factors. Returning to a more constructive debate requires broad and complex responses.
